No, I think sustained discussion on the 'divyang' is warranted in
India. The prime Minister needs to make us understand the rationale
behind the usage of 'divyang'. If I'm not wrong the usage
'differently-abled' was first used by an US atlantic magazine in 1983
and it was resisted in US but this usage acquired prominence in the
third-world countries. The media play an important role in
mainstreaming disability terminologies in the popular culture; Indian
media is also equally responsible for non-responsible reporting of
disability usage. There is a handbook published by Chicago University
about guidelines for media on disability reportage however we have
nothing of such sort in India. Indian mythological texts depicted
disabled people as sinners who committed crimes in their previous
birth. However if the prime minister things we are 'divyang' then its
a great departure from the past. Therefore it is imperative for Mr
Modi to enlighten us why he things we are 'divyang'. Lets not discuss
issues abstractly, lets ask questions and nurture a culture of
engaging substantially with the burning issues of the day. Why only
disabled people are 'specially-abled' why not Mr Modi who's charisma
led to BJP's thumping majority at the Centre. If I hhappen to meet
Modi anytime soon I'd ask him why he things we are 'divyang'.

The biggest problem is that people are targeting pm on his suggestion
of divyang, which may divert the attention from the main issue.
Yes, I also criticize the centre for not bringing sensible guidelines,
but making a mountain out of a molehill will lead us nowhere.
Any further discussion on this issue will be like the opposition's
hungama on non-existent issues in rajya sabha!

Let me tell you how it stopped the development. while the PM is keen
to call the disabled as Divyang, he and his colleagues failed to know
the trend in conducting exams for the disabled. if you have doubt,
read the RRB's ridiculous scribe guidelines. moreover, while the PM is
keen to have a feeling for the disabled as "divine body", he and his
government failed to recognize the importance of CCPD. "when the blind
has the blind feeling on the sighted, that's the foremost drawback of

may not agree with the words, but everyone has the right to suggest words. 
There is absolutely nothing wrong with Divyang.   Nobody has in this group 
come up with valid reasons  against the use of word Divyang.  The PM could 
have ignored speaking on disabilities as done by earlier PMs.

It was introduced in Rajya Sabha in 2014 by the then UPA government
and moved to the Parliamentary Standing Committee of the Ministry of
Social Justice and Empowerment under which the department works.

Verma said the new Bill proposes to increase job reservations to PwDs
from 3 per cent to 5 per cent and also widen scope of disabilities
covered under the Bill from earlier 7 to 19.

"We have also proposed to add a clause that will allow us to increase
scope of number of disabilities under the act if required," he added.

Referring to Modi's suggestion regarding describing PwDs as "divyang",
Verma said, "So, the change of nomenclature... We will follow that up.
The word 'handicapped' is there in many of our national institutes. We
are replacing it with 'impairment'."

The official further said the government has set itself a target of
training 1 lakh PwDs during this year under the National Action Plan
for Skill Trai

Hi Avichal,

The word is equally important.  The question is not about it is good
or bad.  It does not convey the right meaning.  We don't want any
other connotation than what is actually reality.  There is absolutely
no rationale behind terming disabled as divine bodies.

Modi's 'divyang'! So Gandhi had special love for 'harijan' and our PM
has for 'divyang'. Perhaps Disability sector will soon have Kanshiram
and Mayawati in the days to come, smiles.

expected to be put before the Union Cabinet for its consideration "in
a day or two", a senior government official said here today.

The secretary of the Department of Empowerment of Persons with
Disabilities, Lov Verma, also said the word 'handicapped' used in
national institutes would be replaced with 'impairment' as a mark of
"changing attitude" towards persons with disabilities (PwDs).

Verma's statement came a day after Prime Minister Narendra Modi
suggested the word "viklang" (disabled) used for describing PwDs
should make way for "divyang" (divine body).

"We are bringing the new act, it should come before cabinet in a day
or two," Verma said at a conference on disability here.

The new Bill seeks to replace the Persons with Disabilities (Equal
Opportunities, Protection of Rights and Full Participation) Act, 1995.

It was introduced in Rajya Sabha in 2014 by the then UPA government
and moved to the Parliamentary Standing Committee of the Ministry of
Social Justice and Empowerment under which the department works.

Verma said the new Bill proposes to increase job reservations to PwDs
from 3 per cent to 5 per cent and also widen scope of disabilities
covered under the Bill from earlier 7 to 19.

"We have also proposed to add a clause that will allow us to increase
scope of number of disabilities under the act if required," he added.

Referring to Modi's suggestion regarding describing PwDs as "divyang",
Verma said, "So, the change of nomenclature... We will follow that up.
The word 'handicapped' is there in many of our national institutes. We
are replacing it with 'impairment'."
