This concern was expressed by the National Access Alliancea cohesive group of legal professionals and organisations working for the print disabled in Indiaat a press meet on Thursday.The Alliance has been campaigning for a suitable amendment that will make legal the conversion of books and periodicals into accessible formats like audio recordings and e-texts for the print impaired.In November 2009,the Alliance approached HRD minister Kapil Sibal,who promised to draft an amendment conducive to their needs. But the modification to be announced will mean the only special format a book can be converted into,without violating the Copyright Act,is Braille.All technologically advanced formats like e-books and audio-books will require special licence.It supposes that all print impairments outside visual disability,like dyslexia and cerebral palsy,can be serviced by Braille.It further supposes that all visually impaired persons can read Braille. The other caveat is thisonly organisations working for the disabled are eligible to apply for a licence to convert and distribute a book.This leaves out in the cold educational bodies,self-help groups,non-profits and individuals themselves.By this measure,even an institution like the Xavier Resource Centre for the Visually Challenged (XRCVC) is barred from making study material available to its members. The amendment to the Fair Use clause of the existing Act needs to be format-neutral and cover all print impairments, says Dr Sam Taraporevala,director,XRCVC.Blind welfare institutions will find it cumbersome to approach the Copyright Board for obtaining licensing for every work produced in Braille or other non-specialised formats, said K Ramakrishna,secretary general of the National Association for Blind,India. Elizabeth Kurian,regional director of Sightsavers,said,We are glad the government is trying to bring about an amendment to the Copyright Act.But in its current form,the amendment would go against the spirit of inclusion. Dear Shankar, What most of us generally do is we first copy the subject to the clipboard and then press enter on the sendmail link of the particular group. Thus the e mail ID of the particular group automatically gets copied in the address field of our new mail. Then we tab down to the address field, and after writing re: over there, press space once and then paste the copied subject there. Again we press tab and reach the message body field and type the message there and rest of the procedure is just as usual. An other method is to start a new mail by pressing ctrl + n and then copy the mail ID and address in to their respective fields. You can choose any of these methods to your convenience. Thanks. A two dimensional picture means, which has only length and breadth, for example a picture drawn with a spur wheal or a picture drawn only with the help of dots. But three dimensional pictures mean such moulded pictures, which have length, width as well as height or depth as the case may require. The three dimensional moulded metal or plastic geographical maps are available. Few years back, NAB India had come out with a 'picture book' for children, which had such three dimensional pictures. Call for change in attitude towards people with disabilities Special Correspondent Workshop organised by National Institute for Empowerment of Persons with Multiple Disabilities CHENNAI: The need to accept persons with disabilities as human beings is imperative to bring about a change in their lives, according to speakers at a workshop organised here on Thursday by the National Institute for Empowerment of Persons with Multiple Disabilities. Why is it difficult to understand that a person with disabilities also needs to enjoy a holiday or participate in recreational activities, asked Poonam Natarajan, chairperson of National Trust, inaugurating the workshop. She called for a change in the attitude of public who believed that disability is a stigma and sympathised with the family. The two-day southern regional workshop will focus on emphasising the State's obligation to include persons with disabilities as stakeholders in programmes envisaged for them. Representatives from government agencies and non-governmental organisations, professionals and stakeholders from across the country are participating. Rehabilitation Council of India's member secretary J. P. Singh said though three Acts had been enacted - the Rehabilitation Council of India Act 1992, the Persons with Disability Act 1995 and the National Trust Act 1997 - there was little change in the quality of life of persons with disability. This was the reason for the emphasis on discussing the United Nations' Convention on the rights of persons with disabilities. An Act is a soft piece of legislation, unlike a convention. India has ratified the convention in 2007. We want amendments to the convention. For instance, we do not accept the clause that says each State Party [country] undertakes to take measures to the maximum of its available resources. In Nagaland, this clause was used to point out that the State did not have the resources (read money) to build ramps, Dr. Singh said. For the stakeholders such as T.A.P. Varadakutti, president of Tamil Nadu Association for the Welfare of the Physically handicapped, B. While the 2001 Census included a question about the disability issue, after much advocacy from the disability lobby, it was not comprehensive; there was insufficient training for enumerators and no awareness among the disabled. It is unfortunate how it never occurred to independent India to count the disabled until 2001. It won't be an exaggeration, therefore, to say that prior to that, we were merely shooting in the dark, he told The Hindu. When the Planning Commission sits down to allocate funds, they strictly go by the book. If you do not have the figures to show them, the funds are not going to come through, he added. After the 2001 Census, there were widespread complaints from across the country that the enumerators had not even asked the question. Despite this, the figures reportedly pegged the percentage of disabled at 2.1, though it is estimated to be between four and five per cent of the total population, he said. It is a big gain to get into the Census. The cold statistics are so important. So, this time round, we started communicating with the Census Commission quite early. Since they believed that the last Census had an incorrectly drafted question, the lobby sat down to a consultation in order to revise it. The decision was unanimous to include seven categories into the definition of disabled: Seeing, Hearing and/or Speech; Movement; Mental Retardation, Mental Illness; Multiple; and Any Other. The recommendations had been forwarded to Census Commissioner C. Chandramouli. The document will come up for approval before the Technical Advisory Committee, which is scheduled to meet later this month. The NCPDEP and its partners were also invited to participate in the training of enumerators.
