The Uzbek, Kyrghyz and Kazak Foreign Ministers all reaffirmed that their respective governments attach great importance to relations with China, adhere to the one-China policy, support China's grand cause of reunification, oppose "Taiwan independence" and would like to strengthen mutually beneficial cooperation with China in all areas. Li exchanged views respectively with these three Foreign Ministers on the regional situation, pushing for pragmatic cooperation among SCO member states and the preparations for the SCO summit to be held in June, and all parties agreed to continue strengthening communication and cooperation within the bilateral framework, as well as this organization, in a bid to safeguard peace and stability of this region and promote common development and prosperity. He hid his "secret defense strategy" from his former attorneys, holding it so close that he fired them rather than reveal how he planned to prove his self-professed innocence for six Washington sniper killings. Two weeks into his second trial for the October 2002 murders, John Allen Muhammad, who is representing himself, has yet to put on his defense. But some of his plan has trickled out through statements in court and cross-examination of witnesses. He claims he and accomplice Lee Boyd Malvo were driving around looking for the young children Muhammad lost in a custody battle. The pair was shocked when they were arrested Oct. 24, 2002, and labeled the Washington snipers, he said. Muhammad, 45, has asked many witnesses if they saw the shooter or have "direct knowledge" about the culprit. All said no. To counter reports of he and his Chevrolet Caprice near shooting sites, he questions whether witness memories were swayed by media coverage after his arrest. He challenges medical examiners, trying to get them to concede that a handgun, not the high-powered Bushmaster rifle police found in the Caprice, could be the murder weapon. And Muhammad brings up white vans, playing on authorities' initial belief that the killers were using a van or box truck. Muhammad is trying to poke holes of doubt for jurors in the established narrative that he and Malvo roamed the region for three weeks in the Caprice, killing 10 people and wounding three with shots fired from the Bushmaster. Since no one saw him, he implies, there is no hard evidence he was the sniper. "Does our law condemn a person first, before we have heard and known what he's been doing?" Muhammad asked during his opening statement, quoting Nicodemus from the Bible. "The word 'knowing' implies having direct knowledge of the subject at hand, direct seeing of what was going on." Yet he faces some seemingly insurmountable legal challenges. Prosecutors have forensic evidence that most of the .223-caliber bullets used in the homicides came from the Bushmaster. Muhammad's DNA was found on the gun. Jurors are expected to see the car, which was rigged with a hole in the trunk where a shooter could fire undetected. "You've got a guy in possession of the weapon, which is pretty damning evidence," said Prince William County Commonwealth's Attorney Paul Ebert, who prosecuted Muhammad in Virginia. "The fact nobody saw him do it, that's pretty typical of murders." And Muhammad will likely have to find some way to minimize Malvo's testimony. Muhammad wants Malvo, whom he still calls his "son," to testify for him. But Malvo is expected to plead guilty to the same six killings and testify against Muhammad. Muhammad is charged with six deaths in Montgomery County, just outside Washington. He is already on death row in Virginia for another sniper killing. This second trial, which carries a maximum penalty of life in prison, is billed as insurance in case his Virginia conviction is ever thrown out. Montgomery Circuit Judge James Ryan allowed Muhammad in March to remove his two court-appointed attorneys, who had filed the psychiatrists' reports in an attempt to prove he was not competent to stand trial. He's defended himself before, in his first trial in Virginia Beach. He gave an opening statement, questioned a few witnesses, but gave the case back to his attorneys because he suffered a toothache. Iran now has observer status at the SCO, but it hopes membership could come as early as June. Although SCO membership is no foregone conclusion -- and does not include mutual defense pledges -- being inside the Shanghai "club" could bring Tehran extra support from its two key members: Russia and China. PRAGUE, May 15, 2006 (RFE/RL) -- Membership of the SCO could offer Iran shelter from the intense U.S.-led international pressure on Tehran to end uranium enrichment. Iranian Deputy Foreign Minister Manuchehr Mohammadi was quoted by ITAR-TASS and Xinhua news agencies as saying in April that his country hopes to join the SCO this summer. He said Iran is looking forward to reviewing the nuclear dispute with its SCO "colleagues." Mohammadi said Tehran hopes for those countries' support at the organization's June summit in Shanghai. Russia and China have already given Tehran crucial support in the United Nations debate over its controversial nuclear program. Both have resisted pressure from the United States and its European allies to formulate a UN draft resolution that could open the way for economic sanctions or even military intervention unless Iran stops work on the nuclear fuel cycle. The organization's present membership comprises Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, as well as Russia and China. Common Interest Analyst Jean-Philippe Beja of the Center for International Studies and Research (CERI) in Paris said that formal SCO membership for Iran at this juncture would be a blow for the West. "Of course, it would be considered a provocation by the West -- by the United States and Europe, which are trying to isolate Iran and which are trying to get Russia and China to join them in a sanctions program [against Iran]," Beja said. "If Iran is part of the SCO, it means it will be considered a legitimate partner both by Russia and China." As it happens, Iran's aims in aligning itself with the SCO fit well with Chinese and Russian geo-strategic goals. Moscow and Beijing want to reduce the penetration of U.S. influence into Central Asia and the Middle East. In this context, Iran could serve as a bastion against further U.S. encroachment from the west. In addition, for China, access to Iran's vast energy resources is essential, and bringing Tehran into the Shanghai "club" ensures that access. Interested Interlocutors Analyst Alireza Nourizadeh is with the Center for Arab and Iranian Studies in London. He pointed out that there is a certain process of east-west "bidding" going on to attract Iran's attention. The European Union has just brought forward a new package of economic incentives to offer Tehran in exchange for giving up nuclear enrichment. Against this, Tehran is weighing the possibility of increased SCO investment in its energy sector. Nourizadeh said an east-west divergence of view is visible in the Iranian leadership. For instance, pragmatists and reformers like Supreme Security Council chief Ali Larijani would prefer to stick to cooperation with Europe, and don't consider any offer from China and the others able to match it. On the other hand, Nourizadeh said that "especially [Iranian President Mahmud] Ahmadinejad and the people around him, they believe that the only way for Iran to survive is to cooperate with China and the South-East Asian nations." For instance, Ahmadinejad was pleased with the warm reception he received during his just-completed visit to Indonesia, and wants to swing Iran around to an easterly direction to take advantage of such feelings. Not So Fast But a note of caution emerged today from the meeting in Shanghai of SCO foreign ministers. Tajikistan's Minister Talbak Nazarov said the question of Iranian membership is not being considered -- at least for the time being. The Tajik Avesta news agency quoted Nazarov as saying the SCO cannot extend its membership indefinitely, and that there is presently no document to regulate the process for taking on new members. However, Russian Foreign Minister Sergei Lavrov told reporters after today's meeting in Shanghai that the SCO is in the process of negotiating possible membership with Tehran. The arrival of Iran as a member, along with prospectively India, Pakistan, and Mongolia -- all of which have observer status in the SCO -- could affect the fine balance in the organization between Russia and China. About Enterprise Africa! African Tragedies, African Opportunities While most regions of the world witness increased standards of living, better health care, and greater economic opportunity, Africans continue to face famine, wide-spread disease, high levels of political corruption, and war. Consequently, Africa has grown poorer with each passing decade since gaining its independence. Although isolated examples of high growth and sound institutions exist in Africa, the billions of dollars spent by western governments in foreign aid have made little difference to the lives of ordinary Africans. With problems mounting and ideas for solutions dwindling, Africa is in more need of a new vision of development than any other corner of the globe. Poor leadership and poor ideas have made poor people even poorer. The facts are tragic: There are more poor countries in Africa than in any other region of the world. There are fewer free countries in Africa than in any other region of the world. There is little foreign direct investment. While sub-Saharan Africa has just over 10% of the world's population, it is home to more than 60% of all people with HIV/AIDS. In 2004, an estimated 2.3 million Africans died of the disease. Under-five child mortality rates are highest in Africa, with 174 children out of every 1,000 dying from disease and armed conflict. There is less gender empowerment in Africa than in other regions. There is a tremendous amount of armed conflict. Despite this formidable challenge, the great hope for Africa lies with its people. While western elites hold conferences on how best to redistribute wealth, unsung entrepreneurs are quietly erasing – at the micro level – devastating problems of poverty in some of the poorest places in the world. This fresh perspective – that the solutions to world poverty are not to be found in international aid bureaucracies so much as in the hearts and hands of the world’s poor themselves–is being developed and substantiated in order to provide policy makers and opinion leaders with new information about which institutions hold the most promise for Africa by supporting enterprise-based solutions to poverty. In Africa, local enterprise has been the most successful solution to poverty to date. Whether in the growing textile industry in southern Africa, the flower trade in Kenya, fish processing in Senegal, or tourism in east and southern Africa, Africans who enter the world market and trade are finding ways to lift themselves and their communities out of poverty. Some African leaders recognize that trade is the true path to prosperity. In Botswana, Mauritius, South Africa, and Kenya, trade volumes are rising and entrepreneurs are creating new opportunities for people. These relatively successful countries serve as beacons for the rest of the continent, showing what is possible, and also offering examples of effective public policies – policies that enable entrepreneurship, property ownership and stewardship, and that help strengthen local communities and civic life. Better still, even in the most oppressed African countries, there are good examples of persevering entrepreneurs working at the local level. This suggests that even in the worst of situations, the potential of the human spirit and free enterprise is strong. Today, Africa is the development challenge. The potential for human flourishing in Africa is enormous and the possibility of realizing the benefits of Africa’s people lies with Africa’s people. Enterprise Africa! seeks to uncover the hidden successes that are making a difference in the lives of Africa’s people today. I don't like all these countries gangin' up against the United States. We should be making friendly overtures to all these places. Where is the State Department on this? What can we do to be more friendly with China? Why doesn't Bush arrange a summit with China? At the very least it could divert attention from the war in Iraq for a day or two.
