We had a similar situation with a desalinization plant here in Tampa. Went way over budget, then failed the initial testing, especially when it came to output. Seems that the engineer had simply scaled up a much smaller system, and when doing so, found that things didn't work when you made them bigger Not sure government control of your river is necessarily a good thing - we have just that in the American West with the Colorado River, and water rights are probably one of the most hotly contested issues in that part of the country. Yes we are in the driest state on the driest continent, so water is an issue, during the last big dry, the state gobberment decided to build a desalination plant, which, surprise suprise, went way over budget and way behind time. Problem is we rely on one river for our water and the states upstream suck all the water out of it, so we miss out. You would think that since it's a major river running through several states that it would be under control of the federal goobberment but no. They are all alright but a bit shaken, apparently the liquefaction is back and made a mess. However they are starting to get pretty annoyed with it all, people can only put up with so much before they snap. Apparently according to the experts, the shakers are likely to go on for some time. Which presents the problem of "why should we rebuild when it's likely to get broken again", some areas will never be rebuild and I suppose that there is little point in seriously rebuilding until the shakers stop or become insignificant.
