That statute will apply to any uncontrolled intersection, circles 
included.  

The manual Mario posted actually says the same as the statute (but 
the manual isn't a law so it wouldn't govern if it were differnt).  

First in has right of way, if at the same time, yield to the right.

Chris as to your other question about two vehicles arriving at an 
uncontrolled intersection at the same time while facing one another, 
they will only encounter one another if one is making a left turn.

There is a separate statute that says left turning vehicles must 
yield.

 That's at an intersection (90 degrees). Chris is talking about
 yielding entering a circle or merging with a road. I always thought
 that vehicle in the circle had the right of way. That seems not to 
be
 the case in NJ.

I know that entry too!  Hairy, isn't the word!  I'm a driver for over
50 years, remember road courtesy, you know, letting someone into a
lane, allowing them to get over, letting them turn first, because of
backed up traffic and I still get honked, fists raised in the air, get
cussed at, because I can read their lips, etc.  Road courtesy seems
to be a thing of the past, so when someone extends it to me now, I get
all choked up, that there are still those out there, that were
raised right!

You are correct, but some drivers, don't yield to that rule!  I seem
to have a feel for what they are going to do, by the way I see their
vehicle veering.  If the guy on the left doesn't yield, I let the
dummy, go, think to myself, he/she probably didn't see me; any
excuse to keep my own blood pressure, from going up and just go along,
my merry, undented, way!  La-de-da!

No disrespect, but a picture, does not replace reality.  There are red
yield signs, on Rt. 33 West, making the dominant, county road, the
yielder, instead of the inner circle, stopping, than proceeding with
caution, traffic permitting.  The flow west stops, causing a back up
to Wyckoff Rd., where the traffic signal is.  Imagine, approaching the
Collingswood Cirle/roundabout, or whatever the latest trend, is.  On
the opposite eastbound lane, same thing!  There's more traffic, going
west and east than north and south, clogging up a main artery, which
was tricky before this latest *uckup, if you pardon, the gutter
language, but to a driver, it's scary as hell!  You don't want to be
rear-ended for YIELDING, nor do you want a left sided fender-bender,
for the inside lane car, having the right of way!  Either way, no
matter which way you enter this roundabout mess, guaranteed to make
a professinal driver wince, going around, will either end in a whew
or an aw-shit, that was close, situation, if you manage to dodge the
proverbial bullet!

It has always been the rule, that you yield to the left.  The trouble
is that most people don't understand that, nor do they really
understand what yield means...you judge the pace of the traffic and
proceed in matching that pace.  Instead, people stop dead in a panic.
One favorite example is the exit 88 Parkway Northbound entrance...holy
hell that one is hairy and it's a simple merge that people can't
negotiate.

If people were competent drivers, circles would be a wonderful thing.

The reality is, most people can't drive, they just aren't competent.
Jughandles are a great invention, they don't allow people to do stupid
things as easily.  They can be annoying, but they serve the lowest
common denominator very nicely.

One thing I wish is that NJ would just have a standard and apply it
uniformly.  Now you have jughandles in some places, circles in others

When I first moved (back) to NJ, I asked someone about the jug handle  
thing and he told me the insurance companies lobbied for them because  
they were going broke paying for left hand turn accident claims.
