I tried another new group yesterday and it also did not work. I just
checked group_cache through SQL and the new groups are NOT cached. Any
suggestions or thoughts? Is there a way to force the server to re-cache
the group information?

You can always use arcache to re-cache your groups. How ever is sound
like you may have larger issue.

see p319 in the 6.3 config guide.

This will dump and reload the cache from the group/user forms.

Things to remember before running arreload   
 
- Set the Max Entries Returned by GetList to 0 (or higher than your
user count).   
  Located in the Admin Tool - File - Server Information -
Configuration tab.   
- Set the Allow arcache and arreload option to checked.   
  Located in the Admin Tool - File - Server Information - Advanced
tab.

Yeah, I thought about the group cache, but I created the group
yesterday.
