Amidst the noisy campaigns of “Make In India and Digital India”, a
campaign called “Accessible India” was launched by the Central
Government recently and unsurprisingly this did not catch much media
attention. Department of Persons with Disabilities, Ministry of Social
Justice & Empowerment has launched the Accessible India Campaign
(Sugamya Bharat Abhiyan), as a nation-wide flagship campaign for
achieving universal accessibility for Persons with Disabilities.

The campaign is an extremely welcome initiative in a country like
India which is home to more than 2.1 million officiallyrecognized
disabled and a lot more who are not counted by the decadal exercise of
census. While the campaign disserves much appreciation, it offers an
appropriate opportunity for us to rethink some of our common sense, or
at least that of majority about disability and disabled.

The campaign which is in the spirit of  UN Convention on the Rights of
Persons with Disabilities (UNCRPD) and in sync with Incheon strategy,
attempts to ensure access, on an equal basis with others, to the
physical environment, to transportation, to information and
communications for persons with disability. The campaign based on
specific objectives and targets attempts to enhance the proportion of
accessible government buildings, airports, public transport,  railway
stations and public documents, enhance the pool of sign language
interpreters, and making public broadcasting programmes more
accessible. The campaign reportedly have incentive mechanisms to
attract private sector to make their premise accessible and provide
more employment opportunity for Persons with Disability.  The campaign
attempt to bridge the accessibility deficit in a number of areas and
if implemented rightly, this itself will be  a significant step.

In India where accessibility has largely been ignored while conceiving
public policy, Accessible India campaign is a new hope for persons
with disability who’s daily life can be largely improved due to this
initiative. To have equal access in physical and virtual space is a
basic right and for this scattered minority of our country, this
policy is a dream come true.

While acknowledging the perceived benefits of Accessible India
campaign, what merits a rethink is the discourse which has dominated
our common sense about disabled and disability. There exists a kind of
asocial thinking about disabled and a narrative in which accessibility
is seen as the only required step to create an inclusive society for
disabled. This thinking misses multiple nuances of being a disabled
and forecloses many possible areas of conversation about inclusivity.

We often think about persons with disability as a group with one
identity, removing them from the multiple socio-economic backgrounds
they come from. For example, to talk about a Dalit blind person or a
rural, below poverty line  woman with cerebral palsy is still an
anathema in India. In actuality, it is these multiple vector of
marginalities that makes the experience of being disabled unique for
each person with disability. To acknowledge the difference within the
disabled community is also to acknowledge the multiple deprivation
faced by some.

Many efforts from an asocial perspective aimed at persons with
disability often do not yield the indented results.  Braille
signboards and ramps will not be able to attract students with
disability to a school if it is not accompanied with policies
targeting the relevant socio-economic marginalization. Many disabled
complain that smart technologies developed for persons with
disabilities often have an urban bias and is obsolete in rural
conditions. At the heart of many of such technology initiatives is the
assumption of an asocial disabled and a further assumption that
technology will yield same results despite of differences in
socio-economic context in which they are employed.

A much celebrated dominant thinking about disability is that
accessibility alone can create an inclusive society. Basic belief
underlying such a thought is that technology coupled with some
sensitisation and politically correct language can alone create an
inclusive society for the disabled. This view being often translated
in to policy making,ignores the multiple experience of being a
disabled. There are many and I only highlight a couple of them.

The domain of politics has been largely beyond the reach of disabled
in our country. While no parties formally restricts disabled from
being their members, their outreach towards this community is abysmal.

senior citizen of Karnataka with blindness who is above 65 years of age and
empowered him/herself in  social and economic spheres of life.  The award

who made herself self sustained and established as a contributing member of

This is the  story of Harender Pal Singh who is a blind school teacher
in Sirsa  and has written 160 Punjabi songs. He said: "I have written
all songs in Braille which enabled me to express my imagination on

हरभजन मान का फैन है हरिंद्र पाल
ये नौजवान किसी के लिए भी मिसाल से कम नहीं है। इसके जज्बे और हौंसले की
कहानी पढ़ेंगे तो सलाम करेंगे। यह आंखों ने देख नहीं सकता, लेकिन 160
पंजाबी गाने लिख चुका है। हरियाणा में सिरसा जिले के शहर डबवाली के एक
निजी विद्यालय में बच्चों को संगीत की शिक्षा दे रहा है यह युवक है
हरिंद्र पाल सिंह।

हरिंद्र पंजाबी लोक गायक हरभजन मान के फैन हैं। उनकी तरह सुनना तथा गाना
पसंद करते हैं। ग्यारहवीं की पढ़ाई के दौरान गाया गीत दिल कर साड्डे नाल
सांझा कुड़िए, बन हीर ते बणु मैं तेरा रांझा कुड़िए...रिकॉर्ड करवाकर
वाहवाही लूट चुके हैं।

अपने गीत हरियाली साड़ी पहने मां, गीत तुम्हारे गाएं हम...वंदे मातरम से
पंजाबी विश्वविद्यालय, पटियाला भी गूंजा चुके हैं। वे ढोलक, हरमोनियम,
तबला, सितार बजा लेते हैं। यह सब करते हुए देखने वाला हरिंद्र को देखता
ही रह जाता है।

ब्रेल लिपि में लिखे हैं सभी गाने
जेहन में सहज ही यह सवाल पैदा होता है कि यंत्र बजा सकते हैं, आखिर बिन
आंखों के वे गीत कैसे लिखते होंगे? इसका जवाब हरिंद्र बड़ी ही सरलता से
देते हैं।

उनका कहना है कि मैं हमेशा अपडेट रहता हूं। सुबह-सुबह जैसे ही घर में
अखबार आता है, मेरे पिता गुरदीप सिंह मुझे पढ़कर सुनाते हैं। ऐसे में
समाज के वर्तमान हालातों का अच्छे से ज्ञात हो जाता है।

इसके अतिरिक्त टीवी पर समाचार सुनता हूं। काल्पनिक दृश्य खुद ब खुद
मानसिक पटल पर उभर आते हैं। जो गीत लिखने के लिए प्रेरित करते हैं।

हमें भी समाज में बने रहने के लिए ब्रेल लिपि सिखाई जाती है। जिसकी मदद
से हम मन के भावों को कागज पर बयां करते हैं। उनके लिखे सभी 160 गीत
ब्रेल लिपि में हैं।

स्कूल में बतौर म्यूजिक टीचर कार्यरत हैं हरिंद्र
संगीत के बारे में भी हरिंद्र खास जानकारी रखते हैं। उनके शब्दों में गीत
सामाजिक ताने-बाने से जुड़ा होना चाहिए। अगर गीत को हिट करना है तो
श्रृंगार रस के साथ-साथ गीत की शब्दावली सरल होनी चाहिए। किसी हद तक
म्यूजिक भी श्रोताओं को अपनी ओर खींचता है।

खुद के पैरों पर खड़े होने के लिए आंखों की जरूरत नहीं होती, इसके लिए
चाहिए बस हिम्मत और साहस। इस बात को भी हरिंद्र ने बड़े ही सलीके से पेश
किया है।

27 वर्ष का यह नौजवान डबवाली के शहीद अशोक वढ़ेरा सरस्वती विद्या मंदिर
में बतौर म्यूजिक टीचर कार्यरत है। यह कार्यभार वर्ष 2013 में संभाला था।
दो सालों में सैकड़ों बच्चों को म्यूजिक का प्रशिक्षण दे चुका है। यही
नहीं हरिंद्र के दिशा-निर्देश में विद्यालय के बच्चे कई प्रतियोगिताओं
में धमाल मचा चुके हैं।

ऐसी रही हरिंद्र की शिक्षा दीक्षा
27 वर्षीय हरिंद्रपाल सिंह के पिता गुरदीप सिंह रिटायर्ड अध्यापक हैं।
उनकी माता अमृतपाल कौर एक निजी स्कूल में अध्यापिका हैं। छोटा भाई भी
अध्यापक है। हरिंद्र ने श्रीमुक्तसर साहिब के गांव वडिंगखेड़ा से पांचवीं
पास की।

लुधियाना के ब्लाईंड स्कूल में दसवीं करने के बाद डीएवी डबवाली में
एडमिशन लिया। यहां बारहवीं करने के बाद राजेंद्रा कॉलेज, बठिंडा में
ग्रेजुएशन कंपलीट की। पटियाला स्थित संत कबीर कॉलेज में बीएड की।

पटियाला स्थित पंजाबी विश्वविद्यालय में एमए म्यूजिक की डिग्री प्राप्त
की। बचपन से ही गुनगुनाने के शौक ने एमए (म्यूजिक) करवाई। खुद के पैरों
पर खड़ा होने के हौसले ने एमए करते ही एक निजी स्कूल में जॉब दिलाई।

I think many projects are replicated with few changes.
it would be better  if the students could talk to Blind and figure
what is needed.
when there are smart canes, maybe something different would be
relevant  and also would use their time to develop something that
would bring  change.

The students have developed the working model of a smart ‘Blind man’s
stick’ to guide the visually impaired on the obstacles along their
path.
The smart stick model developed using sonar technology will be
manufactured and supplied to the visually impaired students of a blind
school by the NITC students as part of their social initiative
‘Aavishkar’, an integral part of their annual technical fest ‘Tathva’
to be held this month. The students are also preparing audio books
associating with the ‘DAISY book project’ of the Kerala State Youth
Welfare Board and Kerala Federation of Blind Youth Forum to enrich the
visually challenged community with the audio content of literature and
other books.
“Inspired by a model of smart walking stick developed by the students
of Indian Institute of Technology, Delhi, we developed the ‘Blind
man’s stick’ at a very low cost. While the model developed at Delhi
IIT incurred a cost of Rs 3,000, we were able to make ours at just Rs

that can be downloaded and check the accessibility and that's what
NVDA Team wanted which I couldn't provide. however, if you search
online you will get the full information there are videos on Youtube

MUMBAI: A person's eyes are not just used exclusively for professional
purposes, said Bombay high court while rejecting a lawyer's claim seeking
tax exemption

for a foreign tour, which he claimed was a "pre-operative eye check-up".

 A division bench of Justice M S Sanklecha and Justice Girish Kulkarni
pointed to blind advocates practising in courts.

 "Eyes are an important organ of the human body and are essential for the
efficient survival of a human being. Eyes are essential not only for the
purpose

of business or profession but for purposes other than these," said the
judges, adding, "We are not persuaded to accept the submission that eyes are
required

to be exclusively used for the purpose of profession. No evidence has been
brought on record to establish that in the absence of investigation and
treatment,

the applicant would be handicapped in discharging his obligation as a
solicitor/advocate. While at this, we cannot resist but point out that in
this court

itself, we have a couple of visually challenged advocates who are competent
in discharging their duties."

 The court also cited former advocate ceneral of West Bengal Sadhan Gupta
who was visually challenged. "It is therefore clear that the said
expenditure

as claimed by the advocate is not in the nature of the expenditure wholly
and exclusively incurred for the purposes of the profession of the applicant

and thus this expenditure cannot be claimed by the applicant to be allowed
as deduction in computing the income chargeable under the head profits and
gains

from business or profession."

 The court was hearing a petition filed by advocate Dhimant Thakkar, who
claimed tax exemption for the period 1986-87 of an amount of Rs 43,600 for a
foreign

tour, which he claimed was in connection with pre-operative tests. The
income-tax department rejected the claim saying the expenses were for a
personal

reason.

 The advocate claimed that but for this treatment he would not have been
able to continue with his profession and therefore the expenditure ought to
have

been allowed as a deduction for professional expenses. The HC disagreed and
concurred with the tax department that if the advocates claims were
accepted,

then "every and all expenses incurred on daily living and food would be
allowable as part of tax exemption".

पैर से विकलांग है गीता तो नेत्रहीन है पति ज्ञानेंद्र
करवाचौथ के मौके पर हम आपको दो ऐसी पत्नियों के बारे में बताने जा रहे
हैं जिनकी आंखों से उनके नेत्रहीन पति सारा संसार देखते हैं।

‌सितारगंज में पैर से विकलांग पत्नी गीता अपने नेत्रहीन पति का सहारा बनी
हुई हैं। ज्ञानेंद्र और गीता 22 साल से एक दूसरे का सहारा बने हुए हैं।
दोनों के बीच प्रेम की यह मिसाल अन्य दंपतियों के लिए प्रेरणादायक है।

किच्छा रोड एक्सिस बैंक कालोनी निवासी नगर के राइंका से 31 मार्च 2014 को
हिंदी प्रवक्ता के पद से रिटायर हुए जन्मांध ज्ञानेंद्र दत्त शुक्ल (62)
मूलरूप से ग्राम कुर्रइया उदनापुर सीतापुर के रहने वाले हैं। लखनऊ
यूनीवर्सिटी से साहित्य हिंदी विषय से एमए करने के बाद 1981 में प्रवक्ता
के पद पर भर्ती हुए और पहली पोस्टिंग 1981 में नैनीताल जिले के पियूड़ा
मुक्तेश्वर राइंका में हुई।

जुलाई 1986 को पियूड़ा राइंका से सितारगंज राजकीय इंटर कालेज उनका
स्थानांतरण हो गया और तब से 31 मार्च 2014 तक यहां हिंदी विषय के
प्रवक्ता के रूप में कार्यरत रहे। जिसके बाद वह सेवानिवृत्त हो गए। 18
अप्रैल 1993 को जन्मांध शुक्ल का विवाह खटीमा के केशव दत्त भट्ट की बेटी
पैर से विकलांग गीता शुक्ल के साथ हुआ।

गीता ने बताया कि पिछले 22 सालों से दोनों एक दूसरे के साथ वैवाहिक जीवन
जी रहे हैं। सुख हो या दुख, मिलकर सामना करते हैं और हर साल वह अपने पति
की दीर्घायु के लिए करवा चौथ का व्रत रखती हैं। गीता कहती है कि
विकलांगता कभी भी किसी के आड़े नहीं आती, बस जीवन जीने का सलीका होना
चाहिए।

वह पैर से विकलांग हैं तो उनके पति शुक्ल जन्म से नेत्रहीन। उनके दो बेटे
हैं। बड़ा बेटा शुभम बीटेक में अध्ययनरत है और छोटा बेटा हिमांशु बीए की
शिक्षा ले रहा है।

टीचर ही नहीं, संगीतकार भी हैं शुक्ल जी
हिंदी साहित्य विषय के प्रवक्ता जन्मांध ज्ञानेंद्र दत्त शुक्ल टीचर ही
नहीं, एक अच्छे संगीतकार भी हैं। वे जब हारमोनियम, तबला और ढोलक पर थाप
देते हैं तो हर कोई मंत्रमुग्ध हो जाता है। रिटायरमेंट के बाद शुक्ल जी
अब अपने घर पर आसपास के बच्चों को संगीत सिखा रहे हैं।
करवाचौथ पर पत्नी व्रत रख अपने पति के दीर्घायु होने की कामना करती हैं।
एक महिला ऐसी भी है जो करवाचौथ तो नहीं मनाती हैं पर सेना के मिशन में
आंखें गवां चुके अपने पति का हर संघर्ष में साथ देकर पूरी जिंदगी का व्रत
कर रही हैं। महिला के पति समाज कल्याण विभाग में बतौर लिपिक कार्यरत हैं।

हल्द्वानी निवासी प्रेम प्रकाश पंत 1981 में एयरफोर्स में जूनियर वारंट
आफिसर के पद पर नियुक्त हुए थे। कारगिल युद्ध के दौरान जैसलमेर में
गोपनीय मिशन के तहत भेजा गया था। एक माह तक वहां रहकर मिशन को अंजाम
दिया। मिशन के दौरान उनकी आंखों में इंफेक्शन हो गया और एक वर्ष के भीतर
ही उनकी दोनों आंखें चली गईं।

पंत का विवाह 1991 में संजीता से हुआ। संजीता की दो बेटियां और एक बेटा
है। बड़ी बेटी एमएससी कर चुकी है, दूसरी बेटी लॉ की पढ़ाई कर रही है और
बेटा नौवीं में पढ़ रहा है। 2000 में आंखें गवांने के बाद पंत की दुनिया
अंधेरी हो गई।

मंडप के नीचे सात फेरों के दौरान सात जन्मों का साथ निभाने का वचन देने
वाली पत्नी संजीता ने जिंदगी के सफर में आगे बढ़ने के लिए पति का हाथ
थामा और अपनी आंखों से पति को दुनिया दिखानी शुरू की। 2006 में समाज
कल्याण विभाग में लिपिक के इंटरव्यू नैनीताल पाइंस में हुए थे। संजीता
अपने पति के साथ पाइंस गई।

पति की नौकरी लगने पर दोनों की खुशी का ठिकाना नहीं रहा। संजीता ने बताया
कि बैंक, हास्पिटल, कैंटीन और मंदिर भी पति को लेकर जाती हैं। प्राचीन
देवी मंदिर स्टेशन रोड पर पंत की अटूट आस्था है। पत्नी ने पति को हौसला
दिया कि मैं तुम्हारी आंखें हूं और रात 12 बजे जरूरत पड़ेगी तो साथ
चलूंगी।

उन्होंने बताया कि प्रेम आज भी अपना सारा काम खुद करते हैं। दोनों का
रिश्ता विश्वास की डोर पर टिका हुआ है। पति की ओर से भी संजीता को पूरा
सहयोग मिलता है। संजीता पति को कार्यालय छोड़ने और लेने जाती हैं। संजीता
भले ही इंटर तक पढ़ी हो मगर बच्चों को बेहतर संस्कार और अच्छी शिक्षा
देने के साथ संजीदगी से अपना जीवन बिता रही हैं।
