[AI] The Move to Professionalise Research: Aswathy Senan
Please join at the UGC Office where 'occupy UGC' continues http://kafila.org/2015/10/27/the-move-to-professionalise-research-aswathy-senan/ This is a guest post by ASWATHY SENAN Researchers all over the country are protesting the move by the UGC to scrap the non-NET fellowship and students have gathered in hundreds to resume their agitation at the UGC office through OccupyUGC. it appears that one should be clear about what the student reaction means: it is much more than as a demand for monetary benefits. The student mobilization happened after the committee that met at the UGC office in Delhi to discuss and increase the non-NET fellowship, decided to scrap it. Following the protests that lasted through the nights from 21 October, the Minister of Human Resources Development tweeted that the fellowship shall be continued leaving out one crucial detail:its availability to new students. This decision to end all financial support of researchers doing their MPhil and PhD until they qualify NET or JRF is a huge threat for the research community in India as this is a clear move to professionalise research and make it a mere add on to teaching career. The National Eligibility Test is an objective-type test conducted by the University Grants Commission, twice every year to select candidates eligible for teaching in India. Those who top the NET exam get the Junior Research Fellowship. When researchers are selected by individual departments after rounds of short-listing proposals, entrance exam and interview, why should there be another round of test to prove your excellence in research capabilities? If a researcher has to take an exam that will assess her research ability shouldn’t it be different from the joke of a memory test that NET has become? If the UGC is saying that having a PhD is not the criteria for teaching, and NET is mandatory, they need to also acknowledge that NET is the criteria for only teaching and not of research. Those qualifying NET also have the choice to teach or not to teach during the course of their PhD programme. Or maybe, the UGC envisions all the researchers in this country as merely budding teachers and when the education system is becoming more and more prone and designed to make us professionals, why spare only the researchers? It is with this vision that the UGC has decided to universalize the system that the scholars at Delhi University are following. The researchers in Delhi are divided into three types: the first consists of students who are not just researchers, but also ad hoc or guest teaching faculty members in various colleges in DU. Teaching is their primary job and their concern mostly revolves around the issues they have with their HoDs, graduate students, good and bad, interested and distracted. Their teaching and other administrative work takes up so much time that they cannot even submit their PhD assignments on time. The second type is of those who are not teaching, but are equally miserable: they are yet to crack the eligibility test called NET which would qualify them to teach and earn more than 50,000 (or more) a month. It is the third third that is a threat to the university and the UGC. The students who would fall into the third category might not want to teach and want to use their student years to read, learn, discuss, do theatre, engage in political activity or grass root movements activism,or simply go to the library every day and work on their PhDs to produce a well-researched and rigorously-argued work of research work. In universities like JNU or Hyderabad Central University, an important part of students’ daily routine used to be sitting and sipping chai at canteens or coffee shops or in the hostel rooms or under the trees combining it with intelligent and relevant discussions: the topics ranged from politics to gender to caste to food to Facebook. They held meetings to discuss political and social issues on a range of issues – when a student is harassed or served a notice without explanation, when the quality of mess food goes down, or when a contractual labourer is dismissed without prior notice. But should all these be issues for researchers? Shouldn’t they be concerned about getting their papers published, find means to increasing their points and try and get a permanent job at the earliest? Shouldn’t students’ interest in questions of subjectivity and governmentality and state be restricted to theorizing them? Isn’t having formal forums approved of and watched by university authorities, such as debating societies and film clubs, be more than enough to improve argumentation skills? But now one would hardly find any such researchers in the Faculty of Arts or near the chai adda in Law Faculty or even in the reading room of the Central Research Library? Because they all are in the process of becoming good and efficient teachers or being so. With the four year programme that UGC insisted upon for PhD in 2010, which to my knowledge was adopted only

Re: [AI] Jaws or NVDA? Please guide
Hi Rishi Bhaiya, I start by saying that I have been a Jaws user for a quite long time, starting with Jaws 3.7. What is the nature of the job and what MS Office applications you use, my answer depends on that. Powerpoint, Excel, Sharepoint, Link, and advance office apps can be best experienced with Jaws, as work for the same is in progress as far as NVDA is concerned. The apps are definitely usable, but Jaws offers you additional features which makes it better to use these apps with Jaws. The switch from Jaws to NVDA is not at all difficult, give me one day of yours, I can guarantee you quick transition. Jaws is still the most versatile screen reader no doubts about it, and although the new versions are not offering anything exceptional now-a-days, but since it has been developed for so long, therefore it still holds a good leading position in the market in terms of its powerful features. It is also worth mentioning that the new apps or operating systems work with Jaws during the initial phase after its launch, as Freedomscientific being market leader is able to work with commercial giants to make their products usable with Jaws by getting early access. For which, NVDA depends on availability of developers version to come out and its developer community to work on those apps or operating system. I am myself an advance screenreader user, and quite frankly apart from OCR of Jaws, I do not turn it on at all, at least till Jaws 17 comes out, which claims to offer better stability. Why I do not like advising to go for Jaws now a days is Freedomscientific's technical support standards which are going down day by day. The U.S. support does not offer international telephone support which I would expect from any company if I pay a price, but here we have to interact through distributor channel with the company. Which increases the response time, problems in understanding and resolving the issues, among others. Although, I can say at least for Karishma Enterprises, that they are quite open, willing and positive to work with if you need to find solutions to your problems. It just takes time. I as a person need quick solutions to my issues whenever time demands, and I cannot wait for 24-48 hours to get my issues solved over an e-mail. I rather pick up the phone and call the supportline directly. Which is what is missing in Freedomscientific. Even if you manage to call their staff and say that you are an international user, their behavior is rude and pathetic (the most decent words I can think of). Many of my e-mails by the development team and product manager have remained unanswered. My best advice to you is that give yourself some time with NVDA, use it, and given that you were living with old version of Jaws till date, I cannot think of reasons why NVDA will not be able to suit your needs. And if you were to still make your mind to go with Jaws, then please wait till Jaws 17 comes out, Jaws 16 is a definite dead investment looking at the basic performance issues. To sum up everything: Jaws offers you features which will make use of your apps perhaps quicker which is the only reason to pay the price, and NVDA offers you the capacity of using and working with apps as they exist, without adding the layer of features to make the usage more quick (although it has all intermediate features which other screen readers have like links list etc). Drop-in a line if you need more speech! Warm Regards, -- Amar Jain. Hi Surbhi, Could you try and see if SAP can be made accessible with NVDA because with JAWS it is accessible if proper accessibility standards are followed, but incase of NVDA it is not at all accessible or will it be possible for you to provide point of contact where developers of NVDA can directly contact? if SAP becomes accessible with NVDA it will benefit a lot. Re: [AI] Best PPT-docx convertor and outlook accessibility issues
Hi Ekinath, My First question is, are you trying to use MS Outlook on Microsoft 2007 Version if yes I don’t find any issue because I myself use Outlook2007 and don’t find any accessibility problem except one problem that I faced and discussed with you on the Phone which was resolve once I reinstalled the Microsoft. To convert PPT in to Microsoft Word format you can go to Office TAB and choose Save as option and choose format as a RTF, otherwise what I do is I save document in to PDF version and do the copy Paste while pasting I choose Paste Special, as far as my observation goes when you save the PPT in to PDF format all your pictures remains where as when you choose to save as RTF Format all your Pictures will be removed only text part will remain in the document. Hope this helps and let me know if you require anything else. Warm Regards, Tilak. Re: [AI] kurzweil versus Abby find reader?
Hi, You are comparing apples to oranges. Kurzweil 1000 is a program meant specifically for the blind while fineReader is a mainstream application. The k1k uses FineReader internally. However, as far as I know, Abbyy keeps its SDK(s) one version behind the current version of the OCR. Much depends on your workflow. For example, if you need to scan read simultainously, then go for the k1k. If you are ok with scanning in batches, then go for FineReader. The other problem I have noticed is that at times, FineReader interprets material such as screenshots as graphics. The k1k does not do this. My vote would be for the k1k with a camera scanner. [AI] Best PPT-docx convertor and outlook accessibility issues
Hello friends, What is the best quick tool/way to convert PPTs in a word file content? What happens to the images after the conversion? Also, I am not finding MS Outlook very accessible even after using JAWS short cut commands as given online. DO I need to do any particular settings in JAWS or university version of outlook? As all our emails are saved on an outlook domain. Thank you in advance ? -- *** "I am only one, but I am one. I cannot do everything, but I can do something. Re: [AI] Jaws or NVDA? Please guide
NVDA is becoming more and more powerful with passing time, but still it needs a compateble edge against Jaws when it come to professional environment. It depends whether you want to use them at your office / work or at your home. If at home, then go for NVDA, but still never the less if you want to use NVDA at your office, you can try it and see whether it serves your purpose. Good. However this hostel is being built by the Delhi government headed by Kejriwal who is often in tussle with the central government. And the funds for the hostel were allocated in the 2015 budget presented in the 70 member Delhi state assembly, where AAP has 67 MLAs. [AI] Delhi University: A day in the life of Ashish Kumar a blind residant in DU
We need more of such reports documented. This man is very indebted to his other sighted classmates. And amidst breaks he keeps on sitting and the rest go on hangouts. Can we know more of such experiences? social life in universities? http://www.thehindu.com/news/cities/Delhi/i-am-worried-about-the-future/article7802412.ece A day in the life of Ashish Kumar, a student of Delhi University, is pretty much like any other college student — going to college in the morning, spending time with friends, visiting the library and then going back to the hostel. The only difference is that Ashish is visually impaired. So, while his other classmates living in the hostel with him wake up at 8-30 a.m. for an 8-40 a.m. class and rush to their classes, Ashish wakes up much earlier. “I take more time to get ready, so I get up before everyone else does,” he says. At college, he has friends to help him climb stairs and get him to his classroom. After each lecture, there is a 10-minute break. Everyone else goes down to the hang-out area to grab a cup of coffee or catch up with friends while Ashish sits in the classroom alone. Occasionally, some friends give him company and they discuss books and course topics. “My classmates have been really nice to me. I couldn’t have asked for more,” he says. After the lectures end, a group of boys and girls usually head towards the canteen. They take Ashish along with them and the youngsters spend about an hour discussing random topics from movies to books to teachers. If he has an assignment, Ashish heads to the Braille section of the library. By evening, he is usually done with his study schedule for the day and just wants to relax and talk to his parents in Patna. To do that, he picks up his phone and uses the voice command to dial home. With his phone on the voice command option, he says – “dial home”. That is how he usually wraps up his day, chatting with his mother, who keeps worrying about him. On a concluding note, Ashish says that as long as he is a student he is not worried, because he still finds people who are ready to help him. But, he adds, “I am worried about the future when I get into the professional world, it’s really difficult to find good people in the practical world, out there.” -- Avinash Shahi Doctoral student at Centre for Law and Governance JNU Register at the dedicated AccessIndia list for discussing accessibility of mobile phones / Tabs on: http://mail.accessindia.org.in/mailman/listinfo/mobile.accessindia_accessindia.org.in Search for old postings at: http://www.mail-archive.com/accessindia@accessindia.org.in/ To unsubscribe send a message to accessindia-requ...@accessindia.org.in with the subject unsubscribe. [AI] Delhi: In a first, the government is building a hostel for visually-impaired women
http://www.thehindu.com/news/cities/Delhi/hostel-for-visuallyimpaired-women/article7802413.ece In a first, the Delhi government’s Social Welfare Department is constructing a hostel for the visually-impaired women in the Capital. While there are hostel facilities for visually challenged men, there are no such facilities for women so far. The new hostel will be a big relief for the visually challenged women students who come to Delhi from other parts of the country for studies and are forced to stay in private accommodation sans any kind of assistance that a visually impaired person requires. Karuna, a visually impaired student who lives on rented accommodation in Mukherjee Nagar said: “It will be good if the government builds a hostel for the visually-impaired women because we are forced to live in rented accommodation where there is no one to assist us if we need something.” The women’s hostel is being constructed on a 3,752 square meter land in Timarpur and is supposed to be ready within the next two years. “We are building a hostel for the visually impaired women students in college. So far, there is no government hostel for visually impaired students. Girl students face safety issues in private hostels. This is the reason why the government felt the need to construct a hostel for women,” Social Welfare Department Minister Sandeep Kumar told The Hindu. Currently, there are two hostels for visually impaired men in the Capital including one school cum hostel. The current hostel and school provides them assistance of care givers who help them in carrying out their daily chores. “There are different categories of visually impaired persons who live in the hostels here. Some are partially impaired and some are fully impaired. Those who are fully impaired need assistance to do their daily chores, our care givers help them with that. Other than that, we also take care of the medical facilities for the students here,” a senior official at Sewa Kutir said. The students living in school cum hostel do not require transport facilities since school is situated in the same building. For college going students, Delhi University has provided a bus facility for those going to North campus colleges. For anything else, they have to manage on their own. The hostel authorities however do provide transport facilities to those who are unwell. While basic facilities are available in the hostel, students want things like library, wi-fi and sports facilities in the hostel campus. Pintoo Kumar, a visually-impaired student said: “We should be provided better sports facilities by the hostel authorities. A lot of us here are athletes and national level champions but there is no support from the side of hostel authorities in supporting our endeavour. We should also be given a library and reading facilities. Wi-fi and internet facilities are also not available here.” -- Avinash Shahi Doctoral student at Centre for Law and Governance JNU Register at the dedicated AccessIndia list for discussing accessibility of mobile phones / Tabs on: http://mail.accessindia.org.in/mailman/listinfo/mobile.accessindia_accessindia.org.in Search for old postings at: http://www.mail-archive.com/accessindia@accessindia.org.in/ To unsubscribe send a message to accessindia-requ...@accessindia.org.in with the subject unsubscribe. A very well thought out and eloquently worded address, particularly championing disability specific schools in this age of much touted inclusivity is praisworthy. सादर / With thanks & Regards राजेश आसुदानी Rajesh Asudani सहायक महाप्रबन्धक AGM बाजार आसूचना ईकाई MIU भारतीय रिजर्व बैंक Reserve Bank of India नागपुर Nagpur 0712 2806846 President VIBEWA Co-Moderator VIB-India A-pilll = Action coupled with Positivity, Interest, Love, Logic and laughter. -Original Message- From: AccessIndia [mailto:accessindia-boun...@accessindia.org.in] On Behalf Of Kotian, H P Sent: Monday, October 26, 2015 12:19 PM To: AccessIndia: a list for discussing accessibility and issues concerning the disabled. Subject: [AI] Text of the key note address at AICB byShri. Prasanna Kumar Pincha. Keynote Address By Prasanna Kumar Pincha I am overwhelmingly honoured to associate myself with this important conference; and, to be delivering this keynote address on a theme of utmost contemporary relevance, namely, the Right to Education Act and other educational initiatives -- issues and challenges. Implicit in the theme is the fact that it is in the context of the blind. It goes without saying that education brings empowerment; that education prepares one for life; and, that education aims at ensuring all-round development of an individual. At a deeper and, perhaps a more philosophical level, education must awaken in one an irresistible craving to delve into the depths and dimensions of life, of existence, of consciousness and above all, of the cosmos itself. It is therefore, no wonder that the 86th amendment to the Constitution of India with the consequential insertion of Article 21A seeks to elevate the right to education to the category of fundamental right. It is common knowledge that through a subsequent amendment in the RTE Act, children with disabilities have been explicitly included in the category of 'Disadvantaged Children' which by all manner of means, a welcome move. On this momentous occasion therefore, I take the opportunity to flag up for deliberation some of the broad thematic areas together with some illustrative examples of issues and challenges that continue to stare us in the face in the fervent belief that collective and critical reflection will bring in greater clarity of thought, deeper perspicacity of perception, and, shared understanding in respect of a range of questions, concerns, queries, and curiosities. Quality Education To my mind, quality education is non-negotiable. As a blind individual, my primary concern ought to be to receive quality education on an equal basis with others regardless of whether that quality education happens to me through the agency of a blind school or through some other agency including through the agency of a so-called mainstream/general school. My specific need/condition coupled with other relevant circumstantial factors will determine the agency that best serve my educational needs and interests as a blind person. As I take the floor to address this august gathering this afternoon, I am reminded of a slogan which I had coined so passionately years back and it reads: "Give me quality education; and, I will ensure my inclusion". Besides, let us not lose sight of the fact that inclusive education will remain high on rhetoric and low on substance unless the qualitative dimension of education for blind students is appropriately addressed. Therefore, the larger issue/challenge here is to substantially improve the qualitative dimension of education for blind students in the mainstream schools; and, at the same time, to ensure that the blind schools are managed, maintained, and run on modern and scientific lines. Inclusive Education The expression 'inclusive education' has been variously and variantly defined, understood and interpreted by academicians, activists, and habilitation and rehabilitation professionals across the spectrum. To put it briefly, the popular understanding of the concept of inclusive education as distinguished from integrated education envisages a system where students with disabilities would receive education together with students without disabilities under a common roof and under a common teacher sharing common resource room. Unlike integrated education, the concept of inclusive education completely rules out any separate or exclusive resource teacher. Without splitting hairs over the nuanced distinction between these two concepts, I wish to submit that my perspective on the concept of inclusive education is rights-driven; rather than agency or set-up driven. While entirely agreeing with the mandate of Article 24 of the UNCRPD which recognizes 'inclusion' as a 'primary goal', I feel that is somewhere a process as well. Now, my idea of inclusive education envisages a system, environment, and institutional and other arrangements which enables persons with disabilities including perso

Inspiring read. Certainly, we should do away with the terminology such as 'special education'. [AI] Jaws or NVDA? Please guide
Dear all, Hope you all are doing fine. My Jaws version is too old and needs to be replaced. I've heard a lot about the free NVDA on this list. Was wondering if its worth to purchase the latest version of Jaws. Or switch to the free NVDA. Is NVDA as good as JAWS in terms of its versatility and flexibility? Is it easy to switch over from Jaws to NVDA or is the learning curve too steep? I'll be using it extensively with Windows 8.1 and the MS Office applications. Thank you very much for your guidance, Many thanks in advance, Regards, Rishi.
