Thanks for your explanations.

 I am not sure when you mean second currency symbol. As far I see, I don't 
 see
 any currency symbol related to Indian currency 'Rupees' in English.

The first and only currency symbol for Rupees currently is the localized
one. With a second currency symbol I was referring to the English Rs
that is not present yet. But as your explanations showed, a complete set
of en_IN locale data derived from en_GB would be more appropriate.

Note that terms like lakh and crore and such are not defined in
OOo's locale data, these are related to spell-checking and linguistic,
an en_IN dictionary should define them.

How could I be fully aware of the scenario if you omitted vital
information?

 But 99.9% of the official communications and documents are created in English.

Does this mean that you need a second currency symbol to choose from,
and the Rs should be default instead of the localized symbol?

Is this only about the currency symbol or is also other data affected,
like decimal and group separators, date formats, day names and month 
names and so on? Would you need en_IN locale data? Sounds like, if the
entire document content is in English.

I am not sure when you mean second currency symbol. As far I see, I don't see

Let me give the background information so that you can get acquianted with the
Indian scenario.

Language: English [Typical government communication are in English-UK, but the
public might use either English-UK or English-US based on with whom they are
conversing.]
Currency Symbol: Rs. [This is when the document is in English. Each Indian
language has its own symbol, which I am not discussing right now.]
Decimal: Nothing specific.
Group Separator: #,##,##,##,##0.00 [Our is different from Thousand separator
used in US. First one will be thousand separator and others are hundred
separator. There is already a open issue to deal with this enhancement.]
Date Formats: Default should be dd/mm/, which is similar to English-UK.
Day Names: Default ones (Monday to Sunday) [In native languages, they are 
different]
Month Names: Default ones (January to December) [In native languages, they are
different]

PS: Ideally English-India as a language would be a nice addition. It should be
derived from English-UK. For example Rs. 1,00,000.00 is known as one lakh. As
far as English-India is considered, lakh is a commonly used English word, but
not recognized in English-UK or English-US. The same situation with Rs.
1,00,00,000.00 which is known as one crore, where the word crore is part of
English-India. Unfortunately, right now they appear as wrong spelling during
spell check.

I am not sure whether ER is aware of the Indian scenario or not, the solution
that is given is not practically application.

In case I am using OO to create a spreadsheet in my native language (in this
case, Tamil), then I can use the currency sysmbol present in the Tamil language,
which is ta_IN: Tamil India.

But 99.9% of the official communications and documents are created in English.

How can I create a document in English language and use a currency symbol from
Tamil language? It doesn't make practical sense. It is as good as removing $
symbol from the currency list and asking Americans to use ta_IN curreny symbol.
