I have a simple answer for this, the top rail should be at the height of "Your"
belly button. It's easy to view your work, and your arm does not have much
fatigue in the handle positions.

I have a 900 and I have the 900 Legacy Legs on mine and I think the height is
OK but the legs are not very substantial.
As to the height I think the centre line of Head & Tail Stock needs to be about
halfway between your waist line and your eye line or if you have a lathe then
use that
