I know of 2 very effective enzymatic cleaners - anti-icky poo (yes, seriously, that's its name) and liqui-zyme. One of the vets at my clinic has successfully rid a SUITCASE of INTACT male spray with the liqui-zyme.

Why don't you think about replacing the whole seat? You might be able

effective. I think it's more like 80% or so; not
sure. But the vaccinations, coupled with the fact
that FeLV is NOT easy to spread, makes for a good
