Gardner, ScM; Myde Boles, PhD; Frances Lynch, PhD Context Recent reports on the use of psychotropic medications for preschool-aged children with behavioral and emotional disorders warrant further examination of trends in the type and extent of drug therapy and sociodemographic correlates. Objectives To determine the prevalence of psychotropic medication use in preschool-aged youths and to show utilization trends across a 5-year span. Design Ambulatory care prescription records from 2 state Medicaid programs and a salaried group-model health maintenance organization (HMO) were used to perform a population-based analysis of three 1-year cross-sectional data sets (for the years 1991, 1993, and 1995). Setting and Participants From 1991 to 1995, the number of enrollees aged 2 through 4 years in a Midwestern state Medicaid (MWM) program ranged from 146,369 to 158,060; in a mid-Atlantic state Medicaid (MAM) program, from 34,842 to 54,237; and in an HMO setting in the Northwest, from 19,107 to 19,322. Main Outcome Measures Total, age-specific, and gender-specific utilization prevalences per 1000 enrollees for 3 major psychotropic drug classes (stimulants, antidepressants, and neuroleptics) and 2 leading psychotherapeutic medications (methylphenidate and clonidine); rates of increased use of these drugs from 1991 to 1995, compared across the 3 sites. Results The 1995 rank order of total prevalence in preschoolers (per 1000) in the MWM program was: stimulants (12.3), 90% of which represents methylphenidate (11.1); antidepressants (3.2); clonidine (2.3); and neuroleptics (0.9). A similar rank order was observed for the MAM program, while the HMO had nearly 3 times more clonidine than antidepressant use (1.9 vs 0.7). Sizable increases in prevalence were noted between 1991 and 1995 across the 3 sites for clonidine, stimulants, and antidepressants, while neuroleptic use increased only slightly. Methylphenidate prevalence in 2 through 4-year-olds increased at each site: MWM, 3-fold; MAM, 1.7-fold; and HMO, 3.1-fold. Decreases occurred in the relative proportions of previously dominant psychotherapeutic agents in the stimulant and antidepressant classes, while increases occurred for newer, less established agents. Conclusions In all 3 data sources, psychotropic medications prescribed for preschoolers increased dramatically between 1991 and 1995. The predominance of medications with off-label (unlabeled) indications calls for prospective community-based, multidimensional outcome studies. JAMA. 2000;283:1025-1030 The prevalence of psychotropic medication treatment for children and adolescents with emotional and behavioral disorders has significantly increased in the United States during the last few decades, particularly in the last 15 years. Specifically, the 5 through 14-year-old age group has experienced a great increase in stimulant treatment for attention-deficit/hyperactivity disorder (ADHD), and the 15 through 19-year-old age group has had sizable increases in the use of antidepressant medications.1, 2 Approved and unapproved indications for psychotropic medications in young children are not extensive. These include: short-term use of analgesics and sedatives/hypnotics for pain relief; hydroxyzine for situational anxiety associated with medical, presurgical, and dental procedures; tricyclic antidepressants for nocturnal enuresis (6-year-olds and older); and amphetamines for ADHD in those 3 years old and older.3 Accordingly, the prevalence of psychotropic medication treatment for children younger than 5 years old has not received much professional attention until recently.4-6 Concern about this age group relates to off-label (unlabeled) use, ie, for treatment indications with little or no proven efficacy and lacking product package insert labeling information approved by the US Food and Drug Administration (FDA).7 One psychiatric newsletter, citing FDA-compiled marketing data, reported that 3000 prescriptions for fluoxetine hydrochloride were written for children aged younger than 1 year in 1994.8 In a 1998 professional meeting report,5 pediatric researchers noted that 57% of 223 Michigan Medicaid enrollees aged younger than 4 years with a diagnosis of ADHD received at least 1 psychotropic medication to treat this condition during a 15-month period in 1995-1996. Of the treatments, methylphenidate and clonidine were prescribed most often. Although the use of psychotropic medication in preschool-aged children compared with older youths is relatively small, the reports cited argue for additional assessment to more systematically estimate its use. CARA, which is President Clinton's Lands Legacy in legislative form, has been cosponsored by 90% of Democrats in the House of Representatives, and was approved unanimously by Democratic members of the Resources Committee. However, as CARA's threats to land owners, including massive adverse condemnation of private property, have become more clear, Republican support is questionable. A large majority of the bill's cosponsors are now Democrats. A majority of Republican members did not support CARA when it was voted out of the House Resources Committee last November. The bill's sponsors twisted arms for nine months throughout 1999 and repeatedly claimed they would win over a majority of the committee's GOP members. Despite a multi-million dollar lobbying effort by interest groups profiting from CARA only 13 of the committee's 28 Republican members voted for the bill. Two of CARA's cosponsors did not vote for it in committee. Two more who didn't vote signed the desenting views. And CARA's support within the Senate Energy and Natural Resources Committee is even weaker. American Land Rights Association (ALRA) Executive Director Chuck Cushman believes CARA will ultimately fail, like previous billion dollar land grab legislation did eleven years ago. "The American Heritage Trust Act (AHTA) had over 250 cosponsors in 1989. But its support was a mile wide and an inch deep. AHTA's backers got greedy and loaded up the bill with so many special interest favors and pork that it sank of its own weight. CARA is heading in the same direction," said Cushman. "Will the Republican leadership move a bill that is central to the Clinton legacy, and fulfills one of Al Gore's campaign promises?" he added. Even though it honors President Clinton's request for a legacy, CARA is actually sponsored by Republican Congressmen Don Young of Alaska and Billy Tauzin of Louisiana. The reason is pork - cold hard cash. CARA's distribution formula guarantees $313 million per year for Louisiana, one of the poorest states in the U.S., and provides a subsidy of $272 per person per year for every resident of Alaska. The average state benefits less than $11 per capita. CARA-LAND LEGACY CAN BE BEATEN On the surface it looks like a very difficult task to defeat CARA in the House. Just on numbers, there are more sponsors than the number of votes it takes to get CARA-Lands Legacy passed in the House.But things are often not what they appear in Congress. CARA's key sponsors have twisted arms, pressured members and even threatened some with losing key district assets if they did not sign on as a co-sponsor. This last few weeks has seen a level of nastiness by key sponsors that defies anything we've seen in 27 years. They've got co-sponsors but real support is doubtful. Most of the new co-sponsors are Democrats coming over from the George Miller (D-CA) sponsored Trust Fund bill. It also appears that most Republicans have never actually read the bill themselves. It seems unlikely that the House Leadership will provide Clinton with a legacy and Gore with help in this fall's campaign. That is if our side does our job. If not, the House Leadership may give in. An attorney for the government said he would probably appeal the ruling of a federal judge Friday ordering that three letters about Lennon from an unidentified foreign government -- believed to be Britain -- be turned over to a college professor. Jon Wiener, a history professor at the University of California, Irvine, wants to use the letters as part of his legal battle to obtain 10 classified documents remaining in Lennon's FBI file. The singer was murdered Dec. 8, 1980, by a deranged fan as he returned to his apartment on Manhattan's Upper West Side. The ruling by U.S. Magistrate Judge Brian Robbins was a small victory for Wiener, who has been battling the FBI over Lennon's file since 1983 in a case that has gone all the way to the United States Supreme Court. In 1997, as part of a settlement with the historian, the FBI released all its Lennon files except for the 10 documents that are the subject of the current litigation. NEW YORK - The U.S. economy grew even faster at the end of last year than the torrid pace previously reported, revised government figures showed Friday. The data increase the likelihood of interest-rate increases by the Federal Reserve Board even though the report showed that inflation remained at the low level previously reported. The Commerce Department said gross domestic product expanded at a 6.9 percent annual rate in the fourth quarter of 1999. That was significantly higher than the 5.8 percent rate of growth the government had calculated in January. The report helped lift the dollar against the euro. The single European currency fell to 97.53 U.S. cents from 99.31 cents Thursday. But the Dow Jones industrial average fell to close below the benchmark 10,000 level as investors rolled money out of old-line industrial companies and into high-technology companies. Two measures of inflation that are included in the report were unrevised, with the implicit and fixed price deflators remaining at 2 percent. ''In the new competitive economy, strong growth and low inflation can coexist,'' Debbie Johnson and Edward Yardeni, economists at Deutsche Banc Alex. Brown, said in a note to clients. The strong fourth-quarter growth suggests that a series of interest-rate increases last year have not succeeded in slowing the economy significantly. The central bank has already raised short-term interest rates by a percentage point since the summer, but it has mainly succeeded in slowing those sectors of the economy most directly affected by the cost of money, such as banking and real estate. And while inflation remains low, that is no guarantee that the central bank will not raise interest rates again. Alan Greenspan, the Fed chairman, told Congress in his semiannual testimony Wednesday that the very force that allows the economy to grow quickly without significantly pushing up prices for goods and services was also a potential problem. As American companies become more productive, expectations for their earnings rise, he said. This has the effect of raising the prices of their stocks, increasing the wealth of investors who own those shares. The problem with that, Mr. Greenspan said, is that those investors are spending some of the profits on goods and services that the economy does not have the resources to produce. Indeed, personal consumption was the largest contributor to the fourth-quarter GDP growth, with the pace of expenditures rising 5.9 percent, up from the earlier estimate of 5.3 percent. An inflation gauge linked to these purchases grew at a 2.5 percent rate in the fourth quarter, compared with 1.8 percent in the third. So far, Mr. Greenspan said, new employees coming into the work force - including immigrants - and imports have satisfied the increase in demand attributable to the wealth effect from the rising stock market, but the central bank is worried that these ''safety valves'' will eventually cease to protect the economy from inflation, posing a threat ''to our continued prosperity.'' He told senators that the central bank would raise rates until the economy slowed to a pace below that of the second half of 1999. The Fed's forecast for growth in 2000 is 3.50 percent to 3.75 percent, and the outlook is often considered to be the central bank's target, not just an estimate. A separate set of economic data released Friday underscored the impact of higher rates on banking and real estate. Sales of existing homes fell 10.7 percent in January, according to the National Association of Realtors. The average rate on a fixed 30-year mortgage rose above 8 percent in January, from 7.74 percent in November, according to the mortgage provider Freddie Mac, and home buyers are increasingly switching to adjustable mortgages, a strategy that indicates they find the conventional rates too high. Instead of punching in an easily forgotten series of letters or numbers, or digging through a thicket of plastic cards in your wallet to fish out an ID, you may soon turn toward a closed-circuit TV camera to get you into your workplace or gain access to an ATM machine. In less than a second, a face-recognition program will scan your features while it electronically riffles through millions of stored "faceprints" to find the proper match and signal an OK or a flashing warning sign that the face it's scanning isn't yours. What makes it all possible is artificial intelligence software that can extract from a video image the unique pattern of irregularities in the human face, and compare it with facial images stored in a data bank. These programs mimic the way the human brain recognizes a face. That is, when a video camera captures a face, the programs electronically analyze the distances between various parts, or landmarks, of the face. Because every face has its own distinct pattern, the information enables the programs to distinguish one individual from another. Facial landmarks are on distinctive structures, such as the eye sockets, the bridge of the nose or the cheekbones, explains Joseph Atick, a former mathematical physicist who heads Visionics Corp. of Jersey City, N.J., the maker of a leading face-recognition program called FaceIt. The face has 60 landmarks, "but it only takes 14 to reconstruct" an individual's distinctive facial pattern, Atick said. While face-recognition methods may make it easier for banks and employers to identify you, they have another large and growing application that many find troubling: The programs, when used with automated closed-circuit TV, or CCTV, cameras and zoom lenses, become powerful surveillance tools. Civil liberties activists worry that the technology will be used to monitor the movements of ordinary citizens and might be unfairly focused on political activists or minorities. "It has very frightening consequences that we have only begun to explore," said Barry Steinhardt, associate director of the American Civil Liberties Union. For starters, he said, the technology could "make it impossible to maintain anonymity in society, so that even the most innocent of our movements and activities will be subject to tracking by the public and private sectors." In commercial use since 1997, the technology is used for spotting known card sharks in U.S. casinos, catching repeat shoplifters in England, and checking for known terrorists in international airports. Both CCTV and face-recognition applications are already used by law enforcement officials in Britain, where high-tech surveillance by the government is much more accepted than in the United States. Officials in Newham, a borough of East London, have adopted Visionics' FaceIt system to check people in the streets against a database of known criminals. In one instance last December, the system was used to identify troublemakers hanging around a soccer stadium before a big match. And Newham officials say the system has significantly reduced crime there. "We don't regard ourselves as 'Big Brother,' " said Bob Lack, who manages security technology for the East London borough of Newham, where the cameras watch an inner-city area. "We're more like a friendly uncle and aunt watching over you" to prevent muggings and robberies, he said. Last week, Prime Minister Tony Blair and Home Secretary Jack Straw visited Newham to see its anticrime surveillance in action as they promoted a new government initiative aimed at reducing crime in Britain over the next five years. The government has given Newham a grant to expand and upgrade its CCTV face-recognition system, said Tim Pidgeon, head of European business development for Visionics. Atick, the Visionics president, said: "FaceIt attempts to balance individual privacy rights with society's larger expectation of public safety." And, he noted, face-recognition technology "is blind as a bat without a database behind it." Meaning: If you aren't a known lawbreaker, the system will just discard your image. But critics aren't reassured and they are calling for regulation of high-tech surveillance. "The technology is developing at light speed, but the law that governs its use is not developed at all," said the ACLU's Steinhardt.

By Don Harkins The Campaign to Label Gene tically Engineered Foods, a Seattle-based political advocacy organization, is urging Secretary of Agri culture Dan Glickman to reconsider his position that government-mandated labeling of genetically modified foods is unnecessary in the coming year. During a Jan. 10 press conference to review the 1999 accomplishments of the U.S. Department of Agri culture (USDA) and preview priorities for this year, a reporter asked Glickman if he foresaw in the year ahead any changes in the U.S. ap proval process or in any labeling requirements in this country. In response, Glickman said that he didnt see what I call any mandatory or regulatory activities taking place from the government which will order anybody to do anything with respect to these issues whether it is labeling or anything else. The USDA is in the process of forming a biotechnology advisory committee, a broad-based group of people from various sectors of agri cul ture and non-agriculture to help the agency deal with particular is sues, such as labeling requirements, he said. Glickmans remarks show that he is out of touch with the will of the American people, said Craig Winters, executive director of the Campaign to Label. Polls consistently show a vast majority of people surveyed want labeling of these controversial genetically engineered foods. Its time for the U.S. government to react accordingly. Winters group is asking its members and supporters to flood the USDA headquarters in Washington, D.C., with letters in support of labeling, as well as to members of Congress and other government officials. The USDA has a record of going against the wishes of the American people on many food issues, Winters said. Two years ago, the agency wanted to broaden the definition of organic foods to include genetically engineered foods, nuclear-irradiated foods and foods grown with sewage sludge fertilizer. It took 280,000 letters from concerned Americans to prevent that action. There already is an effort in the House to require any food that has been genetically engineered or contains genetically modified ingredients to bear the following label: United States government notice: This product contains genetically engineered material or was produced with a genetically engineered material. The Genetically Engineered Food Right to Know Act, House Resolution 3377), is sponsored by Democratic Rep. Dennis Kucinich from Ohio (Heres to Your Health, January 2000). H.R.3377 is being considered by the Subcommittee on Health and Environ ment under the House Commerce Committee. It has 40 co-sponsors. According to Winters, two-thirds of the foods on supermarket shelves are genetically engineered or contain genetically modified ingredients. The federal government has come under fire for not adequately testing genetically engineered foods for health and environmental risks, he said. The Abolish Federal Government; State Sovereignty measure was sent to the floor of the Arizona House on a 9-0 vote by the Rules Committee. Earlier, the Federal Mandates and States Rights Committee passed the bill, 3-2 on Jan. 26. The legislation is sponsored by Rep. Karen Johnson, chairman of the federal mandates panel, and Dean Cooley, both Mesa Republicans. Now the Albanians are challenging the KFOR troops who are guarding Mitrovica to force their way in. Eleven people have been killed in this effort in the past week or so, and KFOR soldiers have been wounded. Why, do you suppose, 25,000 city dwellers would march 25-30 miles through the snow in the middle of winter to try to get across the bridge into Mitrovica? Carlotta Gall, a New York Times reporter covering the story in Kosovo must have asked the question. "We want to liberate the other side," said Shyrete Gela, a 35 year old optician who lives in Mitrovica, as she took shelter in a shop from the clouds of tear gas. "I have cousins who live over there. My friend has her flat there too but Serbs are living there now. Serbs killed my brother, you know. And now people came from Pristina to help us liberate the city, so we must run with them." An MSNBC report quoted a similar comment from another Albanian marcher: "With this peaceful march, we want to make it clear to the whole world that (Kosovska) Mitrovica cannot be partitioned, because it means very much for all the people of Kosovo," said Jeton Balaj, 24, a student participating in the march. So, according to all these reports from top world news sources,all the poor Albanians want is to be able to visit their kinfolk on the other side of the river and it just means so much to them and the unreasonable KFOR troops are preventing them from doing that. Really? How come none of these reports are mentioning another minor little fact concerning Mitrovica - the Trepca Mine? The mine is owned by the Serbs and a Greek mining firm, Mytilinaios SA who signed a contract with Serbian agency of foreign trade in 1998 to invest $519 Billion in the mine. It was part of a deal in which one third of the mineral production of the mine would belong to the Greeks who would sell the minerals in the international market and would also upgrade mining equipment and facilities. "Trepca mines are on the list of companies soon to be privatised, thus allowing the Greek company to buy stock," the report said. We are getting another dose of Albanian propaganda designed to lull an uninformed American electorate into believing that the bombing of Kosovo was all about "humanitarianism." The Trepca mine explains why KFOR troops have been determined to keep the KLA terrorists, their former allies, from seizing Mitrovica. NATO has not desire to see the KLA control the minerals in that mine. It would appear that NATO wants the mine for its own use, not that of the unstable Albanians. So, what to do? Blame it on Milosevic, of course! U.S. Ambassador to the UN, William Holbrooke, was the key figure in developing the so-called "humanitarian crisis" following the death of 43 ethnic Albanians at Racak. He accepted, and broadcast the KLA story that the Albanians were innocent civilians "slaughtered" by the Serb forces. French news reports have cast considerable doubt on that story. Half the dead Albanians were killed KLA soldiers killed in a gun battle with Serb forces. The other half were killed at short range after the Serbs had withdrawn. The French reporter believed they were moderates who did not support the KLA and were executed in time to show the bodies to Holbrooke. Yesterday Holbrooke was reported as saying the turmoil at Mitrovica was Milosevic's fault! Supposedly Milosevic is inciting the a few thousand remaining Serbs in Mitrovica to take on the burgeoning Albanian population, which UN figures show has grown from 1.8 million before the bombing started in March 1999 to 2.3 million by December 1999. On July 8, 1998, the New York Times outlined the Trepca Mine situation in an article by Chris Hedges entitled: "Below It All in Kosovo, A War's Glittering Prize." Describing a trip into the mine he said, in part: "As the iron box rattled and squealed on the ear-popping journey, dropping at 18 feet a second, it left behind the potent symbols of nationalism and ethnic identity scattered in disarray on the ground above. From government officials to farmers, the population fell prey to the effects of the drug. Some provinces reported addiction rates as high as 80 percent. With the birth of Chinese nationalism, reformersmissionaries who had witnessed the effects of opium on Chinese society, students who had studied abroad and returned to their native land with broader perspectives, families who had lost all through the addiction of a loved one, doctors who had firsthand knowledge that opium use led only to death - cried out against the drug. Kathleen Lodwick examines the intersecting efforts of Protestant missionaries, particularly medical doctors, who had long denounced opium use, the British Royal Commission on Opium, which was decidedly pro-opium, the U.S. Philippine Commission, which denounced not only the trade but the Chinese people, and the British officials who finally undertook the task of ending the importation of opium to China. China kept few records on the amount of drug use or its effects. Missionary medical doctors conducted the first scientific survey on the effects of the drug, and their findings provided clear evidence of its perniciousness. Such evidence could not be ignored, whatever the fortunes involved, and missionaries conducted a campaign of education and awareness in China and abroad. As a result of their efforts, China and Britain entered into a treaty that called for all opium trade to cease by 1917, and both governments as well as the missionaries became immediately active toward that end. The suppression campaign was among the most successful of the late Ch'ing reforms. Lodwick tells a fascinating story of imperial exploitation and of a strain of honest crusaders who sought to right some of the wrongs their own nation was perpetrating. It was in that e-wire that we made the educated guess, based on the uniform and coordinated propaganda of the Big TV Media, that the overriding Stop Buchanan imperative of the Ruling Elite was militating towards pumping McCain into the GOP nomination, as a step to Perot using McCain as a Reform Party candidate to stop Buchanan from getting the Reform Party Nomination. We said that McCain would be declared the winner by the Big Media in South Carolina whether or not he won. This did not happen, as Bush won AND was declared the winner by the TV networks. But after Michigan, . . . Indeed, some conditions peculiar to South Carolina may have delayed the realization of our prediction by one state. Last night in Michigan McCain (50%) beat Bush (44%), with Keyes in third (5%). Yet Bush won the overwhelming number of Republicans, while McCain won the overwhelming number of Democrats and Independents, who, absurdly, were allowed to vote in the REPUBLICAN primary !!! In fact, Republicans voters were, according to some analysts, in the MINORITY in a Republican primary! Fox Cable News said 49% were registered Republicans, 33 registered as Independents, and 18% registered Democrats. I have never heard it explained why the Republicans went to this strategy of inviting democrats to vote in their own primaries. Was it to try and invite liberals in to stop Buchanan if he had stayed in the GOP? Is it to dilute the influence of conservatives in whats left of the Republican Party? In any case, the more confusing the election rules become, from Dems voting in the GOP primary, to illegal aliens allowed to vote, to instant registration so people can vote 3, 5, 7 times, or at as many polls as they can travel to in a voting day --- the better for those who may want to warp the computer programs, as the more confusing things get, the less can any citizen or group of citizens have even a hope of verifying what the vote really was. Some observations: 1. Please note that the 5 Big TV Networks projected McCain the winner in Michigan a little after 8:30 PM shortly after the polls closed -- in what they said was going to be a close race. Well, if its going to be so close, HOW did they make the projection with such confidence? Please, tell us, Big Media Censors. One things for sure, the computer-generated results made their early, mysterious projections, based on the very hard to find exit polls of the shadowy Voters News Service, come true. (We have 40 new readers today, bringing us over 320 subscribers to this e-wire, so new readers may want to log into topica and follow the instructions at the bottom of this e-mail to read some of the older messages). 2. Notice that the Big Media does NOT make percentage projections any more, as they did from 1976 to 1992. Once the question (of how these hairline accurate percentage projections of winners and losers were made within minutes of the closing of polls and before any votes were counted) was raised publicly between 1993 and 1996, the networks knew that they could never provide the scientific basis on which they make these astounding percentage predictions. SO, now they wait till the actual numbers come up to cite any percentages. But the same lack of scientific method which make a projection to the very percentage point ludicous, -- should also make it very iffy to project the winner in a close race a few minutes after the polls close based on a few scattered exit polls. Yet all 5 Big TV Networks projected McCain, in this computerized state, with complete CONFIDENCE tonight. And the computer generated result confirmed the exit poll projections. 3. The 5 Big TV networks are showing their raw power again. This time in having dropped Keyes from the TV coverage all but completely. This is the natural end product of the Big Networks having declared Keyes and all others (other than Bush, Gore, McCain, Bradley) out of it for months before the primaries began. If your program at UBC requires creative writing for over-the-internet instruction it is limited in the extent to which this art can be passed on to students. I have said repeatedly in discussing this topic that ARTS, CRAFTS and ATHLETICS aren't yet amenable to teaching machine instruction. The main reason is that we don't yet know how people do what they do in much of arts, crafts and athletics so we can't teach the "how to" part of these activities. In computing science terms we don't yet know the algorithms. By contrast we do know how we do what we do when it comes to INTELLECTUAL, SCHOLARLY, ACADEMIC subjects (using those words for lack of any better). If I write out the 50 or so steps for using a combination of Windows, FTP and Netscape programs and you follow those steps exactly you will succeed in converting a text file to html which then goes on a web site, linked to other web sites. OTOH I can try to teach you how to play snooker like Minnesota Fats for the next 20 years and probably won't succeed. Indeed, it is almost the opposite. For many years in distance education we designed well structured print materials often using Skinnerian principles of automated feedback, in the form of test and questions, but all the time this limited both our teaching objectives and the deeper levels of understanding for our students. I am not a Skinnerian as such. But I think teaching machine programming (TMP) is an idea whose time has come, especially if combined with expert system programming (ESP). The SA was disbanded and replaced by Heinrich Himmlers black-uniformed SS (Schutzstaffel), and the Gestapo (Secret State Police). They quickly set about tightening the screws of the police state. At the beginning of his serious studies Bernhard learned that a new sort of test had been decreed for every one graduating from the universities - a written and oral political attitude examination. With his ideals and high temper he knew that was one examination he could not pass. However, there was a way round it. Members of the various Nazi paramilitary organizations were ipso facto considered politically reliable. Bernhard had joined the League for Air Sports because he wanted to learn to fly. It had been started by the Nazi Party as a sub-rosa method of training war pilots, but it had virtually no political implications. Its leaders were the old World War I airmen like Ernst Udet, who were not Nazis and cared only about teaching young people to fly. So Bernhard was all set until he went larking around the sky with a wild young friend who flew their plane into a lake. They swam ashore, but the plane had ceased to exist. When they got back to the base their commander was furious. He was right, of course, says Bernhard, and we were wrong. Even though I was not at the controls, I knew I was out. So while the commandant was screaming at my friend I said, I resign too. It was just a question of who could get the words out first. His ignominious ejection from Air Sports left Bernhard in a very vulnerable position. He belonged to no organization and had no uniform or badge to wear. He knew that the law examinations were made doubly difficult for uncommitted people, and that even if he passed them the political attitude test would eliminate him. So he looked around for a harmless cover. He found it by the grace of the son of the man who owned Bernhards favourite Berlin pub. Young Walter Wunderlich was an idealistic Nazi: there were many such young men who truly believed in the noble aspirations of the party as voiced, but not practised, by Hitler and his lieutenants. Wunderlich was head of the Berlin unit of the Motor SS, which was made up of young men who had their own cars. They put on their uniforms and met once a week for what almost amounted to a sportscar rally. Bernhard and five or six friends in the same boat as he, including the Langenheim brothers from Morocco, went to Wunderlich. It's production day for the twice-weekly newspaper, but Crews is busy answering questions about another deadline. ``Yep, I'm going to jail,'' he says to nearly every caller. It's not the first time Crews has stirred up trouble in Glenn County, population 27,000, about 130 miles north of San Francisco. But this time, his troubles will likely land him in jail for five days on a contempt of court charge. Crews is refusing to name confidential sources in a story he wrote about a former highway patrol officer accused of stealing a handgun. On Thursday, a Tehama County judge called his reticence ``obstinate and wrong-headed.'' Unless a federal appeals court in San Francisco intervenes, Crews will report to the county jail on Saturday. Reporters clashing with prosecutors is nothing new, and many have faced jail time for refusing to discuss sources. But it is usually the turf of daily newspaper or broadcast reporters. The June 8 Mirror article by Crews reported a 1995 allegation against Dewey Anderson, accused of stealing a gun from a law enforcement drug unit in which he worked. Anderson later became a highway patrol officer and an undersheriff, and was charged with the theft after the gun turned up at a local high school. Crews published the story after the gun surfaced and charges were brought. Its sources were two unidentified patrol officers who read Crews part of a written report on the case. California's press freedom statutes are among the nation's strongest. But Crews faces jail because Anderson's attorneys - not a judge - subpoenaed him in an effort to show the statute of limitations on the charges against their client had expired, since officials knew about them more than four years ago. Terry Francke, general counsel for the California First Amendment Coalition, said written evidence already in the court record is stronger than that sought from Crews. ``We don't see why Tim's sources are necessary at all,'' he said. Crews says his article on a high number of concealed weapons permits issued by a former sheriff brought death threats and boycotts. The more I learn about George Washington, the more fascinated I become with him. He was an amazing complex, powerful man, and we are blessed that he was willing to become the first president under the Constitution. Too many others among the Founding Fathers might have become Napoleons, concentrating power in their own persons and creating presidential dynasties. Washington set the tone for the new nation, and in doing so ensured that his legacy would last for generation on generation. He really was a great man. Those who spurn him and his story because he was "just a dead white man" do so to their own loss, and at their own peril. Those who simply ignore or forget him are to be pitied. Washington, Jefferson, the Adamses, Paine, Henry, Franklin, Madison, Monroe...all of the Founders of this nation were very special people. Human, yes; flawed, of course--but nonetheless able to seize a critical moment in history and create an entirely new phenomenon: a nation whose government is based not on personal rule by a monarch (whether crowned or not), but on a framework of laws binding everyone together. According to FDA, more than 24,000 cases of Fresca with undeclared
Acesulfame Potassium were distributed in Alabama, Georgia, South Carolina,
Tennessee, California and Nevada. This is a Class III recall. Fresca also
contains aspartame. Fountain machines contain no PKU warnings required by
law for phenylketonurics who cannot metabolize phenylalanine. If a baby is
PKU if he survives aspartame at all which triggers birth defects, autism,
ADD, etc., he can be mentally retarded. No warning for pregnant women!
As to Acesulfame K, in Aspartame (NutraSweet) Is It Safe? by H. J. Roberts,
M.D., (Charles Press), page 283/284 it says:
"Acesulfame potassium (or acesulfame K) was approved for use by the FDA as a
safe artificial sweetener in July 1988. it is a derivative of acetoacetic
acid. Unfortunately, several potential problems associated with the use of
acesulfame have been raised. They are based largely on animal studies since
testing on humans remains limited.
* It stimulates insulin secretion in a dose-dependent fashion, thereby
possibly aggravating reactive hypoglycemia ("low blood sugar attacks")
* It apparently produced lung tumors, breast tumors, rare types of tumors in
the organs (such as the thymus gland), several forms of leukemia, and
chronic respiratory disease in several rodent studies, even when
less-than-maximum doses were given. Accordingly, the Center for Science in
the Public Interest formally petitioned on August 29, l988 for a stay of
approval by the FDA on August 29, l988 because of "significant doubt" about
the safety of acesulfame potassium."
Aspartame Disease has been declared a world epidemic by H. J. Roberts, M.D.,

Aspartame concern relating to children and babies: The Atlanta Journal
Constitution, front page story, on 2/23/2000 reported that "Doctors are
prescribing stimulants such as Ritalin and antidepressants such as Prozac
for preschoolers at rates that appear to be rising rapidly, according to a
study released Tuesday. The study covering children ages 2 to 4 in three
large health systems in different parts of the United States, found the use
of such drugs had doubled or even tripled from l991 to l995. The rapid
increase occurred despite the fact that none of the most commonly used of
these drugs has been approved for children younger than 6 and little
research has been done on the medicines' effects on children so young."
Why would toddlers in this age group be using stimulants, antidepressants or
antipsychotic drugs, as many as 150,000 children documented in l995? Ralph
Walton, M.D., Psychiatrist, Chairman of the Center for Behavioral Medicine
said: "We have known for years that when aspartame is ingested with a
carbohydrate rich meal the usual physiologic increase in tryptophan is
blocked, while brain phenylalanine and tyrosine concentrations are
increased. These changes in amino acid neurotransmitter precursors could, I
believe, alter indoleamine/catechloramine balance, and thus have a profound
effect on mood and cognition. ...depressed mood, anxiety, dizziness, panic
attacks, nausea, irritability, impairment of memory and concentration."
Aspartame is in children's vitamins, chewable and flavored over-the-counter
drugs, prescription RX like Augmentin and flavored Pedialyte and even their
frozen pops. Dr. Miguel Baret of the Dominican Republic reported giving 360
children juice laced with aspartame and said most developed "abnormal
restlessness, lack of concentration, irritability and depression." When he
removed the aspartame he said: "The results were astonishing. Their symptoms
disappeared in 4 to 6 days in ALL of them!" Neurosurgeon Russell Blaylock,
M.D., author of Excitotoxins: The Taste That Kills (amazon.com) says
aspartame is a toxin like arsenic and cyanide that causes confusion,
disorientation, autism, seizures, cancer, pancreatic, uterine, ovarian and
brain tumors.
Countless calls from parents complain their children are having seizures and
many of the above symptoms while using Pedialyte, I called the company and
demanded they remove it. To date no response. In checking the flavors today
aspartame was in all but one unflavored version. When explained to parents
in the store I was told by one she knew of two babies who had died of
seizures while using Pedialyte. One lady said her sister's baby had had 3
seizures and was using it. Another fretful baby in the store with urticaria

This was confirmed to Trouw by a spokesman of the U.S. Army. The military could have influenced CNN's news reports about the crisis in Kosovo. "Psyops personnel, soldiers and officers, have been working in CNN's headquarters in Atlanta through our programme 'Training With Industry,'" said Major Thomas Collins of the U.S. Army Information Service in a telephone interview last Friday. "They worked as regular employees of CNN. Conceivably, they would have worked on stories during the Kosovo war. They helped in the production of news.'' These military, a "handful" according to Collins, stayed with CNN for at least a couple of weeks "to get to know the company and to broaden their horizons''. Collins maintains that "they didn't work under the control of the army." The temporary outplacement of U.S. Army psyops personnel in various sectors of society began a couple of years ago. Contract periods vary from a couple of weeks to one year. CNN is the biggest and most widely viewed news station in the world. The intimate liaisons with army psyops specialists raise serious doubts about CNN's journalistic integrity and independence. The military CNN-personnel belonged to the airmobile Fourth Psychological Operations Group, stationed at Fort Bragg, North Carolina. One of the main tasks of this group of almost 1200 soldiers and officers is to spread 'selected information'. American psyops troops try with a variety of techniques to influence media and public opinion in armed conflicts in which American state interests are said to be at stake. The propaganda group was involved in the Gulf war, the Bosnian war and the crisis in Kosovo. So far CNN has not commented on the allegations. "I don't believe that we would employ military personnel; it doesn't seem like something we would normally do," said CNN-spokeswoman Megan Mahoney on Friday evening. One way that we know that these memories are repressed and not completely lost is that the methods of free association and hypnosis and other special techniques used by psychotherapist can be used to bring repressed material to mind and can help a person remember things that he has failed to remember earlier. His dramatic U-turn comes in an exclusive article in the Independent on Sunday which senior government sources and environmental campaigners alike last night hailed as a turning point both on GM policy and in the "greening" of Downing Street, In the article, Mr Blair who a year ago expressed his "frustration" at the outcry over genetic modification acknow- ledges that there is cause for "legitimate public concern" over the technology he has long championed. He endorses the main aims of this paper's campaign on GM foods and crops, whereas last year he complained against "an extraordinary campaign of distortion" by "parts of the media". He then swore to "resist the tyranny of pressure groups"; now he says they "have an important part to play in ensuring we reach the right answers". This approach described as "a total change for the Prime Minister" by a senior government source marks a triumph for two of his most spun-against ministers, Michael Meacher and Mo Mowlam. It is also designed to distance the Government from GM firms before they have to announce that they have been unable to persuade enough farmers to grow the crops on a trial basis this year. "There's no doubt that there is potential for harm, both in terms of human safety and in the diversity of our environment, from GM food and crops," says Mr Blair. He understands the "cause for legitimate public concern", and says that because of possible ill-effects the Government is proceeding "very cautiously indeed". He shows how the Government has taken measures that meet the two main aims of this paper's campaign a moratorium on commercial planting of GM crops, and labelling of GM foods. And while stressing the possible benefits of the technology, he adds: "Jobs and profit will never be more important ... than concern over human health and our environment." It is a far cry from last February, when Downing St announced: "The Prime Minister is very strongly of the view that these products are safe. He has no hesitation about saying that and eating the products himself." He was then the main driving force behind the Government's aggressive promotion of GM technology. He privately told MPs that the public outcry was short-lived "flash in the pan". His new approach strongly echoes the line that Mr Meacher, alone among ministers, has been advocating for over a year. Since Mo Mowlam succeeded the pro-GM Jack Cunningham as Cabinet enforcer she has been urging the Prime Minister to adopt the environment minister's more balanced approach. Last night, Charles Secrett, executive director of Friends of the Earth, said: "This is a fantastic leap forward. For the first time Mr Blair seems to be listening to the people on these issues. The article signifies a real change of approach both over GM technology and on environmental issues as a whole." Today, Mr Blair will be at the Old Vic Theatre in London to mark the 100th anniversary of the Labour Party. He will outline a five-point plan designed to keep Labour in power and in favour for the next century. The five goals are: full employment in the new knowledge economy; educational opportunity for all; restoring the NHS as the pride of Britain and the envy of the world; ending child poverty in 20 years; and making Britain "proud and strong in the world". "Heightened industrial operations in these already tense regions will only exacerbate the situation. With 500,000 Chinese soldiers deployed already, how many more will be needed to maintain control?" Adding to this, the environmental impacts of PetroChina's exploration and extraction in this fragile high altitude ecosystem would be disastrous. Given its record in China's Daqing oil fields, PetroChina's operations would likely shatter the delicate balance of the regions environment and further disrupt the traditional way of life of the Tibetan and Mongolian nomads. Assistant State's Attorney John Malone said he was made aware by reporters that the Massameno report had been released - despite a court order from Rubinow forbidding anyone from publicly revealing information in the sealed report. Gritz also published the names and occupations of the six jurors and three alternates who will decide the outcome of his trial on attempted kidnapping charges in the January issue of a newsletter he publishes. Malone said the information could be used by others to try to contact and influence the jurors. Rubinow said state statutes require that any information about jurors be kept confidential until the trial has ended and a verdict rendered. Malone said he was also made aware that Gritz had circumvented Rubinow's order by telling people on his radio show that although he can't discuss the Massameno report, a copy of it can be found at a particular Web site. Malone said he reviewed the Web site and verified that it contains a word-for-word copy of the main 79- page section of the report. Rubinow ordered the prosecutors, defense attorneys and defendants not to discuss, publish, broadcast, give information to others to distribute or make reference to where that information can be found on the Internet. ``That should be, if it wasn't last week, abundantly clear,'' Rubinow said. Any penalties or sanctions against those who leaked the report will not be considered until after a verdict has been rendered. Gritz and Sheldon Robinson are accused of conspiring with Wiegand to kidnap her eldest son from the parking lot of a Suffield middle school. Wiegand's two sons live in Suffield with her ex-husband, Thomas Wilkinson. Although Wiegand has for years claimed that the boys were sexually abused by Wilkinson, no court has ever upheld her allegations, which are central to Gritz's trial because they are the reason Gritz became involved in Wiegand's effort to regain custody of her children. Gritz's attorney David Kritzman said he and his client have not made available any information contained in the report. While he has not heard his client revealing the information on the radio, Kritzman said he doesn't believe that telling where the Web site is violates Rubinow's order. Kritzman said he would be willing to call to the stand everyone who had contact with the document to find out how it was leaked. ``I suspect the document was made available to Ms. Wiegand long before it became relevant or newsworthy,'' Kritzman said. The Freedom Party is of course led by Jörg Haider, Februarys Hitler of the Month. "The rise of Jörg Haider in a country whose role in the Holocaust still awaits clarification is more than unsettling, its shameful and unforgivable," says the great Jewish pianist Andras Schiff, canceling a scheduled concert at the Austrian embassy in Washington. Several governments, including the United States, have already announced sanctions against Austria because of Haiders anti-immigrant politics and controversial remarks about the Third Reich. He reminds people of Hitler. If only Haider were a Communist! Communists still participate, without international indignation, in European coalitions. Despite the rather sanguinary history of the "socialist republics" from Russia to Cambodia, which have resulted in a hundred million abbreviated life spans, nobody is seriously disgraced by choosing to associate himself with the name, symbols, and history of Communism. Liberal opinion has trivialized Communism by censuring anti-Communism as "McCarthyism" and ridiculing those who see "Commies under every bed." But hysterically free-associating people with Hitler (d. 1945) is still considered normal behavior. In spite of Stalin, you can still name your kid Joseph (thank God!); but dont name him Adolf! Since the late 1960s Hitler and Nazism have become synonymous less with World War II than with the program of mass-murder now known as the Holocaust, though the term Holocaust was never used either by Hitler or his enemies Franklin Roosevelt, Winston Churchill, Dwight Eisenhower, or even "Uncle Joe" Stalin. Today the term is ubiquitous, and several countries have actually made it a crime to doubt that the Holocaust occurred. The Holocaust has become so many things: memory, cautionary lesson, guilt trip, metaphor, explanation, and though unique in history perpetually imminent danger. It can happen again at any time, regardless of circumstances, defying normal laws of causality, without such preconditions as a Hitler, a world war, a Versailles treaty, and economic catastrophe. Moreover, everyone is guilty, not just Hitler and the Nazis. The stain of guilt for the Holocaust has spread to all the German people, the Allies, Pope Pius XII, the Catholic Church as a whole, the authors of the Gospels who originated the anti-Semitism that would result, two millennia later, in genocide; not to mention such anti-Semitic authors and artists as Chaucer, Shakespeare, Voltaire, Dickens, Dostoyevsky, Wagner, G.K. Chesterton, Hilaire Belloc, T.S. Eliot, and Ezra Pound. The Holocaust has entered the realm of science fiction. In novels and movies like The Boys from Brazil and Marathon Man, new little Hitlers can be cloned, or a handful of octogenarian Nazis hiding in South America can launch the whole thing all over again. Talk about a Master Race! As a symbol with such limitless potential, the Holocaust can even be turned against the Jews themselves. Critics and enemies of Israel liken its racially discriminatory policies on immigration, residence, citizenship, and even marriage to Hitlers. And in truth, Jörg Haider has little to teach the Israelis about abusing and excluding minorities. Which hasnt prevented the Israeli government from recalling its ambassador from Austria, with appropriate moral bluster: "We are calling on the free world, all the democracies, to isolate this neo-fascist government," says one Israeli official, unblushingly. Perhaps he has forgotten such Israeli leaders as Menachem Begin, Yitzhak Shamir, and Benjamin Netanyahu. All Israeli practices, however brutal, are justified as necessary exercises in Holocaust-prevention. Since the danger is eternally imminent, there is no limit to what may be done in the name of avoiding another Holocaust. Normal standards of decency, prudence, and rhetorical restraint may be set aside when a budding Hitler is spotted. A minor local politician sparks a worldwide furor; a dissident historian of World War II is denounced as "one of the most dangerous spokespersons for Holocaust denial." Dangerous? Yes! If you deny the first one, you see, youre promoting the next one. (Even "Holocaust denial" can cause a Holocaust.)

McCain, heiress to the Hensley liquor fortune?
It's doubtful. The senator's wife and -- more important -- his father-in-law,
James Willis Hensley, are very wealthy people.
Like his father and grandfather before him, McCain was a career Navy officer.
His earning power and his inheritance were modest. At its peak, his pay as a
captain was about $45,000.
But he retired from the military in 1980, divorced his first wife, wed
Arizona native Cindy Lou Hensley and moved here to plunge into the world of
politics. His first job in Arizona was as a public affairs agent for Hensley
Company, one of the nation's largest beer distributors. He was paid $50,000
in 1982 to travel the state, touting the company's wares. But he was
promoting himself as much as he was Budweiser beer. A better job description
might have been "candidate."
In 1982, Cindy drew more than $700,000 in salary and bonuses from
Hensley-related enterprises as her husband was elected to the U.S. House of
Representatives in his first political campaign.
Today, McCain is ranked the 26th wealthiest member of Congress by Roll Call
magazine. There are 535 members in the House and Senate.
From Day 1, Hensley money has enabled McCain to be a full-time politician,
free from financial concerns.
This story examines the roots of the Hensley fortune and John McCain's
implacable bond to the liquor industry -- how it has enriched him personally
and as a politician, and how those ties have dictated his actions on
questions of public policy.
John McCain's political allegiances to liquor purveyors and his
father-in-law's interests are subtle. That narrative is marked by a pattern
of patronage.
The Hensley saga, meanwhile, swirls with bygone accounts of illicit booze,
gambling, horse racing, deceit and crime. James Hensley embarked on his road
to riches as a bootlegger.
It was December 6, 1945. World War II had ended a few months earlier.
Joseph F. Ratliff was just about to wrap up another day as office manager at
United Distributors Company when two of his bosses, Eugene and James Hensley,
paid a visit to Ratliff at the company's Tucson liquor distribution warehouse
around 5 p.m.
The Hensley brothers were partners with a powerful Phoenix businessman named
Kemper Marley, who had cornered a large share of Arizona's wholesale liquor
business after Prohibition was lifted in 1933.
Ratliff had gone to work for United Distributors in September 1944. His job
was to oversee shipments of whiskey into and out of the United Distributors'
warehouse by keeping track of invoices, filing tax and sales reports with the
federal government and monitoring cash flow.
During and after World War II, the sale of whiskey was tightly regulated by
the federal government. Demand for whiskey was high, particularly on the
black market, where prices were more than double the regulated market price.
"'Well,' Gene Hensley says, 'It is five o'clock, why don't you go home? It is
time to close,'" Ratliff told Assistant United States Attorney E.R. Thurman
in sworn testimony in March 1948.
Ratliff went home.
Upon his return to the warehouse the next morning, Ratliff found a disturbing
sight.
"When the warehouse man came down and opened the warehouse, I started out
through the warehouse to go to the men's room, and I noticed there was two
rows of whiskey there the night before that wasn't on the floor that morning.
So I went back to the office. I thought we had been robbed."
In his office, Ratliff found another surprise.
"There was a bunch of invoices in my desk that had been made out after I had
left the office, apparently," Ratliff testified.
The invoices appeared to be related to the whiskey -- about 50 cases -- that
had disappeared from the warehouse overnight.
Ratliff went outside to empty some trash and noticed "a pile of empty whiskey
cases out there." Tangled up in the pile of boxes were federal tax serial
labels that were supposed to remain with the liquor when sold to a retailer.

LAROUCHE VICTORY IN MICHIGAN; THE REAL BEGINNING OF THE 2000 ELECTION SEASON
LEESBURG, VA--February 23, 2000-- Lyndon LaRouche's victory in Tuesday's
Democratic Primary in Michigan-- with more than 12,000 Michigan voters
defying the media blackout and lies, as well as the sabotage of the DNC, and
turning out to cast their votes for LaRouche -- marks the real beginning of

Democracy combine, the party nominations are {not} going to be settled by

in Michigan and elsewhere. Or, to quote the great humanist Robert Burns, "The
best-laid schemes o' mice an' men . . ."
We have turned the enemy mistake into a victory. This has been a great
embarassment for the racists of the Democratic Party and for Gore.
A new financial crisis is now building up, even though it is still uncertain
how it will develop. The situation of the markets is now worse than ever
before in recent times. It will come down soon, in a form which will shock
many, especially in the upper 20 percent of family income-brackets. I've
understood American people recognized that it was necessary for them. As long
as they believe they can get by with Internet stocks, with the bubble, with
insanity of the type of Gore and Bush,--as long as they stick with that,
there is no chance to save the U.S. from self-destruction. And we're on the
edge of self-destruction.
We must continue on our course, knowing that history is on our side. We must
recognize that the only chance of survival depends upon what we do. Don't
worry about the short term. Stick to the ship; stick to your guns; don't lose
your nerve. Be confident and organize. We can save the nation; regardless of
what many say or think now, we are needed to save the nation.
Today's victory was a lot of fun. You should richly enjoy it. And now, let's

More than a year after New Zealand King Salmon Co. Ltd. was first accused of breeding mutant chinook salmon in the so-called "Franken-fish" experiment, the company announced Friday it would bury the remains of the specially grown fish and suspend its research. King Salmon's chief executive Paul Steere said the company made the decision after it had successfully introduced an additional growth hormone gene into chinook salmon and passed the trait down three generations. He denied the decision to suspend the project was influenced by political, ethical or scientific resistance. Opponents of the project have fought for more than a year to stop it after leaked secret papers showed deformed heads and other abnormalities had occurred during the breeding program. After receiving the new growth hormone gene, the salmon grew three times faster than the normal rate. According to the company, the genetically modified salmon could grow up to 550 pounds. Chinook, or Pacific king, the largest species of salmon, grow to 110 pounds in the wild. King Salmon has admitted some of the first-generation fish had developed lumps on their heads due to apparent genetic deformities. "All modified salmon have been killed and disposed of, in accordance with (scientific) containment protocols," Steere said in a statement. The company said it would retain frozen sperm from genetically engineered salmon "at a secure location" so it was available to continue the program in the future. But events took a farcical turn even before they landed in decrepit Baghdad.
