A Pakistani computer science researcher at the University of
Leicester, UK, has looked at the prospects of a technique which could
sense the activity of the user with the help of computer software
systems.

Kamran Taj Pathan’s doctoral study aims to deliver the systems which
change according to the situation of the user by using Software
Sensors that scan the context of the user.

Pathan said: “To facilitate the user with the change of environment
computer systems need to be aware of the user’s profile, location,
time and activity, to fulfil the user’s own needs in the current
context.

“Ubiquitous computing refers to the invisible integration of devices
into everyday life (Weiser, 1988). One of the fields of ubiquitous
computing is context-aware systems which promises to capture the
user’s needs and hence the requirements they have on systems. With the
mobility of devices this field is becoming more popular”.

Currently, activity -- i.e. what a user is doing -- is relevant
information traditionally gathered by use of hardware sensors (e.g.
tracking devices).

The research aims to lessen the burden from the hardware sensors which
may be more expensive and will take time to install.

Pathan said: “Consider a scenario where a student wants to meet with
his supervisor according to a scheduled meeting at 9am in the office.
On the day he has come to know, through the system, that the
supervisor could not attend due to adverse weather.

“With the use of software, the system can obtain the information
virtually by a user’s own profile and surrounding systems and can
infer the activity by applying rules onto it”.

Pathan added: “This will not only help an individual to get the system
to behave according to his current needs but will also be useful for
Private and Public Organizations (such as Law Enforcement Agencies,
Education, Travel, Shopping Centers and Banks etc.) who depend on
Collaborative Working Environments to support their users with system
that make the computer more ubiquitous”.

Dear Jeevraj, Regarding naming a CD through Nero, what happens in my case is 
that when I type a different name for a CD instead of My Disk, and try tabbing 
down to the burn button, I find that Back Button is highlighted instead of Burn 
Button. To correct that, I have to cancel the whole process and repeat it again 
without renaming the CD. Only then can I reach the burn button through tab. Is 
there any remedy for that?

[AI] Insensitive serial ads cause furore

Advertisements to promote some TV serials that use terms deemed
derogatory for the differently abled are earning the wrath of activists.


One such ad, for a TV drama Shorr... Goongi Kankoo Ki Bolti Kahani on
SaharaOne, shows the protagonist as a mute girl in a bridal outfit, with
a tagline   'Kyun karega koi goongi se shaadi' (Why would anyone marry a
mute girl?) uses the term goongi, considered an insult. 

The ad for Sony TV's Maan Rahe Tera Pitaah, uses the phrase "mad man" to
describe the mentally challenged father of the protagonist. Activists
are threatening legal action. 

"Such regressive ads are not acceptable We will lodge an official
complaint with the I&B Ministry... We have an archaic law, the
Disability Law of 1995, which needs urgent amendment...," said Javed
Abidi, convenor, Disabled Rights Group. 

Uma Kapoor, secretary of NGO Delhi Foundation of Deaf Women, and a mute
and deaf person, wrote in an email, "We have  seen inappropriate terms
being used by channels to describe disability conditions  The
serials are made with a positive approach, but their promotion should
not reflect roughly on the physically/mentally disabled characters."

Ad professionals too are shocked. Ad Guru Alyque Padmsee said, "Ad
writers today do anything to be sensational...  Though I am
anti-censorship, I urge the producers of these serials to reconsider
their ads..."

The channels say such ads are part of the marketing strategy. "In our
show, the lead actress cannot speak, and so we have used it in the ad.
But the story is positive and not regressive," says Sheetal Ladha,
Sahara One Television.

Hello,
I respect all of yours statements, and in fact, you folks are those
who are ideals for people like me.
Respected yadav sir, from what little understanding I could develop
about the accessindia list, we discuss the things which are blindness
specific.
Resemble or not, the problem of having weak spelling sense in some of
our friends is only because they are blind.
Having said that, I would just slightly like to touch the issue, that
most often, I found out that the schools for blind people are usually
having week foundation, hence they don’t put much emphasis on English
language.
In fact, the efforts which our learned friends have made besides all
that is certainly praiseworthy and inspirational for me.
Considering this, I don’t see it wrong to make an effort to improve
something as vital as spelling correctly.
Specially, there are a lot of youngsters, who are so intelligent in
their studies, and seeing big dreams of achievements. I would never
appreciate any hindrance in their path of success, just because of
some wrong spellings which they might write.
This list according to me, is not just an instrument of asking doubts,
but we have friends over here, so personally, I love if I can help any
of my friends in an area where I can.
In fact, I don’t have any problem reading wrong spellings as well, but
I want to improve my friends to an extent where they can collaborate
with the society and make themselves inclusive.
So, before they write incorrect spellings in  the group of sighted
people, I see it a moral responsibility to let them know if there is
anything that’s needed to improve.
Ok, no one in the world of sighted people is perfect,
But some of our learned friends finds it difficult to spell some very
basic words, which I believe can be spelled correctly by most of the
sighted people in their competition.
Sometimes, very basic words like
“Hello”, “computer”, “step”, “guidance”, “could”, “would”, “should”,
etc are spelled incorrectly, which though are  not  big mistakes, but
improvement in basic spellings  like these will perhaps make it
better.

Here, I would like to reiterate that the problem with spellings is
usually because some of we blind people did not get an access of
written material.
We do are studies either with audio cassettes, CDs, or EText, and in
all of these mediums, our focus does not go on the spellings of the
words, which is  obvious.
Here, I agree that Braille can prove a great tool to improve
spellings, as when one intersects his/her fingers on the Braille
letter, the spellings automatically keep registering in the mind while
reading the text.
Some of us tent to take Braille as an old and outmoded medium, but I
still feel a great relevance of using Braille.
Therefore, with all respect to one and all,
I would like to request to kindly help each others in improving
spellings because this is a nice way to make ourselves inclusive in
the society and achieve heights of success in our
careers/education/personal levels.

I am writing this mail on behalf of my visually impaired friend kaushik.
Gujarat government has decided to recruit 1 language teachers in
middle school to teach standard 6 to 8.
It means there is around 270 sits reserve for the blind.
Now the problem is government is denying recruiting 100 percent blind
people for the same post. Their argivement is that a totally blind
person can not work on black board. How ever we have tried our best to
convince them, but they are not ready to change there mind.
Though we have approached high court, and the matter is in progress.
So we need necessary circulars such as: list of identified jobs by
central government, circular for employment and other important

Many banks have outsourced their account-opening formalities.
Customers operate ATM accounts without visiting their banks even once.
This makes it easy for criminals as they have to deal only with agents

You can use remote desktop over the internet but it is not easy to do. What
screen reader do you and your friend use? If it is Jaws version 11, then you
can look at tandom as an option. Alternatively, you could look at Sarotek's
solution. 

The problem with remote desktop would be getting the WAN IP of your friend.
I am presuming that both of you are on dynamic IPs? Team viewer does help
with this since it runs a client application at the user's end but remote
desktop does not work this way. You would probably need to setup some kind
of VPN solution and then run remote desktop over that. However, this is not
the easiest thing to do.

Today members of Blind Persons' Association organised a rally in Kolkata 
demanding adequate compensation for the victims of the notorious Bhopal gas 
tragedy and exemplary punishment of the responsible officials of the Union 
Carbide India Ltd. A four-point charter of demands was submitted to the Prime 
Minister (through the Governor of West Bengal).

 

It is obvious from various reports that the interests of the persons who have 
suffered disability in the outcome of the Bhopal gas tragedy are being 
overlooked. It is a matter of shame that the accident could have been prevented 
if sufficient precautionary measures were adopted. It is evident from recent 
news that the authorities were warned of potential danger shortly before the 
mishap. Responsible officials should have been tried in the court on charges of 
crime. Instead perpetrators of the crime have emerged almost unscathed after 
the twenty-six year trial. Their irresponsible act has killed thousands of 
people and inflicted permanent disability on many more. But they have received 
negligible punishment on account of light charge brought by the then 
authorities.

 

We also note that victims of the Bhopal gas tragedy have not received adequate 
medical treatment. Many of them have become permanently disabled. Children born 
of those victims are also disabled in many instances. Their would-be offsprings 
may not escape this curse as well. The site of the gas accident is still 
carrying lethal effects of the toxic chemicals.

 

The meager compensation meted out to those disabled is being paid out of the 
public exchequer. The compensation should have been exacted from the 
responsible company, M/s Union Carbide India Ltd, as punitive damages. 
Exemplary physical punishment and compensation could have warned the companies 
against industrial hazards.

 

The government has done little to prevent disability in course of sixty years 
of independence except a few sonorous announcements. S25 in the Persons With 
Disabilities act, 1995 provides for steps to be taken by appropriate 
governments for prevention of disabilities. If factories are allowed license 
indiscriminately without any regard to safety system, number of disabled 
persons will go on increasing.

 

The call of the protest rally was loud and clear; if people unite in support of 
the victims, the government will take care of the victims and punish the 
perpetrators. The demands of the organisation include:

 

 

  1.. Steps must be taken for proper medical treatment of all victims suffering 
from any form of disability directly or indirectly on account of the accident. 
  2.. A comprehensive rehabilitation scheme must be announced for placing the 
disabled victims in lucrative employment. 
  3.. Adequate compensation package must be announced for the victims and for 
families of death victims, taking into account the nature of disability as 
applicable, the sum of money they could have earned if there had been no such 
disaster, and the highest-possible sum of money the company M/s Union Carbide 
India Ltd can be forced to pay as actual and punitive damages. 
  4.. The neighbouring locality of the ill-fated factory must be freed of all 
detrimental and damaging effects at the cost of company.

[AI] Some data lost in the blog

There was partial loss of data in the blog on PWD.

The database went missing. No idea about the cause of it. I shall be  taking it 
up with the service provider.

Thankfully, I had taken a backup of the data a few days back. I have now 
restored the database from the backup.

Those who had contributed recently, please check up your postings. I am afraid, 
postings from Akilesh, Amiyo and Subramani got lost for sure.

I shall take backup now in greater frequency.

I understand the next meeting of the drafting committee, is scheduled for mid 
of July. We will have to consolidate it by then. So, folks, we need to have 
your inputs by then.
 
There is a good deal for us to do. Regrettably, the number of contributors are 
few. I really don't know the reason why we are shying ourselves from it. I 
don't know if the word blog is overwhelming some and giving an idea it is 
difficult to handle.
 
May I assure, it is deliberately kept simple and accessible to use.At least, 
please go through the postings already made, this will give you a fair idea on 
the postings already made here.

This I am sure would motivate many to give their opinion on the postings made.

Dear friends,
I am writing this mail on behalf of my visually impaired friend kaushik.
Gujarat government has decided to recruit 1 language teachers in
middle school to teach standard 6 to 8.
It means there is around 270 sits reserve for the blind.
Now the problem is government is denying recruiting 100 percent blind
people for the same post. Their argivement is that a totally blind
person can not work on black board. How ever we have tried our best to
convince them, but they are not ready to change there mind.
Though we have approached high court, and the matter is in progress.
So we need necessary circulars such as: list of identified jobs by
central government, circular for employment and other important
documents as soon as possible.
And your valuable advice will really help us.
So please reply as soon as possible. And pardon my poor English.

Smartphones can be pretty clueless when it comes to blind or visually
impaired
users.

For millions of consumers with normal vision, smartphones offer almost
effortless conference calling, e-mailing and Internet browsing. They make it
easy to find a gas station, a rental car or a recipe. Vast music libraries
and
video games are expected features for a device with a $200 to $600 price
tag.

But for many in the blind and visually impaired community, the absence of
physical buttons on most smartphones makes interactions with some devices
virtually impossible.

Nowhere is the digital divide in the smartphone market more pronounced than
between Apple and Google products.

Blind and visually impaired smartphone users offer near universal praise for
the iPhone, whose 3GS has a built-in VoiceOver screen reader that enables
all
functions with a few taps, swipes or other gestures on the touch screen. On
Google's Android phone, blind users can't e-mail or navigate the Internet.

Many consumers with visual impairments say they are being held back from
equal
participation in the digital revolution, denied tools their colleagues and
competitors enjoy. Smartphones, they argue, are public accommodations, no
different from building ramps or Braille on elevators.

“Our electronic, digital universe is changing so rapidly that these phones
are
as essential to our daily life as a curb cut would be,” said Brian Bashin,
the
CEO of the Lighthouse for the Blind in San Francisco, an advocacy
organization
for the blind and visually impaired. “We shouldn’t have to play catch up
with
expensive modifications when it all should have been there right out of the
box.”

The Blackberry’s Oratio screen reader, for example, costs blind users an
extra
$450 on top of the price of the Research in Motion phone.

This month, a House subcommittee held a hearing on the Twenty-first Century
Communications and Video Accessibility Act to direct the Federal
Communications
Commission to make Internet-enabled communications devices accessible to the
more than 25 million adults in the United States with vision trouble.

The FCC currently requires telecommunications manufacturers and service
providers to make their products accessible to people with disabilities. One
FCC
official said Google would likely not be liable under the current law
because it
is not the phone’s manufacturer.

Jenifer Simpson, a former FCC official who is now the senior director of
government affairs at the American Association of People with Disabilities,
is
frustrated that more companies are creating communications products that the
FCC doesn’t currently regulate.

The question she wants companies to ask is, “Can Grandma give you a phone
call
on the smartphone you want to buy her for Christmas?”

Joshua Miele, an associate scientist at the San Francisco-based
Smith-Kettlewell
Eye Research Institute who designs educational tools for blind people like
himself, says the iPhone is a new paradigm for the more than 1.3 million
legally
blind people in the United States.

“The most amazing thing about the iPhone is you go into the settings and you
turn on the screen reader and you can use every part of your phone, every
text-based application and you don’t have to pay anything extra,’’ he said.

VoiceOver, the iPhone’s built-in screen reader, is controlled though
gestures
instead of arrow keys or keyboard commands. It can be customized so that a
visually impaired person can easily magnify a web page or flip to a
white-on-black background.

The iPhone 4, unveiled this month, expands the roster of accessibility
tools,
including the ability to wirelessly connect to a device that displays
Braille.

In contrast, Google’s TalkBack screen reader on its Android mobile operating
system doesn’t do enough talking, many advocates for the blind say. Android
works impressively for calling, listening to music, using global positioning

When Android was released more than a year ago, the disability community was

The query was concerned to the West Bengal and especially to Kolkata.
Here I don’t find any uniformity in the public transportation
regarding seats or concession fair for disabled. The state provided
public buses, whose availability is just like a drop in an ocean,
render  pathetic service. And because of that one needs to depend on
private buses
And unfortunately, most of these private buses do not maintain any
regularity. There is no fix stoppage for them, they can stop it
anywhere and even can throw passengers outside of bus in running
condition.

Several newly started buses which are aided by state government even
don’t have disabled seat and seems to have captured frequent routes of
Kolkata.

Buses offering disabled seat are lacking of consistency in identifying
seats. Some have kept it in front and others in backside. Everybody
can imagine the problem a VI would face while locating it.

People already sitting on those seats if don’t show willingness to
leave it, in most cases one would not get support from bus staff.

The horrible scenario compelled me to collect the information about
other metro cities, so that on the basis of observation of data a
sound draft can be prepared and a Public Interest Litigation can be
filed here in high court.

First I went through the PWD act’s section particularly dealing with
accessibility issues but, got disappointment after seeing that nothing
is specified nor directed to the authorities, in fact it’s a kind of
merciful attempt to say something, instead of nothing.

I don’t have any expectation from NGO’s and government bodies in West
Bengal; the only way left is to seek judicial intervention.

Would be thankful to get the views and suggestions of learned members.

been granted to the totally blind persons through out the state in
ordinary busses of K.S.R.T.C & B.M.T.C. Two seats near to the front door
have also been reserved for persons with disability.

4. If you could tell me to which state do you belong?  I may try my
best to provide you the correct informations about the status of the
facilities and benefits available to the V.I.P in that particular state.

Practically there is no difference between copy and paste operation and 
drag and drop. Some featureslike menus and icons, however, cannot be 
copied; they have to be dragged. Some programmes like allow only drag and 
drop.


I don't really use this feature. I tried for I had to help a young friend 
of mine. I use the copy and paste, the normal way. The most difficult 
thing is that it needs a lot of keystrokes and after all the strokes, the 
operation may fail. Still, I think, this is a great feature of Jaws. I 
can't use it properly because I am not efficient enough.

I have pasted the relevant portion from Jaws help. I have also added my 
observations below. Give it a try if it helps you.


Drag and Drop (CTRL+INSERT+NUM PAD SLASH)

This command is used to drag items from one location and drop them in 
another. Position the JAWS Cursor on the item you wish to move and press 
CTRL+INSERT+NUM PAD SLASH. You can leave the JAWS Cursor active, or you 
can switch to the PC Cursor. JAWS will keep speaking as you navigate. 
Once you have positioned the JAWS or PC Cursor in the location to which 
you would like to move the item, press CTRL+INSERT+NUM PAD SLASH again,

Well, Vamshi is right.
3% means 3% of total vacancies.
However, according to DoPT circular of date 29/12/2005, it is the case only for 
group c and D posts, in group A and B posts, 3% means 3% of vacancies in 
identified posts only.
This anomaly  was sought to be corrected by delhi high court judgment in NFB 
versus UOI last year,when it ruled that 3% has to be calculated based on total 
cadre strength and those 3% vacancies may be filled by appointing persons on 
identified posts.

However, such a sound judgment was stayed by supreme court of India, and now 
the fate of reservation of 3% of total vacancies irrespective of identified 
posts hangs in balance.

We have proposed in new law that 3% has to be calculated based on total 
vacancies occurring at a time at entry points of each cadre.
Even the government had proposed such a provision in amendments.
However, now drafting of new statutes would take a long time, how long is a 
matter of betting!
And yes, also bear in mind that state governments do freely add to and take 
away from central statutes in India irrespective of legislative arrangements in 
constitution of India, this is amply born out by fate of PWD act in particular, 
as implemented in maharashtra etc.

Hi Mahesh,

1.  If you are looking to name a CD, I guess you are looking to give it a
name so that when you insert the CD into the drive, the name given will
appear instead of CD drive, say CD RW drive (H:).

If it is so, then

1.  Open the CD drive when the disc is inserted.
2.  Tab thrice to land on "write these files".  Then press enter or space
bar.   
3.  Then you will be presented with a dialog box where there will be an
option to give a name to the CD.  

2.  To store data on a erased disc, it should be a re-writable  disc.
If the disc you have is re-writable, then write data on it as you do in case
of a normal disc.

Overall, it's a good device.
playing music files, recording with and without mic is also very good.
can't say much about playing daisy books as i don't have any experience 
reading with this format.
reading text files is good but one needs to familiarize oneself with its 
accent.

catching FM broadcasts on radio is also nice.
but with the same radio, Medium wave and Shortwave perform very poor, in 
short, it has failed absolutely on SW and MW grounds. if this is improved, 
then only, you can give it 100 marks.

very first, thanks a lot for extending your cooperation.
The query was concerned to the West Bengal and especially to Kolkata.
Here I don’t find any uniformity in the public transportation
regarding seats or concession fair for disabled. The state provided
public buses, whose availability is just like a drop in an ocean,
render  pathetic service. And because of that one needs to depend on
private buses
And unfortunately, most of these private buses do not maintain any
regularity. There is no fix stoppage for them, they can stop it
anywhere and even can throw passengers outside of bus in running
condition.

Several newly started buses which are aided by state government even
don’t have disabled seat and seems to have captured frequent routes of
Kolkata.

Buses offering disabled seat are lacking of consistency in identifying
seats. Some have kept it in front and others in backside. Everybody
can imagine the problem a VI would face while locating it.

People already sitting on those seats if don’t show willingness to

The horrible scenario compelled me to collect the information about
other metro cities, so that on the basis of observation of data a
sound draft can be prepared and a Public Interest Litigation can be
filed here in high court.

First I went through the PWD act’s section particularly dealing with
accessibility issues but, got disappointment after seeing that nothing
is specified nor directed to the authorities, in fact it’s a kind of
merciful attempt to say something, instead of nothing.

I don’t have any expectation from NGO’s and government bodies in West
Bengal; the only way left is to seek judicial intervention.

Would be thankful to get the views and suggestions of learned members.

Kanchan, that is the need of the hour. Here in Delhi in the Railways case,
the High Court did the same and compelled the Railways to fill up all the
vacancies of the disbled in a time bound manner through special recruitment
drive. The matter is pending.

While the current focus of political debate is on 'caste and census,'
there is another important aspect that deserves attention. This
concerns disability.

For decades after our independence, there was no effort to actually
count how many of us have any disability. There were estimates-
informed or otherwise- but no factual figures. All our government's
plans and budgets, rules and regulations, proclamations and posturing
were built upon shaky foundations. A new Ministry was created, staffed
and has been operating for several decades on that basis. It seemed to
suit every one, except the millions who were thus rendered
'invisible'.

This lasted for 54 years. But, despite their 'invisibility,' the
disabled and the NGOs dealing with disability made progress on the
ground.

Let me illustrate with an example. There was no government or
non-government organisation looking after the needs of children with
cerebral palsy, till a young mother of a child with cerebral palsy set
up the very first Spastics Society of India, Mumbai (now known as
ADAPT-Able Disabled All People Together)) in 1972. The handful of
children included her own daughter. Dr. Mithu Alur, our Chairperson,
had thus created a unique institution, offering all facilities under
one roof, including diagnosis, physiotherapy, physical aids,
schooling, parental counselling, etc. Over time, these services also
came to include research, teachers training, admission of older
children in "normal" schools and colleges, job-oriented training and
placements and so on. This model is now replicated in 18 States.
Almost all the organisers have themselves been trained at Mumbai.
These NGOs operate independently, while forming a Regional Alliance,
constantly coordinating, cooperating and learning from one another.

During preparations for the Census of 2001, several NGOs (including
us) approached the Census Commission with the request that they should
also count the disabled in our country. Obvious arguments were put
forward. Approaches were also made through the concerned departments
of the Government. Unfortunately, nothing worked; we were simply told
that the disabled could not be included. The NGOs were persistent; the
matter was taken to the political level. Eventually, it was decided
that the Census would include, for the very first time, a counting of
the disabled.

However, this historic decision was taken at a very late stage, in the
face of consistent opposition by the Census Establishment. Perhaps,
their subsequent actions were reluctant and grudging. Perhaps, there
was not enough time for the necessary preparations. It is also
possible that, despite their best efforts, framing of appropriate
questions, their translation into the required languages, training of
the enumerators etc. left much to be desired. For all these reasons,
the results of the Census 2001 were deeply disappointing for the
disability movement.

For example, the Census of 2001 concluded that there were only 2.13 %
or 21 million Indians with any kind of disability. This was a fraction
of the estimates by most experts. This has since been amply proved by
a World Bank report of 2007.

This report was "prepared at the request of the Government of India".
In fact, it acknowledges "the guidance of officials of the Ministry of
Social Justice and Empowerment, guidance provided by an
inter-ministerial Technical Advisory Group set up for the work by
MOSJE and consisting of representatives from the Ministries of Health,
Labour, Human Resource Development and Rural development, as well as
an NGO representative." Similarly, it acknowledges the help of
officials in several States including Rajasthan, Karnataka, Orissa,
Uttar Pradesh and Tamil Nadu. In short, the World Bank Team had the
full backing and support of the Government of India and many State
governments.

The report is entitled 'People with Disabilities in India: From
Commitments to Outcomes'. It concludes:

"While estimates vary, there is growing evidence that people with
disabilities comprise between 4 and 8 per cent of the India population
(around 40-90 million individuals)"

Obviously, there is a vast difference between 2.13 per cent or 21
million 'counted' by the Census of India, and 4-8 per cent or 40-90
million estimated by the World Bank team.

Several NGOs, including ADAPT, have been interacting with the Census
Commission, individually or in groups. The Commissioner, Dr. C.
Chandramauli, has been positive and open-minded. In a recent letter to
him, based on our own experience, and consultations with our regional
partners and other experts, we have made a number of recommendations.
These take into account the Commission's constraints of space and
format, the work already done,
