Hello! For  more than 30 years, I have been receiving braille literature 
from the RNIB  library in the UK.  .  .  I have been able to return them 
without cost, and have never had any problems.  However, when I tried sending 
my books back in March, I faced a similar situation to Marita’s.  I was aasked 
to pay Rs. 600 for literature I would normally have sent free of cost.  The 
post office said they would ask for a system update and I should inquire again 
after a month.   but till today there has been no change.   The situation 
remains the same.

 Any advice as to what I should do would be much appreciated.

 were shocked to learn that we now have

 software does not allow the Registration of

 the Blind Literature unless a Surcharge  is paid.



 The postal staff are aware of the
 P&T Guide Rules 136/137.  They are

 also aware that we did not have to pay
 for Braille Literature

 registered postage till date.
 But they are unable to process the

 same since the new software does not
 allow it without the surcharge.

 (In my case the surcharge was Rs600).



 I have been regularly following up with  my local post-office but they

 always say the situation has not
 changed.



 I will be lodging a written/on-line
 complaint to the postal

 authorities but it would help to know
 if anyone else is facing this

 issue and has anyone got a solution?

Hello George, Narrator works quite well with Office 2016. Of course key 
combinations for the commands could be improved a great deal, its power and 
advantages over other screen readers in many aspects cannot be underestimated.

I tried using Narrator yesterday. Though the voice is clear, could not use
it on word or xl. NVDA and Jaws are far ahead. Besides, today we use a
number of applications that are non MS. Not sure if Narrator in its present
avatar will support them.

While I support development of the Narrator and hope that someday it will be
as good as NVDA and Jaws with all advanced features, I am cautious  because
of the MacOS experience.

The screen reader on iOS is great but on the desktop platform Mac is not the
first choice of blind persons even in USA and Europe.
On the desktop environment, a lot more features are required as compared to
the mobile OS. Voiceover on Mac has not reached the level of Jaws and NVDA
and to most the keystrokes are also very cumbersome to learn. 

For now the question an average user will ask are:
Is Narrator better than NVDA? If not then why should I switch?
Is Narrator supporting all my requirements like scanning books, word
processing, presentations, call conferencing, Excel etc.?
Is Narrator working with Indian languages like Hindi? is typing and editing
fully supported in regional languages?  

Till the time the answer is yes to above questions, it is good to let the
new users know about Narrator but train them on using NVDA only.
Once people are good users of the computer, they can compare and choose for
themselves. Actually they can use different screen readers  for different
requirements depending upon their strengths. 
 
And note that I am involved in the development of accessibility of  Edge
browser and thereby contributing a bit towards Windows accessibility. I have
nothing against Microsoft. I also want operating systems to  build complete
accessibility eliminating the need to procure third party Assistive
technology.

Even in the Android OS, there are certain things which talkback is not able
to perform while the same tasks are very well handled by Shine Plus, another
very good screen reader for Android platform. Even I am also of the opinion
that we should keep multiple screen readers handy, be it Windows or Android,
to be able to cope with different types of challenges.

  It was certainly Microsoft did not have technical challenges to make a
good screen reader. I suppose because of IOS and Android, Microsoft got a
realization, they could not hold it any more.

  To my understanding, they gave space for assistive technology companies to
grow and compete. Now as it stands today all have withered away and this may
be another factor for MS to reenter into this space.

  As I see narrator today, I think, MS will take narrator in full steam. The
mood and inclination seems poised to provide 3rd party support. In my
opinion computer training centres should onboard this development to make
their course relevant and contextual.

  I would not really call it a set back to NVDA development. One can't have
only one screen reader as a solution. There are occasions where one screen
reader out performs another. It should be users choice where and when he
chooses to use which screen reader. This can only be done when the choices
are inherently rich enough in features and capabilities.

  I would consider it regressive if training centres do not make aware and
provide suitable training even when screen reader is sufficiently capable.

  Although screen reader development is a tricky business, there should not
be a forced cost to it. Accessibility should be inherently available to use
the platform.

Hi, An important thing about narrator that I have noticed is it having 
very good support for apps that are available in the Microsoft store. The app 
itself is more accessible with narrator than any other screen reader. So it is 
easier to search for apps in the store with narrator and further the app would 
most probably be more accessible and manageable with narrator than any other 
screen reader.
Secondly, the response time is amazing even on low-end machines. I have never 
noticed any lag or stuck ups. 
Another big feature since windows10 version 1709 is the availability of hindi 
voices with narrator. MS has taken big lea[p forward in the regard. Automatic 
language switching is instantaneous. 
On top of it whenever a fresh copy of windows10 is run for the first time, you 
immediately get voice prompt and instructions for using narrator.
Narrator also works quite well with the latest version of MS office, edge and 
mail etc.
So even if it may not be used as the primary screen reader at present, the day 
is not far when it will give other screen readers a run for their money.

Yes, Narrator has really improved by leaps and bounds. But I would still not 
recommend anyone to switch to it given that NVDA is also available free of cost.
It needs to be seen if Microsoft continues to develop Narrator and more 
importantly if they put resources in supporting third party applications and 
develop advanced screen reader features. Also it needs to be seen if Microsoft 
allows users to customize it and build add-ons for different needs.
 
If they continue to develop it over the next one or two years then I think NVDA 
usage will get a big setback. 
For now the super users can keep testing and evaluating it.

Narrator has really taken off ultimately in the latest update on Win10.


I would urge all the computer training centers to focus on narrator as a screen 
reader.

 There are plenty of enhancements as a result of which it is now 
possible to switch to it as a primary screen reader. Although the key 
combinations are not intuitive one will have to invest sometime on it.

To check if you are running the latest build of Win10, Run narrator and type 
the combination of caps+ a,  a few times. If it keeps increasing the verbosity 
level, this can be a easy test. The old build had only two states as a toggle.

A very unique feature which is new is that it can now describe any image using 
artificial intelligence.

the application for unique ID card is showing status as 'submited'. is it
equivalent website's response to status as 'rejected'?

Jourge Sir,

As you know none of the bank's website is accessibility compliant in
India. The new portal of Union bank of India is not exception. I have
gone through the home page and some connecting pages of the portal. It
has several accessibility issues to my knowledge. It is unfortunate
that almost all organizations falsely clame that their web
applications are accessible for persons with disabilities. Specially
Government organizations like MSJE.

We all have very high level of tollarance of inaccessibility. We find
alternative wayout to complete  our rutine tasks with great
difficulties that's  the reason we do not complain for inaccessibility
of digital environment and strongly demand accessibility compliant web
services.

But less techno savvy persons with disabilities can't do even basic
activities independently on inaccessible web portals. We can also save
our much time to findout alternative way of comparatively better
access if we are getting accessibility compliant web services.

Not only customers but also Thousands of individuals with disabilities
are employees with banks. They face lot of difficulties due to
inaccessible web services. Most of them have to remain idal due to
inaccessible intra-net services and internal applications. Their
workplace accessibility challenges can also be resolved at very high
extend due to accessibility compliant web services.

Therefore, we all must advocate accessibility compliance in all the
web services and demand accessibility compliance as it is our basic
human right.
Accessibility compliance is not charity but also a business activity
which associates with the commercial benefits to the organizations as
their customer base increases. There should be huge pressure from our
side to the organizations providing basic services like banks,
ecommerce, Healthcare, Education, travelling  services etc.

Hope each one will start demanding complete accessibility compliance
of web services not only request of solutions of individual issues.
