[AI] CGHS & disability - query and clarification

2011-02-13 Thread Vaishnavi Jayakumar
 Dear Rajesh, Harish & others,
This timeline may help for your understanding of the CGHS order on
relaxation of age limit for dependents who are permanently disabled.

1944 CGHS and Central Services (MA) Rules instituted
1993 Dec 31 MOHFW OM No: B – 12014/7/92-CGHS (P): dependent son = less
than 25 or earning (whichever earlier)
1996 Civil Writ Petition, No: 2542 of 1996 in Shri Madan Mohan
Sharma Vs Union of India - removal of age limit as long as dependent
1999 Sep 17 MOHFW OM removing upper age limit in view of WP 2542/1996
being filed
2006 Nov 29 DHC Order 2006 dismissing 2542/96 due to non-appearance of
petitioner
2007 May 31 As WP 2543/1996 dismissed, MOHFW OM refixed age limit
categorywise. No age limit permanent
disability
2007 Aug 29 MOHFW OM No: 4–24/96–C&P/CGHS/CGHS (P) - Queries on what
constitutes disability Definition of Disability acc to PwD
Act
2008 May 20 DHC re-admits WP(C) 2542/1996 after receiving CM Nos. 17502
and 17571 of 2007 from
petitioner
2010 Aug 02 MOHFW OM No:4 – 24/96-C & P/CGHS(P) Includes def according
to NTA, permanent disability = >80%

2010 Nov 04 MOHFW OM Relaxed from 80% to 40% disability for disabled
dependentsafter
pensioner’s appeals
2011 Jan 25 Shri Madan Mohan Sharma Vs Union of India case continues
and can be followed
here

To answer your specific queries:

1. Definition of dependent: The term ‘family’ means and includes:-“Husband
or wife as the case may be and other dependant family members. Dependant
Family Members: parents, sisters, widowed sisters, widowed daughters, minor
brothers and minor sister, children and stepchildren wholly dependent upon
the Government Servant and are normally residing with the Government
Servant”. Also now includes dependent divorced / separated daughters and
stepmother. The term dependency means that income from all sources including
pensions and pension equivalent of DCRG benefit is less than Rs.3500/- plus
amount of DA on Basic pension of Rs 3500/- per month.

The order I'd sent is with specific reference to *disabled dependents*.
Criteria for dependency available here
http://www.gservants.com/wp-content/uploads/2010/07/cghs-criteria-for-dependancy.pdf
and
procedure for inclusion in PPO of disabled dependent spouse, son, daughter
or sibling is here http://cgstaffnews.com/?p=2311

2. Son is eligible till he starts earning or attains the age of 25 years or
gets married whichever is earlier.
Daughter is eligible till she starts earning, or gets married, whichever is
earlier (irrespective of age).

However in case the son / daughter is suffering from any permanent
disability of any kind (physical or mental) he/she is eligible for CGHS
benefits even after 25 yrs. A disability certificate from Medical Board is
required. Permanent disability is from 40% upwards on the disability
certificate.

All orders have been collated into a summary document attached. (For
accessindia use also available for download via sendspace) :
Pdf format http://www.sendspace.com/file/tpiqxv
Word format http://www.sendspace.com/file/sp8yoo

You may also find the following link of use http://cgstaffnews.com/?p=2311

And yes, the Ministry's orders should be in more neutral language - gender
and otherwise!

Hope this helps!

Vaishnavi

Dear Vaishnavi
Thanks for posting the CGHS order.
However, I am at a loss to understand its import.

It says that disabled sons with 40% or more disability would be eligible for
CGHS facilities if they are financially dependent on CGHS beneficiary.
Now, any dependent of CGHS beneficiary is eligible for CGHS facilities.
What extra provisions are for Disabled sons?
Does CGHS by this order mean to cater to their disability specific health
needs?
Does CGHS benefit continue after age of majority for disabled sons?
And what provisions are for disabled daughters vis-?-vis Non disabled ones?

*Order appears to have been issued in a specific context, and is not clear
without appreciating it*.
Please clarify.

Rajesh

Dear Kanchan,

It would have been my pleasure to hold the consultations on a week end.
That doesn't seem to be possible, as the state level disability
commissioner's office is also involved.

It is proposed to hold 2 consultation meetings in Maharashtra, the first
in Aurangabad, on February 22 and 23, 2011 and the second in Pune, on 28
February and March 1, 2011. I request all of you to participate in one of
the meetings and share your views.

English Translation of the bill will be forwarded on the site, as I am
not sure, how many of us have Hindi reading Jaws. If you indicate your
participation to Pallavi, she can send Hindi version. I request Harish to
arrange to upload the bill on AI site for everyone of us to see and read.

Thank you for asking Pallavi to inform me that the Maharashtra State

I am glad that we now have time to read and absorb the draft.

I note that the draft is going to be translated in Hindi and not in
Marathi.

Also both the consultations are on weekdays. I would request you to
reconsider the dates and organise one of the 2 meetings on a weekend. It

Also we must factor in the hours of travel from and to the venue.

Well, login to solona, then click on submit captcha.
If you have downloaded the tool, then focuss the window on which the captcha
is, then go to that captcha edit box, maximise the window if not already
done, press alt shift s. You will hear a sound like that of camera taking
photo.
Go to solona page, browse to C drive, look for the file 11.png and after
opening through browse dialogue click on upload. On next page after 90
seconds or so click on refresh button and you will find the result in read
only edit box.
Please find the tool on the site itself, I don’t have the URL. If you cant
locate it, let me know.

Hi Vaishnavi,
Thanks for sharing the tools. I went through the blogs giving the comparisons,
visited artha money website, and checked the excel template.

Can you, or anybody else as well, comment on the credibility of the online
tools you suggested for documenting all our finances & investments?

They also allow you to see all your bank accounts in one place, that means we
submit our internet banking password (though not the transaction password).
Good service, but can one be sure about the safety.

The excel template 'Kharcha Pani' is good simple tool to document and track
one's income, expenses, savings & loans. Its not for
investment/insurance/reminders.

Thanks and regards,

Hi all,

Wondering if any software or excel template/add-in is available to
systematically record all personal finance matters and also create reminders
for related important dates.

Or is such a facility available online somewhere in the Indian context.

Around a decade ago, I remember seeing a demo / free software called NVest
in a CD which came free along with an I T magazine. It also handled income
tax matters as per the law in India. In the last couple of years when I have
tried searching for it online, could never find it.

Any suggestions??
thanks and regards,
Pranay.

it sounds scary, then again we all do use google!

I don't really understand how these security measures work - supposedly
noone can access the data in the cloud- it's kind of buffered. I shy away
from even using OAuth, Facebook Connect, Clipperz, mobile banking etc

This article addresses some of the security concerns
http://epaper.timesofindia.com/Repository/ml.asp?Ref=VE9JQkcvMjAxMC8wNS8zMSNBcjAyMDAw&Mode=HTML&Locale=english-skin-custom

You
could compare security measures with these links
http://www.moneycontrol.com/intuitmoneymanager/security.php
http://www.moneydashboard.com/security-faqs
http://www.perfios.com/howsecure.html

My take: Perfios offers most features, is free, adequate security with
encryption. Either that or Intuit India's 1 buck a day offering would be
best bet. Desktop software poses double risk. With single-user, risk-averse
browsing, genuine OS, subscribed anti-virus like latest Kaspersky, I MIGHT
take the plunge. Otherwise I don't use even netbanking! So my accounts are
never realtime, only approximate records.

Btw, Nvest software contact details are here

I too have one problem and that is whenever I type any number/another
number or number . another number like, 10/1, or 10.1, it
appears in the form of date/month/year. Any suggestion that where from
I need to disable this format?

 Hi! Vamshi:
Data sometimes spills out of the cell and jaws will not normally
 alert
you if that has happened. But there is a way that you are alerted in
such a case once you move to that particular cell.
Activate jaws verbosity by pressing insert v. Then hit c couple of
times till you hear cell text visibility . By default this is off.
press space to turn it on and hit enter.
Now if you come over a cell with data spilling out jaws will alert
 you
by saying for example cell a1 overlapps to cell b1.
This is an indication that data in cell a1 is overflowing to cell b1
and you can do the needful.
 Hope this answers your query.
 regards
 Arvind

[AI] A plethora of services from Google

2011-02-13 Thread Asudani, Rajesh
A plethora of services from Google
This week NetSpeak takes a fresh look at some of the latest offerings from
Google.
Google's dominance over the online world seems to be insurmountable. Aside the
wide variety of search services from its flagship search product pack (web
search, video search, blog search and the like), Google offers numerous other
services as well (Google mail, Browser, Google Apps and the like). Even in the
fastest growing mobile web segment, Google is surging ahead.
The on-line world is now agog with the news that Android, the open source
mobile operating system from Google, has become a major platform for mobile
devices
(http://www.gpsbusinessnews.com/Canalys-Android-is-World-Leading-Smartphone-Platform_a2775.
 html).
The staggering number of mobile applications being released for Android-based
smart-phones further underlines this trend. NetSpeak will deal on this topic in
one of the forthcoming editions of this column.
An interesting feature of the Google's product ecosystem is that its
constituents interact with mutual synergy, making it grow in an organic manner.
This aspect is quite apparent in Chrome, the popular browser from Google. As
already mentioned in an earlier column, the strength and popularity of Chrome
lies in the availability of a variety of extensions that enhance its power.
Extensions meant for accessing almost all Google services with ease are in
place. You may also note that the latest version of Chrome has got a feature
called 'Instant', which is similar to Google Instant.
This feature enables the browser to load a web page as soon as one starts
entering its URL. Besides this, instead of a site's URL, if you are entering a
search string, search results will start appearing as you type.
Google Apps marketplace
Google Apps (http://www.google.com/apps/) is a significant component of Google
ecosystem. For those of you who are not familiar with Google Apps, it is a
Google service that provides various Google products (such as gmail and google
docs) on a custom domain. Anyone with a domain name can avail of this service,
which is free for up to 50 uses.
Google Apps allows a domain owner to leverage Google's infrastructure and
deploy Google's popular applications on his domain without incurring any
additional hardware/software overhead. Google also offers 'Google Apps
Marketplace', a web-based platform meant for finding/installing third-party
on-line applications that work with Google Apps' built-in application mix.
The latest development in the 'Apps Marketplace' front is the launch of a new
channel exclusively meant for the education segment (http://goo.gl/pdGZJ). In
this category one can find several applications useful for both teachers and
students.
Brainpop, a popular on-line service that creates educational content for kids
is a good example.
The service offers animated educational movies on a range of topics within
Science, Technology, Social studies, English and so on. Although Brainpop is
not a free service, for 'Google Apps' users it is available for free till March
11, 2011.
