It seems to be working.

Further instructions,

then in audio setting to to during the call voice factor and pressing
select key on the factor number reudce it to lowest 25.

After doing this talks is not announcing anything loudly.

Hello Anil,

No deaths were reported on usage of wireless technology. And there are no 
evident statistics on this too.

However, some caution has to be maintained on cell phone usage. If you are 
using the cell phone try to make your conversations short and if they happen to 
exceed time, switch between ears during the call. Keep the cell phone 2 inches 
away from your head while on a call. Avoid the following places to keep your 
phone: In your shirt pocket i.e. close to your heart, in your trouser pockets 
i.e. close to your family jewels, under your pillow when sleeping i.e. close to 
your head. these might have long term effects that you cannot identify 
immediately or obviously. Children should be restricted on cell phone usage. 
Children's skulls are thinner and their brains contain more fluid than adults'. 
Electromagnetic radiation travels more easily through liquids; therefore, it 
travels through children's brains much more easily.

Pregnant woman, watch your cell phone usage time. Don't get exceptional with 
the above cautions.
 
Another increasing concern is cell phone ethicate, usage of the cell phone 
while driving, crossing the road, at a fuel junction, in a hospital  etc. Be 
responsible and exercise responsibility around you.

people that Minister for Railways raised fairs 5 paise per KM in
sleeper and 10 Paise per KM in 3rd AC now my doubt is what about
disabled persons concessions will we get concession in raised fairs,
that means will we get 1.25 paise per KM in sleeper instead of 5 paise
and 2.5 Paise in 3rd AC per KM instead of 10 Paise.  Please anyone
know about budget answer me urgently because I am regularly travelling
in Train My Hometown is in Karnataka and I am working in Delhi I Have

· Rajiv Gandhi Equity Saving Scheme: to allow income tax deduction to retail 
investors on investing in equities 

· Rs. 15,888 crore to be provided for capitalization of public sector banks and

· Swabhimaan: remaining habitations to be covered; to be extended to more 
habitations; ultra small branches to be set up in Swabhimaan habitations

Hi

May I clarify, the views expressed here are that of mine and not of the list.

One need to differentiate the difference between handicap and disability. One 
loosely interchange it however, disability refers to the physical condition 
whereas handicap has a psychological connotation.

Handicap also refers to something which restrains or hampers, hinders.

Here the word is  symbolic in nature and one has to interpret it with the 
correct context.

I think we should not go overboard and of course react when used derogatorily.

parcels of our life. the world famous bolliwood industrys has incelted our 
feelings and  degraded our character. in many films the hero acts as blind 
and watchs the actrous to changes her cloths. in some movies the hero 
becomes blind just to gain a simpathy from the lady, or just to catch the 
hand of the actrus. in 1 movie the actor was having night blindness, in that 
movie, toomuch fun was created of that blind man. as i am suffring from rp 
because of that i have very low vision in the night. so many of my class 
mates use to tees me as kadar khan. when i went to college, my eye problem 
was not that visible, so one day 1 girl came and asked me, are you really 
blind or acting? i asked why do you think so? she answered it happends in 
many hindi movies. so all the media projects the disabled person has effect 
on the life of disabled person. so some action on the broader level has to 
be taken rather then suing a single channel.

Persons with Disabilities under the Persons with Disabilities (Equal 
Opportunities, Protection of Rights and Full Participation) Act, 1995 
hereinafter referred to as the 'Act' against Staff Selection Commission (SSC)

2.   Shri Kaul inter-alia submitted that the candidates with blindness 
and low vision were not provided

computers loaded with any Screen Reading Software and the keyboard of the 
computers for Hindi medium candidates was different from the normally used one. 
That put the candidates with visual impairment to serious disadvantage. Shri 
Kaul suggested the following options for candidates with visual impairment in 
the test scheduled on 15.04.2011 for the post of Stenographer ;-

(i)  SSC may provide standard screen reading software in the computers 
used by candidates with

Visual impairment for the test: or
(ii)  the candidates with visual impairment may be allowed to take the 
test on their own computers

loaded with standard screen reading software; or (iii)the test for 
candidates with visual impairment may be conducted in the computer training

centres for the blind in the NGOs / Government organizations.

3.   The matter was taken up with Staff 
Selection Commission, vide letter dated 07.04.2011 requesting the said 
Commission to consider the options suggested by Mr. Kaul and to provide 
commonly used key board for Hindi medium candidates so that they are not put to 
disadvantage vis-a vis other candidates.

4.   Vide his letter dated 26.12.2011, Shri 
J.L. Kaul submitted that in spite of Office of Chief Commissioner for Persons 
with Disabilities letter dated 07.04.2011, no favourable action was taken by 
SSC and as a result many of the eligible candidates could not qualify in the 
skill test for the post of Stenographer held on 15.4.2011. He also submitted 
that Ms. Nitu, a person with blindness who had applied for the posts of 
Stenographer and LDC published in Employment News dated 16-22 July, 2011 had 
been directed to appear for the skill test using inscript keyboard. The test

5.   While none appeared for SSC on the day 
of hearing, Dr. Anil Aneja on behalf of complainant questioned the entire 
recruitment process undertaken by SSC in pursuance of various advertisements

petitioner felt dismayed by reading this

  1.. advertisement as it did not provide any reservation for Physically 
Handicapped persons („PH persons‟ for brevity) though the Disabilities (Equal 
Opportunities, Protection of Rights and Full Participation) Act, 1955 
(hereinafter referred to as „the Disabilities Act‟) mandates that 3% 
reservation is to be given to those persons suffering from disability as 
defined in Section 2(d) of the Disabilities Act. This prompted the petitioner 
to file the instant petition, in the nature of Public Interest Litigation 
questioning the non-provision of reservation to the PH persons. 
  2.. 2. The instant petition is filed by Shri M.K. Rastogi, Chairperson, 
Advocacy  Employment Committee of the petitioner organization of disabled 
persons. A copy of his attorney is placed as Annexure P-1. The 
respondent/Department, viz., Railway Recruitment Cell, Northern Railway has 
issued an advertisement Employment Notice No.1/2005 to fill up thousands of 
Group „D‟ posts in the Employment News (29 October-04, November, 2005). 
Disabilities Act is a remarkable piece of legislation for its main aim is to 
provide for and ensure equal opportunity, protection of rights and full 
participation of disabled persons in every walk of life. As per Section 33 of 
the Disabilities Act, the respondent is bound to reserve seats for the PH 
persons to the extent of 3% out of which 1% each must be reserved for the 
Locomotor (Orthopedically handicapped), hearing impaired and visually 
handicapped candidates. It is pointed out that authority the Group „D‟ posts 
advertised in the impugned employment notification have also been identified 
suitable to be held by disabled persons. In this connection, an Expert 
Committee appointed by the Ministry of Social Justice and Empowerment 
W.P.(C) No.23123 of 2005 Page 3 of 18 

  1.. (hereinafter referred to as „the appropriate Government‟) had dealt with 
the matter of identification of posts in Groups – A, B, C and D for 
reservation. The said Committee in its report notified by the appropriate 
Government vide their Notification dated 31.5.2001 made the following 
recommendations: 
(b) The nomenclature used for respective jobs in these recommendations shall 
also mean and include any nomenclature used for the comparable post with 
identical function of the identified post. (c) The establishments covered under 
the persons with Disabilities Act 1995 will have the discretion to identify 
post in addition to the posts already identified by the appropriate Government. 
However, no establishment on its own discretion can exclude any post out of the 
purview of identified post for effecting reservation under Sec. 33 of the Act. 
In case any establishment feels that it required exemption from filling up a 
vacancy against an identified post by the appropriate Govt. the establishment 
under Sec. 33 of PWD Act 1995 can approach the inter departmental committee 
constituted for the purpose to look in to the matter regarding exemption from 
Sec. 33 of the PWD Act. Other than this no authority has the jurisdiction to 
accord exemption from filling up a vacancy against an identified post for 
person with disabilities. (d) List of the identified jobs proposed to be 
notified hereinunder is in addition to an not in derogation of the earlier list

 electricity in case we are not able to accompany the escorts to reach 
 them personally.

 As a matter of gesture, the management of ntpc at various projects 
 accepted the said demand and allotted the b type quarter to all the 
 physically challenged employees of ntpc at their projects.

 In this regard, since I myself is facing the aforesaid difficulties as 
 faced by the other colleagues as mentioned, I have approached the 
 management of my project to which they have replied that since your 
 entitlement does not permit to allow you B type quarter, we may not be 
 able to consider your request at this moment of time.

 In view of the above mentioned circumstances, can I insist the 
 management of my project to treat my case similarly as delt in other 
 projects in providing the quarter as special consideration?
 2 are there any possibilities to do something just like the present 
 case follow up to modify the quarter allotment rules which can be made 
 applicable to physically challenged employees of ntpc?
 3 can this case be treated as discrimination as various projects had 
 already considered the said difficulties put forth by physically 
 challenged employees to allot them B type quarter?
 4 what any other steps I should take to request for the same?

 There are more than half of the quarters are vacant in my project. I 
 am stating this reason because few of the projects were not able to 
 accept the said request made by the physically challenged employees as 
 no sufficient quarters are available to allot the same.

 I am facing great difficulties in accommodating my educational 
 materials such as, Braille books of my education, no enough space to 
 move freely and considering the number of persons including myself and 
 my three dependents staying in such a small place.

Hai friend hit talks and then hold down key 1. This will bring up your talks 
settings. First turn off magnification at the magnification page. Then go to 
automation page by pressing right navigation key and turn off say caller ID. 
Your problems will be solved.

 just press talks key+the call button to turn off the magnification and

Hai friend I had written. But I don't understand where has it gone. Recently 
many has bought c5  as it is much accessible and low priced. Many of these 
users are new to talks also. This caused many mistakes in settings. That's why 
the doubts on the phone are at a high.

May I clarify, the views expressed here are that of mine and not of the 
list.


One need to differentiate the difference between handicap and disability. 
One loosely interchange it however, disability refers to the physical 
condition whereas handicap has a psychological connotation.


Handicap also refers to something which restrains or hampers, hinders.

Here the word is  symbolic in nature and one has to interpret it with the 
correct context.


I think we should not go overboard and of course react when used 
derogatorily.

What were the 2 talking about.  If they weren't' talking about someone 
who is considered to have a physical disability then I would agree with 
you.  For example if they had been talking about Obama an Romney 2 
people who aren't considered to have any physical disability and they 
said these 2 are handicapped so the people don't have a choice.   Yes, 
then it would not be a problem.  However, I thought that the 2 
candidates had some kind of considered disability.  i am blind but I 
don't have a handicap.  If people want to think I have a handicap then 
that is there limitation.  Handicap means limitation that is the 
problem.  In golf you have a handicap as an example.  So if there is a 
perceived physical disability an the people are said to be handicapped 
and therefore, the voting populace has no choice then I would agree that 
this is a statement that sums the view of the world's people regarding 
disabilities regarding blindness.  If it is 2 people with no considered 
disability then they are saying the 2 are limited and so the populace 
has no choice.

As for the epaper, I didn't find it accessible of perhaps I could not
find the way to access it. So I also want to know the following if
there are subscribers around:

1. how accessible it is and if there are ways to work around the
epaper using Jaws 11-13.
2. How useful it is since the web edition itself seems to sufficiently
cover most of the news items.

I think we should first listen the audio sent by Mr. Ashiq and then
start jumping into discussion.
The statement is nothing to do with visually-challenged. It is a
derogatory to orthopedically-challenged. However, at the end, it is
all about disabled community!!!

Sad to see that even many of us don’t know the exact meaning of
handicapped, and the usages by which it came into being. For me, the
term “Handicapped” is itself is a derogatory term.
Hopefully, the following URL will make my point clear about the term
“handicapped”.

The film-makers who made the films many years ago can’t be sued.
Whatever comes in our way, we should keep correcting and rectifying.

His comments clearly reflects uncivilised, arrogant, inhumane and insensitive 
way of talking. 
But this is not the views of BBC so we have little to blaim on BBC (as we 
expect BBC to broadcast actual and tru news item). on other hand, we can say 
that BBC should delete this portion of conversation from its report. 

Intellectually, words used by Anil Beralwal were used in context of election. 
here, Hindi idioms,
andho mein kaana raja
ram milaye jodi, ek andha ek kodi

These idioms are often used in hindi literature and in daily conversations but 
they are used in variety of contexts.

recently, I remind of one TV commercial of Ceat tyre company which says in 
commercial like that,
abe andha hai kya. This words used by sighted people sounds hurting.

Now it is our wisdom to decide on these aforesaid comments and wordings.  

I think these words and comments are generally relate to people's mindset not 
to any law or rule.

Society is changing but it is a process and it will take time.

I also wrote to the BBC and said that it was not what they said. But, at the 
same time, they broadcast it. They should have removed that portion from the 
interview. Instead, Vinit Khare himself should have said it in civilized 
words Actually, what is objectionable is that, they were talking about the 
people who have no good choice when two criminals are the candidates in the 
election. In this context, Anil Bairwal used the metaphor. Thatls why I

And Mr Anil's remarks like lula and langda are certainly objectionable.
He is a prominent member of election watch, no?
then his mental faculty is quite comprehensible there.
Context was candidates who have criminal background and fighting in
election, but words? which he used were not supposed to be
broadcasted.
Someone has rightly put it, its a manifestation of societal attitude
which once again reflected on BBC.
Ashik, Thank you you noticed this with clear evidence.
I have wrote to BBC to remove this clipp So that rest don't get to
make up their mind like Mr Anil has.

Mobile Guard is an aplication which helps for system management in
mobiles. Free versions can be found by googling. I think that it works
also in N82. It offers a free antivirus also. But it is better not to
install the anti virus.

Hi Members,

I think it was indeed because of my phone memory being full I couldn’t
delete watsapp.
To be able to delete that 4 MB application I had to let go of some
important applications like daisy, ultimate recorder etc. from app
manager and installed files.

However, still the main culprits are files which are occupying my 47
MB named as ‘others’. This I got to know when I checked phone memory
details. And this others item is listed as the last; 6th.

SO I seek your guidance as to how do I clean these 46 MB files which
in my opinion are those complementary files which get accumulated as a
result of you installing various softwares in the phone.

Advanced is the appreciation for your help.

It is surprising to hear many of you understand the context much
better and drub this as small issue and rest including me are blowing
the issue out of proportion.
Let's talk little bit about Indian Book I mean, constitution,article
15 of the longest written constitution clearly articulates:
discrimination on the part of race, birth, gender, sex are
punishable.
It is intrinsic understanding, Lula, langda and andha, may hert the
sentiment of millions of Indians.
So politics of language comes here and plays a transforming role.
Why we always stress on civilised linguistic articulation? in order to
empower people and not to hert anyone.
And BBC being public medium, must take care while taking in to
consideration the concerns of listening audience.
Note: my personal views: no particulars are targetted.

I have seen these ads by CEAT tyers, the ad is appropriate to the context. 
Where the guy is crossing the road carelessly answering his cell phone and a 
biker just misses hitting into him. The ignorant pedestrian in turn shouts out 
to the rider the statement in question. This ad conveys 2 messages, that the 
tyres are dependable and on the other hand the ignorance of pedestrians.

There is another ad which I feel really insulting to the blind community, 
personally hate to watch and advocate. It has the famous chef and Karate kid of 
bollywood, Akshay Kumar acting as the blind man who is lost and enters a bank 
when it is being robbed. This idiot enters the bank and asks if a particular 
bus leaves from there, in the process gets asulted by the bank robbers, puts on 
a heroic fight and gets complimented by a bimbo watching him. The compliment is 
Andha hai but fit hai. To which the actor replies to the bimbo, that her 
shirt button is open.

You will be surprised what the ad is for? Well, it is for an undergarment 
brand. And he is advertising vests in this ad. So you see, this ad has nothing 
to do with the subject or comodity being advertised. But still these filthy and 
meaningless ads are on air because it doesn't matter to anyone on how a blind 
person is presented. My good friend from Mumbai, Zoher in his earlier mail, 
spoke about his experiences at school and specifically sighted examples of him 
being called names after a character played in a movie who was blind after dark.

We have to just keep a watch if the matter being discussed is politically 
correct. From the mails and comments I read on this subject it is obvious that 
they are politically incorrect to compare criminals and politicians with 
disabled people. I have not heard the audio clip myself, Mr. Ashiq forgive my 
ignorance on the same. Due to other challenges with my newly acquired 
disability I have been very moody and selective on what to respond to and 
dedicate my time to.

His comments clearly reflects uncivilised, arrogant, inhumane and insensitive 
way of talking. 
But this is not the views of BBC so we have little to blaim on BBC (as we 
expect BBC to broadcast actual and tru news item). on other hand, we can say 
that BBC should delete this portion of conversation from its report. 

Intellectually, words used by Anil Beralwal were used in context of election. 
here, Hindi idioms,
andho mein kaana raja
ram milaye jodi, ek andha ek kodi

These idioms are often used in hindi literature and in daily conversations but 
they are used in variety of contexts.

recently, I remind of one TV commercial of Ceat tyre company which says in 
commercial like that,
abe andha hai kya. This words used by sighted people sounds hurting.

Now it is our wisdom to decide on these aforesaid comments and wordings.  

I think these words and comments are generally relate to people's mindset not 
to any law or rule.

Society is changing but it is a process and it will take time.

A person with glaucoma remains asymptomatic until much of the sight is lost

Recently while I was waiting for my appointment with the
ophthalmologist, my eyes fell on the photograph of the Taj Mahal.
Below the photograph that was darkened in the centre was printed
‘Don't worry'. Next to it was another photograph with the Taj in all
its glory, viewed presumably after treatment.

Now, if you went to your ophthalmologist with a complaint that you
could not see the peripheral movements and that you have to turn your
head around, or that you have tunnel like vision your doctor would
probably not say “Don't worry.” Instead, you might be told that you
have glaucoma. And it is worrisome. For, glaucoma is a group of eye
diseases which lead to gradual loss of sight.

Glaucoma is known as the ‘silent thief of sight'. A person with
glaucoma remains asymptomatic until much of the sight is lost. When
the tear gland doesn't drain as it should, it presses on the optic
nerve. The nerve is behind the eye and transmits information to the
brain about the objects in front of us. The loss of sight is very
gradual. Most people do not realise it until much of the sight is
lost. By then it is too late.

“We can only preserve what is left of the optic nerve,” said Ronnie
George, director of research at Sankara Nethralaya. His team studied
around 3,800 patients in and around Chennai for a period of 10 years
between 2001 and 2011 and found that about five percent of them had
glaucoma. Of this, five percent were blind in at least one eye. Less
than 10 percent of the population screened had been diagnosed and only
12 percent of those screened knew about the disease.

If you think this is a small sample study, Dr. George dispels any
misconceptions you might have. The findings of the study can be
extrapolated to the population. “The findings in any city would be
similar,” Dr. George told me. “One in eight persons over the age of 40
in the population is at risk for the disease,” he said.

Given the nature of the disease, for which there is no cure yet, the
week March 11 to 17 was dedicated to raising awareness about glaucoma,
the second leading cause of blindness.

Awareness is so low that only 30 people attended a programme organised
last Tuesday by the Regional institute of ophthalmology in Egmore a
primary health centre in Porur. A screening camp was also held to
identify people with glaucoma, said K. Maragadham, head of glaucoma
services at the institute. “We explained about anti-glaucoma drops and
told them that the drops would be provided free of cost to patients at
the hospital. The drops help ease the pressure on the nerve, thus
preventing progression of the disease,” Dr. Maragatham explained.

The Government Ophthalmic Hospital, which is attached to the
institute, gets around 150 to 200 new registrants every month besides
the 350 to 400 patients who come for follow up. “If we get 100
patients in our outpatient department nearly 40 will require screening
as we suspect they might be heading for glaucoma,” Dr. Maragatham
said.

The institute has planned to conduct screening programmes in Chennai
Schools as it is the only way to find children who have glaucoma.
