play The Economist aloud. She devotes one ear to the paper and the other to
the magazine.

The managing director of a Wall Street investment management firm, Ms.
Sloate has been blind since age 6, and although she reads constantly, poring
over the news and economic reports for several hours every morning, she does
not use Braille. ‘‘Knowledge goes from my ears to my brain, not from my
finger to my brain,’’ she said. As a child she learned how the letters of
the alphabet sounded, not how they appeared or felt on the page. She does
not think of a comma in terms of its written form but rather as ‘‘a stop on
the way before continuing.’’ This, she said, is the future of reading for
the blind.

‘‘Literacy evolves,’’ she said. ‘‘When Braille was invented, in the 19th
century, we had nothing else. We didn’t even have radio. At that time,
blindness was a disability. Now it’s just a minor, minor impairment.’’ Ms.
Sloate regrets not having spent more time learning to spell in her youth,
but she said she thinks that using Braille would only have isolated her from
her sighted peers. ‘‘It’s an arcane means of communication, which for the
most part should be abolished,’’ she said. ‘‘It’s just not needed today.’’
Braille books are expensive and cumbersome, requiring reams of thick,
oversize paper. The National Braille Press, an 83-year-old publishing house
in Boston, printed the Harry Potter series on its Heidelberg cylinder; the
final product was 56 volumes, each nearly a foot, or 30 centimeters, tall.
Because a single textbook can cost more than $1,000 and there is a shortage
of Braille teachers in public schools, visually impaired students often read
using MP3 players, audiobooks and computerscreen- reading software.

A report released last year by the National Federation of the Blind, an
advocacy group with 50,000 members, said that fewer than 10 percent of the
1.3 million legally blind Americans read Braille. About half of all blind
children learned Braille in the 1950s, but today that number is as low as 1
in 10, according to the report.

For much of the past century, blind children attended residential
institutions where they learned to read by touching the words. Today,
visually impaired children can be well versed in literature without knowing
howto read; computerscreen- reading software will even break down each word
and read the individual letters aloud. Literacy has become much harder to
define, even for educators.

‘‘If all you have in the world is what you hear people say, then your mind
is limited,’’ said Darrell Shandrow, who runs a blog called Blind Access
Journal.

‘‘You need written symbols to organize your mind. If you can’t feel or see
the word, what does it mean? The substance is gone.’’ Like many Braille
readers, Mr. Shandrow says that new computers, which form a single line of
Braille cells at a time, will revive the code of bumps, but these devices
are still extremely costly and not yet widely used. He views the decline in
Braille literacy as a sign of regression, not progress.

‘‘This is like going back to the 1400s, before Gutenberg’s printing press
came on the scene,’’ he said. ‘‘Only the scholars and monks knew how to read
and write. And then there were the illiterate masses, the peasants.’’ Until
the 19th century, blind people were confined to an oral culture. Some tried
to read letters carved in wood or wax, formed by wire or outlined in felt
with pins. Dissatisfied with such makeshift methods, Louis Braille, a
student at the Royal Institute for Blind Youth in Paris, began studying a
cipher language of bumps, called night writing, developed by a French Army
officer so soldiers could send messages in the dark.

Braille modified the code so that it could be read more efficiently — each
letter or punctuation symbol is represented by a pattern of one to six dots
on amatrix of three rows and two columns — and added abbreviations for
commonly used words like ‘‘knowledge,’’ ‘‘people’’ and ‘‘Lord.’’ Learning to
read is so entwined in the normal course of children’s development that it
is easy to assume that our brains are naturally wired for print literacy.

But humans have been reading for less than 6,000 years and literacy has been
widespread for no more than a century and a half. The activity of reading
itself alters the anatomy of the brain.

In a report released in 2009 in the journal Nature, the neuroscientist
Manuel Carreiras studied illiterate former guerrillas in Colombia who, after

It is an excellent article except that it fails to mention the attitude of 
western world in general and the United States in particular towards brail 
literacy which considers teaching brail to visually challenged students is 
undesirable. No wonder, 90% of the American visually challenged lack the 
ability to read and write in brail. This attitude does get tied to the 
general tendency of considering brail script as hierarchically inferior to 
the normal script. Just to illustrate this, I met people at the NFB 
convention who were forced to learn normal script despite the fact that 
their vision was not enough to retain it. In fact it was so bad that many 
actually ended-up loosing little vision they had because of the constant 
exposure to CC TV and other similar tools.

yesterday I wrote about my problem regarding jaws access to mysql command line 
prompt and instantly got some very useful response..

now could you please help me once more regarding the same? this time I want to 
insert some text (say to add a column in a select query) after writing the 
entire query or to edit some spelling mistake after writing the query. is it 
possible to do the same while using jaws? or for each and every mistake I have 
to rewrite the entire query? I'm writing the query and viewing the results both 
with jaws cursor, for your information.

I don't remember exactly but if you mistake in the query syntax, you can
correct it in the edit box as it preserve the query text.
Should use F6 or Ctrl + F6 to move in different control.
Also note, when you execute a query the focus shifts to the result pane and
you may have to do F6 or Shift F6 to move to query edit.
Or As an tweek alternate, you can select and copy the query text before
running it so that you can simply paste and edit it for rerun.
On top of everything, the behavior of preserving query text is controlable
from MySQL UI (contact your SQL Trainer for more information)- I am sorry -
it's been more than 4 years I have not touched SQL

Friends,

Another case of delay in appointment of a person with low vision in
SBM.  The story is as under...

Mr. Pradeep has applied for a clerical job in SBM, cleared the written
exam and interview.  As usually, in the medical examination, he was
declared unfit on the ground that his vision is deteriorating because
of RP.  Somehow, he overcame that hurdle.

But still he is not given the appointment order even after 3 months
from the date on which sighted people got their appointments.  The
reason they are saying is that they are looking for a job which he
could be assigned and he will be given the order only after they find
such a job.  What if they can't find such a job?  Or how long will
they take to find it?

The most interesting fact in this story is that a totally blind person
has already been given the job in the same recruitment.  So, to sum it
up, SBM was able to find a job which a totally blind person can do but
a person with low vision can't do.

As a person with low vision, I feel any little vision I have is a boon
to me.  But in the case of Mr. Pradeep, it has proved to be a curse.

Sorry if I haven't written this mail giving it the due seriousness.
But since I joined in Access India, it is the fourth case I'm seeing.
When I came to know about the first case, I felt so tense that I felt
it was me who is loosing the job.  Now I got accustomed to these
things.  Secondly, there is a new point which comes to debate in every
case.  But in this case, I feel it is foolishness at it's best on the
part of SBM.

hello rajesh sir, in the moniter, on and off button is there, I press that 
button, it will off. again if that button pressed, some sound is produced, now 
it is on. if we press that button definitely off position. if we want to 
confirm, after some time, by touching back side of moniter, if it is on, our 
hand feel heat, otherwise, normal.
I am following this procedure.

Friends Thanks for all the suggestions.
However, most of them are ineffectual for current LCD monitors.
Still I will give them a try and let you know about my own preferred method.
I was informed that even vOICe software is useful and reliable for the job.
I will also try it, though I am a novice at it.

[AI] reservation for blinds in lok sabha, rajya sabha and state legislatures

hi all,
i think there should be reservation for blinds in parliament and state
legislatures atleast 1%
in lok sabha if  1% seats are reserved then it will account for 5
seats out of 545  seats. already in lok sabha many seats are reserved
for SC and ST canditates. also 2 seats are reserved for anglo indians.
anglo indian is now outdated issue.
in Rajya sabha 12 members are nominated by President for persons
having special knowledge of science, arts, literature and social
service. why president should not nominate blinds or other handicapped
persons in  rajya sabha?

in state legislatures also there should be reservation for blinds and
other handicapped.
in vidhan sabha 1% seats should be reserved for blinds. Governor
nominates 1 person of anglo indian community to vidhan sabha if not
represented adequetly. anglo indian concept is now outdated , this was
relevent when india became independent.
in vidhan parishad, governer appoints few members having knowledge of
science, rts, literature, social service andco-operative movement.
here also reservation for blinds and other disabled pepole should be
made.
i will note here 2 fundamental rights mentioned in our constitution
which are enforceable by courts of law.
article 14 states equality before law. it means nobody is above law of land.
article 15 prohibits government discriminating citizens against caste,
creed, religion, language, sex, place of birth.
these fundamental rights does not prohibit government from making laws
SC and ST ,children, womenand other socially and educationally
backward sections of society , according to constition.
so government can reserve seats for blinds in parliament and state
legislatures. but government is not doing anything regarding this
matter. should we try to make any  pressure group? can we file PIL in
supreme court as violation of our fundamental right
what should we do?
what do you think?
