Its great to note that the print media is not taking due interest in showing social and personal sides of blind people. The Indian Express and The Hindu are leading from the front. A beep from the metal detector tells them they have reached the platform. Santoshi and her eight-year-old son Akash join a group of visually impaired people that’s waiting for the train to Mumbai, an hour-and-a-half hour ride away. In the evening, they will retrace their steps back to Vangani, after a long day of hawking their goods to passengers on the train. This has been their routine for the past many years. Over the last 15 years, Vangani, a small town in Thane district’s Ambarnath taluka, has become home to a large number of visually impaired people. At present, their numbers are about 350, with the majority having migrated to Vangani from across Maharashtra. It all began in 1998 when Ravi Patil, a local politician announced free houses to the visually impaired. The response was immediate — more than 50 families migrated to Vangani in the next few months. They came from all corners of the state with hopes of a new home and a new life. Their dream was interrupted when just a few years later Patil, the man responsible for getting them to Vangani and who was working on giving them houses, was killed as a result of a political rivalry. By then, over 300 visually impaired people had already come to Vangani. Their hope for a permanent home shattered, they began looking for jobs. Most of them now hawk trinklets, chains, locks and paper soaps on the local train to Mumbai and back. Starting afresh in a new place away from their extended family hasn’t been easy. Ask Gajendra Pagare, 43, who has a Master’s degree in political science from the University of Pune and lives in Vangani with his wife and three children, all visually impaired. “I was four when a side effect of a medication left me completely blind,” he says. Like many others in Vangani, the Pagares have sent their children to government-run residential schools for the blind in Panvel and Mumbai. “I used to run a PCO in Mumbai earlier but the government demolished that. About five years ago, we moved to Vangani. I earn about Rs 50-100 a day but on some days it’s even less. Sometimes the police harasses us, throws us out of trains and confiscates our goods. I have filled so many forms for a government job but the three per cent quota for the disabled in government jobs is a big joke,” says Pagare. A couple from Vangani. A couple from Vangani. The unofficial spokesperson of the community in Vangani, Pawar has been relentless in his efforts to make the lot of his community better but says it has amounted to nothing. “Our wish list is not too big. We want some stable source of employment instead of having to hawk stuff in overcrowded trains. The travel every day saps our energy. We also need some financial assistance to build houses. We all live on rent,” says Pawar who teaches children in Vangani. But the most pressing demand of the community has been for a foot overbridge to the railway platform from where they board the train to work. At present, they cross the railway track to reach the platform, a journey fraught with danger and one which has already resulted in many accidents. In their demand for a foot overbridge, the community has found a vocal supporter in Dr Atul Jaiswal of the Tata Institute of Social Science (TISS), who is collaborating with a few advocacy groups. As a result of their efforts, Rs 1.5 crore was sanctioned for the bridge in 2013 but just after a few months construction slowed down to a halt. “If this one basic demand can be addressed by the authorities, it will do wonders for the safety and morale of the people there,” says Jaiswal, who stayed with the community at Vangani for two years and prepared a project report on their need before moving to Canada from where he continues to monitor the progress on the bridge. Their work aside, the community does not meet often. Fifty-year-old Krishna Khopole whose wife passed away a few years ago and who now lives with a friend, spends most evenings alone. In a town of 25,000, there are not many facilities and occasions for people like Khopole to socialise. “We have been fighting to get more facilities. The battle on the social and emotional front has not been easy either. When I came here 25 years ago, there were many instances of couples separating, families splitting and children suffering because of that but that has reduced. There are other issues though. Alternatively, go to control panel and click system. * Type Microsoft Office at search, see which office version it is. It must be either 2003 or 2007 or 2010 or 2013 or 2016. * combine the above two information. 2. hi Naresh, First of all, let you be clear. A VI person should not use the typing utility which has the following characteristics. 1. If it generates A single Hindi letter on pressing multiple keys of the keyboard. If by pressing c h a it generates च, there is a conflict. The screen reader does not know what should it speak when you press the key of c and h because the letter च is only generated after completing the all three letters. At Final stage, when you press a, the letter च is generated. Before that, what it should speak when you press the two keys c and h? And Finally when you press a, the screen reader says च which is confusing. Hence please, completely abandon the idea of roman based typing tools like ka = क, kha = खetc. 2. conversely, a VI person should also not use that typing tool which generates multiple Hindi letters on pressing a single key of the keyboard. In this case too, the conflict of speaking occurs. 3. The only suitable typing tool for VI person is that one in which one Hindi letter is generated on pressing a single key of the keyboard. Or, One key press, one Hindi letter generation. If so happened, there is no conflict with the key press event and its announcement. I have developed a Hindi typing tool in this principle. It is specially design for those person who has the following characteristics. 1. If The user is a VI person. using a screen reader. 2. If the user is already familiar with the English keyboard. 3. If the user frequently types dual texts in Hindi as well as English. I guess, you fall in this category and I suggest to use my phonetic based Hindi typing tool called Varnamala. Many VI person in India are using it. you can download it from: https://www.dropbox.com/s/gsthdizy1qefepv/Setup_Hindi_Varnamala_333.exe?dl=0 you can use it in any version of windows and in any screen reader. since the installation language is in Hindi, while installing, you must active your jaws in Hindi reading mode. after installation, go to c:\programFiles\Varnamala\Hindi folder. there you can find help file in MS word named HelpInEnglish.rtf. Read it, a list of the Hindi letter and the corresponding keys assigned for it is presented there. briefly speaking, it has; k for क, shift k for ख g for ग, shift g for घ c for च, shift C for छ j for ज, shift j for झ n for न, shift n for ण t for त, shift t for थ p for प, shift p for फ b for ब, shift b for भ s for स, shift s for श etc. etc. are assigned. Hello Nasrullah Shahwani NVDA is a screen reader, Urdu language would come under synthesizer development. There is work going on for eSpeak development for Indian languages, I will request my colleague to elaborate the status about it. NVDA India team can fix issues that prevent a synthesizers to work properly with NVDA. But we cannot fix inefficient and badly designed synthesizers. The government resolution (GR) issued on March 28 last year states that “writers” for those appearing for state government jobs should be introduced to the candidate a day before and the candidate has to agree to said writer, however, the state government has not been following the GR. This was pointed out by a group of activists working for the visually impaired in the city Sunday, when 19 visually impaired candidates who appeared for an examination for the post of peon in the Pune Zilla Parishad were provided writers from the fourth class from the local residential school for tribal children. “Even though there is a GR mentioning all the rules, one of which is that the candidate should be introduced to the writer a day earlier, it is only on paper. There is a clear violation to the disadvantage of the candidate,” said activist Ramchandra Rangolle, who’s two friends appeared for the exam. He said while the Persons with Disabilities Act 1995 mentions a three per cent recruitment in state and central government offices, acts such as these only hamper the efforts. The candidates who appeared for the Sunday exam said the writers were unable to help them out and many of them could not even write properly. “The writer has to be chosen to suit to the exam. They cannot give us small kids to help us,” said a candidate under condition of anonymity. The Zilla Parishad official however said that it was practically impossible to have the candidates introduced a day in advance as they were busy arranging exams for vacancies for various posts. “We knew the requirement and we provided for it at the time of examination. For the Sunday exam, the minimum qualification was class four and so we have students from class four to help the candidates,” explained the official. There were over 16,000 candidates appearing for 40 posts at the Zilla Parishad Sunday. There were 35 centres in the city for the exam. Recently, due to the hue and cry over “writers” for the differently abled, the government was contemplating adult writers as there are a lot of issues faced by the visually impaired. Rangolle points out that for state government exams, they cannot give school children as writers even if the minimum pass requirement is class four. “My friend could hardly explain to the writer and they could not understand and write well,” he says. While a writers’ bureau too has been recommended, the government is also contemplating prompters for practical exams for schools. “While government is focusing on school exams, the same needs to be done for state government exams,” said a candidate. The amended act issued last year clearly mentions the rules for writers for such examinations. Activists feel that if the government is providing writers for such examinations, which means the local bodies, they should give adults for these and not children. Of the 40 posts for peons, activists are hoping that they should get some of the candidates selected for the posts but with such “writers” they feel they stand less hope as they are not sure the writers were able to mark the answers correctly. Even though the exam had objective questions with four options, it is doubtful whether they were able to do the needful, they said. Some 2,500km away in Telangana's capital Secunderabad, Bugga Mallesh, once a circus clown, sits on a pavement and tries to do the same. Khriam, 26, is a second-year student who suffers from muscular dystrophy, a condition in which the muscles grow weaker and weaker and waste away. Mallesh, 48, is all of three feet tall. Secunderabad clown Bugga Mallesh The two have never met, but as the Persons with Disability Act, 1995, completes 20 years next month, Khriam and Mallesh have taken the lead to spread awareness about it across the country. "There are people across Meghalaya who don't know that there is protection for people with disabilities. Along with other activists, I try to make these villagers, many of whom are illiterate, understand their rights," Khriam said over the phone from Shillong. "I always carry a copy of the act in Khasi because I want to tell people the provisions in their own language, so that they can ask me questions." Khriam's story is unique not because she started work with a Shillong-based disability organisation at 18 but because she learnt the benefits of the disability act early. But Mallesh realised he too had rights only in 2003 when he was denied a bus pass. "I used to cry every day and wish I were dead. One day it hit me that the way God has made me is a blessing. People see me and laugh. Isn't that a great thing? I can bring smiles to the faces of people," said Mallesh, who worked in a circus in undivided Andhra for 16 years and retired when his daughter was born. "My father was a dwarf, my brother and I are dwarfs, my wife and children are dwarfs. My fight for the rights of dwarfs is for a very personal reason. To give my children a better life," said Mallesh, who sells handkerchiefs and socks on the roadside for a living. Speaking over phone from Secunderabad, Mallesh said he had formed the Twin Cities Dwarf Association and fought a protracted battle for the rights of dwarfs. Finally in 2005, Andhra notified dwarfs in the "orthopaedically handicapped" category, enabling them to seek benefits under the disability act. Today, almost a decade later, Mallesh's larger dream seems to be on the verge of fulfilment - dwarfs across the country stand to gain from his struggle as dwarfism has been included in the new disability bill, which is pending in the Rajya Sabha. With this bill, around 50,000 dwarfs in the country can expect the same benefits as their Andhra and Telangana counterparts - reservations in government jobs, free travel passes in buses and trains, and many similar benefits. "I still sit on the streets and talk to people, tell them about their rights. We are poor people, all we need are small favours from the government --- a free bus pass, small loans and benefits so we can send our children to school. This is all we need," said Mallesh, who has two kids. For Khriam, her ultimate dream is to see that all persons with disabilities in her state get to study in college and get a chance in life. "Recently, these two girls in Shillong were denied seats in a college because they were blind. I went to the college with them with a copy of the act and asked the officials how they dared to discriminate against them. I said according to the act I could complain and they'd go to jail. You should have seen one official's face. He looked scared," she said. However, Khriam seems to be losing her battle with her condition and uses a crutch nowadays to walk.
