[AsburyPark] Keady on Kwanza, Christmas and the City Budget
Mr. Deseno: In a recent post to this list you wrote: For the same reason, Keady will bash Columbus Day and rage on (as he did last month again) about the use of public funds for a cultural holiday (Columbus Day) but stays silent on Kwanzaa. Once again, you exercise your less than scrupulous tactics, this time - judgment without query. Thank God our judicial system does not operate in the way that you do. Let me share with you how an adult looking for an answer to a legitimate question may have framed this. Mr. Deseno: Mr. Keady, in the past you have been outspoken about the use of public tax dollars for the City's Columbus Day event. I am curious to know if you have similar feelings about tax dollars being spent on the upcoming Kwanza celebration and for that matter the City spending money on any religious or pseudo-religious events? And I would have responded. First, let me be clear that my concern with the Asbury Park Columbus Day celebration is that it presents a sanitized version of history at best and outright lies at worst. As an educator, my concern was/is that public dollars were/are being spent to misinform our youth about Columbus' discovery of America. If however a private group would like to put on this event (ex. Knights of Columbus) I would both support and defend their right to do that. Second, since you raised the issue about Kwanza, let me share the following. I had a conversation with the City Manager about two weeks ago regarding this and expressed my concern that the City should NOT be paying for this event. While I do believe that the Kwanza event is a positive one for our community and our youth, I do not believe that taxpayer dollars should be spent on events like this. I also do not believe that taxpayer dollars should be spent on any Christmas celebrations either. These are religious or pseudo-religious holidays and spending tax dollars to support them does come dangerously close to violating the establishment clause. To keep these kinds of events going, and I do think they should be kept going, the City could/should help the organizers to find private dollars (Churches, Business Groups, etc.) to fund and promote these events. Now. Since we are talking about spending tax-payer dollars, this is an excellent time to explore a much broader discussion that this community MUST have. In light of the current fiscal crisis in our nation and the impact that that this crisis will have on municipal governments in both the short and long-term, we need to ask (and answer) the questions, What should we spend our tax dollars on? What should we cut from the budget if tax revenues decrease by 10%, 20%, etc.? I recommend that the City start with a clean sheet and put very directed questions to our citizens regarding budget line items and educate them on what each item will cost. Then, with this information in hand, the community can set spending priorities. For example: Do you want to keep the Police Department at its current staffing levels? If so, here is what that will cost (the City would provide a breakdown for every projected penny spent). Once there is consensus on what to spend, move on to the next item. For example: Do you want to keep the Department of Public Works and the Department of Engineering separate departments or should we merge them? If we merged them, here are the potential cost savings, potential increases in efficiency for delivery of services, etc. Once there is consensus on this, move on to the next item. [AsburyPark] Survivor Africa's Ethan Zohn coming to Asbury Park with campaign to fight HIV/AIDS
Survivor Africa's Ethan Zohn coming to Asbury Park with campaign to fight HIV/AIDS (Asbury Park, NJ, October 13, 2008) As part of his 500 mile journey to raise awareness about HIV/AIDS, Survivor Africa's Ethan Zohn is coming to Asbury Park on October 18, 2008. The event is part of Dribble 2008 for which Zohn is dribbling a soccer ball from Boston to Washington, DC. This is part of a larger effort of Grassroot Soccer United, a youth-led movement of soccer playing kids around the world who are coming together in the fight against HIV/AIDS in Africa. The event will kick off at 6:30pm at the Langosta Lounge in the Third Avenue Pavilion on the Asbury Park Boardwalk. As part of the festivities, local youth soccer players can take part in the historic dribble with Ethan. For his stop in Asbury Park, Zohn has partnered with AP City Councilman, Jim Keady. Keady, like Zohn, is a former professional goalkeeper, and now directs a local non-profit organization, Educating for Justice, as well as the GK1 Club for soccer goalkeepers. I am really excited about Ethan's visit to Asbury Park, said Keady. What he and Grassroot Soccer United are doing to help stop the AIDS pandemic is some of the most important social justice work of our time. I am thankful that youth players and coaches at the Jersey Shore will get to take part in this wonderful event. Grassroot Soccer United empowers youth to take action to help less fortunate kids around the world gain access to the education and tools that will help them live a healthy life. Through the power of soccer, kids around the globe can become advocates for these critical issues, raise money to help their teammates, and reach out to support African youth. Grassroot Soccer United enables this activity by linking kids together through their website (www.grassrootsoccer.org), providing strategies for contacting each other via mail or phone, and, for a select few, facilitating an actual, in-person introduction. I will just repost everything that Dsher4, Hinge, Oak and Dan S. have posted today. It all makes a ton of sense and I know you agree with it. Interestingly, it sounds very familiar to things I have said on this board and from the dais for the past two years and seven months (my time on Council) and the in years prior from the microphone at City Council meetings. However, since it is coming from me and not those you supported, you will find fault with it. Here, I will start you off. I said when I was campaigning and ever since I have been on City Council that Traditional practice is to build the residential and the retail/commercial would follow. The traditional approach was not appropriate for AP and that is why (in part) the first stage was a failure of sorts. We had many more problems to deal with besides the traditional ones of venturing into a new area. Those problems needed to be addressed by non-traditional approaches like building out the retail beachfront first. The major investment to do so would have convinced potential condo buyers that we were serious. So there you go, start arguing my friend, I'm sure I have no idea what I am talking about. [AsburyPark] Coaster Article on Esperanza Shutdown

Councilman James Keady, who has frequently been critical of redevelopment efforts, said, he will attend Fridays meeting, but would like it to be an open session where all segments of the community could be heard. People who care about our community who should share ideas to fix this thing, Keady said. Keady countered Loffredos contention that the shut down is due to the housing bust. If Councilman Loffredo and his supporters are blaming this situation on the state of housing market, they are being disingenuous at best, Keady said. The waterfront was in motion to be developed during the hottest housing market in history, the plan was flawed from the beginning. Keady said there are a whole range of ideas that could be implemented to develop the waterfront including construction of moderate hotels and housing units, ranging from $150,000 to $350,000. The year-round community needs to benefit from the fact that Asbury Park needs to be a resort destination, he said. We need to go back to what worked in the past for Asbury Park. He continued, What worked in the past would work for it in the future. Keady said part of the problem is that the city has not been marketed to middle class people. It has to be marketed to them. If Im a middle class man with a family, Ill spend $125 per night to come to the beach, take my children to the arcade and go out to a nice restaurant .if its clean and safe, thats who will come. Another idea Keady described was providing moderate housing on the beachfront that could be used as rental units during the winter months for college students and summer rentals for vacationers. There could be reasonable rates from September to May and come May you have summer rentals. Theres a whole range of ideas that could be pursued. [AsburyPark] Special Executive Session on Waterfront Redevelopment
Friends of Asbury Park: This Friday the City Council will be holding a special Executive Session meeting to discuss the state of the Waterfront Redevelopment. As I understand it, the goal of this meeting is to develop a collective vision and plan of action for the Waterfront in light of the current state of progress, market conditions, the City budget, etc. By this point in the Waterfront Redevelopment, the Citizens of Asbury Park were promised at least 1200 new ratables (300 per year over 4 years) and $8,000 in tax revenue per ratable. To date, we have approximately 40 new ratables. This is despite the fact that Asbury Partners had the ability to develop waterfront property in Monmouth County in what was arguably the hottest four years in real estate development in our nation's history. This is an important time for your Councilmembers to hear from you. I have outlined below some important facts for you to review with regards to both the City Budget and the Waterfront Redevelopment. I am sure you will see why/how these are related. This letter is being sent out to two different listserves, so if you want everyone to whom I am writing to be able to hear your input and comments, please post on the blog. Peace, Jim Keady, Councilman City of Asbury Park, NJ Facts on the City Budget and the Waterfront Redevelopment On June 20, 2007 the City Council approved a $ 35.5 million budget with a minimal increase in the City tax rate (not including county and school rate increases.) This amount is similar to last years; however, since the 2004 budget the City Council majority has increased spending by just over $8 million. If the state had not come to the aid of certain City Council members' pleas for help, our minimal tax bill increase would have been $2,685 per household, on an average assessed home of $150,000. The City Manager has stated that, It's going to be a few years before we can balance a budget with our own revenues. Larry Fishman of Asbury Partners has stated that, I think the city's going to have to plug that gap ($7.5m) for another year. Asbury Park's deficit was supposed to be eliminated back in 2002 when the city sold all of our waterfront properties and pavilions. Citizens were then told in 2005 that the surplus of $11million from the sale of the Sewer bond would go to plugging the budget for the next three years. As proof to support this bond and to gain approval, the City presented a report to the Local Finance Board stating that Asbury Park will have annual recurring revenue beginning in 2006 to 2008 equaling $4.2 m in phase 1; (and) phase 2 will be on line in 2008-2009 with an additional $4.2m. The following is a list of deficiencies on the part of Asbury Partners under the terms of the recent Dispute Resolution Agreement: A. Convention Hall (Schedule B) (i) Window Replacement Program. The window replacement program was to be completed in May 2007. Asbury Partners subsequently indicated that this program would be completed by September of 2007. On May 31, 2007, Asbury Partners indicated that the condition of the window openings necessitated repair of those openings and that fabrication of the replacement windows would be deferred until the details of the necessary repairs were completed. The Recent Submission indicates that reconstruction of the window openings has begun but there is no definitive completion date. (ii) Interior Store Replacements. Interior Store Replacements were to be completed in September of 2006. An updated projection by Asbury Partners' representatives was July 2007. To date, this work has not commenced. On April 19, 2007, Asbury Partners indicated that a bid award was expected on April 20, 2007. The Recent Submission indicates that construction will commence in September and be competed in December of 2007. However, the City is still awaiting indication that the SHPO has approved the interior storefront design. (iii) Arcade Entrance Structure Repair. This work was to be completed by May 2007. Revised projections from Asbury Partners' representatives were that the work would commence in early April and would be completed in August 2007. On May 31, 2007, Asbury Partners indicated that revisions were necessary to existing plans and that a permit modification would be applied for. The Recent Submission indicates that construction will start in mid-September, and be completed in December 2007. (iv) Exterior Store Fronts and Entry Doors. This work would be completed in April of 2007. To date, this work has not been commenced. On May 4, 2007, Asbury Partners indicated that an extension for submitting bids was granted with the new deadline being May 18, 2007. The Recent Submission lacks any definitive timeframe for the completion of the work. (v) Entire
[AsburyPark] Security Cameras and Allan's Concerns
Friends of Asbury Park: I am writing to address recent posts on this message board referencing my efforts to place security cameras in hot spots throughout the City. As you may recall, on June 13, 2007 I made a written request to City Manager Reidy and Police Chief Kinmon to research this issue and bring a proposal to the Council for us to consider and execute. In response to this request, City Manager Reidy and Police Chief Kinmon requested a minimum of two months to gather the information necessary to prepare this proposal. During each City Council meeting following my initial request I have asked for updates on this matter. To date, Police Chief Kinmon has researched various security camera systems and he or members of his staff have done site visits to cities in North Jersey that have effective security camera systems in place. I am confident that by our September 19, 2007 City Council Meeting Police Chief Kinmon will have a full proposal prepared for the Council to review. To address some of the specific concerns raised on this board by Mr. Allan Peterson about this matter: 1. I am open to utilizing money from the community development fund to partially finance the camera system. I also discussed with Assemblyman Kean at his August 6, 2007 press conference at the Westside Community Center, his offer to secure funding from the state level to purchase the security cameras. 2. It is important to note that regardless of what money is available or what is in the proposal that Chief Kinmon delivers, I only have one vote. As Deputy Mayor Bruno consistently reminds me, one needs three votes to make any policy happen. I have made my position clear on wanting to utilize security cameras as a means to stem violent crime in our City. I suggest that Mr. Peterson's energies would be better spent on lobbying the other members of Council for their support on this matter. 3. My offer to go out for a beer or coffee is still open to you Allan. As I wrote in a personal email to you months ago, I think it would be beneficial for us to get together so I can listen to all of the concerns that you have and so that I can share with you my hopes and vision for Asbury Park. Friends of Asbury Park: In the past day or so a number of people have been posting to one of the local listserves here in Asbury Park about tourism and our City. In light of what has been written, and also in light of the new life Madison Marquette has brought to our waterfront, I thought I would repost a portion of The Keady Report from January 2006 that speaks to this topic. I offer it to keep alive the current conversation about refocusing our efforts to establish Asbury Park as THE premier tourist destination on the Jersey Shore. As you read, I ask you to take particular note of the statistic about accommodations. Asbury Park will need hotels and guest houses to capture these tourist dollars. A bedroom condo community will not serve this purpose. __ Re-focusing on Tourism: In preparations for the January 27th meeting with Asbury Partners I did some cursory research on tourism in New Jersey. I undertook this research because in my gut I just did not believe the argument that Asbury Partners and our own Redevelopment Attorney, Jim Aaron, were making that retail redevelopment must always be preceded by significant residential development for it to be successful. This was one of the defenses for Asbury Partners lack of action on the boardwalk properties. They were basically saying that there needed to be more people living near the boardwalk to make the properties commercially viable. I did not buy it when they first said it and now that I have some numbers to back up my gut feeling, I am quite confident in my position. The simple fact is that we have one mile of beautiful beaches and that if we create a safe, attractive boardwalk, there will be more than enough tourism to support the investments made to redevelop the Pavilions, Conventional Hall, the Paramount Theater and the Casino Complex. To support my case, here are some facts from the NJ Commerce, Economic Growth and Tourism Commission. * The economic impact of the Travel and Tourism Industry in New Jersey contributes $30 billion dollars in economic activity each year and creates 416,000 jobs. * In 2003, 65 million people visited New Jersey and tourism generated $2.9 billion in state and local government revenues. * Of the dollars spent on tourism in New Jersey, accommodations account for the largest share (37%), followed by food (26%), shopping (16%), transportation (10%) and entertainment (7%). * Nowhere is the impact of the Travel and Tourism industry more evident than at the JERSEY SHORE. The four counties that make up the Shore (Atlantic, Cape May, Monmouth and Ocean) account for more than 72% or $21.6 billion in annual economic activity. Could you imagine if Asbury Park were able to garner just 5% of the travel and tourism industry in NJ? That would be an influx of $1,500,000,000 into our local economy. This is why we need to seriously reconsider the focus of our efforts on the oceanfront and maximize our beaches, our brand name and our music history to create a first class tourist destination. Ladies and Gentlemen: I am writing to correct for the record statements recently posted by Mr. Paul Vail regarding the March 20, 2007 Zoning Board Meeting. Mr. Vail wrote: Sadly, Councilman Keady once again was present at this zoning board hearing against the advice of the city attorney. I am not sure where Mr. Vail is getting his information from, but to be sure that each of you has the facts, I have included below an email exchange between myself and the City Attorney that I had today to clarify this matter. March 23, 2007 Mr. Raffetto, In a February 9th email communication you advised the Governing Body regarding their attendance at the Zoning Board hearings dealing with the Jersey Shore Rescue Mission. Based on your communication I was under the assumption that City Council Members could attend the hearings, but they simply could not and should not participate (i.e. give testimony, cross examine witnesses or ask questions of Board members.) At each of the Zoning Board meetings on this matter I took your advice and simply observed. To date, four citizens have questioned me on this matter and whether my attendance was in fact allowed. My concern is that if four citizens were willing to approach me, there may be others that are unsure about the facts on this matter. For the record, can you please answer the following: 1. Did I interpret your February 9th communication correctly, that City Council Members can attend these hearings but they simply could not and should not participate (i.e. give testimony, cross examine witnesses or ask questions of Board members.)? 2. Can you confirm that I placed a telephone call to you on February 13th to further ensure legal clarity on this matter? 3. Can you confirm that in your voicemail recording that you left me in response to my call on February 13th that you stated that I could attend the Zoning Board meeting and observe and that I should simply not participate? 4. Can you confirm that immediately following the February 13th Zoning Board meeting, we spoke on the telephone and I again confirmed with you that my attendance at the meeting was not problematic? 5. Finally, can you please place a telephone call and/or email Mr. Serpico, the Zoning Board attorney, and ask him to officially confirm whether or not I actively participated in either the February 13th or March 20th Zoning Board hearings on the Jersey Shore Rescue Mission and whether or not, in his legal opinion, my attendance at these meetings as a silent observer is in any way legally problematic? Neither Mr. Serpico nor I have any problem with your attending the meetings, as a silent observer only, to merely witness the proceedings, like any other member of the public. Mr. Vail also wrote: The councilman placed himself squarely among the Mission Supporters, two of whom had to be evicted from council chambers during the proceedings. For the majority of the meeting I sat on the right side of the City Council Chambers next to Mr. Tom Pivinski, an Asbury Park resident and business owner and someone I consider a friend. To my knowledge, Mr. Pivinski has not taken a public position on this matter. As for those who were evicted from the meeting, Mr. Vail is referring to Mr. Mitchell Briggs and his two children (one and four years of age). Mr. Briggs, who I also consider a friend, was asked by the Board Chair if he could ask his one-year-old to be quiet (the child was making noise). Mr. Briggs was not happy with the request from the Chair and he expressed that vocally. [AsburyPark] Allan: Here are the facts on the Bikes on the Boardwalk
I wonder who made the demand. I think the city holds more responsibility in this. Partners brought a business to the boardwalk. If the city demamded him to close that is not the responsibility of partners. The counsilman should not be annoyed that there is a bike shop on the boradwalk but the real question is why is there so little pollice / security on the boardwalk. I do not know what partners has to provide but the city should have police in addition. I see it as the city driving away a business. 1. Your post above is saying that the City asked for the Asbury Peddler to be closed. THAT IS FALSE. 2. Your post above is saying that the City should have more security/police on the boardwalk. I would invite you to visit Mr. Kay in the Clerk's Office and ask him for the tapes of the meetings where the bicycle lanes on the boardwalk were discussed. This is what you will hear: I, Councilman Jim Keady, pushed for the creation of a designated bicycle lane on the boardwalk that would be available for visitors 24/7. I could not garner support for this with the majority. I made the argument that having a bicycle lane available could be something we could market to visitors. I said, We could let people know that AP is the ONLY boardwalk in Monmouth County where you can ride your bike in a safe and regulated way all day and night. I also made the argument that a bicycle lane would compliment the bike shop (Asbury Peddler) on the boardwalk. Again, I could not get the support of my colleagues to create the bicycle lane. 3. Given that I could not get the full-time bike lane, I requested that we extend the hours that were in the existing ordinance and allow people to ride on the boardwalk until 12pm. My colleagues supported this and it passed. 4. I also requested that regardless of what the policy was - a bike lane, riding until 12pm, etc. that we have STRICT enforcement of the ordinance. We could not continue to have an anything goes approach to bikes on the boardwalk. I noted that on two occasions while I was running on the boardwalk, I was almost mowed down by bicyclists (FYI, they were middle-aged white male riders). Given that I am a former pro athlete and still in pretty good shape, I was able to dodge these guys. My concern was that some little old lady might not be as lucky, thus my push to have strict enforcement of whatever ordinance was on the books. 5. To review, Councilman Jim Keady wanted a designated bike-lane, Councilman Jim Keady pushed and was able to get and increase in riding hours until 12pm, and Councilman Jim Keady asked for strict enforcement of our ordinance. Again, if you question these facts, I would encourage you to go listen to the tapes of the meeting or you could simply ask Deputy Mayor Bruno (aka Fred/Asburydogma) he usually has a fairly good memory on this stuff. Now that we are done with the facts, I will offer my opinion. I strongly believe that the lack of vision on this matter on the part of my colleagues (i.e. their not supporting my push for a full-time bike lane) is what cost us a very successful business on the boardwalk. [AsburyPark] Springwood Avenue Redevelopment Plan - Public Input Sessions
Dear Constituents: I am writing to inform you that the Public Input Forums for the Springwood Avenue Redevelopment Plan are scheduled for next week. This is your opportunity to share your thoughts on the plan with the Springwood Avenue Advisory Committee. To this end I am requesting that you please set aside some time to read the plan and bring your questions, comments and concerns to one of the scheduled forums. If for some reason you are unable to make any of the forums and you would still like to give your input, please contact me and I will make arrangements for that. I unfortunately will miss the forum scheduled for February 10th as I leave Thursday morning for weeklong series of lectures in California, Nebraska and Colorado.
