The \startchapter command has two arguments, the first is used for
the chapter argument like title, reference, bookmark etc. and
the second argument, which is optional, for your own values, like
author, subtitle etc.
You can now access these values in your own chapter layout with
to typos.
Hence, my question:
Is there a low-level trick to preserve conversionsets,
defined like {(\characters{#1}\characters{#1})},
so they appear in bookmarks, too?

did you check you have

\setupinteractionscreen[option=bookm
chapters in some sectionblock too ... i could do more
extensive checking in bookmark construction but a messy structure is
kind of asking for troubles
I have tested this file against ConTeXt from TeX Live 2013 (2013.05.28

Hi Rik,
this is why following the prescription (the PDF spec) is better in order
to check the standard than
ks than \input spec-tst.mkii.
For me the bookmarks in XeTeX seem to work fine.
