Interestingly, Zelman casts the NRA as a controlled, compromised, fundamentally flawed group which has ALREADY shown it's willingness to give away most of the store when it comes to the CRUCIAL issue. Dowbenko quotes Zelman: "We [JPFO] are very different from the NRA. We believe that gun control should be DESTROYED. "We view gun control as a CANCER, a cancer that will destroy the GUARDIAN of the SECOND AMENDMENT of the Bill of Rights (emphasis ours)." Right ON, Aaron! Zelman goes on to say that claims the CIA is behind such groups as Handgun Control, Inc. are well founded, but "it shouldn't surprise anybody. During World War II, before the CIA was organized, the OSS [CIA's predecessor] brought in all of the Nazis. This has been documented in a number of books, like [Christopher Simpson's] Blowback." Indeed, NewsHawk has repeatedly urged it's readers to study closely this very same sordid chapter in our history, when massive infestation of the highest levels of federal government agencies with outright, hardcore NAZI filth occurred. FOREWORD For many experts on U.S. national security, the combination of emerging technology and innovative ideas seen in the Gulf War seem to herald a genuine revolution in military affairs. The victory of coalition forces demonstrated the technology and seemed to suggest that the revolution in military affairs can solve many of the strategic problems faced by the United States in the post-Cold War security environment. In this study, the authors concede that the revolution in military affairs holds great promise for conventional, combined-arms warfare, but conclude that its potential value in conflict short of war, whether terrorism, insurgency, or violence associated with narcotrafficking, is not so clear-cut. Given this, national leaders and strategists should proceed cautiously and only after a full exploration of the ethical, political, and social implications of their decisions. To illustrate this, the authors develop a hypothetical future scenario--a "history" of U.S. efforts in conflict short of war during the first decade of the 21st century. It is too early to offer concrete policy prescriptions for adapting many aspects of the revolution in military affairs to conflict short of war, but the authors do suggest an array of questions that should be debated. In order to decide whether to apply new technology and emerging concepts or how to employ them, the United States must first reach consensus on ultimate objectives and acceptable costs. MOUNTCASTLE Colonel, U.S. Army Director, Strategic Studies Institute SUMMARY Many American strategic thinkers believe that we are in the beginning stages of a historical revolution in military affairs (RMA). This will not only change the nature of warfare, but also alter the global geopolitical balance. To date, most attention has fallen on the opportunities provided by the RMA rather than its risks, costs, and unintended consequences. In the arena of conflict short of war, these risks, costs, and unintended consequences may outweigh the potential benefits. The Strategic Context. The Cold War notion of conflict short of war is obsolete. Politically and militarily, the Third World of the future will be full of danger. The future will most likely be dominated by peace enforcement in failed states, new forms of insurgency and terrorism, and "gray area phenomena." Many if not most Third World states will fragment into smaller units. Ungovernability and instability will be the norm with power dispersed among warlords, primal militias, and well-organized politico-criminal organizations. U.S. policy in the Third World is likely to be more selective and the U.S. homeland may no longer provide sanctuary. Renewed external support will restore the lagging proficiency of insurgents and terrorists. The Application of Emerging Technology. Emerging technology will have less impact on conflict short of war than on conventional, combined-arms warfare. It will, however, have some role. In noncombatant evacuation operations, new technology can assist with identification and notification of evacuees. Sensor technology, robotics, nonlethal weapons, and intelligence meshes will be used in combatting terrorism, countering narcotrafficking, and peace operations. These technologies, along with simulator training and unmanned aerial vehicles, will also be useful in insurgency and counterinsurgency. Constraints and Countermeasures. There are a number of constraints on applying the RMA to conflict short of war. These include the lack of a powerful institutional advocate for this process, a shortage of money for the development of technology specifically for conflict short of war, and the possibility that new technology may run counter to American values. Since January 1993, I have been totally immersed in monitoring the restructuring of our public education system here in America. But for the most part I have been monitoring that restructuring from a perspective quite different than most other Americans who are also concerned about the restructuring. While I am very interested in and concerned about, the "academic" aspects of the restructuring such as reading, writing and arithmetic, I am more concerned about the restructuring from an "intelligence" perspective, like "military intelligence" for example. Let me explain it this way. For better than 24 years beginning as far back as the early1950's I was involved in designing and installing electronic (ADP/EDP) information collection and processing systems for the several military departments, the Air Force, Navy, Army, the JCS and the DoD including President John F. Kennedy's Battle Staff (BST7). In addition to the very intensive technical training conducted by IBM on the dada processing equipment (ADP/EDP) of that time, a select few of us were also subjected to some very intensive training, within the Department of Defense. That special training was related to the "kind of information" that we would be designing and installing processing systems for. This additional, highly classified and technical, training addressed the imbedded "philosophical and psychological doctrine" of communism and it's threat to our democratic way of life. During the course of the past few years, beginning in January 1993, while putting all the many pieces (programs) of the education restructuring puzzle in their proper place as they relate to each other, I realized that the restructuring of our public education system was proceeding in a very different direction than that which most people were being led to believe. Misleading the masses was, and still is, easy to do since there are so many different but yet related programs involved. The average citizen is untrained in the arts and skills of information collection, processing and analysis and thus has absolutely no idea of what is actually taking place within the restructuring and where the restructuring is actually leading to. . In an attempt to very briefly and generally explain "where" the restructuring of our public school system is really leading to, I invite your attention to several statements found in one of the Department of Defense (DOD) text books (which I still have) that was used in the special training (noted above) that I received relative to the "kind of information" we were designing and installing ADP/EDP systems to collect and process. The following quotes are taken from "The Two Ways of Life, The Communist Challenge to Democracy" (DoD DEN-9) (DA Pam 360-510) (NAVPERS 15204) (AFP 190-1-1) Quote # 1, "DoD Introduction, page 3, par 3: "In the totalitarian way of life, there are no "inalienable rights" of man which the state is not allowed to touch. AIDS may, in fact, be transmissible by saliva, tears, bodily fluids, and mosquito bites. [Image] --Dr. William Haseltine, Chief of the Division of Retrovirology, Harvard University Question: Reports indicate that as many as 40% of the AIDS-infected children in parts of Africa have AIDS-free mothers; how did they become infected? Answer: Many of them became infected by insect bite. Every major plague in history has been tied to some type of environmental factor. Cholera and typhoid are spread through contaminated water. Tuberculosis is commonly spread through fomites (towels, dishes, etc.) and aerosol water droplets spewed into the air through coughing and sneezing. One sneeze, for example, can expel 50,000 micro-droplets of water at up to '00 miles per hour traveling many feet away from the person who sneezes. Each one of these droplets is capable of carrying the disease. Smallpox was transmitted by fomites and food. With every other epidemic in history -- plague, yellow fever, typhus, malaria, denge fever, etc. -- insects were the vector of transmission. A study in Zaire determined that children with malaria were several times more likely to test positive for AIDS. The only way to get malaria is through mosquito bites. The Pasteur Institute performed a study in '989 which showed that 30% of the mosquitoes in tested in Africa were infected with HIV. Lab studies in the U.S. have shown that mosquitoes which are allowed to feed on HIV-infected blood still retain active viruses in the blood cells they have consumed for up to 8 days. Many types of mosquitoes have a flying range of about 40 miles. There are two main methods that the virus can be transmitted by insect bite: mechanical and biological. Blood products that remain on the biting mouth parts of the insect can be introduced into a new host simply through the mechanical act of biting through the victim¹s skin. The virus can also reside comfortably in the saliva and digestive fluid of the insect and can be infused into subsequent victims through the mouth/feeding tube during the biting/feeding process at any time. At this point in time, over 80 different species of virus are known to be transmitted to humans by mosquitoes and other blood-sucking insects such as fleas, ticks, head lice, biting flies, etc. Dr. Jean Claude Chermann of the Pasteur Institute, in Paris, reported he has located the DNA of the AIDS virus in field specimens of virtually every African insect species that bites humans. He further determined that 30% of the insects tested contained the AIDS virus itself. This is particularly significant because in most insect-borne diseases only 3% of the insects are routinely found to be infected. This means that the AIDS virus is ten times more concentrated in these insects than usually considered necessary for insect transmission of a disease. AIDS infectivity research pioneer Dr. William T. O'Connor (Chapter 7, AIDS Exposed ) made the following statement on insect transmission of HIV among humans: If 'they' knew that insects could spread HIV, 'they' would certainly protect themselves, too, wouldnt 'they'? And 'they wouldn't hide that information, would 'they'!? Well, here's the 'they:' You mentioned the Pasteur Institute, it wasn't so much the Pasteur Institute, it was Dr. Jean-Claude Chermann who went to Africa and did the studies and found that HIV was in every insect that had contact with human blood. The...question is: can that (HIV) come out of their genome? Is it first spread through to the male line and is it found in the non-bloodsucking mosquitoes...the male mosquitoes? Guess what? It was in the male population of mosquitoes. The big question is, can active, infective viral particles get out of that (male) mosquito? When Jean-Claude Chermann was asked by me, in person, when I met him in Marseilles and toured his facility, he said he had received death threats. And he elected to stop studying it. The scientific question as to whether insects can carry HIV is (officially) unanswered. And it is unanswered because the leading virologist in the world (on the subject) cared more about his family and himself. I don't blame him! If somebody told me, 'You keep up that line of research and we will kill you,' I'd stop, too. In Africa, in '88, no one was infected, not even the prostitutes. Now, in Central Africa, you can see up to 60% of given populations infected. I'm saying that in a decade, you can't rely on just sex (transmission) to do that. And it isn't hard to catch! That is wha

The company that hired me is Archer Daniels Midland, but Pepsi was somehow involved, too (and no doubt some others). The demonstrations this past week in Seattle are contrived and manufactured. I'm sure that many of the people out there are sincerely trying to further their cause, but many more are just nuts getting caught up in the moment, and some are paid agitators (like me and about another 100 or so that I know of). I'm not out there anymore, though, I took my cash last night and left, went back to school. Here's the thing: Have you noticed how the aims of many of the protestors for the most part actually go along with the aims of the WTO and the multi-national corporations? The 'event' is being portrayed as a demonstration against capitalism, but actually is about stricter environment and labor controls, and stricter international standards in many areas. This is the agenda of the WTO and the New World Order. It is all part of the one-world government thing. It is all about more CONTROL over people. When I saw this, I walked away. All of this should be obvious to thoughtful people, but the media are drooling all over each other covering this story as if it were some kind of spontaneous happening, instead of the staged drama it really is. This new program provides for the progressive reduction of the war-making capabilities of nations and the simultaneous strengthening of international institutions to settle disputes and maintain the peace.
