hi all. as u all know im the it administrator in office before i was appointed there was no data backup plan and so data was being backed up manually now i want good backups hapen automatically so that if the server gos down we can restore it back in less time. the program must do the following. 1. we can set time bassed full and increamental backup meaning is i can setup the program to backup at 12 midnight as there is no work in office at that time 2. after setting up the time for backup backup can start without any intervention and user inputs 3. if the backup is compleated or failes or if there is some error i get an email from the program 4. restoration of the backup including boot partition should be accessable. i currently use shadow protect by storeage craft its good but complicated please suggest me Time to meet up again! Also, my friend is using IE11 on his windows 8, but i am not able to install it too. Is that because IE10 is not properly removed? here's the answer for your 1st question, to turn off spell check, press alt+t and in tools menu press O to go to options press down arrow untill u hear advance, under advance there're various tabs, in general tab, pres tab key 3 4 times and uncheck Check my spelling as I type and regarding your other question to remove IE 10, i'll be only able to help if u can tell me which operating system you're using. and IE 11 can be only installed on windows 7 SP1 or higher! Previously they sighted legal issues, which I could easily take care of due to the circulars and legal provisions of laws, but now here is another angle of Risk Management. Due to the absense of biometric devices, they are not happy to process it sighting this angle. I have spoken with RBI (Department of Banking Operations and Development) which issued the circular, and their view is that absense of biometric devices cannot be the reason to deny this facility to you. So if that ground is put forward by them, it is open to challenge. The government has had a positive obligation to bring Indian disability laws in line with our international obligations, and set up a committee of government officials, representatives of states, persons with disabilities and other experts, to draft a law detailing the rights and entitlements of persons with disabilities. An urgent need was felt for the law, since it has been noted that general statements of rights, are often not extended in substance to persons with disabilities (such as the right to vote, which is thwarted by issues of accessibility and disqualification). The hope was for the law to intervene to make fundamental rights realisable for persons with disabilities. The committee in question drafted a law in consultation with civil society and the disability sector, published the draft law in 14 Indian languages (and Braille) and traversed the nation for consultations in all states. Once the final draft was created in 2011 [link (PDF)], the Ministry of Social Justice and Empowerment took over. The Ministry published a diluted draft in 2012 [link (PDF)]. Rushing an empty bill for political points Since then, the struggle has been to have it passed in Parliament. On January 22 2014, with general elections just round the corner, a draft was leaked from the Ministry of Law; the draft bears no resemblance to the legislation that had been painstakingly put together by the stakeholders in 2011. This draft has, to date, not been made public by the Government, which is seeking to pass it now, before the Lok Sabha's term ends, without debate or consultation, as an obviously politically expedient measure. The draft runs counter to the very ethos of the UN CRPD. It is an empty articulation of rights, without any concrete obligations or remedies, that would do gross disservice to the millions of persons with disabilities across the country who are clamouring for the enactment of the law that they participated in the making of, not the one that is likely to be passed, shrouded in secrecy. Scrap the Bill! It makes mincemeat of the rights and entitlements of persons with disabilities and kills hopes and aspirations of a progressive law to replace the existing 1995 Act which is not in conformity with the United Nations Convention on the Rights of Persons with Disability. Why are we asking for the Bill to be scrapped? While some activists are rallying against this new version, others have held candlelight vigils across the country pressing for the Bill to be passed. Disability rights activists have sought the intervention of senior Congress leaders to include decisive amendments to the bill. Most crucial concerns have been addressed and the modified bill is what will hopefully be tabled, Disability Rights Group convener Javed Abidi said. We identified 20 non-negotiable amendments and met Prime Minister Manmohan Singh, Congress president Sonia Gandhi, the ministers for law and social justice, he said. Modifications have been made on the issue of legal capacity, definitions of disability, employment and education. The Delhi-based group has led the movement to press for the bill, and the process of drafting the law was set in motion five years ago. However, the group is at loggerheads with other disabled rights activists and groups, who say it is not in accordance with the UN Convention on the Rights of Persons with Disabilities. The groups against the bill in its current form say it is just old wine in a new bottle. The bill does not ensure full legal capacity, they say, authorities in charge of enforcement of disabled rights are not given the full powers they need and the bill's penal provisions are weak. Disability Rights Alliance has written to the Centre on behalf of various NGOs, noting that the bill contained legal infirmities'. The bill is the antithesis of what it was meant to be. We want in to be withdrawn, said Amba Salelkar, fellow, Inclusive Planet Centre for Disability Law and Policy. The Supreme Court in 2009 ruled that a mentally challenged woman can choose to have children, but the current bill says a severely disabled woman's pregnancy can be terminated with her guardian's consent, she said. The bill has a provision for increasing quota in government jobs from 3% to 5% and enables accountability in private sector and educational institutions. This comes with the magnification feature and screen reader Talkback, with high quality English voice. It is possible to download Brailleback from the Amazon app store, but I have not tested this. In some respects the device is easier to use than other Android tablets, because they have changed the interface to focus on the things you might want to do with their content, like read Kindle books, listen to Audible books, watch Amazon video and shop in their store. I don’t know how many of these are relevant in India. However, there are issues using the (Silk) browser with Talkback. You can download apps from the Amazon store. If you want to use it for limited purposes, then it is a fine device, and I really like the physical design. in some ways more than the iPad. But if you want the option to branch out and do a lot more, safe in knowing that it offers the most accessible platform, then the more expensive Apple devices are a better bet. Needless to say that the said letter gives a vivid account, in sequential order, of all that had transpired in the last several days in relation to the so-called joint forum over the proposed RPD bill. It is now abundantly clear that the threat posed to the unity amongst persons with disabilities by this gentalman whom Mr. Rungta has appropriately and adequately unmusked in his said letter, is of phenomenal proportion. Those who have been tracking the sinister moves of this gentalman from close quarters will bear me out when i say that the manner in which he conducted himself is quite in charector and therefore, is perfectly on expected lines. Let us remember that one does not become a monk merely by wearing a cowl. Echoing sentiments similar to those expressed by avinash shahi, H S negi and others i would hasten to add that we, the blind, can only ill-afford to adopt an astrich-like stance by not recognizing the unpleasant reality, and by not acting accordingly. As a blind citizen, i very strongly feel that this presiding deity of the anti-blind lobby must be curbed and contained at all costs, and, with all our might and resources. Why on earth should the blind sacrifice their legitimate interest in the name of fake and shallow unity, and, in favour of self-seeking and self-serving individuals of the ilk of this gentalmen, if i may call him one who is out to harm the blind in ways which are both subtle and clandestine? February 6, 2014 Updated: February 6, 2014 01:11 IST A retrograde and incoherent law The disability sector is torn between rejecting the Bill outright and assembling a few non-negotiables to have the Bill passed by the Lok Sabha After inter-governmental consultation and scrutiny by the Ministry of Law, the Rights of Persons with Disabilities Bill, 2013 stands approved by the Union Cabinet. What has the Cabinet approved? Is it the same legislation formulated by a joint committee of civil society, States and Union Ministries in 2011 and settled upon after a nationwide consultation in every Indian language? Is it the legislation displayed on the website of the Ministry of Social Justice and Empowerment since 2012? Or has the government been able to get away from fulfilling its constitutional and international obligations, while the nation's media looked the other way? Dilutes rights India ratified the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in 2007. Since then, the wheels have been in motion, to bring Indian laws in line with our international obligations, which is to recognise autonomy and dignity for all persons with disabilities in the country. The disability sector's motto has been, most aptly, nothing about us, without us. The Bill was originally drafted following a thorough pre-legislative deliberative process with civil society. Yet, the legislation approved by the Cabinet has no relationship at all with the drafts which had been circulated, discussed and published. It denies people with psychosocial disabilities the right to make their own life decisions, by permitting plenary guardianship; allows discrimination on grounds of disability if it is appropriate to achieve a legitimate aim; it runs counter to the Supreme Court's own decision by returning to the concept of identified posts for reservation in employment; it systematically dilutes and undoes all of the rights, entitlements and remedies that the original Bill envisaged. A progressive, rights-based law has been transformed into an anachronistic, welfarist legislation through bureaucratic fiat, and democratic law-making suffers silently, as a consequence. With the general election just round the corner, the disability sector is now torn between rejecting outright a Bill that does not reflect its aspirations and assembling a few non-negotiables to have the Bill passed by the Lok Sabha. It is unlikely that the introduction of a few progressive provisions in a law that is as ill-drafted as this one would serve the ends of the community. In 1995, in a scenario where there was no law, the disability sector had importuned a boycotting Opposition to return to the House to pass the Disability Act without debate, in the hope that inadequacies would be remedied with amendments. But amendments are hard to come by. The government set up a committee to suggest amendments to the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 within three years of its enactment. Despite unanimous endorsement by civil society, not a single amendment was made. In 1995, there was a legal vacuum and since half a loaf was better than no bread, such a strategy had to adopted. Since then, even as legislative initiative failed, the courts have poured constitutional steel into the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 as disability rights activists worked at upgrading an inadequate law. Thus, enacting a retrograde and incoherent law, now, would fly in the face of years of advocacy for change and indicate that we have learnt nothing from experience. Unresolved questions What are the likely consequences of passing such a hastily drawn up legislation, within the span of a few days? The most obvious consequence, of course, is that the needs of those persons with disabilities who could not make their voices heard in such a short timespan (inevitably, the most disadvantaged) are unlikely to be addressed. This is evidenced by the fact that, in the list of non-negotiables drawn up, the provision on the right to legal capacity is just the text of Article 12 of the Convention on the Rights of Persons with Disabilities (CRPD) pasted into the legislation; without stating what happens to existing laws denying legal capacity or how people in guardianship are to enter full personhood. How will the interests of the doubly disadvantaged women with disabilities be taken on board? How does the constitutional mandate of life, liberty, mental and bodily integrity become real for persons with intellectual, psychosocial and developmental disabilities? These, among others, are real questions that are yet to be resolved. The other necessary ramification of passing a patchwork law is that, for the interpretation of such a legislation, persons with disabilities will have to knock at the doors of the judiciary endlessly -- a process that is both

[AI] Rights of Persons with Disabilities Bill
Dear friends, We have all been discussing this legislation for a few days now and obviously our passions are running high with the way this is being imposed upon us. I personally feel that this is also a significant way of looking at our polity and our sector: This law was to have been in actuality one of the most consulted and discussed piece of legislation in the history of this country. I remember having participated in several such discussions. But as it turned out: we are being handed a raw deal. Our sector is legitimately upset about this. Congress, BJP, Communists or any one do not really care for us. None of the senior parliamentarian is ever concerned about disability. India ratified UNCRPD without reservations: This could have meant 1 of 2 things: either the nation is serious to change the entire legal regime to bring it in tune with the Convention or (and this is more likely in our case) just ratify the damned document and make disabled happy. I am still perplexed as to how are we going to have UNCRPD implemented merely by having the new disability law (certainly not this one with all its inadequacies) when there are so many laws that run counter to the Convention. This sure needs to be kept in mind by us at the time of considering the new law and should also insist in the amendment of the other relevant laws.
