When I removed the preferences, the toolbar was floating. So I would add a step to steps to recreate that you need to select Dock Toolbar on the Bullets and Numbering floating toolbar. By default it will dock on the top, thou you can drag it to the side as well. Then when going in or out of a bulleted line the page position moves up/down or left/right (depending on if using horizontal or vertical docking). This is disconcerting to the user. My issue is with a change that was introduced in 3.2. In 3.1.1, the toolbar is a floating toolbar that appears and disappears when on a bullet or not. In 3.2, the toolbar is along the right side and shifts the document to the left or right based on whether the toolbar is showing or not. Issue 47740 says that the submitter wishes to be able to doc the toolbar. So it seems in 3.2 the toolbar is docked, which caused the problem.
