This activity will require enough technical and business process exposure to properly articulate the appropriate approach, risk and issues on assigned projects. That statute is for discriminating based on the country you come from,
not your legal status in the US. So for instance, if a company said they
will not hire anyone from China regardless of their immigration status,
that is illegal. But considering some companies that exclusively do
government contracting require secret clearance, which I have never
heard of a resident alien getting, US Citizenship is mandatory.

I don't think that's what the Civil Rights Act of 1964 means. That is,
it doesn't protect the rights of non-citizens to work in this country.
I believe what it means is, if you're originally, say, from Ireland but
are now a US Citizen, a potential employer can't say, "I'm not hiring
you because you came from Ireland. I hate Ireland."
Now if you're from Ireland and not a US citizen, an employer is
perfectly free to say, "Get lost. We don't hire non-citizens."
