Apache?

BTW, this makes me think about your setup. Do you have apache in front of
tomcat?
Then try tomcat standalone first.

I was told that the commons-fileupload-1.2 jar would fix my problem
(i.e. it would accept chunked transfer for HTTP POSTs).
