1 Media
2 Radio
3 Press cursor down one time and select it. Talks does not announce internet 
radio.
4 Thereafter it is fully accessible, you can select jaundras, language, 
country etc and search for stations. You can also add to favourites and 
select it later on. There are literary thousands of station  on all topics 
of your heart's content. The quality of audio too is very good and varies 
depending on bitrate and your connection quality and speed.
It is recommended to use it via WIFI rather on GPRS or 3T. It could be a 
costly affair this way.

For further enhancing the audio quality, you can connect the output of your 
phone to a stereo equipment.

I don't think I had asked about who all are the service providers in Delhi 
but asked about reccomendations from friends who are already using internet 
in Delhi. The only thing was, I had specified the criteria which should be 
kept in mind while recommending any plan.

Friend, the nearest metro station to go to Texure India which is held
in India Hebitate Centre which is in Lodi Road near Dayal Singh
college is Jawaherlal Stadium Metro Station but this Metro station is
quiet far from the actuel Venue. but from North Campus there is direct

Central Secretariate Metro station and from there take bus No.181, or

I don't know about pivot chart, but I find pivot table quite accessible.
Pivot table provides a summery of the huge data that you might have in an
excel sheet.
Here is how you could design a pivot table in Excel 2007:
1. First position the cursor on the beginning of the data in the sheet
(ctrl+home)
2. go to insert> pivot table and pivot chart> pivot table (alt+N,v,t)
3. your screen reader will read the selection (for e.g., Sheet1!$a$1:
$r$23). Just press enter
4. you will now land in a new sheet where you can choose what fields you
want to label as row, column or values depending on your requirements.
5. ensure the cursor is in a3 (by default it is in a3).
6. go to fields list (just press alt once and then press control tab)
7. now you should be able to read the list of fields from your original
source. Just arrow down to any field of your choice and press the
application key and choose whether you want to add to row, add to column or
add to value (depends again on your requirements).
8. when your done with designing the pivot table, go back to the workspace
to access your newly designed pivot table (bingo! isn't it?)
9. If you'd like to know any other specific details like how to modify the
pivot table, copy or delete it etc,

KPSC is not so benevolent as you assume. they provided the reservation for 
the first time to ph in civil services in 2006. but a vh person was fighting 
for years together for justice in that case. (I don't know current status) 
there was one post reserved. according to him, it should be given to vh 
because vh appear in 19th position in the roster and others come in 39th and 
59th position. (I don't have clear idea of roster.) they do not maintain the 
backlogs of PH quota and in the same recruitment they shift the posts to 
unreserved category in contravention of provisions in pwd act. in another 
case, they have given a post of assistant professor reserved for vh to one 
who can drive a motor cycle independently. when I was talking about my RTI 
request about the case, the PIO who himself indulged in that, quarreled with 
me.

they provided conditional reservation which depends upon finding

UGC is very poor and lazy in updating their web site. I wonder why are they 
maintaining it because most of the information on it is outdated and of no 
use. might be to please some foreign students and boost about their 
mainstream programs they are having it. As I browsed it for the relevant 
information, I saw 10th plan guidelines. even today when the 12th plan is 
shortly going to start, they display 10th plan guidelines. they are lagging 
10 years behind . in that guidelines, its written as 12 thousand per annum. 
So, please update with the latest information if available from any other 
sources.


yes, we have to confirm ourselves regarding points 1, 3 and 4.
if the statement made in item 1 is true, it is very ridiculous on the part 
of UGC. it remembers me of an incident in Mahabharatha where some hundred 
brothers of Shakuni were given the food that was sufficient for a single 
person in a prison. certainly we have to fight it.
the second item is very genuine and it shows gross violation of right to 
equality just because of the fact whether the person is working in a 
recognized institute or not.

can you please elaborate on the significance of point 3?
I completely support item 4 not only because I would be a beneficiary, but 
also it is the fact that we cannot get the reader for 1500 rupees per month, 
leave about the other items mentioned in that circular. but we have to 
develop some points to substantiate our argument along with figures.
one more thing to be added I think, UGC has no plans for providing assistive 
technology to visually impaired like jaws and others. while it is pouring 
crores of rupees on some aspects which are not contributing in a true sense 
in various universities and projects, it is surprising to see that no 
provision for spending some thousand rupees for this minority of deprived 
individuals who are really contributing in their institutes.

I fully support this move.

I heard that financial assistance to the visually impaired college
teachers was enhanced from Rs. 18000 to 36000 from July 2011 onwards.
Hence it would be better if you could submit the requisition after

states like Kerala, the college teachers' profession is a transferable

and therefore he/she will be transferred even to state government 
colleges

which come under A.I.C.T.E. and to other colleges which have not yet come
under U.G.C.'S 12B 2F category. So I request that the financial 
assistance

be granted to all visually impaired college teachers taking in to account
their handicap rather than the status of the college where they are
compelled to work.

Do you have any UGC circular to support your 1st, 3rd and 4th arguements?
I heard that financial assistance to the visually impaired college
teachers was enhanced from Rs. 18000 to 36000 from July 2011 onwards.
Hence it would be better if you could submit the requisition after
verifying the facts with the original circulars of UGC.  However,
Financial asistance shall be granted to all the Visually impaired
College teachers working under the administrative control of the
State/Central Government.  In other words, financial assistance should
not be linked with sections 2F and 12B of UGC Act.

This is to bring to your kind notice certain anomalies being noticed in the 
scheme of providing financial assistance to visually impaired college and 
university teachers in order to overcome their limitation to read standard 
print.

 

  1.. As per the present rule, the financial assistance is provided as part of 
plan fund to colleges where the teacher is working. This is a stipulated amount 
of ninety thousand rupees for the plan period of five years which all the 
visually impaired teachers working in a particular college have to share among 
themselves. So when a college contains more than one teacher, the amount of 
ninety thousand rupees gets divided. I propose that there be a new provision

(black and white) images before feeding them into kesi printer. if any of

desirable to have the following features
1. variable threshold: the threshold value for converting gray pixels into
either black or white should be able to be varied by the user.
2. batch processing: it should be able to convert multiple images stored

it is the command to remove indent. if you press this, MS word decreases the

I think CTRL+SHIFT+M command is not for putting emoticons in Microsoft
Word. Because when I tried this command in Microsoft Word the JAWS
speaks "out dent one inch". Can any sighted person can try and tell

The government's focus on alleged fraud and overclaiming to justify
cuts in disability benefits has caused an increase in resentment and
abuse directed at disabled people, as they find themselves being
labelled as scroungers, six of the country's biggest disability groups
have warned.

Some of the charities say they are now regularly contacted by people
who have been taunted on the street about supposedly faking their
disability and are concerned the climate of suspicion could spill over
into violence or other hate crimes.

While the charities speaking out – Scope, Mencap, Leonard Cheshire
Disability, the National Autistic Society, Royal National Institute
for the Blind (RNIB), and Disability Alliance – say inflammatory media
coverage has played a role in this, they primarily blame ministers and
civil servants for repeatedly highlighting the supposed mass abuse of
the disability benefits system, much of which is unfounded.

At the same time, they say, the focus on "fairness for taxpayers" has
fostered the notion that disabled people are a separate group who
don't contribute.

Scope's regular polling of people with disabilities shows that in
September two-thirds said they had experienced recent hostility or
taunts, up from 41% four months before. In the last poll almost half
said attitudes towards them had deteriorated in the past year.

Tom Madders, head of campaigns at the National Autistic Society, said:
"The Department for Work and Pensions is certainly guilty of helping
to drive this media narrative around benefits, portraying those who
receive benefits as workshy scroungers or abusing a system that's
really easy to cheat."

He added that ministers such as the work and pensions secretary, Iain
Duncan Smith, were being "deeply irresponsible" in conflating
Disability Living Allowance (DLA), which helps disabled people hold
down jobs, and Employment and Support Allowance (ESA), a payment for
those unable to work. This "scrounger rhetoric" was already having an
impact on people's lives, Madders said, citing a woman who rang the
charity to say a neighbour who formerly gave lifts to her autistic
child had stopped doing so following press articles about disabled
people receiving free cars under a government scheme.

Some disabled people say the climate is so hostile they avoid going
out, or avoid using facilities such as designated parking bays if they
"don't look disabled".

The government has committed to making significant cuts to disability
benefits, including a 20% reduction in the DLA bill by 2015/16. Much
of its public focus has been on alleged fraudulent claims or cutting
benefits to those whose conditions have improved.

Charities point to a series of ministerial statements arguing that the
"vast majority" of new ESA claimants are able to work, while the
disabilities minister, Maria Miller, said last month that £600m of DLA
was overpaid each year, not mentioning that a greater sum is saved by
others not receiving what they are due.

This is "playing directly into a media narrative about the need to
weed out scroungers," said Richard Hawkes, chief executive of Scope.
"Our polling shows that this narrative has coincided with attitudes
towards disabled people getting worse.

"Disabled people tell us that increasingly people don't believe that
they are disabled and suddenly feel empowered to question their
entitlement to support."

David Congdon, head of policy at Mencap, said the charity feared where
this could lead. "We are concerned that this narrative of benefit
scroungers or fakers connected to the welfare reform bill does risk
stigmatising all people with a disability," he said. "The worry would
be that this could lead to an increase in resentment against disabled
people, and even an increase in hate crimes."

There was "an incredibly strong focus on benefit fraud within the
DWP", said Guy Parckar, policy manager for Leonard Cheshire. "It is
mentioned at all possible opportunities. Of course, whenever there is
fraud you want that to be tackled, but there should be some serious
thought given to the long-term impact that this has. There is the
impact of potential hate crime, and issues around that."

Neil Coyle, head of policy for Disability Alliance, said his
organisation was being told of increasing levels of verbal abuse, and
worried this could lead to attacks.

"There's a lot of concern that the level of abuse and harassment goes
unrecorded because it's seen almost as a norm. It seems to be growing

are happy to hear that all accessibility features of the Delhi Metro will
be present, if not improved upon!

As discussed in our meeting there is much interest in the universal design
of the Chennai Metro, but unfortunately your website is currently
inaccessible - depriving people with disabilities the chance to track your
progress and participate in this process.

While initial documents / stakeholder inputs for accessiblity elements in
station design and rolling stock are being prepared this week, we @ DRA
thought this would be a great place to start!

The Internet has revolutionised the lives of disabled persons throughout
the world. More than others, it has enabled and liberated them in the most
complete sense of the words and succeeded in elevating levels of
independence, competence and confidence.

Unfortunately, while the internet can solve most of the access to
information challenges faced by disabled persons, the hurdles in the form
of navigation or comprehension problems pose as severe barriers to placing
complete reliance on it as a tool for managing one’s work and academic
pursuits for visually and print disabled persons. It is not only sad but
also disappointing to see that in
Indiaa lot of
government
& private websites are
inaccessiblefor
people with visual and reading disabilities, defeating the very
purpose
of ICT for development!

India ratified the UN Convention on the Rights of Persons with
Disabilitiesin
October 2007.  According to Article 21 of the convention "Freedom of
Expression and Opinion, and Access to Information" covers the provision of
public information to persons with disabilities in accessible format and
appropriate technologies,  encouraging private enterprises providing
services, including via the internet, to enable such services in accessible
and usable formats, and likewise for mass media providers.

Under the CRPD, India is required to improve and monitor the accessibility
of its web sites. Courts in India can use both  The Persons with
Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act,1995  as
well as the UN CRPD in discrimination cases involving agencies that fail to
do any reasonable efforts to make their website accessible.

By adherence to web accessibility
standardsthese problems
can be avoided.

To help better understand the issue, we are enclosing a few documents that
mention some of the features which are problematic for persons with
disabilities, and also suggest some simple solutions which can be easily
incorporated by web page creators right from the very beginning. Sample
accessibility tests of the CMRL website are also attached. Do see the
resources at the end of this letter as well.

If CMRL is to be an example of equal opportunity and equal access; this
will be best shown by its efforts to make its web presence accessible to

It could be because of the outgoing server or the port number not

For Data card, MTS Seems best I think 5 GB download for  Rs. 700.
For broadband MTNL is the best. however, you can check the airtell as
well if connectivity is available in your area.
