Until recently, the Education Department looked at requirements such
as whether school districts had filed the appropriate paperwork or met
timelines for the 6.5 million children who qualify for special
education services under federal law. Now the department will compare
the test scores of students with disabilities with those of students
not designated as having special needs.

Arne Duncan, the secretary of education, said the shift was driven by
the fact that far too few students with disabilities were reaching
academic proficiency benchmarks. In too many states the outcomes for
students with disabilities are simply too low, Mr. Duncan said in a
conference call with reporters on Tuesday. We can and we must do
better.

He noted that only 10 percent of eighth graders who qualified for
special education services were considered proficient in federal
reading tests known as the Nation's Report Card.

Eighteen states and territories meet the new standards. New York,
Arizona, Ohio and Tennessee were among 36 states and territories that
did not comply with federal disabilities law under the changes. Six
states and territories -- California, Delaware, Texas, the District of
Columbia, the Bureau of Indian Education and the Virgin Islands -- were
designated as needing intervention by the Education Department.

Advocates for people with disabilities welcomed the changes.

It's a huge step forward, said James H. Wendorf, executive director
of the National Center for Learning Disabilities.

Mr. Wendorf added that federal disability law was intended to give
students with disabilities extra help like counseling or special
equipment so that they could achieve similar results to other
students. He added that more than 80 percent of students who qualified
for special education did not have cognitive impairment that would
prevent them from learning at the same levels as their peers.

The research base is clear that when they are provided the right kind
of instruction, supports and accommodations where needed, they can
indeed perform at that same level, Mr. Wendorf said.

Dennis Van Roekel, president of the National Education Association,
the country's largest teachers' union, said that states needed more
financial support from Congress to provide sufficient services to
disabled students.

I don't think it's as simple and easy as saying, 'Oh, my gosh, here
are the kids who are doing well on a test and here are those that are
not,'  Mr. Van Roekel said. It's not a fair expectation that all
special education students would be able to compare equally with their
counterparts, he added.

The Education Department has not set specific targets for test scores
but said that it would evaluate growth in student achievement over
time. It also said that it was unlikely to withdraw federal funding
from states that failed to meet the law.

In Massachusetts, which meets the new requirements, Mitchell D.
Chester, commissioner of elementary and secondary education, said the
state had put in place an early warning system to identify students
who were falling behind academically. He said he was concerned that
students in poverty were almost twice as likely as their more affluent
counterparts to be identified as disabled, and he said the state
needed to help schools improve the way that such students were
included in mainstream classes.

In California, a spokeswoman said state officials were concerned that
the state's categorization as needing intervention is more the result
of the particular methodology used than of the actual performance of
California's school districts.

But Mark Rosenbaum, chief counsel of the American Civil Liberties
Union of Southern California, said that the new measurements, while
blunt, were appropriate. The sort of measures you're talking about
are the canaries in the mine, he said. Where those benchmarks are
not being met, the state has to now become active in finding out
what's going on in the classroom.

with out concessions. That shows the apathy of the ministry.

Something should be done about both the issues.
Tell me the most time saving way and i will ring the bell.

They are so many office bearers of various NGO on this list. Can we do

This question is to all those who are filing their income tax return
independently using the e-filing facility of I.T. Department for the
assessment year 2014-15.

Since the Excel utilities are not available (except for ITR Form-2),
have you been able to use Java based utilities with screen reader?

I do have Java Access Bridge installed and I am running latest Jaws and NVDA.

If not, then anyone of you have raised your concerns to I.T.
Department in this regard?

website is worst for screen reader users. it comes under the jurisdiction of 
railway ministry, hence, the petition should be filed against the ministry

box and then showing the proof of their age, what is stopping us to

i have filed my ITR for AY 2014-15 online successfully. i did not use its 
ITR1 utility, hence, i can not say anything about it. however, you can use 
its online ITR1 form and press the save button in a regular intervel. as you 
satisfied with all the calculation by ITD's server and your submission, 
press the submit button and print the ITRV form.

I am also facing a strange problem with jaws 15.0.923 demo with ms
office 13 in windows 8.1 environment.  Jaws is not reading the
menues/ribbons in office 13 even after checking the virtual ribbons
menue. It becomes silence while pressing alt button. Where as the same
jaws is reading the menues/ribbons in windows 7 professional with the
same office. Therefore, I seek your kind guidance  and suggestions how
to make read ribbons in office 13 in windows 8.1 environment. Further,
I request you to kindly upload required files if any to resolve the
issue. your kind help to resolve this issue is highly appreciated.

I support the view expressed by Ajay, but there are more complex
problem in this simple process. Proving old aged/women before the TTE
is a matter of fact and any person of general prudence can easily
identify the case. But just ticking the box of physically handicapped
case and then examination by TTE for the proof is not easy. TTE is not
competent authority to investigate into the matter. That's why they
want to introduce such e-card system which will be given to the users
after verification of their  respective certificates.

KOCHI: Jerin Jose, 26-year-old assistant manager of the Union bank, MG
Road, is visually impaired but walks without any assistance. Barely
visible to a normal passerby, his help is just a white cane.

Jerin always had ophthalmic assistance from grade five and had worn
glasses from then. He aspired to be a pharmacist and enrolled as a
student in J J K Nataraja Pharmaceutical College, Erode, Tamil Nadu.
He observed his lack of partial vision during his college life.

The doctor he approached confided in him his medical condition,
Retinitis Pigmentosa, a genetic disorder which has no known medical
remedy. The ophthalmologist also warned him of complete blindness. But
he kept this a secret from his family and friends so as not to worry
them. He slowly became virtually blind and needed help from fellow
classmates to even prepare records and academic materials.

“It takes some time to adjust to the surroundings, but I manage to do
everything by myself and what seemed to be difficult in the beginning
has become easy. I also have great support from my family and
friends,” says Jerin.

Jerin, a firm believer in the Almighty was lucky enough as the
University took a bold stand to allow any student who had not
completely passed in all their previous exams to continue studies and
complete exams. He had discontinued his studies due to lack of
emotional support.

Jerin, rejoined his old college in Erode.

Understanding his medical condition to the fullest Jerin decided to
change professions. He joined Wipro in the HR department and worked
there for one year. He passed the bank test and joined Union Bank,
Kochi, as an assistant manager last year.

Along with his career, he is also doing his MBA from Bharathiar
University, Coimbatore. He is all prepared for his second year exams.

Jerin is initiating a project plan for bringing up a POC Catholic
Bible in Malayalam for the visually disabled in a ‘Digitally
Acceptable Information System.’

Jerin does not seek any help to come to office, he walks alone with
his companion, the white cane. His office work as well as his daily
chores are done with the help of a system called ‘Job Access with
Speech(JAWS)’. He spends his free time browsing social networking and
reading online books and newspapers all with the help of JAWS.

His family includes his father Jose, mother Rosy and his younger
brother Rejin studying for BSc Computer Science in Sahrdaya College.
Rejin too suffers from a similar medical condition. His vision too is
bleary, weak and needs assistance.

“Life is unpredictable. Anything can happen anytime, but it is our
confidence that makes us overcome the hurdles and live life,” says
Jerin

Hi friend, IBM lotus symphony is a good and accessible freeware suite, 
but unfortunately development has been dropped. If you are not satisfied 
with IBM lotus symphony, you can use libra office with java access 
bridge installed. To use libra office with screen reader, you have to 
enable accessibility options under option dialogue, located at tools 
menu. To enable accessibility support, you can take assistance of your 
sighted colleagues or you can download appropriate registry patch and 
add it to your windows registry. Keep in mind, accessibility features of 
freewares are generally not good.

Dear Pranay,

The same behaviour was observed on Saksham  Google websites.

I did a complete uninstall of JAWS 15  also deleted the User Settings  
other settings. I then did a fresh reinstall of JAWS 15  now, it is 
behaving properly.


Don't know why JAWS 15 started misbehaving suddenly but it is working fine 
now.

I have not read any reports of screen reader use leading to hearing issues.
Use speakers. If not, then go with Senheiser. They are ruggid have 3.5 MM
audio jacks and are accessible. For eexample, they mark the left headphone
with the letter l which you can feel.

They may be beyond your existing budget but please save for them. They are
worth the investment because they have a flat audio response so no
distortion when it comes to use with a speech synthesizer.

no, i don't endorse it. TTE may refuse or deny your concession certificate. 
even some occations it is rejected at the counters. it does not matter 
whether your certificate is genuine or not.
the unique identity should be provided to user and he has to fill that 
number while booking online concessional ticket.

Senheiser is good.
I can also recommend a bone-conduction headphones called bluez2 from 
aftershocks. These are wireless (Bluetooth) and are not noise cancelling since 
they do not cover your ears at all but instead sit just in front of the ear on 
your cheek bone. I find these useful because unlike regular headphones, these 
do not cut me out of the rest of the world.
These are for $99 or about rs. 6000, so almost in your budget.

They however, do not meet your requirement of noise cancellation. These also 
don't go into a 3.5 mm jack since these are wireless and use bluetooth.

These were launched very recently and I am not sure if you will find them in 
India easily. I have been using these for infrequent use for the last 2 weeks 
or so and find them very good.

Hey listers, since we are screenreader users, be it jaws in PC or talks in 
mobiles. Most of the time we use earphone/headphone. In my view, in order to 
save our ears from harmful effect of noise, and saving the listening capacity 
from shifting the threshold, its important to use quality earphone. I am in 
search of such good quality earphone which could give me best protection 
against ill effects of regular use of screenreaders/music. I searched over 
internet but confused. My other consideration for selection of a pair of 
headphone are; durability as it could work at least for one year or so under 
normal handeling. Secondly, its ruggedness, as the quality should be strong, 
thirdly, noise cancelling capacity, fourthly, portability and light weight as 
could be carried in my pocket.
Senheiser, Sound Magic, Philips, Klipsch and Sony earphones are under my wish 
list. Which brand you guys suggest?
Earlier I have used  Philips, Sculkandy, UltimateEars and Creative brands. But 
I am not satisfied with either of them, except SoundMagic.
I am looking earphone which could work in my laptop and mobile with 3.5mm audio 
jack and yes with no microphone. If I find good earphone with in budget of 4 - 
5 thousands, I will be more than happy.

the reality is all normal or blind people don't have same mentality.
some normal girls or boys accept blind as life partners. but, whether
our life will be happy only by marrying normal partners or not cannot
have generalised answer. it depends on the partner's ability to
understand each other, adjust to each other and live with minimum ego.

Google has announced Android One, a design reference platform that
enables manufacturers to build low-end smartphones more easily, at I/O
2014.

NEW DELHI: Google has announced Android One, a design reference
platform that will enable manufacturers to build ultra-cheap
smartphones with much more ease. The move could see Indian mobile
device brands up the ante with stable entry-level smartphones powered
by Android mobile operating system.

Delivering his keynote address at I/O 2014, Google's annual developer
conference in San Francisco on Wednesday, Sundar Pichai, Google's head
of Android and Chrome platforms, said Android One will in fact let
phone-makers pool in resources to create a reference platform for
smartphones, thus saving time and costs in launching new models.

The software powering these sub-Rs 6,000 smartphones will be stock
Android, but manufacturers and telecom carriers can differentiate
their products by adding a few of their own custom apps without
diluting the Android experience like bigger players Samsung, HTC, LG
and Sony etc already do.



Like Nexus and Google Play Edition products, Android One smartphones
will get software updates from Google. Pichai said that these
smartphones will get a list of recommended apps from 'Play
Auto-installs'.

Google will begin the programme from India and announced that it has
already roped in Micromax, Karbonn and Spice as initial partners.
Interestingly, Microsoft is also trying to capture this segment by
working closely with Indian brands like Micromax, Xolo and Karbonn to
launch cheap smartphones that run on its Windows Phone 8.1.



In the keynote, Pichai gave the example of an Android One-powered
Micromax smartphone, which will have a 4.5-inch screen, dual sim
functionality, microSD card support and FM radio priced under $100.

Google has revealed that Android is used by a billion users and the
Android One initiative is part of its aim to reach out to the next
five billion smartphone users. Currently, only 10% of India's user
base possesses smartphones and Google's move could lead to a
proliferation of affordable Android-based smartphones reaching many
more hands.

Smartphone sales in India remain high at the bottom end and the sub-Rs
10,000 segment has seen sales surge with the launch of Moto E. Various
manufacturers are looking to tap into this demand with ultra-cheap
smartphones even with the latest version of the Android.

Though there are a few $100 (Rs 5,000-6,000) Android smartphones in
the Indian market, but they are restricted by low-end hardware and
generally deliver a poor user experience. If Android One devices are
able to deliver good performance without breaking the price barrier,
Google will be able to turn feature phone users into smartphone buyers
and increase its own user base.

However, on the price front, Mozilla is working on undercutting even
Google. It has partnered with Spice and Intex to bring Firefox
OS-powered smartphones to India for less than Rs 2,000, but its app
store remains nascent compared to Google's Play Store marketplace.

It also remains to be seen how far Microsoft will respond to the
development. On one hand, it has Nokia X, Asha and entry-level Lumia
phones in its arsenal, and on the other it is trying to closely work
with the same set of manufacturers to launch cheaper Windows Phone
handsets.

I think not.

Yeah there are no such definite reports that screenreaders may cause
hearing loss. But there are such reports those divulge of harmful
effects of listening at higher volume level regularly. Noise
cancellation earphones may ease your listening experience at
comparatively lower volume level. And I think Bluetooth earphone are
certainly not my choice owing to various reasons; such as their
maintainance, eachtime pairing to the device, and of course infrared
rays effect. Ok, I have decided to go for Sennheiser CX 300 II
precision. Lets see. Thanks for everybody.

 Earlier I have used  Philips, Sculkandy, UltimateEars and Creative brands.
 But I am not satisfied with either of them, except SoundMagic.
 I am looking earphone which could work in my laptop and mobile with 3.5mm
 audio jack and yes with no microphone. If I find good earphone with in
 budget of 4 - 5 thousands, I will be more than happy.

Interestingly it is irrelevant alright! The only thing is that sighted
people  are not conditioned to marry us blind people. The idea sounds crazy
to them! And interestingly blind people want only to marry them sighted
people! This kind of marriage is a marriage of  convenience! But, usually
these kind of marriages do not last... and if they do... they are only being
pulled along because parting ways is not liked  by society! As you may know,
I married twice and both my husbands are sighted! No I don’t live with them
both! I had to leave the first one for the compatibility was missing... and
I did not know it till I began to live with him after we were married. But
the second time over, everything in our marriage is  not as it should be...
my husband is ten years younger, sighted, his first marriage and belongs to
a different class and cast! But, we have had seventeen years of a great
partnership and friendship! Now don’t tell me that this is one of its kind
of case... for most of us are scared to be honest even to ourselves. If we
make a mistake,  we lack the courage to stop making the mistake and get away
from it! We just keep living the mistake for  making the correction and
trying again is not welcome by society and family! What a waste of life? One
only lives once and let us face the facts. Let us look for good human beings
and not try to match requirements just as we do when we go shopping! For
being single is much better than to live in a marriage with the wrong
partner. He/she may not be good with you, but may just be the right one for
someone else... so let us give ourselves a chance once again and live
happily!

sight is not irrelevant,  however by just marrying sighted person,
is not an solution of the problem.
some people think, now that they are married to sighted,  and mostly 
boy marrying girl,

is end of the matter, that don't need to work for there relationship at all.

[AI] regarding jaws dongle

hi friends, is any1 in the list using jaws dongle?  i have few doubts
regarding dongle.. 1st of all as soon as we plug in the dongle, will
jaws start working ?  if we work in the same system do we have to plug
it each time we use system or can we install  use jaws as the regular
version? what if something happens with the dongle drive  it get
damaged? please clear these doubts..

[AI] booking flight concission tickets online

Hello all,
I came to know that Indian airlines is the only company, which gives
concission for VH in flight tickets. But, i have few doubts and i am
humble to know about few things, as i require it regularly:
is the concission is only for the VH candidate or does it include the eskart?
Can this concission air ticket booked online?
what r the documents they require if suppose to book a concission ticket?
how much will be the concission?
is Indian Airlines the only company, that is providing concission?

I request u all to please clear all these doubts, as they help a lot
for all the future bookings for me.
