Just find the crappiest, loudest generator you can then remove the muffler. 
Have it run 48 hours per fuel refill or drop a 55gal drum there. 

If they are onsite in a trailer they will be begging for an extension cord, 
conduit or other alternative.

Hrm, maybe my Seattle passive aggressive is sneaking out.

conduit in the ground, either.

This sounds like he just doesn't want anything in the ground.   But,  Does
no wires extend to extension cords?

I've at least once stuck a nonpen on the ground and ran an extension cord
to it.  or for longer distances so cord.

I can remember my Grandfather telling me a story about his neighbor not 
allowing power lines on his farm to my grandfathers home.
I am not going to repeat the racist slurs and bad names he called this 
guy but all said and done my Grandfather got his power as member of
the forestry commission he had found that the neighbor extended his 
property line more than a half acre in one direction on to forestry land 
and

cut all the trees. Needless to say dont be D!@K.

Panels are going for under 50 cents per watt.   Batts can be had for 15 cents 
per watt hour.  Controllers are about $200.
