1. Raspberry Lite should be fine, and if its ok for the blind depends on what you want to do with it. You can use it with SSH, so accessing it is possible and accessible.2. You won't probably need it, but sighted people can run a desktop on it, connect it to their monitor and install a media center like Kodi on it to watch movies and stream from Netflix etc.

@9Hmm, it seems [you are correct] about full windows 10 running on Raspi, though its a very hackish method and they seemed to only use Raspi 3 hardware. The Pi 4 is equivalent of a low end PC though and can have up to 4 GB ram, so its performance might be a bit more tollerable, be interesting to find out. The Raspberry Pi also does run Python 2 and 3, primarily because they run on Linux, NVDA though only has a windows distro. I'm sure it can be ported, but since linux behaves differently it would require going over and rewriting a lot of code. It would be nice if there was something like a stripped down "lite" version of NVDA, which would make it easier to port over to different platforms.

Windows 10 IoT is just what it looks like, a server-like runner for UWP apps, ment for smart home automation and that like. Neither does it have a real interface (its controlled via the server manager from a real Windows 10 machine) nor Narrator / x86 support. I know that NVDA already supports a few ARM extensions and apps, but itself cannot be built under ARM i guess. Maybe when running it from source (if there is a Python for ARM available). There is a real Windows 10 image for ARM and Raspberry 4 though, but as a previous poster said already, its rather slow. Raspberry 4 got loads better, but its still not that powerful.

F123 Light used to be available, but as far as I know it's now no longer under active development. Your only option is Raspbian Lite using SSH. I don't know much about Windows 10 IOT, but I'm pretty sure it's not the standard Windows desktop experience.Ubuntu Mate might? come to the Raspberry Pi 4, although it isn't here yet. I'm not sure why it's taking so long. I wish Raspbian included Orca, but it doesn't. The guides I've found to get Orca up and running don't work.

The guide uses the Headless version of Raspberry Buster Lite, which by default only uses the command line and has no desktop. There is a specific reason for this, as the desktop editions of raspbian are not natively screen reader accessible. As I said, i'm not sure if previous guides for setting up a workaround with Orca will work with the newer Raspbian Buster, or whether a new solution could be worked out. If your interested in a version of Raspbian Buster that has a desktop environment, or other supported OS's though, you can check out the downloads sections of the official Raspberry Pi site [here], you'll also find the Raspbian Buster Lite edition there, which can be found [here].You can also find Windows 10 IoT Core there, though i'm not sure if it has Narrator available. It's also limited to the UWP platform for windows. Sadly, NVDA doesn't have an arm based distro at the moment that i'm aware of.

The Raspberry Pi 4 even supports the real Windows 10, it will just run rather slowly . But NVDA should have an ARM build available somewhere as well, so you could even get screen reader support going apart from Narrator.

1: Yes, mostly. Typically users connect to their raspberry pi's with an SSH client or over wifi, though you can also install command line TTS, there's also guides for a bit of a desktop hack with Orca, though i'm uncertain if that will work with the newer Pi 4.2: There's a guide [here] on how to install the OS and setup the SSH and wifi settings, bt you'll need a MicroSD card to install it on to. Simply plug it into a computer, not the Pi, and install and setup everything, then pop it into the Pi and your good to go. By connecting over SSH or wifi with your computer, you can use a regular screen reader to read the output.3: Raspbian is the standard operating system for Raspberry Pi's, though you could also use things like Debian, Windows 10 IoT, or Arch Linux, among others.
