play spaces more inclusive
The city has close to 1,000 parks, but only three are
disabled-friendly. Ten years after throwing its gates open to what was
hailed as India’s first inclusive public play space — Coles Park — the
Bruhat Bengaluru Mahanagara Palike (BBMP) cannot brag about having too
many of these.

However, Kilikili, the Trust formed by parents of children with
special needs, which collaborated with the BBMP on the three
disabled-friendly parks in the city, is now coming out with a manual
that aims to push municipal corporations to make play spaces more
inclusive.

The manual, while being targeted at local corporations and urban
development departments, also aims to act as guides to resident
welfare associations, non-governmental organisations, disability
groups, clubs and parents, egging them to demand inclusive spaces.

“It would be ideal if there is one inclusive park in each ward; it
would mean at least 198 disabled-friendly parks. The model of the
three disabled-friendly parks was not replicated in parks that were
developed subsequently. The manual has specifications, with technical
drawings, and we don’t need to exist after it is out,” said Kavitha
Krishnamoorthy from Kilikili.

Terming a majority of the parks disabled-unfriendly, she said they
lacked basic infrastructure such as a ramp at the gate; pathways to
facilitate wheelchair access; and signage in Braille.

“Play spaces need to be designed with elements, such as sand and
texture. Modification to existing play equipment is also required.
Take a slide for example; tubular slides would give children a sense
of security while sliding down. Children with visual impairment have
also spoken about how the steps with gaps are dangerous, and how
covered staircases could be built instead,” Ms. Krishnamoorthy
explained.

Not just children, accessibility is an issue even for the elderly,
said Albina Shankar, Director of Mobility India. In addition, larger
issues such as access to the park from home by providing wheelchair
access on footpaths too needs to be tackled. For now, Kilikili is
helping the Hospet Urban Development Authority develop a “model park”.
Different groups have also pitched in to build inclusive play spaces
in Nagpur, Mumbai and Mangaluru.

Avinash,
yes, UGC has financing power, but it never exercises that power. in
the example given by you, it has done so on the instruction by the
court. is there any example of UGC spopping the funds to any central
or state university for not following its guidelines? UGC is the most
sluggish body in the country and we have several examples to prove
that.
now, in the case said by me, can we do anything? out of 100+ posts
notified by Tumkur University in the year 2010, there was no post
reserved for disabled.

hi,
I wanted to give some clarification hence posting to the group.
no, study leave is different from FDP. for fdp, the granting authority
is UGC where as for study leave, the granting authority is university.
it is provided as per the UGC regulations for minimum qualification
for appointment of teachers and maintenance of standards in higher
education regulations 2010 regulation no. 8.2. study leave is also
granted for 2 years + one additional year. but, I need leave only for
one year. getting the FDP granted is difficult because it has to pass
through the same university people and they play delay tactics + delay
in UGC office. I don't have enough time for all of that. within
december first week of this year I have to submit my thesis.
on oral enquiry, they are saying that they are not willing to deny me,
but they are in the fear that other teachers might also ask for the
same leave keeping my example. they are playing sympothy. you know
that is useless sympothy.

out some content.




For example, there  is a ‘Funds Transfer’ link next to ‘Accounts’, which is 
read by JAWS 10 but not 17, similarly many graphic link buttons, e.g. 
continue, etc.  are not being read out, as if they are not present at all, 
but they are of course there.




Also, pressing enter key on links does not opens  the link. I have to press 
shift+enter to open the page that the link points to.


Has anyone used HDFC net banking with JAWS 15 or 17 and observed these 
issues? If yes, were any solution found?

best of all idia.
open pdf in word 2013 or 2016 i dont know if 2010 or older can open pdf file.
then word will tell you it will convert it to editable text.
just press ok and wait for some time depending on how big the pdf and
how fast your computer is.
and then you will get a document which you can edit.
just save this document as a .docx file.
thats it.
although you cannot convert hand written text to pdf

Hello Mr. Umesha, It is very unfortunate to hear this harsh news.
Study leave is otherwise called as faculty development programme.
Perhaps, your University authorities may not aware of faculty
development programme. You can avail two years of paid leave extended
by one more year for completion of your Ph.D. work. But did you
register for your Ph.D.? Did you apply in prescribed format? Did you
send the application through proper channel? If so, It is better to
meet the dean cdc or register of your university with the 12th plan
faculty development guide lines for university teachers. If your
University is recognized under 2F and 12B, they will recommend your
case to UGC and certainly you will be awarded UGC teacher fellowship
for completion of your research. I hope this information helps you to
convince your authorities. For further assistance if any contact me

हासिल कर विकलांग कोटे से नौकरी पाने वाले प्राथमिक शिक्षकों की नौकरी पर
तलवार लटक गई है। सुप्रीमकोर्ट ने विकलांग कोटे से नौकरी पाने वालों की
मेडिकल बोर्ड से शारीरिक जांच कराने को हरी झंडी दे दी है।

सुप्रीमकोर्ट ने उत्तर प्रदेश सरकार की याचिका स्वीकार करते इलाहाबाद
हाईकोर्ट की खंडपीठ का आदेश निरस्त कर दिया है। सुप्रीमकोर्ट ने राज्य
सरकार को चार महीने में प्रक्रिया पूरी करने को कहा है।

हाईकोर्ट ने विकलांग कोटे से नौकरी पाने वालों की मेडिकल बोर्ड से दोबारा
जांच कराने का राज्य सरकार का आदेश रद कर दिया था। ये मामला उत्तर प्रदेश
में 2007-2008 में विकलांग कोटे से विशिष्ट बीटीसी करके प्राथमिक शिक्षक
की नौकरी पाने का है। बुधवार को न्यायमूर्ति एमवाई इकबाल व न्यायमूर्ति
अरुण मिश्रा की पीठ ने प्रदेश सरकार की याचिका स्वीकार करते हुए ये फैसला
सुनाया।

कोर्ट ने प्रदेश सरकार के वकील एमआर शमशाद की दलीलें स्वीकार करते हुए
कहा कि हाईकोर्ट ने इस महत्वपूर्ण तथ्य पर ध्यान नहीं दिया कि मेडिकल
बोर्ड ने पहले ही जांच की है और उसमें पाया कि 21 फीसद लोगों ने फर्जी
तरीके से विकलांगता प्रमाणपत्र हासिल किये हैं। पीठ ने कहा कि हाईकोर्ट
ने अपने फैसले में अथारिटीज से कहा है कि वह ऐसे लोगों को सामने बुला कर
जांच करे (फिजिकल वैरीफिकेश) और अगर वह व्यक्ति प्रमाणपत्र के मुताबिक
शारीरिक रूप से अक्षम न पाया जाए तो फिर उसका नये सिरे से मेडिकल टेस्ट
कराया जाए।

हाईकोर्ट ने फैसला देते समय इस बात पर ध्यान नहीं दिया कि कई तरह की
शारीरिक अक्षमताओं जैसे देखने और सुनने की अक्षमता को महज शारीरिक
निरीक्षण से नहीं जाना ज सकता। इसका पता सिर्फ मेडिकल जांच में ही चल
सकता है।

सुप्रीमकोर्ट ने फैसले में कहा है कि इस मामले में भारतीय विकलांग संघ ने
ज्ञापन देकर फर्जीवाड़े का आरोप लगाया था और गंभीर सवाल उठाए थे। जांच के
बाद पता चला कि 21 फीसद प्रमाणपत्र फर्जी ढंग से प्राप्त किये गये थे।
ऐसी परिस्थिति में हाईकोर्ट की खंडपीठ को मामले में दखल नहीं देना चाहिए
था।

सुप्रीमकोर्ट ने हाईकोर्ट का आदेश रद करते हुए सरकार से कहा है कि वो
किसी के भी खिलाफ कार्रवाई करने से पहले उसे कारण बताओ नोटिस जारी करेगी
और उसके बाद ही कानून के मुताबिक फैसला किया जायेगा। कोर्ट ने राज्य
सरकार चार महीने में जांच प्रक्रिया पूरी करने को कहा है।


क्या है मामला

बात ये है कि 2007-08 में उत्तर प्रदेश में विकलांग कोटे से विशिष्ट
बीटीसी ट्रेनिंग कर 234 उम्मीदवारों ने सरकारी स्कूलों में प्राथमिक
शिक्षक की नौकरी प्राप्त की। भारतीय विकलांग संघ ने सरकार को ज्ञापन देकर
अपात्रों के फर्जी तरीके से विकलांग कोटे की नौकरी प्राप्त कर लेने का
आरोप लगाया। सरकार ने इस शिकायत पर संज्ञान ले 3 नवंबर 2009 को नये सिरे
से मेडिकल बोर्ड गठित कर उम्मीदवारों की शारीरिक अक्षमता की जांच के आदेश
दिए।

234 उम्मीदवारों की मेडिकल बोर्ड द्वारा की गई जांच में पाया गया कि
विकलांग कोटे का प्रमाणपत्र रखने वाले 21 फीसद लोग वास्तव में विकलांग
नहीं हैं। उम्मीदवार नौकरी तलवार लटकती देख हाईकोर्ट गए। एकलपीठ ने

लेकिन हाईकोर्ट की खंडपीठ ने एकलपीठ का आदेश रद कर दिया और कहा कि सरकार
नये सिरे से मेडिकल बोर्ड गठित कर विकलांगता की जांच नहीं करा सकती। इसके
खिलाफ राज्य सरकार सुप्रीमकोर्ट आई थी।

if you have jaws16 or above, you can do document OCR by pressing
insert+space bar, then d.

 Amen sir. In fact, Sambhavana is pursuing the case in the Apex Court
 and the next hearing is on 17 Feb. However they are constrained By
 financial means and majority of faculty aspirants don't contribute a
 penny. It is a crucial time when we all need to contribute financially
 for the lawyer's cost otherwise days are not far many among us PHDs
 will find it difficult to get even a peon's  job. Blind people need to
 contribute collectively if this battle has to be carried. Merely
 applying for jobs when advertised in quota will fetch nothing. And
 what to say of NGOs they hate acadimicians and hardly do advocacy for
 AB categories posts. Reasons are plenty.  The sambhavana is an
 exception though. They have done exceptionally well which led to more
 than 100 blind people employed with Delhi University. But the saga is
 not promising in other 43 central universities. I'm in for any such
 collaboration in my individual capacity to drive the Universities to
 the respective High Courts and the Apex Court.

organisation, will organise a Blind Man Car Rally here on Sunday. The

Government of India has launch national job portal for persons with
disabilities. Shri Thaawarchand Gehlot launches National Job Portal
for persons with
 disabilities. Social Justice and Empowerment, Shri Thaawarchand
Gehlot launched an exclusive job portal for Persons with Disabilities
(PwDs) here today. The PwDs can avail the different facilities such as
self employment loan, education loan, skill training, link to
scholarships and information about jobs in a single window platform
through this National Job Portal. Ministers of State for Social
Justice and Empowerment Shri Krishan Pal Gurjar and Shri Vijay Sampla
were also graced the occasion. Department of Empowerment of Persons
with Disabilities, Ministry of Social Justice and Empowerment, Govt.
of India has entrusted National Handicapped Finance and Development
Corporation (NHFDC) to develop a National level Job portal for the
persons with disabilities (PwDs). A disabled-friendly National level
Job portal, www.disabilityjobs.gov.in, will a long way for empowering
persons with disabilities by providing them all desired information

Disabled man capable of getting job can't claim huge maintenance from
estranged wife, says Bombay high court

MUMBAI: A man with a disability who does not take up a job despite being
capable, is not entitled to a huge amount as maintenance from his estranged
wife, the Bombay high court has ruled. Justice M S Sonak reduced the interim
monthly maintenance granted to Pune resident Prakash Gijare, who is in a
wheelchair, that is payable by his wife Seema, a theatre actor, to Rs 2,000.


"(Prakash) is in a position to take up suitable employment and the mere
circumstance that he is not doing so, does not mean that the respondent is
entitled to exorbitant maintenance from his wife," said the judge.

 

Prakash met with an accident in 2004 and has been in a wheelchair since
then. His disability is certified at 51%, but the court noted that from the
medical records, it can't be said that he is totally disabled from doing any
work or that needs only bed rest. "He does appear to have exaggerated his
position and such exaggeration might have nexus with the claim for
maintenance which he has made against the wife," said the HC.

 

Seema's lawyer had brought evidence on record that he used to run computer
classes from home. "Prakash is no doubt entitled to have his case evaluated
with sensitivity, particularly considering his physical impairment. But it
must be noted that there is no need to encourage his conviction, that he is
not at all obliged to make any efforts to earn any income and that it is the
unconditional duty of his wife to go on providing with maintenance," the HC
said.

 

Prakash and Seema got married in 2000, but started living separately from
2001. Seema sought divorce in 2002. After Prakash met with an accident in
2004, he filed a maintenance claim. In 2015, a family court, in an interim
order, told Seema to pay maintenance ranging from Rs 3,000 to Rs 5,000 for
different periods. Seema moved the HC claiming that she was unemployed and
had to leave a job after Prakash and his mother created a ruckus at her
workplace.
