[AI] IRCTC not picking up Divyang quota

Dear Accessindians,

IRCTC is not picking up divyang quota and it makes reservation under
general quota only. It gives concessional ticket, but the reservation
is made under general quota giving a long waiting list. I made
reservation on 113-12-2018 for 15th of December and I was placed under
general waiting list. On 15th of December I was not cleared. Therefore
I cancelled my ticket. Again, I made my ticket for 29th of December
and the reservation was made in the general quota. Of course, it
showed two berths available for handicapped.

May I request concerned persons to take up this matter with IRCTC?
Earlier, IRCTC was working fine.

Xiaomi phones are accessible now. The company has made its phone
accessible in the last two years. I bought one two years back and it
was not fully accessible. I had a discussion with the company and they

[AI] How to manage rail eticket on internet within three minutes?

I encounter extreme difficulties while rail e-ticketing online. This
process has to be completed within three minutes, else it comes back
to login again. I spent hours to work out the solution, but I failed.
Being a person with total loss of vision, it takes time to reach from
one place to another while doing online e-ticketing. If there are jaws
commands to reach quickly from one filling column to another, please
explain step-by-step. I am reasonably fast in typing.

I-card by DRM of Northern Railways. I have been trying to find a
circular and I succeeded in finding it on net. It appears to me that
people in DRM office are deliberately troubling persons with
disabilities. Therefore, I have decided to paste below the circular so

RAILWAY EXTENDS E-TICKETING FACILITY FOR BOOKING OF RAIL TICKETS TO
DIFFERENTLY - ABLED PERSONS
In order to afford greater convenience in the booking of rail tickets,
the Indian Railways has extended the e-ticketing facility to
Physically Challenged persons i.e. Orthopaedically handicapped/
Hearing  Speech impaired persons/Mentally Challenged/ Vision
Challenged passengers.
Such persons desirous of availing e-ticketing facility are requested
to submit their original handicapped medical certificate along with
two copies of recent passport size photographs, photo-identity proof
and proof of Date of Birth in the Commercial Branch of nearest
Divisional Railway Manager's Office. After due verification of the
certificate/documents, such persons will be issued Photo-identity card
through which facilities of e-ticketing can be availed for booking of
rail tickets.

A visually impaired passenger has to incur more expenditure on driver
not because of his choice, but because of circumstancial compulsions.
Therefore, benefits available to physically impaired persons should be
extended to V.I. It is the political lobby that helps formulating laws
in favour of certain groups, not the actual need. There are physically
impaired persons who cannot drive and their need is greater than those
who could drive. Therefore, laws should be amended to extend this
facilities to others as well.

[AI] excise duty and road tax exemption to V.I. passenger buying cars

There is a provision of exemption from excise duty and road tax for
persons sufferin from physical impairments who can drive car; however,
there is no concession forhandicapped, including the V.I. passengers
who cannot drive cars. Should the above-mentioned facilities be
extended to handicapped passengers, including the V.I., as is being
done in Ireland?

[AI] Solona does not install properly on Windows-7

I downloaded and tried to install Solona, but, in the first place, I
did not find the option run as an administrator. I 'right clicked'
and I also tried to find this option using application key; but the
option was not there. I use windows-7 64 bits. I will appreciate if
someone could give elaborate instruction.

[AI] Disabled persons must remain united

Dear friends,
 I am of the firm opinion that disabled persons must remain united
irrespective of caste, creed and economic status. If one observes the
status of disabled persons in any caste or religion, their status is
same. It is the job of politicians to divide people based on caste,
religion, gender etc and, we people with disabilities do not benefit
from this kind of division. Many of us are not treated as equals even
in our own families, then what to think of society? Creating further
divisions based on caste, religion and economic status will further
weaken our position in society. Therefore, I appeal to all persons
with disabilities to unite if we want to achieve success. However,
every person is free to think and do whatever he or she wants to do
it. But it is in the interest of all of us that we should broaden our
thinking and we must not speak the language of politicians who never
think of people of the country, they think of grabbing power.

Dear friends,
This is my first letter to Access India. I congratulate for moving a
draft petition to Rail Minister. I have some suggestions and, if you
find them appropriate, please consider them.
1. The concession tickets for the blind should be allowed in Rajdhani
and Shatabdi also and 75% discount ought to be given as applicable in
sleeper class.
2. The railways should provide escort to visually handicapped persons
if request is made.
3. The coach for the disabled should be available to disabled persons
and their escorts. Unauthorised persons use this coach as a safe
heaven for alcohol drink, gambling, and travelling without ticket.
Further, the toilets are filthy and they are hel on the earth.
Therefore, strict vigil should be kept. Many a time, rail staff
creates problems for handicapped persons. If some one does not get
concessional ticket, one has to buy the full ticket. The rail staff
says that if one does not have concessional ticket, one cannot travel
in this coach, even though the disability may be hundred per cent.
4. One has to think the actual utility of braille charts, because the
first problem will be of locating the Braille chart and labels.
Reading the chart will be a time consuming affair.  However, I am not
against it.
5. It will be safer if a cemented fence is constructed on the side of
the platform.
