Hello kanchan mam,
you are doing a really commendable job. It is a well drafted policy barring 
few of the points which are debatable.
1. I stand by Pranav sir's point, of allowing extra 30 minutes per hour 
instead of 20 minutes.
2. As far as the softwares are concerned, in my opinion no softwares must be 
specified as said by Puneet sir. The college/ university should provide the 
softwares which the candidate demands for. this is because all candidates 
may not be comfortable with the specified softwares.

Hi Kanchan,

For most of the points, my view is same as others, that specifics of
software may be avoided, but I can imagine a senario where a particular
software is used and is not screen reader friendly, so may be these policies
may include list of software with a condition that only accessible software
be used

Same is true for Aids and appliances, listing limited number of them may
creat problem for those who want to use different once.

I can already add couple of them, 

A. welcrove board for drawing diagrams (I used it in my graduation exams) 

B. drawing wheel, it is available as part of geometry kit (I guess it should
be available from NIVH Dehradun)

These policies may be revised from time to time, and list of software along
with Aids and appliances may be included in appendix

For the following point # 10.C, I feel that there can be confusion regarding
who decides if laboratory  assistant is used or alternative question is
provided. May be the candidate is interested in conducting the experiments,
but institution is not willing to provide assistant. So it should be
candidates power to decide, and the same conditions as in scribe should be
applied with regard to making arrangement  of assistant i.e. candidate
should be given first opportunity to arrange for the assistant.

c. For practical exams the Visually Disabled candidate must be allowed the
help of a laboratory  assistant to conduct the experiment and or be provided
alternative oral questions in place of the experiment to be conducted.  
 
So the point 1.C may be modified as under

1.c. The discretion to arrange for his/her own Scribe / assistant or to be
provided by a Scribe / assistant by the Examining Authority is with the
candidate alone.

any purpose whatsoever. The paramount purpose of the Policy is to alleviate
the hardship being caused to the Visually disabled candidate due to
uncertainty in policy and to mitigate the effects of a disability.  

 

 

1. Scribe
 

a. The Visually Disabled candidate must be allowed the use of a Scribe who
will read the question papers and write/type the answers dictated by the
Visually disabled candidate.

 

b. Since one of the important factors while doing an examination is speed,
adequate practice is necessary, Visually Disabled persons should be allowed
to use the services of a scribe of his/her own choice. The Visually Disabled
candidate may however request the Examining authority to provide a Scribe.



c. The discretion to arrange for his/her own Scribe or to be provided by a
Scribe by the Examining Authority is with the candidate alone. 

 

d. No other restriction other than those mentioned in Clauses 3 or 4 herein
below should be imposed on the selection of a

Dear Madam,
Where there is no problem of language of papers and where the candidate
is unable to furnish the names of multiple scribes, he may be allowed to
change a scribe in case of medical excegency and that should not be
opposed by the examining authorities. It is natural that a scribe may
fall ill during the long stretch of examinations. During my graduation
the same case was strongly opposed by the examining authorities.

2. Why copy and paste from Pagemaker? This could create a problem with
tables. Ideally, question papers should be Microsoft Office documents such
that the text is in word and data relating to accounts problems etc should
be in Excel. Assuming this is not possible then just ask for Word files
without specifying the conversion.

Guardian News Service: A "cyber cold war" is developing as international web 
espionage and cyber-attacks become the biggest threats to internet security,
according to a report.

The computer security firm McAfee said governments and government-alliedgroups 
were engaging in increasingly sophisticated cyber spying, with manyattacks
originating from China.

Some 120 countries could be developing the capacity for such activities.

What started as probes to see what was possible have become well-fundedand 
well-organised operations for political, military, economic andtechnical 
espionage,
the report said, with perpetrators aiming to causehavoc by disrupting critical 
national infrastructure systems.

Targets include air traffic control, financial markets, governmentcomputer 
networks and utility providers. In September, the London-basedGuardian newspaper
reported that Chinese hackers, including some believedto be from the state 
military, had been attacking the computer networks ofBritish government 
departments,
including the UK Foreign Office. China hasspelled out in a white paper that 
"informationised armed forces" are partof its military strategy.

McAfee, whose report was compiled with input from Nato, the FBI, and theUK's 
Serious Organised Crime Agency, said that according to Nato insiders,the wave
of cyber attacks that hit Estonia earlier this year, disruptinggovernment, news 
and bank servers for weeks, was the tip of the iceberg. InMay, the Baltic
state said that at least one million computers had beenused in the cyber 
warfare, which saw hundreds of thousands of hitsbombarding Estonian websites to
jam them and make them unusable. The methodused was known as distributed denial 
of service.

The attack coincided with the climax of a dispute between Moscow andTallinn 
over a Soviet second world war memorial in the Estonian capital,but officials
there backed away from accusing the Kremlin directly. Russianofficials have 
denied any state responsibility.

In the past 12 months there have been reports of cyber attacks 
againstgovernment targets in the US, Germany, India, New Zealand and 
Australia.China has
denied any involvement.

"We have seen attempts by a variety of state and 
non-state-sponsoredorganisations to gain unauthorised access to, or 
otherwisedegrade,department of defence
information systems," a Pentagon spokesmantold researchers.

Nato experts said attackers were using trojan horse software to focus 
onspecific government offices, and 99% of cases were probably stillundetected. 
"The
complexity and coordination seen during the Estoniaattacks was new," a Nato 
insider said. "There was a series of attacks withcareful timing using different
techniques and specific targets. Theattackers stopped deliberately rather than 
being shut down."

Most of us use JAWS FOR WINDOWS.  It works efficiently
in various programs.  It contains US accent and UK
accent.  It supports European languages such as
French, Spanish and so on.  This screen reader
software enables us work on computer efficiently.

We need to consider persons those who do not

 launched a location service for mobile users on Wednesday that doesn't rely on 
GPS. 

Google Maps with My Location
, currently in beta, locates users who don't have GPS-enabled phones based on 
their location to nearby cell towers. The result isn't as accurate as GPS
(Global Positioning System) but works for people who lack the positioning 
technology in their phones. 

"It helps users speed up search by showing the general neighborhood they're 
in," said

, product manager at Google for the service. Without the location service, 
users must type in their address or neighborhood in order to find nearby 
businesses
using 
Google Maps. 

Google Maps with My Location will use GPS data to locate the user if the phone 
has the capability. But even for users of GPS-enabled phones, the cell location
service might be useful, Lee said. That's because the cell tower feature works 
better indoors than GPS, it doesn't drain the phone battery as quickly and
can bring up a result quicker, he said. 

The service could be useful to a person who might be traveling in an unfamiliar 
city and looking for restaurants or other businesses. A user pulls up Google
Maps and hits the zero key on the phone. A blue dot will appear on the map in 
the user's location. If the service used GPS in the phone, the blue dot will
be solid. If the service used cell towers to determine the location, the blue 
dot will have a halo around it, indicating that the location isn't precise.
The user can then search for nearby businesses.

Google says the cell tower technique will locate the user within about 1000 
meters. It doesn't use triangulation, which calculates a user location based
on the user's distance to three nearby towers. Instead, it essentially shows 
the range of the tower that the user's phone is connecting to. 

But the accuracy should improve as more people use the service, Lee said. 
That's because Google is keeping a database of location queries, minus any 
personal
information like individual phone numbers or names. That will allow Google to 
learn more precise information about the range of each tower, so that it
can deliver a more accurate location area to users. The coverage area of cell 
towers can vary from about a quarter of a mile to several miles based on
whether the tower is in an urban or rural area.

For now, Google Maps with My Location doesn't feature any advertising, but it 
could in the future. "This product makes a lot of sense for advertising,"
Lee said. 

In order to use the service, phone owners must download a free application from 
Google. The application will work on 
BlackBerry, 
Windows Mobile
 and 
Symbian
 phones as well as many phones that support Java. A few notable exceptions 
include the 
Samsung Blackjack, 
Moto Q

Palm Treo 700W

List of assistive devices could be suggested or disability assistive

The 30 words per minute restriction is not required. A student may elect
not to use a computer if he/she is not comfortable typing. On the other
hand, this may be limiting for people with orthopedic problems who may
not be able to type fast enough but may still prefer a computer to a
scribe -- in which case, they should request for more extra time instead
of being prevented the use of a computer.

I Wanted to ask you that From where will I get a talking calculator!
I am finding it from so many months! I require this to do Statistics!
it should have all basic functions and also square root!
so can you help find one for me?
I have written to so many places but am not getting one!
and without the calculator I will not be able to do Mean median mode and

Hey!  Why don't you write to A.I.C.B. Delhi? They have something called 
"Equipment bank", where Braille slates, pocket frames, braille games, 
Braille geometry sets, calculators are available with subsidised rates.

Recently I got a Braille geometry box for Rs. 70 /- including currier 
charges. Even I too have Business statistics this sem, so I'm sending M.O. 
of Rs. 240/- to buy a small talking calculator. I don't know if it has

findout more about it.

Aadhar Bahuudehsiya Sanstha, Nagpur, which stands to educate the children on 
the moral values,had organised a wonderful programme, and their efforts need
to be lauded in doing so for in the process they have been introducing ideal 
personalities to the society, who hitherto remain in the background.

One such versatile personality is Neela Satyanarayan Additional Chief Secretary 
was felicitated by the organisation for her commendable work in bringing
up a handicapped child and the pain and suffering she underwent in doing so 
just to make the child feel happy and be able to stand on his own feet in 
society.
Addressing the gathering comprising of prominent citizens and heads of various 
organisations who are involved in looking after the handicapped children,
Neela Satyanarayan refereed to her book Poorna-Apoorna and admitted that she is 
yet to go across to Poornatva. It is her effort to do so she said that
she is fortunate to have achieved a position in Government Service and it is 
her desire to take full advantage of this position to reach the masses and
do something for the society. She said that her book is a message to society, 
that should reach every home. It took a good 13 years of effort in writing
this book painstakingly. She had to tear off the manuscript on several 
occasions since the portions written only reflected her pain and suffering. 
Finally
she was successful in presenting her view in how such a problem could be 
overcome successfully in life. This book has been translated in Gujrati, Hindi,
English besides available in Marathi. The English version has been well 
received by several organisations who are already working in the field and they
have expressed their gratitude for the wonderful guidelines given within and it 
has brought about tremendous change in their perspective towards these
handicapped children. Even parents, who use to hide these children away from 
the gaze of the society have come out openly in support and have taken it
as a challenge to help the child grow with in an environment of love and 
affection. If my book is of any help to a mother in giving her the strength and
will power to raise her handicapped child successfully, then I can say that I 
have justified my effort in writing this book. Dr Rajni Rai, former Lt Governor
also lauded the efforts of Neela Satya Narayan in being the ideal mother who 
has shown how difficulties can be overcome by a mother in bringing up a 
handicapped
child. It also shows how a family's support plays a very important role in 
this. She lauded the sacrifice made by Neela Satyanarayan in bringing up her
child 'Chaitanya by making him Chaitanya swaroop.' Dr Bhole also spoke on the 
writing of Neela Satyanarayan by saying that she has very boldly retained
her 'Past' in words and has placed a thought for the world to ponder over in 
her very title by asking Poorna Kon and Apoorna Kon. He said that the book
clearly reveals that her son Chaitanya is not Apoorna. It is we who are 
apporna. We have failed to understand these handicapped children, he added. 
Divisional
Commissioner Anand Limaye, who presided over the function lauded the 
multifaceted personality of Neela Satyanarayan whose book has brought several 
heads
of organisations working for the welfare of the handicapped to attend this 
programme, which he said was is a matter of pride for Nagpurians. Earlier, songs
based on poems written by Neela Satyanarayan were presented by Sarang Joshi, 
Bhagyashri Baraskar and Dr Datta Harkare. A girls troop presented a beautiful
and colourful Jogwa, which was also written by Neela Satyanarayan. Present on 
the occasion were Dr Hemant Kalikar, Dr Sanjay Mukherjee District Collector
Nagpur, Dr Rajani Rai, former Lt Governor, B L Bhole, critic, Divisional 
Commissioner Anand Limaye, and Dr Avinash Rode President of Aadhar. The 
programme
was conducted by Shubhada Fadnavis. Hemand Kalikar proposed a vote of thanks.
