[AI] piano on your computer!

2009-02-26 Thread ruchir falodiya
good afternoon all and greetings!

ever thought of playing piano on your laptop?
na, seriously. all the music experts will say, its not possible,
because keyboard at computer is much different then those at a real
synth.
i agree, but just to play around and compose few small bits and chunk
of music, this software i've found at my friend's hostel room can be
used.

unfortunately this program is not at all accessible, and even if it
would have been, we would have to turn jaws off to playit, because you
cant hear jaws and compose music, both at the same time.

please note, that this program was not created for any serious
compositions and was created just to play around.

there are also few advance features such as recording the composition,
but are in graphical form.

maybe, some jaws scripter would like to work on it?

for now, the simple piano, with changeable 128 instruments and 3
scales, can be played.

just locate the program, open it, unload jaws, and start playing!

the end and home keys are used to change the scale, and the
instruments can be changed using page up and page down.

also note, that this is a portable program. which means, no setups are required.
just put in any removable storage medium and carry it to play anywhere.

sadly, the only information my friend had is, it is a freeware, but he
forgot the website.

so, i'm uploading to sendspace.

please download the program from.

http://www.sendspace.com/file/zrralv

since i'm just sharing this program with you, i'm also not aware of
any its features, so this time, i mite be of no help to you.

enjoy the program!
regards,

ruchir.

2009-02-26 Thread l pavan
NEW DELHI: The Delhi High Court on Wednesday directed the Union
Government’s Department of Personnel and Training to recruit within
six weeks a visually-challenged
man in the Indian Administrative Service.

The Court also imposed a cost of Rs.25,000 on the DoPT and asked it
to pay the amount to the petitioner.

The petitioner, Ravi Prakash, had sought his recruitment in the
service submitting that there was a backlog of as many as seven
vacancies in IAS for the
visually-impaired; therefore, it should be cleared and he should be recruited.

He had moved the High Court against a judgment of the Central
Administrative Tribunal which had dismissed his petition, allowing
argument by the Centre
that it had started reserving one seat for the visually-impaired in
IAS from 2006 after it decided that the visually-impaired were
suitable for the job.

The High Court allowed his petition rejecting the plea of the
Government. It allowed his contention that the reservation should be
implemented from 1996
when the Government had decided to give reservation to
physically-challenged candidates in the Union Civil Services.

The petitioner through his counsel, visually-impaired advocate S.K.
Rungta, submitted that the law says there will be reservation of 1 per
cent each for
the visually-impaired, the hearing-impaired and the
orthopaedically-disabled in the Civil Services of the total vacancies
each year. But the Government
had instead reserved just one seat in IAS for each category of
physically-challenged candidates, Mr. Rungta said.

But it did not implement that till 2005, creating a backlog of as many
as eight vacancies in this particular category as during the relevant
period 786
persons were recruited into the service, the petitioner submitted.

The petitioner had appeared in the civil services examinations in 2006
and was ranked fifth in the visually-impaired category. The Court also
directed the
DoPT to clear the remaining backlog of vacancies in the service.

NOTE:THIS LAND MARK JUDGEMENT PROVIDES GREAT RELEIF TO ALL THOSE
EMPLOYEES, WHO HAVE MISSED THE CHANCE FOR GETTING PROMOTION AND OTHER
BENEFITS DUE TO NOT HAVING TIMELY INFORMATION ABOUT STATUS OF THEIR ACR BY
CONCERNED AUTHORITY, AS HONORABLE SUPREME COURT OF INDIA SAID IN PARAGRAPH
 39 OF THIS FOLLOWING JUDGEMENT:

“-- 39. In the present case, we are developing the principles of
natural justice by holding that fairness and transparency in public
administration requires that all entries (whether poor, fair, average,
good or very good) in the Annual Confidential Report of a public servant,
whether in civil, judicial, police or any other State service (except the
military), must be communicated to him within a reasonable period so that
he can make a representation for its upgradation. This in our opinion is
the correct legal position even though there may be no Rule/G.O. requiring
communication of the entry, or even if there is a Rule/G.O. prohibiting
it, because the principle of non-arbitrariness in State action as
envisaged by Article 14 of the Constitution in our opinion requires such
communication. Article 14 will override all rules or government
 orders.--“

Supreme Court of India - CIVIL APPEAL CASE NO 7631/2002 Dev Dutt vs Union
Of India (Uoi) And Ors. on 12-5-2008

 Supreme Court of India

Dev Dutt vs Union Of India (Uoi) And Ors. on 12/5/2008 JUDGMENT
Markandey Katju, J.1. This appeal by special leave has been filed
against the impugned judgment of the Gauhati High Court dated 26.11.2001
in Writ Appeal No. 447 of 2001. By the aforesaid judgment the Division
Bench of the Gauhati High Court dismissed the Writ Appeal of the appellant
filed against the judgment of the Learned Single Judge dated 21.8.2001.
  2. Heard learned Counsel for the parties and perused the record.3. The
appellant was in the service of the Border Roads Engineering Service which
is governed by the Border Roads Engineering Service Group 'A' Rules, as
amended. As per these rules, since the appellant was promoted as Executive
Engineer on 22.2.1988, he was eligible to be considered for promotion to
the post of Superintending Engineer on completion of 5 years on the grade
of Executive Engineer, which he completed on 21.2.1993. Accordingly the
name of the appellant was included in the list of candidates eligible for
promotion.4. The Departmental Promotion Committee (DPC) held its meeting
on 16.12.1994. In that meeting the appellant was not held to be eligible
for promotion, but his juniors were selected and promoted to the rank of
Superintending Engineer. Hence the appellant filed a Writ Petition before
the Gauhati High Court which was dismissed and his appeal before the
Division Bench also failed. Aggrieved, this appeal has been filed by
special leave before this Court.5. The stand of the respondent was that
according to para 6.3(ii) of the guidelines for promotion of departmental
candidates which was issued by the Government of India, Ministry of Public
Grievances and Pension, vide Office Memorandum dated 10.4.1989, for
promotion to all posts which are in the pay scale of Rs. 3700-5000/- and
above, the bench mark grade should be 'very good' for the last five years
before the D.P.C. In other words, only those candidates who had 'very
good' entries in their Annual Confidential Reports (ACRs) for the last
five years would be considered for promotion. The post of Superintending
Engineer carries the pay scale of Rs. 3700- 5000/- and since the appellant
did not have 'very good' entry but only 'good' entry for the year 1993-94,
he was not considered for promotion to the post of Superintending
Engineer.6. The grievance of the appellant was that he was not
communicated the 'good' entry for the year 1993-94. He submitted that had
he been communicated that entry he would have had an opportunity of making
a representation for upgrading that entry from 'good' to 'very good', and
if that representation was allowed he would have also become eligible
for promotion. Hence he submits that the rules of natural justice have
been violated.7. In reply, learned Counsel for the respondent submitted
that a 'good' entry is not an adverse entry and it is only an adverse
entry which has to be communicated to an employee. Hence he submitted that
there was no illegality in not communicating the 'good' entry to the
appellant.8. Learned Counsel for the respondent relied on a decision of
this Court in Vijay Kumar v. State of Maharashtra and Ors. 1988 (Supp) SCC
674 in which it was held that an un-communicated adverse report should
not form the foundation to deny the benefits to a government servant

I have cherished a dream of associating with a library where all the books

In India, there is a lack of books in braille for college level studies.
College students require many books and organisations have found it very
costly
and time consuming to convert them into braille. Since the introduction of
DAISY in India, several organisations have taken up the task of converting
books
for higher education into DAISY DTBs. This has helped many students pursue
and excel in different courses. Ms. Savita's story is just one example.

Re: [AI] One doubt regarding the newspapers in india.

2009-02-26 Thread Shadab Husain
There is no major differences between the online and the printed versions of
the newspapers. Sometimes, in The Hindu, the soft copy of any news analysis,
report etc., is more elaborated than their hard copy. Presumably, this is
because there is limited space in the hard copy. It is surprising that the
errors which you will spot in the online version of The Hindu, would not be
present in the printed one. But this newspaper is almost flawless and I
place it on top of all the admirations. The Hindustan Times is also fine.
The Times of India is absolutely ridiculous. Its language is poor, there
are
a host of errors, their writers treat English as if it were any bugbear and
they are expert in cooking the books. The New York Times - www.nytimes.com -
is quite like TOI. I haven't read it a lot but my experience with it is very
bad. I read its reports and analyses when they get published in The Hindu.
There is no language standard and when it comes to
getting information, the newspaper appears to be a rotten egg. The Hindu is
the best. I learn from it.

These were my personal views.

Ciao
