Virtual country 'nuked' on Net
http://www.news.bbc.co.uk/hi/english/sci/tech/newsid_263000/263169.stm

Connect-Ireland's Website now carries only a simple condemnation

By Internet Correspondent Chris Nuttall

The Indonesian Government is being blamed for a highly-organised attack on
computers in Ireland which brought down the East Timor virtual country
domain.

Connect-Ireland says it is lodging a formal protest with the Indonesian
Embassy in London after it was forced to shut down its systems, disrupting
its Internet service provision to 3,000 customers.

The cracker attacks, perhaps the first of their kind orchestrated by a
government, began last Tuesday and, after a week, the domain guardian and
Internet Service Provider was still struggling to restore its services.

"E-Nazis" create chaos

Only its home page was accessible, containing a statement headlined: E-Nazis
Creating Chaos on the Net.

"The apparent aim of the attack was to disrupt the East Timorese Internet
domain [.tp], established only twelve months ago by the East Timorese
Project, " said the statement.

Bishop Belo: Initiated virtual country
The project was initiated by Connect-Ireland and the 1996 Nobel Prize
winners Ramos Horta and Bishop Belo. The main site, www.freedom.tp returned
a 404 Not Found error message on Tuesday.

"The perpetrators of this attack have not yet been identified, but the
Indonesian government is known to be extremely antagonistic towards this
display of virtual sovereignty," said the statement.

Robots mounted 18 attacks

Connect-Ireland's project director, Martin Maguire, told BBC News Online
that e-mail for customers was now being delivered and new passwords were
being issued.

BBC's Ireland correspondent, Leo Enright, reports from Dublin
He said crackers had been testing the servers' defences for the past nine
months before launching lightning simultaneous attacks from countries as far
apart as Australia, Japan, Holland and the United States.

"There were 18 simultaneous attacks on our server by robots trying to claw
down our defences," said Martin.

"This was a very high-level attack that had to be planned and co-ordinated."

Once they had broken in, the crackers set up their own domain host, need.tp,
with the possible aim of using it for propaganda on East Timor.

A new style of war

Connect-Ireland responded with its "nuclear option" of a complete shutdown.
"We have re-invented ourselves in the space of a week, moving platforms,
using other versions of software on new hardware," said Martin.

He said other services in Japan and the United States had been hit by
similar attacks but were not reporting them for fear of bad publicity.

"This is the ostrich nature of the industry. But it's going to be the new
style of war. You can see these tactics becoming part of official government
policy and a potential weapon."

"And it can take place against real countries. Probably no government has
contingency plans for this, no government has mandatory reporting of such
incidents and there is no plan for managing the problem."

There was no-one available for comment at the Indonesian Embassy in London
on Tuesday.

[CTRL] Teacher fired over I.D card

1999-01-27 Thread Edward Britton

TUESDAY JANUARY 26 1999 WND Exclusive

Teacher dismissed over ID cards Religious controversy stirred in
West Virginia

By David M. Bresnahan 1999 WorldNetDaily.com

The battle over bar-coded ID cards in a small public high school in
Elkins, West Virginia, could be an omen for public schools across the
country.

A veteran teacher whose religious convictions have been ridiculed by
school board members and ignored by the administration, found himself
without a job yesterday.

Phillip Hudok was asked to clean out his desk and turn in his keys.
He is now on unpaid suspension waiting for a hearing to determine if
he will continue his 22-year career as a physics and chemistry
teacher at Elkins High School.

What happened to Hudok may soon happen to other fundamentalist
Christian teachers around the nation. The Randolph County Board of
Education claims to be on the cutting edge of federal recommendations
that are soon expected to become requirements.

In an effort to prevent student violence against other students,
Elkins High School instituted a new rule for added security. Students
and faculty are now required to wear a photo ID with a bar code. It
must be visible at all times, as recommended by the federal
government.

Hudok resisted for religious reasons. A small group of students also
refused. Hudok was granted permission to create his own ID card, but
he refused to police students for ID cards as they entered his
classroom.

ID cards are nothing new. High schools across the nation have used
them for many years. The change that disturbed Hudok was the
requirement that cards be visible and display a numbered bar code.

Numerous heated school board meetings were held. Parents and students
rallied to Hudok's side in the little community of 15,000. Hudok
quoted a variety of Bible scriptures to support his belief that it is
contrary to his religion for him to wear the numbered ID.

Article 3, section 15 of the West Virginia Constitution states: "...
nor shall any man be enforced, restrained, molested or burdened, in
his body or goods, or otherwise suffer, on account of his religious
belief ..." but the Randolph County School District officials do not
believe it applies.

His pastor, Butch Paugh, hosts a nightly short-wave radio program. He
invited Hudok to be a guest on his show. A WorldNetDaily article
alerted other talk show hosts to the story, and Hudok quickly became
sought after as a guest.

Listeners from all over the country began calling the members of the
school board and the administration to complain. They all quickly
placed answering machines on their phones, and one even left a
derogatory message threatening callers with the use of Satanic powers.

"You have reached 666," said the message on board member Mark
Rizzio's answering machine. "If you would like to leave a message we
will get back to you as soon as possible. If that isn't quick enough
we will use our satanic powers to get back to you even sooner."

Rizzio later said the message was left as a joke by his wife. Board
members, the superintendent, and the school's principal, have not
returned messages left by WorldNetDaily.

An agreement was reached by all parties to permit Hudok to wear an ID
card with the bar code removed. The bar code is used by the school
lunch system. Glen Karlen, superintendent of schools, notified
members of the press that the problem was resolved.

Although Hudok agreed to wear the altered ID, he continued to refuse
to require the students in his classroom to wear their ID cards. The
issue quickly heated up again.

"They're dismissing me because I failed to enforce the ID card policy
in my classroom. They call that insubordination and willful neglect
of duty," said Hudok.

Hudok, who has not had much legal assistance, filed a grievance
because he was being forced to violate his religious convictions. He
was surprised to be dismissed while the grievance process was still
underway.

He said he was asked to enforce the ID card policy in his classroom
until the grievance could be heard. He refused.

"I can't do that. How can I possibly ask someone to do something that
I can't do myself? They've already given me permission to cut off the
bar code, which I did. But they're saying that I have to enforce the
students to wear their cards which have bar codes," explained Hudok.

When he asked for an explanation for the dismissal, Hudok says he was
told that talking to the press did him in.

"The school board's attorney said that because of my being on talk
shows and getting a lot of publicity that the appearance was that I
was trying to be hateful to the school system," explained Hudok.

He said his objective is to do what is right. He is prepared to
abandon his career and seek a new line of work rather than compromise
his beliefs.

Hudok may be contacted by email at [EMAIL PROTECTED]

Fungus Eyed As Drug Crop Killer

By George Gedda

WASHINGTON (AP) -- Government researchers are testing a fungus they
believe will kill narcotics plants without harming other crops or
animal life, a potential breakthrough aimed at cutting foreign production of
illegal drugs headed for the United States.

Congress has approved $23 million for further research into what are
known as "mycoherbicides," soil-borne fungi capable of eradicating
plants that provide the raw material for cocaine, heroin and marijuana.

The Clinton administration is far from unanimous about the innovation.
Skeptics say more testing must be done to prove the effectiveness and
safety of the technology and winning the support of governments of drug-
producing South American countries -- Colombia, Peru and Bolivia --
won't be easy. None has been briefed extensively, and none has taken a
public position.

The administration will get to sound out Colombian President Andres
Pastrana next week when he comes on a state visit to Washington. The
three South American countries are the only ones anywhere that produce
the base plant for cocaine.

The legislation was guided through Congress by Sen. Mike DeWine, R-
Ohio, and Rep. Bill McCollum, R-Fla. In addition to mycoherbicide
research, the legislation provides for promotion of alternative crops to
narcotics plants for South American farmers.

"These micro-organisms have the potential to cripple drug crops before
they are even harvested," DeWine said.

McCollum said the new crop eradication technology is much safer than
traditional strategies. "All of the indications are that this has the
potential for making a big difference in the drug war," he said. "This could
be the silver bullet."

House Foreign Relations Committee chairman Benjamin Gilman, R-N.Y.,
said the technology is "extremely effective, not costly, doesn't affect
the environment and is a good way of eradicating coca."

The United States has spent billions of dollars over the years with little
success in trying the slay the drug dragon. The "just say no" campaign
of the 1980s has been followed up by a government-sponsored media ad
blitz warning people of the dangers of drugs. Chemical sprays and
interdiction efforts have been used to cut supply. Still, an estimated 6.7
million addicts live in the country, and experts estimate that 13 million
Americans have used drugs in the last month.

U.S. officials believe South American countries can be persuaded to go
along with the program only if farmers have plausible alternatives to
narcotics plants. As one promising alternative, officials are touting
chocolate, derived from cacao trees, because it is a suitable alternative for
South American small farmers and the global market in the coming years is
expected to be tight.

Experiments by Agriculture Department scientists focus on isolating the
mycoherbicides that narcotics plants produce naturally. If, for example,
a coca plant is doused with the fungi, it wilts, and decades must pass
before the area is again suitable for growing coca. In addition, beans,
corn or other crops grown nearby are unaffected. Environmental Protection
Agency scientists believe no harm would come to humans or
animals as well. The same technologies can be applied to eradicate plants
used for marijuana and heroin.

Advocates and skeptics agree that the program will go nowhere without the
support of the drug-producing countries.

Unless the political groundwork is properly laid, farmers' unions or
environmental groups in the coca-growing countries could come out in
opposition, nullifying the possibility of cooperation, officials say. They also
are bracing themselves for allegations that Washington is planning
biological warfare against these countries.

The costs of drug addiction are obvious: 14,218 drug-related deaths in
1995, and the price to society each year is $67 billion, according to the
Office of National Drug Control Policy. President Clinton has set a goal of a 50
percent decrease in drug addiction in 10 years, but advocates
of the new crop eradication technologies believe that goal is too modest.

   Telling it like it is

The New Australian
Clinton's Fascist vision for America
By James Henry
No. 104, 25- 31 January 1999
The state of American education being what it is, the vast majority of people
are totally incapable of recognising a fascist economic program, even when it
is used to slap them in the face. This is because they have not been taught
that fascism means state direction of the economy, cradle to grave 'social
security', complete control of education, government intervention in every
nook and cranny of the economy — and the belief that the individual belongs to
the state. This was Clinton's State of the Union vision, which is why those
chowder-heads that call themselves journalists loved it. People cannot grasp
that fascism is socialism because they have not been taught to distinguish
between form and substance. They do not realise that once the state controls
everyone's property that property now belongs to the state because control is
ownership, no matter who possesses the deeds. In this situation, might is
right.

Clinton's audacious plan to confiscate the earning of Americans so that
politicians like himself and Hillary (the couple that helped empty the Madison
Guaranty in Arkansas) can use them to gradually socialise the economy is a
typical statist tactic and one to be expected from the Clintons. This is no
exaggeration. Just reflect for a moment on his proposal to save social
security by investing taxpayers' money in the stock market. By controlling a
company's shares the state would come to own the company. It would not even
have to control a majority of the shares. It would then dictate where the
company would invest, in what it would invest and where it would invest. This
is precisely how Mussolini and Hitler ran their economies. The term for this
is central planning.

But America is different, or so the likes of Dan Rather and Gerald Rivero
would claim. But does anyone imagine for a moment that the likes of Bill and
Hillary would hesitate to use that power? Does anyone think that the huge
bureaucratic machinery it would give birth to would not us the power? Also
business funding for free-market publications, organisations, foundations and
think tanks would quickly dry up. Under his scheme investment would become a
function of the state, just as it was in the late Soviet Union. Politicians
and bureaucrats playing at being entrepreneurs with trillions of dollars. That
such policies have always resulted in the destruction of liberty, economic
collapses and mass poverty would not faze the Friends of Bill Club,
particularly if they figured they would get slice of the action. One only has
to think of what the Clintons did to Arkansas. No wonder Greenspan is still in
a state of shock.

That Clinton has only contempt for the mass of Americans was made clear by his
arrogant statement that "We [I love the Royal We] could give [the surpluses]
all back to you and hope you spend it right . . . But if you don't spend it
right" Social Security are shortfalls are "just 14 years away." Let us dissect
this statement. Clinton is literally telling Americans they are too dumb to
know how to spend their own money. (I guess his poll results gave him that
idea). Americans are losing nearly 50 per cent of their incomes to all levels
of government, with Washington grabbing 21 per cent, the highest in the
nation's history. And it's going to get worse. And what are the Clinton
Democrats' solutions? Massive government intervention combined with massive
increases in government spending. No wonder personal savings have collapsed.

How dare this lying hypocrite tell the American people they are too dumb to
save when his own profligate proposals would see trillions wasted on huge
government programs designed to buy a Senate acquittal and shore up the
support of the faithful. He claims Americans are irresponsible, yet his
programs would consume not only every penny of the surplus but would increase
federal spending by at least 20 percent, lead to another era of budget
deficits, large-scale government borrowings and massive tax increases. Now
politicians have a choice with surpluses: they can either spend them, which
then results in more deficits unless spending is cut, or they can return the
money to its rightful owners. Democrats have once again shown which kind they
are.

This is what Adam Smith had to say about Clinton's arrogant proposals:

"It is the highest impertinence and presumption . . . in Kings and ministers
to pretend to watch over the economy of private people . . . Let them look
well after their own expense, and they may safely trust private people with
theirs. If their own extravagance does not ruin the state, that of their
subjects never will."

"The statesman, who should attempt to direct private people in what manner
they ought to employ their capitals, would not only load

[CTRL] This is the dawning of the New Age New world Order I

1999-01-27 Thread Taylor, John (JH)

 -Caveat Lector-

From This is the dawning of the New age New world Order
DL Cuddy Phd

Chapter Six
Education, Literary Symbolism,and One-World Socialism

Because of their desire for harmony, Masons do not say sectarian
prayers to Jesus for example, because that would be "divisive." Perhaps this
would explain why Horace Mann, a Mason who became known as "the father of
American public education,"felt that our public schools should be free from
"sectarian religious' influences."Mann became secretary to the Massachusetts
State Board of Education in 1837 and established the first "normal" (public)
school. His concept of "universal
education" followed the European "Pestalozzi" schools, whose founder Johann
Heinrich Pestalozzi (1746-1827) was a strong believer in Rousseau's
permissive educational beliefs (as in the latter's book, Emile).

Rousseau was influenced by Johann Friedrich Herbart (1776-1841), who
was influenced by the Free-mason Fichte (promoted by the Illuminati).
Preceding Mann was Fanny Wright (Madame Francoise d'Arus-mont), who came to
the U.S. in 1824 with the Marquis de Lafayette and then joined Robert Dale
Owen in 1828 in an experiment in communism in New Harmony, Indiana. Wright
was the favorite pupil of Jeremy Bentham (founder of Utopian welfare state
utilitarianism) and developed a system she called,"National, Rational,
Republican Educatton, Free for All at the Expense of All, Conducted under
the Guardianship of the State" to be "apart from the contaminating influence
of parents." She, Owen, and Orestes Brownson formed the Workingmen's Party
in New York with the purpose of controlling political power in the state, so
that they could establish a system of schools to destroy Christianity. (Karl
Marx's first international was called the Workingmen's International
Association.)

Brownson later converted to Christianity, and in The Works of
Orestes Brownson, vol. 19, one reads: "The great object was to get rid of
Christianity, and to convert our churches into halls of science. The plan
was not to make open attacks upon religion, although we might belabor the
clergy and bring them into contempt where we could; but to establish a
system of state - we said national - schools, from which all religion was to
be excluded, in which nothing was to be taught but such knowledge as is
vertfiable by the senses, and to which all parents were to be compelled by
law to send their children. Our completeplan was to take the children from
their parents at the age of twelve or eighteen months, and to have them
nursed, fed, clothed, and trained in these schools at thepublic expense; but
at any rate, we were to have godless schools for all the children of the
country.

. . . The plan has been successfully pursued . . . and the whole action of
the country on the subject has taken the direction we sought to give it. . .
. One of the principal movers of the scheme had no mean share in organizing
the Smithsonian Institute. "

This sounds somewhat like the 1930s congressionaltestimony by Kenneth Goff,
who said that he had been trained by the communists in "psychopolitics,"
which would link religion with mental illness in order to discredit
religious beliefs.

It was Robert Dale Owen himself who, as a member of the U.S.
Congress (1843-1847), introduced a bill establishing the Smithsonian
Institute. After editing the New Harmony Gazette (name changed in 1829 to
Free Enquirer, similar to the name of a twentieth century American Humanist
Association periodical), Owen went to New York and founded the Association
for Protection of Industry and for Promotion of National Education. After he
left Congress, he wrote Hints onPublic Architecture (1849), and from
1853 to 1858 he was charge d'affaires in Italy (where the Masonic leader
Mazzini initiated Madame Blavatsky into the Carbonari in 1856).

Beginning in 1837 in the U.S., Freemason Horace Mann was pushing
non-sectarian education forward. In Paul Fisher's Behind the Lodge Door:
Church, State, and Freemasonry in America, one reads that Mann was an
en-thusiastic advocate of a philosophy which was "scientific, humanitarian,
ethical, and naturalistic, "and he believed in "character education without
'creeds, 'and in phrenology as a basis for 'scientific education. "'He held
that "natural religions tands . . . preeminent over revealed religion. .
. . "

Mann believed in "humanizing" schools, as did the German philosopher
Ludwig Andreas Feuerbach (1804-1872), who had studied under Hegel in Berlin
for two years in the 1820s. According to Ted Byfield in "Again the Educators
Have Used Our Children as Guinea Pigs," (Western Report, May 13, 1991),
Feuerbach "about one hundred ftfty years ago . . . propounded the
theory that
since the highest known entity is the human self then
self-actualization'should be the ultimate goal of educa-
tion" (forerunner of the humanistic "self-actualization" theory of Abraham

$10 billion for "anti-terrorism" plan

Clinton proposes huge police buildup

By Martin McLaughlin
26 January 1999

In a speech January 22 to the National Academy of Sciences, President
Clinton announced a $10 billion plan to strengthen the repressive powers of
the federal government, in the name of waging war against "terrorism."
Combined with $6.6 billion in new spending on anti-missile systems and a
$110 billion increase in the Pentagon budget over the next six years, the
Clinton administration will launch the biggest military-police buildup
since the heyday of Ronald Reagan.

In both the speech, and an interview given the previous day to the New York
Times, Clinton gave a picture of America in the twenty-first century
beleaguered by terrorists threatening to kill millions with biological,
chemical and nuclear weapons, or to disrupt the US economy through attacks
on its computer-based infrastructure.

"We must be ready," Clinton declared, "ready if our adversaries try to use
computers to disable power grids, banking, communications and
transportation networks, police, fire and health services--or military
assets ...

"We have to be ready for adversaries to launch attacks that could paralyze
utilities and services across entire regions. We must be ready if
adversaries seek to attack with weapons of mass destruction, as well. Armed
with these weapons, which can be compact and inexpensive, a small band of
terrorists could inflict tremendous harm."

Clinton boasted that he had tripled FBI anti-terrorist efforts since 1993,
and that last year the administration obtained from Congress a 39 percent
increase in spending for preparedness against chemical and biological
weapons. The new budget will more than double this effort to nearly $1.4
billion, including $683 million to train and equip emergency personnel in
major cities, $206 million to protect federal facilities and $381 million
for dealing with "nuclear emergencies."

Another $1.46 billion will be expended on measures to protect US computer
systems from external or internal attack, including the formation of a
"CyberCorps" of computer specialists working as an arm of the police and
military. While Clinton cited the threat of hackers invading Pentagon and
other critical computer systems, the creation of a specialized detachment
of military and police officers with computer expertise raises an obvious
threat to the present relatively unrestricted access to information on the
Internet.

The bulk of the anti-terrorism funds will be expended on a massive effort
to fortify American embassies around the world, in the wake of last year's
bombing of the Kenyan and Tanzanian embassies. The effect will be to
transform these facilities from diplomatic missions into essentially
military bunkers, outposts of the American military-intelligence complex in
every country of the world.

Clinton defended his decision to order missile strikes against the Sudan
and Afghanistan in the wake of the African embassy bombings, although the
Sudanese target was a pharmaceutical plant which produced the bulk of that
country's medicine and no connection has been demonstrated between either
target and the bombings. Future preemptive actions would be taken, he said:
"We are doing everything we can, in ways I can and in ways that I cannot
discuss We must be deliberate, and we must be aggressive."

Clinton told the Times that he was considering a proposal from the Pentagon
to restructure the military command through the appointment of a commander
in chief for the defense of the continental United States--a measure never
undertaken even in World War II or at any time during the Cold War. Such an
action would be the precursor to ending 130-year-old policy, under the
posse comitatus law, which bars the use of American military forces for
internal police purposes.

Just as significant as the measures themselves was the nearly hysterical
language in which Clinton presented the danger of terrorism. He claimed
that the threat of biological and chemical attack "keeps me awake at night
and bothers me." He described the prospect of such attacks as the greatest
threat to US national security in the twenty-first century, justifying a
vast mobilization of federal resources.

Introducing Clinton to his audience at the NAS, National Security Advisor
Sandy Berger noted the unprecedented scale of the administration's proposed
deployment against the supposed terrorist threat, including not only the
Pentagon, Justice Department and CIA, but the Department of Energy, the
Federal Emergency Management Agency, the Department of Transportation
(aviation security) and even the Department of Health and Human Services,
which will oversee some of the preparations against biological warfare.

Richard A. Clarke, recently appointed by Clinton to the new post of
national coordinator of counterterrorism and computer security programs,
warned of

What is happening in Yemen?

Relations with Britain continue to worsen

By Barbara Slaughter
27 January 1999

Relations between Britain and Yemen continue to deteriorate daily. On
January 25, Yemen made an official request for the extradition of Muslim
cleric, Abu Hamza al-Masri, amidst claims that Britain had a long record of
harbouring terrorist groups intent on destabilising the Yemeni government.
The official Yemeni news agency said a letter from President Saleh
addressed to Tony Blair "expresses the discontent of the Yemeni Government
with the terrorist activities led by the terrorist Abu Hamza al- Masri and
other people from British territory."

This follows a month-long dispute over who was to blame for the deaths of
three British and one Australian tourist in Yemen during an abortive rescue
attempt. An examination of the events of the past month reads like a Le
Carré novel. It raises more questions than answers over what has led to the
recent antagonisms.

On December 23 seven men were arrested, including three Britons of
Pakistani origin. The Yemeni government claimed they were carrying plans to
blow up a church, a hotel and the British consulate. They also say weapons,
bomb-making equipment and terrorist training videos were found. Those
arrested included Hamza-al-Masri's stepson and an Algerian who is engaged
to his sister. His 17-year-son is still on the run. The men and their
relatives have denied all charges. Confessions by three of those arrested
are said to have been extracted under torture and have been withdrawn.

Five days after the arrests, members of the Islamic Army kidnapped 16
Western tourists in Yemen. Within 24 hours, 200 government troops mounted
an attack on the kidnappers' hideout and three Britons and an Australian
were killed. This was severely criticised by the British authorities. In
response the Yemeni government stated that the Islamic Army was allied with
al-Masri and that Britain had prior knowledge of its plans. Britain denied
this and a team of four Scotland Yard detectives and ten FBI agents was
sent to Yemen to investigate the kidnapping. Within 24 hours the FBI
declared that Osama bin Laden, the Saudi exile accused by the US of
masterminding the twin bombing of US embassies in Kenya and Tanzania last
August, was responsible.

The trial of the kidnappers opened on January 13.

It is impossible at this point to verify the conflicting versions of events
presented by Yemen and Britain. No hard evidence has been produced to
indicate that the arrested men were engaged in terrorist activity, or to
back up the accusation of British collusion. Nevertheless, the tensions
underlying these charges have their foundation in the constant imperialist
interventions in the region. In this, moreover, Saudi Arabia has played a
key role.

Yemen incorporates the former British protectorate of Aden relinquished in
1967. With a population of 18 million, it is one of the world's poorest
countries. The present regime dates back to 1990, when the People's
Democratic Republic of South Yemen and the Yemen Arab Republic in the
North, unified into a single state--in an attempt to attract the inward
investment necessary to develop the oilfields on the border between the two
areas.

The old ruling parties in each region maintained their own armed forces,
security services and bureaucratic structures. In the 1993 elections the
General People's Congress, the party of the more populous North, ousted the
previously Moscow-dominated Yemeni Socialist Party.

Ever since, the country has been wracked by economic crisis. It was made to
pay a heavy price for its refusal to support the US in the gulf war. After
the war, Saudi Arabia expelled 800,000 Yemeni guest workers, severely
affecting the country's balance of payments, and the US slashed its aid by
85 percent. In 1994 the crisis sharpened, with a 12 percent decline in the
currency in one week. Conflicts between the leaderships of North and South
reached breaking point, leading to heavy fighting between rival army units
in April that year. Vice-president Ali Salim al-Bid, the former leader in
the South, announced the secession of a new Democratic Republic of Yemen
(DRY), but his forces were defeated. He escaped to Saudi Arabia, which had
supported him during the conflict.

The economic crisis has worsened with the collapse of world prices for oil.
The IMF, World Bank and European Union have approved loan and credit
packages, but have insisted on a programme of restructuring. Subsidies on
basic foodstuffs have been removed and prices of basic necessities like
petrol, wheat, flour and cooking oil have risen by more than 50 percent
since last June.

This has provoked widespread opposition to the ruling regime. Last summer
250 people were killed in clashes between armed tribesmen and government
forces.

Much of this opposition has fallen under the leadership of rival
fundamentalist

Ever think maybe it's a left-wing conspiracy of Rhodes scholars?
By Charley Reese

Published in The Orlando Sentinel, Jan 26 1999

You remember, of course, Hillary Clinton going on national television
and asserting that there was a right-wing conspiracy out to get her poor,
innocent husband. Well, suppose there is a left-wing conspiracy of
Rhodes scholars out to "get" Americans?

Oh, pshaw, you say. What kind of nonsense is that? Well, recall again
that Bill Clinton, at about the time of his first inauguration, mentioned that
a man who had great influence on him was Carroll Quigley, professor of
history at the Foreign Service School of Georgetown University. Quigley,
who died some years ago, was a certified liberal elitist, but he said
something quite intriguing in his excellent book Tragedy and Hope, a
1,348-page history of modern times.

On page 950, after mocking conservative theories of international
influence, Quigley wrote:

"There does exist, and has existed for a generation, an international
Anglophile network which operates, to some extent, in the way the
radical Right believes the Communists act. In fact, this network, which
we may identify as the Round Table Groups, has no aversion to
cooperating with the Communists, or any other groups, and frequently
does so. I know of the operations of this network because I have studied
it for twenty years and was permitted for two years, in the early 1960s,
to examine its papers and secret records.

"I have no aversion to it or to most of its aims," he wrote, "and have, for
much of my life, been close to it and to many of its instruments. I have
objected, both in the past and recently, to a few of its policies . . . but in
general my chief difference of opinion is that it wishes to remain
unknown, and I believe its role in history is significant enough to be
known."

The italics in the above quotes are mine. Poor Dr. Quigley didn't know,
when his book was published in 1965, just how much "it" wished to
remain unknown. The publisher, not long afterward, took the unusual
step of taking the book out of print and destroying the plates without
consulting Quigley. I verified this myself in a telephone interview with his
widow. She said he had been extremely upset when he learned of it. He
died not long afterward.

Betcha a beer you've never heard much about Round Table Groups
operating secretly in the United States to influence public policy.

All of this started, according to Quigley, with John Ruskin, professor at
Oxford, who developed this strange and frankly racist notion that the
English upper classes were possessors of a magnificent tradition but, in
order to save themselves, must uplift the downtrodden masses -- both
in England and around the world. Cecil Rhodes became one of Ruskin's
ardent disciples.

Rhodes was also, of course, a dirty, rotten imperialist who, with financial
support from Lord Rothschild and Alfred Beit, monopolized South
Africa's diamond mines as DeBeers Consolidated Mines and built up
Consolidated Gold Fields. Let Quigley take it from here:

"These purposes centered on his [Rhodes] desire to federate the
English-speaking peoples and to bring all the habitable portions of the
world under their control. For this purpose Rhodes left part of his great
fortune to found the Rhodes scholarships at Oxford to spread the
English ruling class tradition . . . as Ruskin had wanted."

Thus was born country-club liberalism and from these Round Table
Groups came the Council on Foreign Relations and what is called in
America "the Eastern Establishment." Shucks, folks, I think that this
tony, high-class conspiracy is a lot more interesting than those blue-
collar, right-wing conspiracies. I wonder if anybody has ever been called
a racist for speaking to the Council on Foreign Relations.

Run for your life, it's Queen Thong

by Mark Steyn

YESTERDAY I climbed into my steel reinforced underwear, staked out my
hotel lobby, and was rewarded with another glimpse of the temporarily
interned intern.
Monica is ample, but she's not Godzilla, she's not King Kong or even
Queen Thong. Yet grown senators are fleeing in terror: "Run for your
life!" cry terrified Republicans. "She's gonna talk about cigars in the
well of this august body."

"She's been interviewed 22 times," scream petrified Democrats. "She has
nothing new to add. Aarggh!"

Thump! Thump! Thump! Queen Thong's pounding down the Mall, she's
climbing up the Capitol dome, she's tossing Republican senators around
like matchsticks, she's snapping their spines and hurling them to the
ground . . . Oh, hang on. Republican senators don't have any spines.

In public, the Democrats' position is that Monica won't reveal anything
new; in private, they worry that, even if she reads out the phone book,
just her girly, giggly voice on the witness stand will emphasise what
the President did - he didn't just pleasure himself with her, he
manoeuvred her into legal jeopardy and conscripted her into his
obstruction of justice.

Of course, these offences pale beside Monica's: she threatens the
dignity of the Senate. So, as in 1950s sci-fi movies like Invasion of
the August Body Snatchers, a remote, close-knit community cowers before
the world's most terrifying unemployed 25-year-old airhead.

The US Senate, like everything else in Washington, has now taken on the
forlorn character of President Clinton's sex life: it's nervous about
reaching "completion".

Late on Monday, The World's Greatest Deliberative Body was solemnly
deliberating whether to move a Democrat motion to dismiss, a Republican
motion to dismiss the motion to dismiss, Senator Trent Lott's motion to
dismiss all debate on the motion to dismiss, Senator Russell Feingold's
motion to dismiss the motion to dismiss and split it into two motions to
dismiss twice, or - in a spirit of bipartisan compromise - a motion to
dismiss the motion to dismiss the motion to dismiss and instead split it
into two motions - one to convict the President and one not to dismiss
him.

I may have missed a couple: the Senate produces more motions than a
gallon of extra-strength Ease-O-Lax. But they are, in every sense, just
going through the motions. Yesterday, after the move to dismiss, they
moved to dat miss - Monica Lewinsky - and the vexed question of live
witnesses.

Bill McCollum made the case for the House impeachment managers: he's the
one who looks like Leslie Crowther, if you can imagine Leslie Crowther
cross-examining interns about who put whose Crackerjack pencil where.

Betty Currie was not on the list of potential witnesses, having been
vetoed by Republican senators who feared that the sight of House
prosecutors questioning a black woman would unnerve the American people.
Presumably, most of them have never seen a white Republican man talking
to an African-American woman.

The President must be kicking himself for not hitting on the black
interns: if Monica were a person of colour, those guilt-ridden Senate
honkies wouldn't dare call her. Meanwhile, as Monica waddles towards the
chamber, Democrats do their best to toss any old obstacle in her path.

Iowa's Senator Tom Harkin maintains that House Republicans should not
have interviewed her because the Constitution reserves "the sole right
of impeachment" to the Senate. The House managers have no right leaning
on witnesses when the Constitution reserves the sole right to lean on
witnesses to the President.

Other Democrats are disputing the expenses claims, demanding to know
what it cost taxpayers to put Monica up in this hotel. The Office of
Independent Counsel has said it only paid "the government rate" for the
room.

"Monica's staying in the Presidential Suite for $5,000 a night!" says
one Democrat. "She's staying in the Presidential Suite for $10,000 a
night!" roars another 10 minutes later. Who knows? Maybe 5,000 bucks is
"the government rate".

The hotel management tells me only that she was in "a secure suite".
"You mean," I ask, with a shudder, "I'm in an insecure suite?" Whether
or not the suite's insecure, I certainly am. I'm never going to get a
room upgrade until I get a subpoena from Ken Starr.

Feds Plan Y2K Spin Control
by Declan McCullagh
3:00 a.m. 26.Jan.99.PST

WASHINGTON -- Fears of Y2K panic have prompted the federal government to
begin quietly preparing a media strategy designed to assuage public
fears of blackouts or other potential infrastructure failures.
John Koskinen, assistant to President Clinton and chairman of the White
House's Y2K council, has entered into discussions with a
public-relations firm, Wired News has learned. The firm has recommended
conducting awareness surveys and honing a "stay-calm" message based on
the results.

The campaign is designed to thwart widespread hoarding and extreme
reactions to Y2K, including the possibility of bank runs and
stockpiling-sparked shortages.

Fifty percent of Americans plan to take extra cash out of the bank and
one-third say they'll stockpile food before the new millennium,
according to a recent Time Magazine and CNN poll.

Officials have suggested other strategies, such as asking broadcasters
to donate free air time and creating a media-advisory group that would
work hand in hand with the federal Y2K council to soothe anxious
Americans.

During a December closed-door meeting held by the council at Federal
Reserve Board headquarters, attendees bemoaned negative media coverage
and suggested staging "community cooperation" events to calm jitters and
spur positive press coverage, a participant said.

Jack Gribben, a spokesman for the council, stressed that no decisions
have been made. "Both communications and the issue of communicating with
customers and constituents were discussed."

He said that "we have had discussions" with at least one
public-relations company, but "there's nothing firm at this point."

At the council meeting, the Federal Communications Commission's Marsha
MacBride and the US Postal Service's Richard Weirich reportedly
suggested a federal project to monitor the public's reaction to Y2K. An
Agriculture Department representative complained that the agency's most
frequent telephone inquiry has become: "How many cans of food should I
stockpile for my family?"

Radical responses to Y2K have become a top concern among Washington
insiders such as Koskinen. Last year, he warned, "We need to avoid
creating panic and precipitous, counterproductive activity."

The head of the Senate's Year 2000 committee has echoed that sentiment.

"Even if the Y2K problem is solved, the panic side of it can end up
hurting us as badly," Senator Robert Bennett (R-Utah) said in December.

When an industry-advisory group met for the first time last Thursday,
members fretted over how to prevent public overreaction to Y2K. The
members of the group include incoming Securities Industry Association
chairman Roy Zuckerberg, United Airlines chairman Jerry Greenwald, North
American Electric Reliability Council chairman Erle Nye, and Scott
Anderson of the American Bankers Association.

Officials also are growing edgy about releasing sensitive information.
Last May, the National Security Agency classified a Defense Department
Y2K database as "highly sensitive," prompting the military to yank it
from the Internet.

In response to a Senate request, the General Accounting Office last fall
compiled reports on each industry's Y2K readiness, but has not yet
released the complete results to the public. Some agency Y2K officials
even worry that the bulky quarterly reports published by the White
House's Office of Management and Budget every four months contain too
much information.

Even though Koskinen said as recently as two weeks ago that "our
strategy is based on the premise that the public has great common sense
and will respond appropriately when they have the necessary
information," the Clinton administration and Congress have taken steps
to close meetings.

A bill that Clinton signed last fall was widely touted by the White
House and a bipartisan group of legislators as a way to limit
inappropriate Y2K liability. But a key provision bars the public from
attending meetings of the Y2K council and its subcommittees.

The Year 2000 Information and Readiness Disclosure Act says the federal
open-meeting act "shall not apply to the working groups established
under this section."

"There's a certain necessity, to a degree, in having private meetings.
We want to encourage people to be candid about their progress, and
opening the meetings up to the press and the public doesn't always
encourage candor," Gribben said.

The federal public-relations strategy is still evolving, and the cost of
a national advertising campaign may turn out to be prohibitive. But
Koskinen has already decided to spotlight success stories among federal
agencies.

At a press conference in December, for instance, Clinton hailed Social
Security's Y2K progress.

"The Social Security system is now 100

 Citing customer privacy concerns and
 potential burdens on small banks,
 Federal Deposit Insurance Corp.
Chairman Donna A. Tanoue wants the proposed
know-your-customer regulations to be scaled back.

"It's evident to me personally that we are going to have to do
something different than what was proposed," Ms. Tanoue
 said in an interview.

Meanwhile, the American Bankers Association plans to ask
regulators to kill the controversial know-your-customer plan
 outright.

India Warns Against U.S. Security Software
(01/14/99, 8:31 p.m. ET)
By Malcolm Maclachlan, TechWeb

Internet privacy advocates have said for
years that limits on encryption exports
could cripple the U.S. software industry,
and now the Indian government has agreed
with them.

In a statement that has gone mostly
unnoticed in the United States, the Indian
Defense Research and Development
Organization (DRDO) on Monday issued a
"red alert" warning against all U.S.-made
network-security software.

In a letter to the Central Vigilance
Commission (CVC), an Indian intelligence
agency, the DRDO cited the limits the U.S.
government places on encryption exports as
the reason for the alert. The U.S.
National Security Agency limits most
exported products to relatively weak
64-bit encryption.

[...]

The head of the CVC indicated that he
might soon make it mandatory for all
Indian financial institutions to buy only
security software developed in India. In
its announcement, the DRDO said it was
working on a prototype security protocol
for India, due out within three months.

Hi all,

As far as I know at this stage, Hawass has claimed this to be perhaps a
'symbolic' Tomb of Osiris. This discovery has been news for a
while...it was originally found about 1934 by Selim Hassan. Just
recently they started excavating again, I have heard some mention that
Dr Mark Lehner actually used to go swimming in this water because it is
extremely clear.

They found some relatively young tombs, but down deeper they found this
place. There has been a fair amount of coverage of it, at the National
Geographic conference in December Hawass described it as perhaps being a
'symbolic' Tomb of Osiris, which may have caused confusion. Ummm,
where's that link

http://www.thenoiseroom.com/giza.htm

This has a good objective description of what's going on, as well as a
link to a really good site describing this area of the plateau.

But, there is definitely something weird up. Whether it's just for the
tourist dollar, or there is some sort of cover-up...Zahi Hawass is doing
some genuinely weird things. After disavowing that the 'Queen's
Chamber' shaft had a secret chamber, he is now saying that they will
open it in a special event at the turn of the millenium. Also on the
millenium, Hawass says they will place a temporary golden cap on the top
of the Great Pyramidfulfilling the Masonic story (also seen on the
US dollar bill) that when the gold cap is put back on the GP, a new
order of ages will be established. And now, he is mentioning a
'symbolic' tomb of Osirisnot the real thing, but just enough to make
you wonder.

When are all of you people going to wake up and realize that Zahi Hawass is
a TOOL ? Plain and simple. It's quite obvious that they either have
discovered something interesting or are on the verge of it, and he's
covering it up. I mean, come on ! He still tries to sell the ridiculous

The 'Water Shaft' on the Giza Plateau - The Facts
Updated : 19th January 1999

Dear Readers,
Over the past year there has been much speculation and rumour concerning
the so-called "water shaft" under the causeway which connects Khafre’s
(Chephren’s) Pyramid to the Valley Temple. Allegations and claims of
tunnels leading to the Sphinx, the Pyramids and even an underground city
have been all been voiced over the Internet.

Both my co-author, Ian Lawton, and I wish to dispel those rumours and
present the facts as known to us.

In April 98 Ian and I joined forces to research and write a book
covering the history of exploration at Giza to the present day. Our aim,
in focusing on Giza, is to document the explorations, the discoveries,
the theories, the hunt for secret chambers and the politics connected
with the Giza Plateau and its immediate environs.

In October 1998 whilst on a research mission in Egypt we were presented
with an ‘opportunity’ to access all three levels of the "water shaft".
Driven by the desire to explore the underground chambers, check the
rumours and see it for ourselves, we took up this ‘opportunity’ and
viewed it firsthand.

Before preceding with a brief description, we would like to point out
that another researcher and writer, Nigel Skinner-Simpson, has done much
to bring this shaft to the world’s attention. His objective and factual
reporting is to be commended and can be viewed at "The Shaft, The Subway
and The Causeway"

Upon climbing down 20 or so feet to the first level chamber of the
"water shaft" one proceeds north to a set of two ladders that drop down
some 45+ feet. There is nothing worthy of note at this upper level.

Climbing down to the second level and turning round to view this
chamber, which is oriented north - south, one sees seven rock cut
sub-chambers: 3 on the right, 3 on the left and one at the far northern
end. Most are empty except for one sub- chamber on the left and another
on the right. Within these two sub-chambers lie granite sarcophagi, with lids
slid to one side and empty save for some rubbish. These most probably date to
the 26th Dynasty.

Over to one’s right, on the eastern side, is another vertical shaft
proceeding down to the third level, perhaps some 25 feet below the
second level. Reaching the bottom of the ladder and facing the shaft
wall, one turns around to see a most unusual rock-cut chamber some 100+
feet below ground level. This third chamber or level is orientated east
- west.

Within the centre of this, is a sarcophagus set in a rectangular
depression in the ground, covered by a shallow level of natural water.
Surrounding the coffer is a raised level of rock/soil that forms a
rectangle around the depression, some 2-3 feet wide. On the outside of
this is an outer channel filled with water, itself surrounded by the
chamber walls.

In the north-western corner of the chamber wall is a channel that
diminishes in size, and could have once been a natural water inlet. In
any case it becomes far too small to form a secret passageway to the
pyramids. All levels in the "water shaft" are unadorned and without
hieroglyphs. Although this is an unusual and perhaps unique chamber,
there are no secret passageways heading
towards the Pyramids, Sphinx or underground cities.

As to the history of the "water shaft", during the 1930’s the eminent
archaeologist Dr. Selim Hassan excavated and explored down to the second
level and he attempted to hand-pump the water from the third level but
without success. On 4 March 1935 The Daily Telegraph published a column
on the discovery of this shaft by Dr. Hassan. Sub-headed "Colonnaded
Hall in Rock", this article, as now, fuelled much speculation. But the
simple fact of the mater is that Hassan observed the third level through
the water without
exploration. There is still evidence to suggest that it once had two, if
not four, rock-cut pillars rising at the corners of the raised surround
to meet the roof of the chamber, although only rough protrusions on the
ceiling and surround still exist now to support this view.

Throughout the intervening years the third level of this shaft was known
about but left unexplored due to the high level of the water table. By
the time of the Schor Foundation/Boris Said expedition of 96/97, the
water level in the shaft had dropped significantly. Said and Dobecki, a
seismologist, entered the third level and discovered a sarcophagus lid
partially buried in detritus. Conducting GPR surveys over the lid they
deduced that a possible anomaly/void/tunnel may exist, traversing on an
east-west access. We believe,
having seen the chamber post-excavation, that this anomaly was caused by
not only the hollow of the coffer lid and the hollow coffer itself, but
also the depression the coffer was set in. We are of course open-minded

The Latest From Giza
Updated : 29th November 1998

Whilst on the Stars and Signs Tour we were able to find out first hand
all of the latest goings on. Here therefore is the information we
discovered.

As most people are probably aware the Great Pyramid at Giza is still
closed to the general public. We were able to enter with special
permission one evening and could see exactly what work has been going on
since March.

The Grand Gallery was still being cleaned when we entered and the
ladders and cleaning materials were more than evident. We can also
confirm that new electrical cables have been installed for upgraded
lighting systems within the pyramid. These steel wire armoured cables do
indeed run up into small access ways - photographs of which can be seen
on many other websites depicted as power sources for new secret
excavations. These cables are however to power the upgraded lighting
system, ventilation system (which has been viscously installed into one
of the star shafts) and the Closed Circuit Television system which is
present in both the King’s and Queen’s Chambers.

In the King’s Chamber it was noted by Michael Baigent (author of The
Exilier and The Stone and Ancient Traces) that the part of the ‘lid’ of
the ‘sarcophagus’ is no longer present.

It should also be noted that we had full run of the pyramid and could
not find any evidence of ‘secret excavations’.

We were lucky enough to have a special lecture followed by a question
and answer session with Dr Zahi Hawass. At this lecture he confirmed
that the ‘door’ in the star shaft would be opened in a live
international broadcast on New Years Eve / Day 1999/2000. He also
confirmed that the pyramid would indeed receive a golden capstone (he
refused to call it a benben) on New Years Eve and that Jean Michel Jarre
would indeed play a concert for the millennium.

Dr Hawass also stated that they intend to remove all camel and horse
riders / traders from the Giza plateau in the near future. He also
restated his commitment to close the pyramids in rotation to enable
continued restoration. He also pointed out that it was his desire to
close the monuments permanently and enable visitors to ‘virtually’ enter
them with the aid of IMAX films.

Robert Bauval, Graham Hancock and John Anthony West were involved in a
fairly lengthy and at times heated (although still with the new found
respect and friendliness) debate with Dr Hawass for a special
documentary for South African Television along with another for Americas
Fox Network.

Unfortunately Bauval and Hancock were unable to dive off of the harbour
at Alexandria to see the newly discovered finds due to bad weather and
illness of the dive leader. This is being rescheduled for a later date.

On a more general note, now is an ideal time to visit Egypt as the
number of tourists is greatly reduced after the trouble earlier in the
year. Although security is tight it is reassuring rather than
oppressive.

Finally from the eyes of us here, virgin visitors to Egypt, we cannot
recommend enough a trip to this fabulous country. By reading this you
are showing a genuine interest in the place and its fascinating history.
Its splendours cannot be imagined by viewing them on a monitor or in a
book, the only way to learn and discover is to visit.

The Noise Room would like to thank Robert Bauval and all at Quest Travel
(Mohammed Nazmy, Medhat, Bassam El Shamma and Imil) for this incredible
opportunity and for looking after us so well.

A Position Statement From Graham Hancock On The Antiquity And Meaning Of
The Giza Monuments
Updated : 29th November 1998

22 July 1998

I am the author of "Fingerprints of the Gods" and the co-author (with
Robert Bauval) of "Keeper of Genesis" (entitled "The Message of the
Sphinx" in the United States).

Before continuing I advise all who are interested in this position
statement to read first the critique of my work posted by Martin Stower
on his website
(http://www.dcs.shef.ac.uk/~martins/Pyramid/kogenesis.html). Please also
refer to John Anthony West's open letter to Martin Stower posted on
Egyptnews.

(1) Re the 'quarry mark' hieroglyphs in the relieving chambers above the
King's Chamber in the Great Pyramid, I have rightly been taken to task
for uncritically supporting Zecharia Sitchin's forgery theory. I
reported this theory in Fingerprints (published 1995) and in
Keeper/Message (published 1996).

(2) As an author and researcher I hope that my work will always be 'in
progress' and never finished or set in stone. When I come across new
evidence that casts doubt on theories that I previously endorsed I am
ready to change my views and admit to past mistakes.

(3) As John West kindly reported in his open letter to Stower I have
changed my views on the validity of the forgery theory. The relieving
chambers are strictly off limits to the public and are extremely
difficult to gain access to. I had been unable to obtain permission to
visit them prior to the publication of Keeper/Message in 1996. However,
in December 1997, Dr Zahi Hawass allowed me to spend an entire day
exploring these chambers. There were no restrictions on where I looked
and I had ample time to examine the hieroglyphs closely, under powerful
lights. Cracks in some of the joints reveal hieroglyphs set far back
into the masonry. No 'forger' could possibly have reached in there after
the blocks had been set in place - blocks, I should add, that weigh tens
of tons each and that are immovably interlinked with one another. The
only reasonable conclusion is the one which orthodox Egyptologists have
already long held - namely that the hieroglyphs are genuine Old Kingdom
graffiti and that they were daubed on the blocks before construction
began.

(4) I have stated my view on this matter several times in public
lectures during and indeed before 1998. In my September 1998 book
"Heaven's Mirror" (with photographer Santha Faiia), and in the
accompanying television series "Quest for the Lost Civilization", I
likewise make absolutely clear my full acceptance that the Great Pyramid
(or at any rate most of it) was built during the Fourth Dynasty.

(5) This is not a sudden conversion. Although I was still open to the
erroneous forgery theory while Keeper/Message was being written, I was
also very much open to the orthodox theory that the Giza pyramids were
Fourth Dynasty work - irrespective of the provenance of the quarry
marks. The central thesis of Keeper/Message -- that the Giza monuments
were built to commemorate the sky of 10,500 BC -- does not require us to
conclude that all the monuments were necessarily built in that epoch. On
the contrary I wrote in Keeper/Message that "the Great Pyramid must have
some extremely strong connection with the epoch of 2500 BC - the
approximate date at which all orthodox Egyptologists and archaeologists
in fact believe it to have been built." Earlier, in Fingerprints of the
Gods, I suggested that the ground-plan of the Giza monuments might have
been devised in 10,500 BC but that the monuments themselves could have
been built over an 8000-year period (from 10,500 BC down to 2500 BC). I
pointed out that the Great Pyramid's famous star shafts unequivocally
link the monument to the epoch of 2500 BC and that the construction
levels through which the shafts run might be explained as "the later
work of the same long-lived cult that laid out the Giza ground-plan in
10,450 BC.'

(6) Robert Bauval and I have jointly evolved a tentative 'theory of
Giza' over the past five years of our work together. Briefly this theory
-- which we offer as a serious alternative to the orthodox 'tombs and
tombs only' hypothesis -- is that the three great pyramids of Giza, and
the Great Sphinx, form a symbolic architectural model of some of the
principal stars of the Duat sky-region (through which the Pharaohs
believed that their souls would travel after death) as that sky-region
appeared at dawn on the spring equinox in the epoch of 10,500 BC. Citing
the geological findings of John Anthony West and Robert Schoch, we have
argued, and continue to maintain, that the Great Sphinx and its
associated megalithic structures may actually have been built in that di
stant epoch. We have also argued, and continue to maintain, that the
three great pyramids in general are likely to be

A Position Statement By Robert Bauval Regarding The So-Called 'Wider
Plan' Of The Star-Pyramid Correlation Theory
Updated : 4th August 1998

24 JULY 1998

I am the author of THE ORION MYSTERY (co-authored with Adrian Gilbert)
and the author of KEEPER OF GENESIS (co-authored with Graham Hancock).
Some critical questions have recently been raised in connection with the
so-called "wider plan" of the Orion-Pyramids correlation theory
presented in the above mentioned books for which I would like to
formally and publicly state my present position on this matter.

The core of the Orion-Pyramids correlation theory, which I started to
develop in 1983, was based on the pattern of the three stars forming the
Belt Of Orion, namely Al Nitak , Alnilam and Mintaka (Zeta, Epsilon and
Delta Orionis). This theory was presented during 1983 to 1986 to various
eminent Egyptologists and other academics, including Dr. I.E.S. Edwards,
Dr. T.G.H. James, Dr. Jaromir Malek, Dr. Cathleen Keller and others. It
was subsequently submitted to Dr. Alessandra Nibbi, editor of the Oxford
journal 'Discussion In Egyptology' in 1988 and published in Vol. 13,
1989, pp. 7-18 under the title "A Master Plan For The Three Pyramids Of
Giza Based On the Configuration Of The Three Stars Of The Belt Of
Orion". In this article I conclude that "A Master Plan with intent to
correlate the great pyramids of Giza with the pattern of the Belt of
Orion appears very likely indeed. A question which must follow is: does
this master plan include a wider correlation between the geomorphic of
the sky landscape about Orion (three belt stars) and the landscape about
the Giza necropolis ? Raising this question is justified, for the
Pyramid Texts indeed confront us with complete celestial topography onto
which actual terrestrial natural and man-made features are imagined to
exist."

In the same article I bring to attention that "it is worth noting,
therefore, that the relative position of the Belt of Orion to the Milky
Way also correlates to the relative position of the Giza pyramids to the
Nile." The DE vol.13 article does not mention other pyramids or other
natural features in the so-called 'wider' plan hypothesis other than the
Nile River adjacent to the Giza region.

Much later, in 1994, in my book THE ORION MYSTERY (first by published by
William Heinemann in February 1994 ) I suggested that the pyramid of
Zawyat Al Aryan and the pyramid of Abu Ruwash were reprenting stars in
the constellation of Orion, namely Bellatrix and Saiph, and that the two
pyramids of Dahshur correlated to two stars in the Taurus-Hyades
constellation, namely Aldebaran and Epsilon Tauri. These supplementary
correlation to the core theory of Giza Pyramids/Orion's Belt theory
became known as the 'wider plan' when Prof. Vivian Davies, curator of
the Egyptian Antiquities Department at the British Museum coined the
phrase on the BBC2 Everyman Special documentary 'The Great Pyramid:
Gateway To The Stars' (based on The Orion Mystery). Prof. Davies, too,
stated that he did not agree with this 'wider plan' because he had great
difficulty in considering the possibility that the ancient Egyptians
could mark the position of stars on the ground over distances of several
kilometres. This was a fair and reasonable comment which was also
reiterated by Dr. Jaromir Malek, Director of the Griffith Institute at
the Ashmolean Museum in his review of The Orion Mystery (see DE vol. 30,
1994, pp. 101-114).

It must be pointed out that the 'wider plan' hypothesis does not in any
way alter the core element of the Orion-pyramid correlation theory
presented in DE 13, 1989, namely that the three large Pyramids of Giza
and their relative position to the meridian axis of the Nile correlate
with the three stars of Orion's belt and their relative position to the
meridian axis of the Milky Way. This Giza/Orion's belt correlation is
strongly buttressed by the various passages in the Pyramid Texts (viz.
PT 802, 820 etc..) and, of course, the alignment of the southern shaft
of the King's Chamber in the Cheops pyramid with Orion's belt (precessed
to the epoch c.2500 BC).

There is much doubt among Egyptologists, even today, as to whether the
'unfinished' pyramid of Zawyat Al Aryan belonged to the IV Dynasty or to
the III Dynasty. The 'pyramid' itself, as seen today, is but a large
underground infrastructure cut into the natural rock and leaves much
doubt over its originally intended dimensions or, indeed, whether the
project was 'abandoned' before beginning the superstructure with
quarried limestone blocks. As for the Abu Ruwash pyramid, most
Egyptologists seem to agree that it belonged to the IV Dynasty king,
Djedefre (a son of Cheops), although very little remains of the
superstructure of this pyramid, and it,

An Official Statement Regarding Operation Hermes By Graham Hancock,
Robert Bauval, Colin Wilson, Andrew Collins, Christopher Knight, Robert
Lomas, Simon Cox And Alan Alford.
Updated : 4th August 1998

Dear readers, friends and colleagues around the world,

As many of you may be aware, there has been a great deal of controversy
and confusion surrounding the publication of the book 'Hall Of The Gods'
(the "Book") by William Heinemann of Random House, UK (the
"Publishers").

The Book, written by Mr. Nigel Appleby, was published on the 2nd June
1998 and withdrawn for sales as from the 5th June 1998 by the
Publishers. This was on account of complaints from several published
authors (12 to this date). See articles in The Observer of 14 June 1998,
the Daily Mail 15 June 1998 and the Daily Telegraph 20 June 1998.

Nigel Appleby is also the Chairman of the newly created HERMES
FOUNDATION INTERNATION and a director of the HERMES OPERATION Ltd. (the
"Company"), the latter a company registered in November 1997 at Company
House in the UK.

The principal activities of Hermes Operation Ltd. was declared on the
Hermes Operation Website The first announced activity was to be an
expedition in Egypt to survey a region next to the city of Cairo in
Egypt in where Mr. Appleby believed the legendary 'Hall Of Records' of a
lost civilisation was located (see also the Daily Telegraph of 30 May
1998 and the Daily Mirror of 15 June 1998). To this effect, Hermes
Foundation International (HFI) solicited funds, donations and
sponsorships from private individuals and companies around the world.
HFI also recruited fee-paying members from the general public.

According to Mr. Appleby the 18-strong team of Hermes Operation Ltd. was
scheduled to fly to Cairo on the 27 June 1998 (see H.O. Website, and
also the Sunday Mirror of 14 June 1998).

Due to lack of official permits from the Supreme Council Of Antiquities
in Egypt (see Documents 4 5 here attached. Also see Egypt's newspapers
Al Ahram 15 June 1998; Al Goumhoria 15 June1998 and Akhbar Al Yom 15
June 1998), the Hermes Operation Ltd.'s 'expedition' to Cairo was
aborted in late June 1998.

In respect of the above, the authors and researchers (the "Authors")
GRAHAM HANCOCK, ROBERT G. BAUVAL, COLIN WILSON, ANDREW COLLINS, ROBERT
LOMAS, CHRISTOPHER KNIGHT, SIMON COX AND ALAN ALFORD, wish to make the
following official statement and declaration to their readers, friends
and colleagues around the world regarding HERMES FOUNDATION
INTERNATIONAL and its affiliated company OPERATION HERMES LTD., its
directors, partners, associates and sponsors.

1) Attention was first brought to the Authors re: Mr. Appleby and Hermes
Foundation International Hermes Operation Ltd. through an article in
the Sunday Times of 12 August 1997 written by reporter Cherry Norton and
entitled "Raiders Of The Lost Archives 'Find Pharaohs' Records' ( for a
full text of the ST article see Document 1 here attached).

2) In view of the very controversial nature of this Sunday Times
artcles, Graham Hancock and Robert Bauval asked Simon Cox, a researcher
and author of Egyptological subjects, to make contact with Mr. Appleby
to ask him more about his forthcoming expedition to Egypt to find the
'Hall Of Records', as advertised in the Sunday Times article by Cherry
Norton (see Document 1 here attached).

3) We, the Authors, namely Graham Hancock, Robert G. Bauval, Colin
wilson, Christopher Knight, Robert Lomas, Andrew Collins, Simon Cox and
alan alford hereby confirm that we have absolutely no affiliation
orbusiness involvement --nor intend to have in the future-- with the
Hermes Foundation International, Hermes Operation Ltd. and/or its
associates, partners, directors or sponsors.

4) In view of the mounting controversy of this matter in the Internet
rumour mill and in the media, we feel that it is important to keep the

Re: [CTRL] Fungus Eyed As Drug Crop Killer

1999-01-27 Thread L. Shipton

 -Caveat Lector-

Some one had this on here recently and I will attempt to find it. Marijuana
is related to some major agricultural plants that we use for food.

On the side - check out Acidophilus - it is a bacteria that if you
do not have you will DIE! If we pasteurize, irradiate, and use antibiotics
in all our food then there will be no enzymes or anything to help you digest
that food. Nothing to help kick start you gut after your next antibiotic
shot. That shot can kill you at that time. Pesticided, Irradiated, or
antibioticly cell dead - fruit and vegetables, meat, and biologically dead
earth from herbicides, pesticides, etc. This is a whole lot closer than we
realize. There have to be some people because of their junk diets that are
already walking dead and it will not take much to tip their scales or to at
least tip them into cancer. Biological agents from another country? No
way - whole scale genocide at home. They are trying to say this is the will
of the people and anyone large enough that has cued in Banks etc. Have been
told that there will still be some alive. They need to re-write history for
this to happen and if there are too many people will that be allowed to
happen? No one will be reproductively viable - if you want a child you will
have to pay to have one cloned, if they allow that.

All they will need is a few brains in bottles that are hooked up to
holograms so that those personalities do not realized that everything has
been taken. They want to say that it is the will of the people that the
people think that there are too many of them. What would the leaders say -
well they agreed - they just did not realize that they would have to go too
for this to happen.

I say that if there is any other Galactic Cultures would they want us out
there if we can not even take care of our own playpen EARTH and the
planets around it?

On that basis do you think that Bush and Clinton and the rest see any future
for them out in the stars? They and their kind would not be wanted so they
are going to control the Earth right here and keep us here or else try to
re-write history and hide behind everyone else again. They thought that
they could rule in the open and realize that they can not - if they ever
want us to be allowed out of our area of the Solar System.

Will add this to the new essay as soon as I catch up on my work. Ah, I am
watching my food and trying to not need a shot...

syndrome. It was later diagnosed as monosodium glutamate (MSG) related
seizures following a comparison with a similarly related case wherein
withdrawal from monosodium glutamate intake resulted to resumption of
normal
functions. A component of MSG known as aspartame acting as proconvulsant
was
believed to be the etiologic factor. Control of dietary MSG is the
effective
prevention of a more drastic intervention.

Glutamate is a naturally occurring nonessential amino acid that serves as
 one
of the body's excitatory neurotransmitters (1). It occurs in food as either
 a
free amino acid or bound as a constituent in proteins. Although foods high
 in
protein (eg, meat and dairy products) may have fairly high levels of bound
glutamate, free glutamate in foods is thought to be more closely associated
with adverse effects (1). Monosodium glutamate (MSG), which is used
extensively as a flavor enhancer, can be a major source of free glutamate
(2)
 .

A US Food and Drug Administration (FDA) panel has declared MSG safe,
stating
that MSG poses little health risk (3). However, Daniel Raitin, PhD, who
prepared the MSG report for the FDA stated, "Individual sensitivity to food
 is
just beginning to be explored and there is no reason to believe people
exquisitely sensitive to MSG are not out there" (4). In a report prepared
by
the Life Sciences Research Office, Federation of American Societies for
Experimental Biology (1), the ad hoc expert panel acknowledged that
preexisting conditions (eg, genetic predisposition, endogenous anomalies in
glutamate metabolism, impaired vitamin B-6 metabolism or deficiency) might
predispose persons to reactions from MSG. They concluded that it appeared
 that
oral ingestion of MSG had the potential to provoke a response in some
 persons
with severe unstable asthma. In addition, the panel validated some of the
 work
by Olney (5) that implicates MSG in the formation of lesions in certain
regions of the brain that are not protected by the blood-brain barrier. The
Institute of Food Technologists has also declared MSG to be safe for human
consumption (6). Any concern that is mentioned appears to apply only to a
small number of adult subjects who consumed large amounts of MSG. Very
 little
information is available on the effects of MSG in sensitivity-heightened
children. The following case study illustrates these effects and the unique
process that was taken by a mother and health professionals to deal with
the
  situation.

  CASE STUDY

In the fall of 1991, the mother of D.S., a 2.5-year-old boy, noticed that
 her
normally healthy son was experiencing "head dropping" incidents. She later
recalled that D.S.'s head would drop suddenly, as if he had sneezed but
without the exhalation of air. Although D.S. did not seem to be affected by
the episodes, his mother noted that he began stuttering and having
 unexplained
tantrums. By the end of February 1992, the head-dropping episodes were
occurring almost every night and with greater intensity. D.S. was brought
to
 a
pediatrician after head-dropping episodes two nights in a row in which he
 hit
his head on a cup hard enough to leave a mark on his forehead. He was
 examined
on March 3, 1992, but because he seemed so healthy, the pediatrician
delayed
obtaining an electro-encephalogram (EEG) or blood samples.

On the evening of March 5, 1992, D.S. experienced 10 to 12 seizures that
appeared to come in waves. His mother reported that D.S. had an initial
seizure that seemed to involve more than just his head and seemed to be
triggered by eating. That seizure was followed by 2 or 3 more seizures
 within
5 minutes. An emergency EEG was performed the next day and shortly after, a
computerized axial tomography scan and spinal tap were done.

According to the neurologist, D.S.'s EEG had the generalized spike and slow
wave pattern that is characteristic of Lennox-Gastaut syndrome. Lennox-
 Gastaut
syndrome is a rare form of epilepsy (about 1% of childhood epilepsies)
characterized by multiple seizure types that cannot be controlled with
currently available antiseizure medications (7,8). Most children with this
  form of epilepsy develop

Iraqi paper: Kuwait, Saudi Arabia are to pay dear price for US-British
strikes
Iraq, Politics, 1/27/99

The Iraqi daily al-Joumhureyah (Iraqi newspapers reflect official
positions) said on Tuesday that Kuwait and Saudi Arabia will pay a heavy
price for the raids launched by the US and British planes on Iraq.

The paper asserted that Iraq will continue real confrontations by all
available means against the no-fly zone imposed by "brutal force" in
northern and southern Iraq. The paper warned both Kuwait and Saudi Arabia
that Iraq's anger will eliminate "the rotten heads," sooner or later.

The Iraqi daily called upon Arab peoples saying: "Sons of Arabism and
Islam; you have to revenge your dignity, holy shrines, security, interests
and sublime values."

Iraqi parliament criticizes Kuwait and Saudi Arabia
Iraq, Politics, 1/27/99

The Iraqi National Council (Parliament) on Tuesday called upon the Iraqi
government to withdraw recognition of Iraq's border with Kuwait, in
reaction to the raids carried out by the US and British troops on Iraq.

In an emergency session it held on Tuesday morning, the council called for
abrogating the decision taken by the Iraqi government in 1994 recognizing
the borders between Iraq and Kuwait as set by the UN in 1993.

Other Iraqi National Council members denounced the military facilities
provided by Saudi Arabia and Kuwait for US and British warplanes which are
carrying sorties in the no-fly zone area in southern Iraq.

Other Iraqi parliamentarians called upon the Iraqi government to freeze UN
resolutions relating to eliminating the Iraqi weapons. More
parliamentarians accused Saudi Arabia, and Kuwait of taking part in the
British air raids in Iraq and called for "setting up an Arab court to try
them."

+ + + + +
This is not unexpected. With the history of the Arabian states being
one that has relied on Western resources to prop up what can be termed as
"illegitimate" governments (in the sense the governments are not
necessarily representative of the people)(rather exist to serve the needs
and desires of the rulers), a lot depends on how well the existing
governments can contain their own populations. AER

BAGHDAD, Iraq (AP) - Iraq's parliament today urged the people of Saudi
Arabia and Kuwait to overthrow their rulers for supporting last month's
U.S.-British airstrikes on Iraq.

A statement issued at the end of a two-day session of the 250-member house
called the two countries ``lackeys of the United States and Britain.''

Lawmakers in Iraq generally echo the official thinking, and parliamentary
debates are seen as an outlet for government opinion. Today's parliamentary
statement will be sent to President Saddam Hussein for ratification.

The statement said Iraq has given up hopes of support from Arab governments
after their foreign ministers, who met in Cairo on Sunday, failed to
denounce the Dec. 16-19 bombing campaign.

Iraq will now focus on ``Arab masses who stood against the December
aggression and shook thrones and chairs'' across the Arab world.

Pro-Iraq demonstrations swept the streets in many Arab capitals during the
bombing, which followed Iraq's refusal to cooperate with a U.N. commission
overseeing the dismantling of its weapons of mass destruction.

Until the commission certifies that Iraq is free of such weapons, the U.N.
Security Council refuses to lift trade sanctions imposed in wake of Iraq's
1990 invasion of Kuwait, which led to the 1991 Gulf War.

Iraq's parliament also asked the government to formally demand compensation
from Saudi Arabia and Kuwait for aiding the United States and Britain in
their attacks on Iraq since 1991.

It said the ``Arab masses are called upon to stage a revolution against
these agent regimes.''

Saddam made a similar call for overthrowing pro-American Arab governments
early this month.

Some of the 30 lawmakers who gave speeches also demanded that the
government withdraw its recognition of Kuwait and stop all forms of
cooperation with the United Nations.

``Kuwaiti and Saudi rulers are traitors and we have to topple them,'' said
one lawmaker, Fadhil Saleh.

Another, Sadeeq Muhammad, said ``we have to urge Arab masses to hit the
Saudi and Kuwaiti regimes with everything at their disposal.''

Only one member counseled caution, urging his colleagues to ``try to be
more sensible and practical'' in their approach.

Youssef Hamdan, a former communist, told the parliament to stop thinking
``of rescinding the recognition of Kuwait'' and to put a halt to the jabs
at Saudi Arabia and Kuwait.

``There is no need for this smear campaign,'' he said and warned that
failing to abide by international obligations may throw Iraq ``into another
war of grave consequences.''

[CTRL] Sharpening Up Surveillance

1999-01-27 Thread Steve Wingate

 -Caveat Lector-

 Sharpening Up Surveillance
 by Heidi Kriz

11:55 a.m. 27.Jan.99.PST -- New federally funded software promises to
double the quality of fuzzy video surveillance camera footage, gratifying
crime fighters but raising concerns among privacy watchdogs.

Developed at Oak Ridge National Laboratory in Tennessee, the Video
Imaging Tool for Aiding Law Enforcement, or VITALE, samples multiple
frames of surveillance footage, compiles information on the subject from
different views, and then fuses the data together to sharpen the image.

"A lot of law enforcement agencies come to us for technology they don't
have," said Oak Ridge National Laboratory spokesman Ron Walli. "We
believe this new technology will make a significant difference in solving
crimes that would perhaps otherwise remain unsolved."

Researcher Ken Tobin and his team developed algorithms to cut back on
the visual "noise" of video, clearing up the fuzzy, snowy stick-up footage
familiar to consumers of "reality" police television programming.

The technology has already helped put one killer behind bars. In July 1995,
police in Chattanooga, Tennessee, were stymied by grainy footage that
showed the killing of a convenience-store clerk during a robbery. The
police sent the tape to Oak Ridge where, using a prototype version of
VITALE, researchers clarified the image. A suspect was subsequently
arrested and convicted.

The Oak Ridge software package is not in commercial release yet, but law
enforcement officials hope to be using a beta version by the end of the
summer. Beyond law enforcement, the technology has medical-imaging
and satellite-technology applications as well, Farrell said.

But Barry Steinhardt, associate director of the ACLU, suggested that the
technology is not likely to stop there.

"What happens if other government agencies get hold of these videotapes,
and use the images and information recorded not of criminals, but innocent
private citizens?" Steinhardt asked.

"It's part of a rush of technology that is making surveillance more and more
commonplace and affordable," Steinhardt said. "We are going to have to
resign ourselves to either all be living in glass houses, or we need to
introduce some regulatory legislation."

The ACLU has definite ideas about such legislation, according to Norman
Siegal, executive director of the New York Civil Liberties Union. The group
wants laws to limit the amount of tape recorded, distributed, and stored,
and also wants individuals notified when they are being taped.

To demonstrate the near-ubiquity of public surveillance cameras, the
NYCLU mapped the locations of 2,397 surveillance cameras visible on the
streets of Manhattan.

"We need to take an active, not passive, role in deciding how surveillance
technology can be used in public," Siegal said.

"Technology is driving us. We need to get hold of technology."

From http://www.ndsn.org/JULY97/MILITARY.html

The "Militarization" of the Anti-Drug Effort

SPECIAL REPORT

July 1997

by Chad Thevenot

Since the end of the Cold War, the U.S. military has become increasingly
involved in fighting the national anti-drug effort. Critics of this trend
contend that "militarizing" domestic law enforcement operations, long
considered the exclusive province of civilian police, is a dangerous
intrusion into civilian powers by the military. The framers of the
Constitution feared the influence of a standing army. Today many fear that
military tactics and training are inconsistent with police activities
limited by the Bill of Rights and the rulings of the courts. Supporters say
military involvement is necessary to counter sophisticated and well-armed
drug traffickers. The recent shooting in Texas of a U.S. teenager near his
house by a U.S. Marine has put the issue prominently on the public's radar
screen (see article in this issue of NewsBriefs).

POSSE COMITATUS ACT

A statutory bar to the use of the military for domestic police functions
dates back to the Posse Comitatus Act (18 USC 1385) passed in 1878 (and
subsequently amended):

Whoever, except in cases and under circumstances expressly authorized by
the Constitution or Act of Congress, willfully uses any part of the Army or
the Air Force as a posse comitatus or otherwise to execute the laws shall
be fined not more than $10,000 or imprisoned not more than two years, or
both.

The Posse Comitatus Act was enacted in response to civil liberties abuses
committed under the military governors during the post-Civil War
Reconstruction of the South. No one has ever been convicted under the Posse
Comitatus Act, but there have been occasions when evidence obtained as a
result of the Act's violation was ruled inadmissible in criminal court.
Also, military personnel who violate the Act may be found personally liable
for their actions in civil court (LTC Geoffrey Demarest, "The Overlap of
Military and Police in Latin America," United States Army, Foreign Military
Studies Office, Fort Leavenworth, Kansas, April 1995).

REAGAN ADMINISTRATION AND CONGRESS REVISIT POSSE COMITATUS

The formal commencement of the role of the U.S. Armed Forces in anti-drug
law enforcement began in 1981. Congress considered what that role should be
in a number of hearings when the prohibitions of the Posse Comitatus Act
were specifically examined in the context of the anti-drug effort.

In December 1981, the Military Cooperation with Civilian Law Enforcement
Statute (10 USC 371-380) was enacted, allowing for military "assistance" to
civilian law enforcement agencies generally outside the U.S., especially in
combating drug smuggling into the U.S. Under this law, the military is
generally allowed to give technical and support assistance, including the
use of facilities, vessels, aircraft, intelligence, translation and
surveillance. The statute specifically prohibits the direct involvement of
soldiers in law enforcement, such as search and seizure, arrests or
detention, and the use of military personnel in an undercover capacity (10
USC 375).

Under Reagan, the military's role grew slowly because of the Pentagon's
discomfort with its new mission and modest funding from Congress. Caspar
Weinberger, Secretary of Defense, spoke out against military involvement in
law enforcement. "Reliance on military forces to accomplish civilian tasks
is detrimental to both military readiness and the democratic process," he
said.

But in 1983 then Vice President Bush's office coordinated the involvement
of the Navy and the Air Force in drug interdiction activities in the
Caribbean, in the Gulf of Mexico and along the coasts.

PRESIDENT BUSH ESCALATES MILITARY INVOLVEMENT

In 1989, President Bush named Dr. William Bennett as his "drug czar," and
ordered a more vigorous military anti-drug involvement. Congress doubled
the Department of Defense's (DOD) anti-drug budget from $200 million in
1988 to $438 million in 1989. During the Bush Administration, amendments to
the National Defense Authorization Acts (Public Laws 101-189, 101-510, and
102-190), designated the Pentagon as the lead federal agency for anti-drug
intelligence; integrated U.S. command, control, communications, and
intelligence (C3I) systems; provided an improved interdiction role for the
National Guard; directed the armed forces to conduct training exercises in
known drug-trafficking areas in the U.S.; and expanded military authority
to assist foreign police and military in anti-drug operations (emphasis
added) (David Isenberg, "Militarizing the Drug War," CovertAction, Fall
1992, p. 42).

In November 1989, under the direction of Defense Secretary Richard Cheney,
Joint Task Force-6 (JTF-6) was established at Fort Bliss in El Paso to
coordinate military and law enforcement anti-drug operations along the
U.S.-Mexico border. "We serve as the eyes and ears of the Border Patrol,"
said Maureen Bossch, a

[CTRL] Brazil Interest Rates--35.5%

1999-01-27 Thread Linda Minor

 -Caveat Lector-

By Joelle Diderich

BRASILIA, (Reuters) - Brazil raised interest rates Wednesday to halt a rapid
weakening of its currency, but overseas investors appeared to have
momentarily lost interest in the crisis gripping Latin America's biggest
economy.

Amid growing dollar flight and a renewed slide in its fragile currency, the
Central Bank set interest rates at 35.5 percent in money markets, up from
32.5 percent on Tuesday.

Economists said the rate increase was aimed at encouraging investors to keep
money in the fixed-income market and prevent a further wave of dollar
outflows, which totaled a revised $339 million Tuesday.

But the move failed to appease nervous foreign exchange markets and the real
resumed its slide, closing at a new low of 1.91 to the dollar, down 36.6
percent since the government first relaxed its stiff foreign exchange policy
on Jan. 13.

Dollar outflows remained high, with a net $400 million seen fleeing local
foreign exchange markets Wednesday.

``Honestly, we don't have any sense of direction,'' said a foreign exchange
analyst in Rio de Janeiro. ``I'm not making new predictions after my
stabilization theory of 1.7 reals to the dollar became outdated quite some
time ago.''

The rate hike also stoked fears that Brazil might default on its mountain of
domestic debt, with economists pointing out that the Central Bank decision
only added to the already astronomic cost of servicing debt.

``We're in a vicious cycle,'' said the Rio analyst. ``The government wants
to contain capital flight with higher interest rates, but that just makes it
tough for the government, especially when people are still worried whether
Brazil can still pay its debts.''

Overseas investors took a calmer view of events, with credit rating agency
Standard Poor's saying Brazil was unlikely to restructure its local
currency debt as this would inflict too much damage on its banking system.

The decision to float the real forced the closure on Wednesday of a small
Brazilian investment bank, but analysts said the sector was generally
well-prepared for the abrupt devaluation.

European markets rose modestly as fears that Brazil might be heading for an
economic abyss eased, giving way to a sense of fatigue at the prospect of a
drawn-out period of turmoil.

``There are still plenty of trip wires, but it's not a lost cause. It's not
a Russia -- it's more like Mexico,'' said Nick Douch, emerging market
currency strategist at Barclays Capital in London. He noted it took nine or
10 months for currency markets to settle down after Mexico's 1994 peso
crunch.

In the United States, the ongoing saga of President Bill Clinton's
impeachment trial eclipsed Brazil's woes after the Senate rejected a motion
to dismiss the case and agreed to hear witnesses including Monica Lewinsky.

Two weeks into its most severe financial crisis in years, Brazil is striving
to steady its currency as a first step to bringing back sorely-needed
foreign capital and soften a recession expected to drag down the world's
eighth-largest economy this year.

But the country faces a tough dilemma. While high interest rates stabilize
the currency, they aggravate recession fears and increase the nation's
mounting 320 billion real ($172 billion) domestic debt, which many analysts
think could force an unpopular restructuring later this year.

Even with slightly higher rates, Brazil continues to watch dollars leave the
country at between $200-550 million per day. More than $8 billion has been
pulled out of foreign exchange markets in January alone.

Salomon Smith Barney joined the list of banks painting a gloomy picture for
Brazil. It revised its forecast for Brazilian gross domestic product to a
six percent contraction in 1999, compared with its earlier estimate of a
three percent decline.

But the government received a small boost to its efforts to implement a
sweeping fiscal austerity plan when Congress approved a streamlined version
of its 1999 federal budget Wednesday including 8.7 billion reals in spending
cuts.

U.S. officials, reflecting concerns that the crisis in Brazil could drag
down the whole of Latin America and hit U.S. exports, said the country had
to continue on a sustained path of economic reform.

``The key is for Brazil to continue on a consistent basis on a sound policy
path,'' said Treasury Secretary Robert Rubin. White House officials said
Clinton would meet with economic advisers soon to discuss the crisis.

Officials from the International Monetary Fund (IMF) continued their
fact-finding missions in Brazil, paving the way for talks involving
higher-level officials on the fate of a $41.5 billion IMF-sponsored
international rescue package which Brazil received last year.

IMF First Deputy Managing Director Stanley Fischer canceled a planned
testimony to a U.S. Senate subcommittee on Wednesday, saying he was too busy
dealing with the Brazilian crisis.

[CTRL] France vs. offshore banking

1999-01-27 Thread Linda Minor

 -Caveat Lector-

CRIMINAL LAW

[01/27] France seek sanctions on hot money havens
PARIS, Jan 27 (Reuters) - French Finance Minister Dominique Strauss-Kahn
said on Wednesday he had proposed an international plan against
money-laundering including the option of cutting financial links with
renegade offshore tax havens.

Strauss-Kahn said he had submitted his plan to the Financial Action Task
Force, a forum coordinating efforts by 26 countries on money laundering
under instructions from a summit of the Group of Seven in 1998.

Under this plan, banks and other offshore financial firms would have to
report all suspect transactions or face a freeze on their offshore business.
``The final step -- if it proved necessary and we believe it could be
avoided -- would be the atomic bomb in the operation,'' he told a news
conference.

``Financial relations would simply be severed -- partially or entirely --
between financial institutions of these countries and those based in
offshore centres which fail to comply with the transparency recommendations
put to them,'' he said.

``These is a step-by-step process that would be followed and we can
obviously hope that there would be no need to resort to the ultimate
sanction,'' he said.

Strauss-Kahn said he had sent the proposals a few weeks ago to the
international task force, whose members include most of the 29 countries in
the Organisation for Economic Co-operation and Development (OECD), a
grouping of mainly industrialised nations.

Agreement on France's plan would mark an significant advance in the
regulation of ``offshore centres, which everyone knows are at least in part
directly linked to money laundering and financial delinquancy,'' he said.

The minister avoided naming names, but the proposals would put pressure on
several countries including Britain, with links to offshore centres
including the nearby Channel Islands and the more far-flung Cayman Islands,
or the Dutch Antilles.

He said the Financial Action Task Force had already produced a sort of condu
ct code for offshore financial institutions and that the first step would be
to ensure these were respected.

If pressure to comply failed, the next step would be to make it obligatory
for offshore institutions to report all doubtful transactions to an
international agency called TRACFIN.

This body had received 648 reports of dubious transactions in 1993 and that
the number of annual tip-offs had now mounted to around 1,200, which
illustrated the scale of the problem.

The ultimate sanction of severed financial ties would only kick in where
these other steps failed to bear fruit, he said.

Strauss-Kahn unveiled the proposals at a news conference with Justice
Minister Elizabeth Guigou on France's attempts to combat corruption in
business and the laundering of ``hot money'' generated by organised crime.

Guigou also presented draft legislation which would allow France to ratify
an OECD convention against payment of bribes and commissions to public
officials when firms compete for business contracts.

The pact signed in 1997 by the 29 members of the Paris-based Organisation
for Economic Co-operation and Development is due to go into force at the end
of this year, as long as a sufficient number ratify in time.

[CTRL] Sidney Blumenthal To Betray Clinton? (fwd)

1999-01-27 Thread Brian Redman

 -Caveat Lector-

SIDNEY BLUMENTHAL TO BETRAY CLINTON?

(CNNS, 01/27/99) -- During the Watergate investigation in the
early 1970s, White House aide John Dean played a pivotal role.
Dean's testimony regarding his boss, then-President Richard
Nixon, was explosive and propelled Nixon from office, in 1974.

John Dean fingered Richard Nixon. Sources in Washington, DC have
informed Sherman H. Skolnick, chairman of the public interest
research group, Citizens' Committee to Clean Up the Courts
(CCCUC), that Sidney Blumenthal, aide to President Bill Clinton,
is likely to play a John Dean-like role when he is called to
testify at Clinton's impeachment trial.

Motivation for Blumenthal's possible betrayal is unclear at this
point. He may just be fed up with how his boss, Bill Clinton, is
operating. Or perhaps, in the welter of blackmail and
counter-blackmail infesting the U.S. capital, Blumenthal has
himself come under irresistable pressure.

One of Skolnick's sources is adamant: "Sidney Blumenthal is
going to WRECK Bill Clinton."

The dirt which Blumenthal reportedly wields, like a sword of
Damocles, over Clinton's head, may pertain to specific details on
job offers made to Monica Lewinsky, the *femme fatale* of the
Clinton presidency.

A week before the death of White House deputy counsel Vincent
Foster, in July, 1993, a meeting of top-level politicos was held
at the Cardozo (Landau) estate, on the eastern shore of Maryland.
Blumenthal, says Skolnick, is tight with that clique of elite
planners. Blumenthal is also, reportedly, in some way involved
with the Chicago Mercantile Exchange, according to Skolnick.

Blumenthal, formerly from the north side of Chicago, later became
a journalist, based in New York City. From there he was tapped
as a high-level aide and advisor to President Bill Clinton.

Elkins, West Virginia, could be an omen for public schools across the

In an effort to prevent student violence against other students,
Elkins High School instituted a new rule for added security. Students

must be visible at all times, as recommended by the federal

The guy is an absolute fool. If he is upset about bar codes, he had better
stop buying grocerys...as thats how most major chains check you out and run
you through the register...by passing the grocery item over a bar code reader.

[CTRL] ENVIROS

1999-01-27 Thread Andrew Hennessey

 -Caveat Lector-

hi Robert - here are some thoughts on your neologism 'ENVIROS' which I hope
that you can evaluate constructively.

You have the right to ignore that the World Race is on the Brink of
Extinction
facts that are available to any person who chooses to look - but in case you
need a handle on what more responsible people think of the term 'enviros' -
try to
fix on the idea that it isn't a Cult of Whakos but a global realisation by
ordinary decent taxpayers that there is an OBVIOUS global problem for the
future
wellbeing of their children for whom they care.
By attempting to publicly diminish the catastrophic nature of the problem you
are perhaps, 'psychologically' hoping that it may go away by re-inventing the
appearance of the problem on screen - making it more easy for you to reject.
But dealing with this problem will only happen, in my opinion, by an
increased ability of the voter to elect officials who are effective.
This awareness can only be achieved by stating the simple facts not disguising
them.
Trivialising what appears to most of us as rapacious 'Global Genocide' is IMO
a bit 'detached from reality' - [eg. potatos, tomatos, wacos, enviros etc]

so I don't think much of the term 'Enviros' :)

[CTRL] NBC Accessory to Rape?!

Subject: TIME TO CALL NBC!

Congressman Chris Cannon in a live interview at 9:10 a.m. said the
following to
MSNBC's John Sigenthaler:

"Everyone, and I mean everyone in Washington knows you [meaning NBC] are
holding on to a videotaped interview Lisa Myers has of Jane Doe #5."

What he is referring to is the interview conducted of Jaunita Broaddrick
by Lisa Myers, who already covered the rape story on NBC News some time ago.

However, bowing to pressure from the White House, NBC management is
sitting on the interview and will not allow it to be broadcast. In essence,
NBC is now an accessory after-the-tact to the crime reported in that
interview.

If indeed the story of a forced sexual encounter is true, NBC
has shown that it approves of such conduct as long as the "perp"
is good for the economy, specifically their economy.

NBC News, (as has been shown to also be the case with CBS) is
not really a news organization, but a propaganda organ, sweeping
up and then burying the information the government does not
wish you to have. Their view is that you are all such children
you could not stand the trauma of learning that the President
is not such a nice man after all.

Of course, if you think you are grown up enough to hear what the
media, the White House, and apparently even the SSenate did not want you
to hear, then FAX or all NBC right now. Demand that the FULL Jaunita
Broaddrick interview be aired (stress ""full" or they will think they
can edit out the critical portions).

You don't have to call long distance. You can call your local affiliate
and the message will get through. (Remember how a phone and letter campaign
got Star Trek renewed?)

phone numbers:

New York: 212 664-3700
Washington DC: 202 885-4200

NBC fax numbers:

DC 1-202-362-2009
LA 1-818-840-4275 HEATHER ALLAN
NY 1-212-956-2140
SF 1-415-441-2823 DAVID BURRINGTON
NY 1-212-315-4037 MICHAEL GARTNER, President

You can actually fax NBC for free, using TPC's service. For instance for the
following fax
numbers:

IN WASHINGTON DC 1-202-362-2009
IN NEW YORK NY 1-212-956-2140

You need to lay it out thusly:

You can then put these addresses into your email address to box, write up an
