It will be the 3600 series. 
2 10/100 Ethernet 2 WAN Card Slot Network Module  NM-2FE2W= $3200 
Two of these cards would fit in a 3620.
I can't find anything for the 2651. If one of the above cards would work in
it - that might be less expensive. Those cards are not listed for the 2600
series on the reseller pricing page.

Looks like you could do a Cisco 3620 with (2) NM-2FE2W and IOS 12.1.1T and
8x5xNBD Smartnet for $9,900 list. This will give you 4 Fast Ethernet
interfaces and 4 Wic slots for WAN cards. If you are running this
configuration and routing 4 Fast Ethernet segments I would recommend maxing
the memory in the little guy.. If you are looking at routing other protocols
you will probably have to upgrade the memory... Let me know if you have any
questions.

there is a NM-2FE2W module for the 3600 series that has 2 fast ethernet
ports.  You could install 2 of these in a 3620 for a total of four fast
ethernet interfaces.  

I haven't seen or heard of anyone trying this so I would research the
compatibility before doing any buying.  I also would be skeptical if that
model would be able to keep up with four fast ethernets going full speed.

You can get 1 port FE NMs for 36xx series. The 3662
has 2 10/100s in the base plus 6 slots. 

The 2621 and 2651 have 2 10/100 ports in the base. No
modules though. 

Or you can look at a layer 3 switch w/routing
capabilities (might be cheaper).

I don't believe Cisco makes a 4 port FE module for either the 2600 or 3600
series routers.

The 3640 could support 4 * 1 port FE modules.

Use "Cisco 3620" plus two "NM-2FE2W" module,so you get 4 fastethernet ports
and 4 wan interface card slots.

But in fact I often use Cisco 3662 for its performance.For Cisco 3662 has
225MHz CPU,while 3640 100MHz and 3620 80MHz.

yes you can plug in 4 FE ports, but its only recommended to use up to 3
FE's in a 3640 since any more would exceed its packet processing ability
at full bore, and possibly lead to dropped packets and other problems
