Mark Alexander, editor of The Federalist, a weekly e-journal of conservative thought, said Tuesday in a statement that the publication's technical supervisor was contacted by officials from AOL's technical support operations. "AOL admitted that they had, indeed, blocked The Federalist's IP -- which explains why some 20,000 subscribers using AOL and their affiliates, Compuserve and Gateway, have not received the publication for weeks," Alexander said. Alexander said AOL did not provide an explanation as to why it began blocking delivery of the e-journal, but the statement said the popular ISP assured staffers "it would not happen again." Nevertheless, Federalist editors and staff believe they know why AOL blocked delivery. They suspect it was due to criticism published in The Federalist of recent anti-Christian comments made by CNN founder Ted Turner. "Suffice it to say that the blackout occurred after The Federalist published the latest Christian-bashing comments from AOL Time Warner executive Ted Turner," said the statement. "On March 9, 2001, in Federalist #01-10, the publication quoted Turner's comment to a group of CNN personnel observing Ash Wednesday with an ash mark on their foreheads: 'What are you, a bunch of Jesus freaks?' Turner admonished. 'You ought to be working for Fox,'" said the statement. The blockage of the e-journal to AOL subscribers began the following week, officials said. "We applaud the efforts of thousands of our loyal readers on AOL. Without our knowledge, there was quite a protest brewing, and that protest has produced favorable results! For now, at least, the matter is resolved," Alexander said. The e-journal, which is compiled each week by an anonymous national editorial board, boasts "a wide spectrum of reliable information from reputable research, advocacy and media organizations." "Its content is carefully selected to provide constitutional conservatives with a brief, informative and entertaining survey and analysis of the week's most significant news, policy and opinion," said information posted at the e-journal's website. The e-journal is free to subscribers and is sent out twice per week -- on Tuesdays as a "Federalist Brief" and a full edition every Friday. I subscribe to Echostar's Dish Network and we lost several channels on the satellite located at 119. Each satellite has 32 transponders and Dish has licenses to operate 21 of those 32 transponders. The other 11 licenses belong to Dish's competitor, DirecTV. The status of their satellite is unknown. Dish has licenses for transponders 1 through 21. These transponders are no longer operating: 2, 3, 6, 8, 9, 10, 11, 12, 13, 14, 17, 18, 20, 21 Since the content is MPEG compressed, each transponder can carry approximately 8 to 12 channels, depending on how much motion is in the content. -Caveat Lector- Thompson OKs Clinton's Medical 'Privacy' Rules By Wes Vernon Friday, April 13, 2001 Privacy advocates were dealt a severe blow Thursday as the Department of Health and Human Services issued a so-called medical privacy regulation. The entire 1,500 pages were left intact from the way they were written and submitted in the last days of the Clinton administration. However, HHS Secretary Tommy Thompson did say in the ninth paragraph of his statement that he and the department would "begin the process of issuing guidelines on how the rule should be implemented." And therein lies the rub. We don't know at this point whether those guidelines will deal with the flaws NewsMax.com found in examining all 1,500 pages of the document. Specifically, one of our senior editors, John L. Perry, a prize-winning newspaper writer with plenty of experience in government, found multiple loopholes and internal contradictions where patient privacy rights are concerned. But there is little reason for optimism that future modifications will improve privacy protection. Thompson said the guidelines "will allow us to clarify some of the confusion regarding the impact this rule might have on health care delivery and access. And we will consider any necessary modifications that will ensure the quality of care does not suffer inadvertently from this rule." In discussing the future "modifications" and guidelines, Thompson puts all the emphasis on such issues as proper "access" and the "delivery of health care," having "access to necessary medical information about a patient" and things of that nature. These, of course, are legitimate concerns. But the secretary says nothing about privacy. Only in the early paragraphs of the statement when he's explaining why he is going ahead and implementing the rules does Thompson mention privacy protection. He says, "Our citizens must not wait any longer for the protection of the most personal of all information - their health records." That seems to assume that the rules, as currently written, are being rushed out to the public to preserve the privacy of medical records. One could read the secretary's statement and conclude he believes the problem of the privacy is a settled issue within the rule, and that it is only "access" that needs to be fixed. Our reading, again of all 1,500 pages, indicates otherwise. President Bush himself issued a statement saying that "for the first time, patients will have full access to their medical records and more control over how their personal information will be used and disclosed." "This rule will help address patients' growing concerns regarding medical privacy." The president could get a good argument on that from Dr. Jane Orient, executive director of the Association of American Physicians and Surgeons (AAPS). When told that there will be modifications and guidelines, the doctor's reaction was: "That's all we need. More pages!" added to the 1,500 already there. She told NewsMax.com that "just because the Bush administration calls this a privacy regulation does not make it one. It is anti-privacy." Orient added that she did not understand why President Bush is taking credit for this when "all he is doing is following the policy of his predecessor, a policy that would in fact abolish privacy." Two days ago, Orient indicated her organization would go to court over this issue on constitutional and legal grounds. When I asked if Thursday's developments had affected her timetable, she said she was consulting a lawyer and couldn' t comment on it at the moment. Feds Ignore the People Kent Snyder of the Liberty Committee, which like NewsMax.com had circulated a petition urging the secretary to reject the new rules, observed: "Only in Washington does 13,535 equal 1. The opinions of thousands of private American citizens who expressed their specific concerns about the final medical privacy rule were ignored." Snyder said he was told that the 13,535 signatures on that petition were counted as "merely one comment." That apparently is the same treatment accorded the NewsMax.com petition that included more than twice as many signatures as the Liberty Committee's. Which raises another question: How many other thousands of citizens signed a petition to their government about their rights to privacy, only to be counted as a small part of "merely one comment?" This is "right out of the 'Twilight Zone,'" commented Snyder. The decision by the secretary won him some praise from left-wing Sen. Patrick Leahy, D-Vt., who commended Thompson for "protecting" patients medical records. In fact, as John Perry has documented, the regulations do no such thing. Chip Kahn, president of the Health Insurance Association of America, says "the privacy regulations do not provide a uniform standard and are exceedingly complex and unnecessarily costly." This morning Bob appeared on CNN's financial network. While I was unable to speak with Bob, I was able to talk to Mike Bodine for quite a while. It seems the "stuff" has hit the fan back there. Someone has hacked into their web site, www.givemeliberty.org, and turned things around so their site was sending out huge volumes of "spam." A half dozen people complained to Bob's ISP carrier and they are threatening to shut them down. Didn't we hear echos of this last week during the phony senate hearings presided over by the un-American duo, Charles Grassley and Max Baccus? We did and you can read Grassley's arrogant, shrill rantings at: http://www.senate.gov/~finance/040501cg.pdf The idea of shutting down web sites that the government doesn't like was bandied around this hearing like the First Amendment never existed. What arrogance. How Nazi-like. Second, USA Today has informed Bob Schulz that they will no longer accept Bob's money for these full page ads. Their justification is that their legal department has advised them they cannot continue to run ads from an organization that encourage people to break the law! Let me tell anyone who hasn't seen these ads, the only thing they contain is specific passages from Title 26, other government sources and personal stories about certain individuals. Bob Schulz is a gentleman and very mild-mannered - until something like this happens and then he fights back. After a conversation with the folks over there at USA Today, they still said no, but would go back to their legal department to exchange more spit. Bob isn't going to just walk away without standing up for what he believes is right. It's pretty obvious that the pressure is now starting to get intense. The shadow government that yanks the strings of these "elected public servants" back in Washington, DC and our "free press" are now starting to realize that this isn't some fringe element of kooks, and that they had better do something to stop the flow of truth. For USA Today to kiss off $62,000+ for one ad, should tell people that someone is leaning real hard on the honchos at that newspaper. Four million two hundred thousand people read USA Today - everyday. That's 4.6 million too many for the cartel running this country. "Our media serve to reduce Egyptians to ignorance, because an ignorant people is easy to lead, hit, exploit and govern by a dictatorship," she concluded in the article. The mufti of Egypt, Sheikh Nasr Farid Wassel, wrote a rebuttal in the same edition, saying Saadawi "rejected the teachings of religion, straying from the circle of Islam." But he did not ask for her to stand trial. "We do not need to pursue the author for her perverse and aberrant thoughts, because it is clear her goal is to contradict to gain attention," he said. Research demonstrated, though, that more guns meant less crime. As the criminology argument faded, gun control advocates began arguing guns were a public health problem. But the public health argument is also bankrupt, according to Miguel A. Faria Jr., M.D., editor of the Medical Sentinel, the journal of the Association of American Physicians and Surgeons. Dr. Faria lays out his reasoning in the Spring 2001 issue. The U.S. public health establishment declared in 1979 that handguns should be eradicated, beginning with a 25 percent reduction by the year 2000. Since that time, hundreds of "scientific" articles have been published in medical journals supporting the notion that guns are a public health problem. Faria's article spotlights many of the flaws of this research, including that of Dr. Arthur Kellerman of the Emory University School of Public Health. Since the mid-1980s, Dr. Kellerman used funding from the Centers for Disease Control and Prevention to publish research purporting to show that persons who keep guns in the home are more likely to be victims of homicide than those who don't. Dr. Kellerman claimed in a 1986 New England Journal of Medicine study that having a firearm in the home is counter-productive. He reported "a gun owner is 43 times more likely to kill a family member than an intruder." Dr. Faria points out that Dr. Kellerman's analysis ignored the vast majority of benefits from defensive uses of guns. Since only 0.1 percent to 0.2 percent of defensive uses of guns involve the death of the criminal, Dr. Kellerman's study underestimated the protective benefits of firearms - in terms of lives saved, injuries prevented and related medical costs - by a factor of as much as 1,000. In a 1993 New England Journal of Medicine study, Dr. Kellerman again reported guns in the home are a greater risk to the victims than the assailants. In addition to repeating the errors of his prior research, Dr. Kellerman used studies of populations with disproportionately high rates of serious psychosocial dysfunction such as a history of arrest, drug abuse and domestic violence. Moreover, 71 percent of the victims were killed by assailants who didn't live in the victims' household, using guns presumably not kept in the home. Dr. Kellerman's conclusions depend on an apparent higher rate of homicides among households with guns compared to households without guns (45 percent vs. 36 percent). But Dr. Kellerman ignored his own data indicating there were enough false denials of gun ownership to reverse this result. Controversy has also swirled around Dr. Kellerman's claim that gun availability increases the risk of suicide. Dr. Faria says "the overwhelming available evidence compiled from the psychiatric literature is that untreated or poorly managed depression is the real culprit behind high rates of suicide." Backing this up is the observation that countries with strict gun control laws and low rates of firearm availability - such as Japan, Germany and the Scandinavian countries - have suicide rates that are 2 time to 3 times higher than for the U.S. In these countries, people simply substitute for guns other suicide methods such as Hara-Kiri, carbon monoxide suffocation, hanging, or chemical poisoning. Dr. Faria also cites the work of Florida State University professor Gary Kleck and Yale University professor John R. Lott Jr. as serious challenges to gun control advocates' claim that guns are a public health problem. In his books Point Blank: Guns and Violence in America and Targeting Guns, Kleck reports that firearms are used defensively 2.5 millions times per year, dwarfing offensive uses by criminals. Kleck says that 25 to 75 lives are saved by guns for every life lost by a gun. The medical costs saved by the defensive use of guns are 15 times greater than the costs caused by criminal use of firearms, according to Kleck. Lott reports in his book, More Guns, Less Crime: Understanding Crime and Gun Control Laws that neither state waiting periods nor the Brady Law are associated with a reduction in crime rates. However, laws that permit the carrying of concealed weapons are associated with a 69 percent decrease in death rate from public, multiple shootings such as those that occurred in Jonesboro, Arkansas and Columbine High School. The ponderous Brussels bureaucracy usually measures the development of its economic, monetary or agricultural projectsfrom initial decision- making through planning, consultations and final realisationin five- or ten-year periods. This is not the case when it comes to setting up Europe's own military structure. First in the Gulf War and then in NATO's war against Serbia, the European governments were made aware of how completely dependent they were on the military might of the US. Since then, the establishment of a force capable of reacting to crises, and as independent of NATO as possible, has been at the centre of Brussels' concerns. At the EU summit in Nice last December, government leaders decided on the precise framework for such a rapid reaction force. An exclusively European alliance of forces extending to 60,000 ground troops is to be ready for service in two years' time. These land forces are to be supported by air and sea contingents. Member states are to have the capability of mobilising their armies within 60 days so as to carry out independent military operations in designated trouble spots. The forces are to have the ability to remain in each combat situation for at least a year. The size of the arsenal to be placed at the disposal of the EU strike forces is a sure sign that the EU has its sight set on heavily armed military interventions. Plans have been made for the acquisition of 95 warships and 570 aircraft of all categories. At the moment, silence is being maintained over both the arming of the land forces and the total cost of the military plans. While security experts are stressing the necessity of European troops with an independent command structure, the media is continually drawing attention to the vast gap between wishes and reality. A typical commentary appeared in the conservative newspaper Die Welt last November pointing to serious deficiencies and a great need for modernisation in Europe's military. The EU states are only able to muster 6 of the 61 ships deemed necessary by planners for the transport of troops and materials over long stretches of sea. With respect to air transport, 66 of the desired 188 aircraft are lacking. Glaring deficiencies also exist in electronic surveillance and equipment for neutralising enemy air defence systems. Without NATO, it's no go, a high-level EU diplomat explained. On the other hand, the EU states are well disposed when it comes to mobile headquarters, tank units and infantry. According to press reports, the EU army's sphere of action will encompass an area radiating 4,000 kilometres around Brussels. This would make possible military engagements in the Near East, the Caucuses and northern Africa. Experts estimate that such interventions will require over 200,000 soldiers, although combat units engaged in foreign operations will often have to be relieved by replacement forces. The rapid reaction force will not be a standing army. It will be made up from the various national armies of the EU states, the three biggest countries contributing most of the soldiers. Thus Germany will provide the largest contingent with 18,000 combatants, followed by Britain and France with 12,500 each. Except for Denmark, military units from all 15 EU member countries will be involved. The supreme commander of the EU military staff will be the German general, Rainer Schuwirth. In the competition for this post, France had to content itself with the office of deputy commander. For five decades, the West European Union (WEU) served as the European pillar of NATO. Last November, the European foreign and defence ministers transferred all of the WEU's important military functions to the EU in order to establish Europe's first-ever independent military structure. This includes responsibility for intervention into crisis situations, but also extends to accountability for logistics and technical equipment. Consequently, control of not only the Torrejon satellite centre in Spain but also the centre for military studies in Paris has to pass from the WEU to the EU. The de facto dissolution of the WEU is clearly a step towards EU military independence. The EU is now also responsible for humanitarian aid, intervention into catastrophes and the much vaunted peace-securing and peace-enforcing measures. During his recent visit to Washington, Britain's Prime Minister Tony Blair attempted to dispel American doubts about these independent European military structures. The point is that the "legal" drug company that the Bush family is invested in is about to lose its patent rights on Prozac--which can be sold generically. So the company has invented a new illness to be treated with a "new" drug with a new brand name other than Prozac, but with exactly the same ingredients. The point is to market this drug with higher prices than could be achieved if the public knew that they could buy it at generic prices. And the illness is NOT called PMS. Insight ran this the week before last. The head of the IRS was allowed to keep his AMS stock. AMS is the company that did the HUD CAPS system. That is the system that was the excuse for HUD missing $17 billion and then $59 billion in Fiscal 1998 and Fiscal 1999. When HUD was foia-ed and asked re the contractor for the HUD CAPS system. HUD refused to say how much AMS was paid for putting in HUDCAPS, but they continued to pay AMS even when the system did not work and $59 billion was missing. One article that I found on the net indicated that the HUDCAPS contract was $250MM plus. I have not been able to confirm that. Contrast that to Hamilton who accomplished all tasks, whose performance was rated excellent, and whose contract was cancelled and had $2.5 owed to Hamilton seized on their theory that we had made an error that cause us to miss an opportunity to increase by $3.8MM the $2.2 billon of saving we generated that was substantially above expectation. Bush, Cheney was pummeled with questions about potential conflicts of interest that might result from his holdings in Halliburton Corp., the oil-services company Cheney headed before he was tapped as Bushs running mate. Cheney sold the stock and turned over his unvested options to an independent administrator to give the proceeds to charity. When Treasury Secretary Paul ONeill announced he was going to keep his $100 million in stock and options in Alcoa Corp., where he had been chairman and chief executive officer, he was subjected to intense scrutiny in the media, including Insight (see The $100 Million Misunderstanding, April 2-9). ONeill did an about-face and announced on ABCs This Week that he would divest. In sharp contrast, hardly a peep has been uttered, even from Republicans, about a Clinton-administration holdover who owns millions of dollars of stock in a company that has millions of dollars of contracts with the very agency he heads. Charles O. Rossotti was appointed by Bill Clinton to head the IRS in 1997. His background in technology and business won praise at the time from both Republicans and Democrats. Rossotti had been chairman of American Management Systems (AMS), a Fairfax, Va.-based information-technology consulting firm that he cofounded after a stint as one of Robert McNamaras famed Whiz Kids at the Defense Departments Office of Systems Analysis. With the IRS computer systems in disarray and gross abuses of taxpayer rights unearthed during congressional hearings, members of Congress were eager to have a manager at the helm of IRS rather than another political tax attorney. So eager, apparently, that the Senate Finance Committee agreed to let Rossotti keep his stock in AMS, even though the company was providing computer software and data-processing services to the IRS. At his confirmation hearing Rossotti promised Sen. William Roth of Delaware, then-chairman of the Senate Finance Committee, that he would divest if AMS decides to bid for more work from the IRS beyond existing GSA contracts, or successor contracts of similar scope. He also said he would do his best to avoid even the appearance of a conflict of interest. No one has, I do not think, a greater interest than I do in ensuring that no one believes, at this stage in my life, that I have taken on this job in order to further any particular interest of my own, Rossotti said. Yet in a press release dated Nov. 7, 1997 just four days after he was confirmed as IRS commissioner on a Senate vote of 92-0, but in a convenient interlude before he was sworn Rossotti praised the achievements of AMS in a company press release announcing his IRS confirmation and AMS resignation. Smith Friday, April 13, 2001 Aircraft PR-32, the Lockheed EP-3E Aries II that is in Chinese hands, was clearly marked as a U.S. military plane. The markings on the huge four-engine spy plane include large black block letters and brightly painted stars against battleship gray, identifying it as property of the United States Navy. China United Airlines aircraft B-4138, a Russian-made TU-154M three-engine airliner, is also clearly marked. B-4138 is painted in the colors of the communist government-owned airline and flies under an international civilian number as a passenger plane. The markings on B-4138 include large black block letters and a CUA symbol on the tail. B-4138 is a Chinese spy plane. Defense analysts confirmed that the so-called "civil" aircraft is actually a Chinese air force spy plane equipped with a sophisticated radar and communications equipment. The modified TU-154M airliner is equipped with an array of communications antenna on the rear and a huge radar dome on the bottom of the aircraft. The Tu-154M is indeed from China United," stated Richard Fisher, a Chinese military defense analyst and fellow at the Jamestown Foundation. It is equipped with a new Synthetic Aperture Radar (SAR) system," noted Fisher, pointing out the characteristic tublike radar dome that dominates the lower half of the Chinese spy plane. This Tu-154M is likely involved in research for the development of SAR systems that can be used in a similar fashion to the U.S. JSTARS, which provided unprecedented battlefield awareness to U.S. commanders in the Gulf War. For the PLA, this and future SAR aircraft will help to manage military operations over Taiwan and to find critical targets for air and missile strikes. Chinese Air Force Owns China United Airline China United Airlines operates inside the United States and is one of nearly 2,000 Chinese army-owned companies doing business in America. China United Airlines also operates U.S.-made civilian jet as military aircraft. According to Seattle-based Boeing Aircraft Corp., the Chinese army air force obtained 10 civil 737-300 jet transports in 2000 through a purchase by China United Airlines. U.S defense officials confirmed that the Chinese Air Force is operating the 10 Boeing civil airliners as military jet transports. There is no doubt in my mind that they [China United Airlines] operate this type of aircraft," stated Larry Wortzel, senior Asia analyst at the Heritage Foundation. I have no doubt they have FLIR [forward-looking infrared] and SAR radar on some U.S made Gulfstreams as well," noted Wortzel. Both Boeing and McDonnell Douglas aircraft were used to move a division of the 15th Airborne Army to Beijing for use in Tiananmen Square. Chinese Army Radar Made in U.S.A. Documents obtained from the Commerce Department using the Freedom of Information Act show that Loral Defense Systems sought the personal intervention of Ron Brown to approve Synthetic Radar technology exports to China. Loral Defense Systems President, Jerald A. Lindfelt, wrote Brown, then Bill Clinton's secretary of commerce, in March 1996. Lindfelt sought Brown's help in the export of SAR technology to China. Lindfelt's appeal also included a direct request for Brown to over rule the Department of Defense, the State Department and even Brown's own Commerce Department, which had all previously denied SAR radar export to China. We've worked hard trying to resolve these problems with the Department of State, the Department of Commerce and the Defense Technology Security Administration (DTSA)," Loral's Lindfelt wrote to Brown. "But someone in these organizations always manage to block our participation. Lindfelt attached a letter for Brown from Mrs. Zheng Lizhong, deputy director of the National Remote Sensing Center for the State Science and Technology Commission of China. New evidence casts doubt on global warming Claims are "based on false data," international team of scientists says by Robert Matthews Fresh doubt has been cast on evidence for global warming following the discovery that a key method of measuring temperature change has exaggerated the warming rate by almost 40 percent. Studies of temperature records dating back more than a century have seemed to indicate a rise in global temperature of around 0.5C, with much of it occurring since the late 1970s. This has led many scientists to conclude global warming is under way, with the finger of blame usually pointed at man-made emissions of such greenhouse gases as carbon dioxide. Now an international team of scientists, including researchers from the Met Office in Bracknell, Berkshire, United Kingdom, has found serious discrepancies in the temperature measurements, suggesting that the amount of global warming is much less than previously believed. Measuring water, not air The concern focuses on the temperature of the atmosphere over the oceans, which cover almost three-quarters of the Earth's surface. While scientists use standard weather station instruments to detect warming on land, they have been forced to rely on the crews of ships to make measurements over the vast ocean regions. Crews have taken the temperature by dipping buckets into the sea or using water flowing into the engine intakes. Scientists have assumed there is a simple link between the temperature of seawater and that of the air above it. However, after analyzing years of data from scientific buoys in the Pacific that measure sea and air temperatures simultaneously, the team has found no evidence of a simple link. Instead, the seawater measurements have exaggerated the amount of global warming over the seas, with the real temperature having risen less than half as fast during the 1970s than the standard measurements suggest. Reporting their findings in the influential journal Geophysical Research Letters, the scientists say the exact cause of the discrepancy is not known. One possibility is that the atmosphere responded faster than the sea to cooling events such as volcanic eruptions. A big cut The findings have major implications for the climate change debate because sea temperature measurements are a key part of global warming calculations. According to the team, replacing the standard seawater data with the appropriate air data produces a big cut in the overall global warming rate during the last 20 years, from around 0.18C per decade to 0.13C. This suggests that the widely quoted global warming figure used to persuade governments to take action on greenhouse gas emissions exaggerates the true warming rate by almost 40 percent. The team is now calling for climate experts to switch from seawater data to sea-air temperature measurements. One member of the team, David Parker, of the Hadley Centre for Climate Prediction and Research at the Met Office, said the discovery of the discrepancy "shows we don't understand everything, and that we need better observations--all branches of science are like that." Yet according to Parker, the new results do not undermine the case for global warming: "It is raising questions about the interpretation of the sea-surface data." Even so, the findings will be seized on by skeptics as more evidence that scientists have little idea about the current rate of global warming, let alone its future rate. Climate experts are still trying to explain why satellites measuring the temperature of the Earth have detected little sign of global warming, despite taking measurements during supposedly the warmest period on record. Some researchers suspect the fault may again lie with the ground-based temperature measurements. They say many of the data come from stations surrounded by growing urban sprawl, whose warmth could give a misleading figure. A study of data taken around Vienna, Austria, between 1951 and 1996 found that the air temperature rose by anything from zero to 0.6C, depending on precisely where the measurements were made. DEATH BY REMOTE CONTROL AS HIT SQUADS RETURN By Robert Fisk in Gaza [The Independent, 13 April]: When the Israelis came for Abu Jihad exactly 13 years ago, they employed up to 4,000 men for his assassination. There was an Awacs plane over Tunis, a squadron of jets to protect the Awacs, two warships in the Mediterranean, a submarine to guard the warships, a 707 refuelling aircraft, 40 men to go ashore and surround the home of Yasser Arafat's PLO deputy commander, and four men and an officer to murder their victim. Abu Jihad's son Jihad al-Wazzir recalls: "First they killed the bodyguard who was asleep in the car outside. Then they killed the gardener and the second bodyguard ... My dad was writing in his office and went into the hall with a pistol. He got off one shot before he was hit. My mother remembers how each of the four men would step forward and empty an entire clip of bullets from an automatic weapon into my dad like it was a kind of ritual. Then an officer in a black mask stepped forward and shot him in the head, just to make sure." Today, Israel's murder squads come cheaper: a computer chip that activates a bomb in a mobile telephone, a family collaborator, or even a splash of ultra-violet paint on the roof of a car to alert an Israeli Apache helicopter pilot to fire a Hellfire missile into the Palestinian's vehicle. It's long-range assassination. But some things don't change. Palestinians have long believed and Jihad al-Wazzir Jnr is convinced that the Israeli who delivered the coup de grâce to his father on 16 April 1988 was an intelligence officer called Moshe Yalon. And today, one of the principal instigators behind the policy of murdering Israel's Palestinian military opponents is the deputy chief of staff, a certain major general called Moshe Yalon. It's a cruel, vicious, internationally illegal war in which the Palestinians have themselves been guilty in the past. Back in the Seventies, Israeli and PLO agents murdered each other in Europe in a policy of retaliation and counter-retaliation that drove European security forces insane with anger. "In the end, these murders led to a ceasefire," Mr al-Wazzir explains. "The whole thing ended." It continued, however, in Beirut where two of the men involved in murdering PLO leaders were called Ehud Barak and Amnon Shahak. Shahak would later become the Israeli military commander in Lebanon in 1982. And it was Mr Barak who as Prime Minister last year relaunched Israel's murder squads. Historians will one day debate the worth of such killings. Hamas and Islamic Jihad, after all, have their own murderers though their suicide bombs slaughter civilians as well as soldiers, hitherto unknown victims rather than individual Israeli intelligence officers. But Israel's killers take innocent lives too. An Apache helicopter attack on a Palestinian militant tore two middle-aged Palestinian women to pieces; the Israelis did not apologise. The nephew of a man murdered by the Israelis in Nablus later admitted to the Palestinian Authority that he had given his uncle's location to the Israelis. The point is that the "legal" drug company that the Bush family is invested in is about to lose its patent rights on Prozac--which can be sold generically. So the company has invented a new illness to be treated with a "new" drug with a new brand name other than Prozac, but with exactly the same ingredients. The point is to market this drug with higher prices than could be achieved if the public knew that they could buy it at generic prices. well- that is all very worthwhile and interesting and stuff- i agree that it is awful the things corps do to make a buck, but when i came into the thread i was making cheap jokes about PMS because someone had made an equally cheap joke about PMS and it was to that thread i was replying. so i think, if you read back a bit before condemning the copnsistency of the dialogue, you may find that the replies are, surprisingly within context of the conversation that was developing. "Hey," he told the other admin, "why don't we put up a joke page apologizing to the rest of the world for our st00pid president. Then we can have friends sign it." They laughed and sent the link around through email, never realizing the impact the page would have on the next week of their lives. Close to 6000 signatures, a horde of sad racist sentimentality, and a bunch of unmentionable insults later the site had to come down. It was posing too much of a strain on the server, and, frankly, the admins just didn't have the time to monitor it 24/7. (We DO have lives, you know?) No, we were never promoting an agenda. No, we were never pro-communism. No, we don't condone China's occupation of Tibet. Yes, we are very concerned about the 24 downed crew members being held against their will and hope they will be returned quickly and safely. Many of the responses we received bashed us because of the wording we used on the page, specifically mentioning China. We wanted to apologize to the WHOLE WORLD. This incident in China just happened to be the most recent development. We don't like Bush. We didn't like Gore, either, for that matter. We thought a chimpanzee could run the country better than either of them. However, we take solace in the knowledge that Bush can lead us for no longer than eight years, maximum. We're proud Americans, we like living here. Really, we do. We just wish we didn't get lumped in with all of the morons in our country. Among the piles of incomprehensible hate mail we received, we did find one well written letter, informing us on how foreign policy works. Again, we'd like to state for the record that we were not serious, nor did we expect anyone - neither China nor the U.S. Government - to even humor us. We just though we were being funny. Here is the letter: Ever read up on international law? Know what a formal apology would mean in a case like this? I'm not sure you do. First, it would be considered an admission of guilt (not all the facts are in, so that would be hasty). Second, the pilots and passengers could then be legally (international law) charged with the death of the Chinese pilot. Third, the US would be held accountable for all damages punitive and actual. Fourth, an admission of guilt would jeopardize our ability to remotely monitor their military installations from international airspace (an activity we need to continue doing and one I hope they do as well.) -Caveat Lector- full text at http://world.std.com/~awolpert/ A Meditation on Mystical Union Using System Dynamics Abstract: The system dynamics analysis of a religious experience, presented here, establishes a scientific basis for the core of religion. That is, seen from the outside all religions are diverse, but at the very essence or core of each religion resides the sacred structure and essence of religion. The analysis presented here of this structure and essence forms a general theory of religion: e pluribus unum. The theory is a formalized conceptual system built upon the following set of ideas: The essence of religion, called variously God, Allah, Brahman, The One, No Thing, Ground of one's Being, etc., is experienced during the peak or unitive experience, known in the West, for example, as mystical union. Each culture has a name for this holy experience: born again, virgin birth, enlightenment, satori, wu-wei, nirvakalpa samadhi, fana, devekut, ecstasy, etc. During the peak or unitive experience one sounds the fundamental note of one's existence. It is an ecstatic experience of That which is timeless and unconditioned. The essence of science is its use of a testable formalized conceptual system to analyze and comprehend phenomena. For at least the past two-hundred years these testable formalized conceptual systems have usually employed differential equations. The key tool of the analysis is the new phenomenological method, Feedback Phenomenology, which incorporates Forrester-style system dynamics. Feedback Phenomenology is used to analyze subjective consciousness. For the purpose of generating a general theory of religion, Feedback Phenomenology is used to disaggregate and then closely analyze the various aspects of my subjective consciousness during the 10-hour purgative period immediately preceding the roughly 4 to 7 second experience of mystical union. Purgation also has various names in the mystical literature of various cultures: Dark night of the soul, refiner's fire, katharsis, overcoming either knots in the heart or samskaras or nafs or samsara or original sin, etc. The key result of the analysis is the flow diagram shown in Figure 2. It is a representation of the structure of my consciousness during purgation in the form of a multiloop nonlinear feedback system. This flow diagram, together with its mathematical model, can be used to accurately simulate, moment by moment, the resulting disaggregated aspects of my consciousness during the purgative period. At present the model contains 38 aspects of consciousness or 38 variables. These are all operating simultaneously. Once Feedback Phenomenology has been used to accurately simulate the 38 simultaneously operating aspects of consciousness during purgation, then deep scientific insights and conjectures are obtained about the dynamics and the biological nature of consciousness during purgation and mystical union by working along the following lines of attack: Because the body and its nervous system is a multiloop nonlinear feedback system, find the neuroscientific and physiological correlates for the flow diagram for purgation shown in Figure 2. Determine the dynamics of the various aspects of consciousness during purgation as those 38 aspects simultaneously approach the moment of transition from purgation into mystical union. Establish the nonlinear dynamics phase portrait for the set of seven differential equations of the model of purgation. These equations contain purgation's 38 aspects of consciousness. Consciousness during mystical union cannot be modeled or simulated, because it transcends the phenomenal: the change in inner sense ceases in that state and hence the sense of inner time ceases also. This timeless characteristic is why mystical union is called an experience of the Eternal. The approach to a general theory of religion is by induction. First, the Feedback Phenomenological analysis of purgation produces the 38 simulations to describe the various aspects of my consciousness, moment by moment, over their 10-hour duration. In this way the experience of purgation leading to mystical union is laid out as a function of time in greater detail than has ever been done before. Then analysis of the model structure - together with the study of numerous quotes from the mystical literature of the major world religions as they apply at key points in the 10-hour simulations - tends to indicate that the experience is the same peak experience of those religions. As the work proceeded, the above clarification of consciousness during purgation led to a theory of consciousness, a mathematical modeling and simulation of a somatosensory-driven mental imagery which is the intentional object of subjective consciousness during purgation, a solution to Chalmers' hard problem, and from there to a link with neurobiology and cardiovascular physiology. Black White sends information about a user's computer (including IP number, registry details and hardware configuration) to a server run by the game's developer Lionhead and publisher Electronic Arts. This heavy-handed anti-piracy feature is, in effect spyware, critics argue. And clunky too -the game will try to establish an Internet connection when installed on a user's PC, even if it is not been run at the time. But Lionhead says the fears are baseless; Black White contacts the Internet in order only to set up a facility that enables players to exchange messages online, the company claims. In a message posted on gaming newsgroups Lionhead said: "Black White uses a mechanism for its built in messaging system to tell the server if you're online or not and ready for receiving messages from other friends online. We are not spying on your system!" However there's a sting in the tail to Lionhead's email: "If you playing an illegal copy of Black White, the program is self-aware, so if you encounter problems with it, then maybe you should buy a proper version." -Caveat Lector- Copyright 2001 The Washington Post: March 26, 2001 Making Sense of the Deluge of Data; CIA Technologies Refine Mass of Information Into Analysis by Vernon Loeb Every day, a digital monsoon engulfs the Central Intelligence Agency. Video and audio signals pour in from around the world as a million new pages pop up on the Internet. What's an intelligence agency to do about this "volume challenge of staggering proportion," as one CIA official called it? It is a question CIA scientists have spent millions of dollars addressing in recent years in a search for "data mining" technologies that produce knowledge from raw information. The answers can be found, not surprisingly, in CIA computers, programmed to automatically transcribe audio signals and translate Web pages in Chinese, Russian and numerous other languages. There's also software that can turn a bad guy's life story into a three-dimensional diagram of linked phone calls, bank deposits and plane trips. There's a system that alerts an analyst any time a new page goes up on a Web site of interest. And smart new search engines use "natural-language processing" instead of key words to answer complex queries. "The challenge we're trying to address here is how do we help individuals deal with the mass of information," said Larry Fairchild, head of the CIA's Office of Advanced Information Technology. "There is so much information coming in now in so many different formats -- audio, imagery, geospatial, text. If you add language to that, you see how complex the data field is." Imagine the challenge confronting an analyst assigned to understand China's emerging doctrine of computer warfare from hundreds of Chinese-language Web sites, many of which are linked to official Chinese military, academic and government organizations. Software called "Fluent" enables CIA personnel to perform "cross lingual" searches in English of Web sites in Chinese and 10 other languages, from Russian to Japanese. The software then translates the results almost instantaneously into English. Although "machine translation" technology has been around since the 1950s, CIA officials say it is becoming increasingly accurate and more powerful when combined with Web-based search capabilities. Another program, called "Oasis," uses "automated speech recognition" technology pioneered by the Defense Advanced Research Projects Agency to turn audio feeds into formatted, searchable text. The computer can distinguish one voice from another and duly differentiates "speaker 1" from "speaker 2" in transcripts. But alas, there are limits to even the most advanced of artificial brains: So far, the computer understands only "American" English, though it is learning various English "accents" -- and the CIA is busy, for obvious reasons, teaching it Chinese and Arabic. A half-hour broadcast, which used to take an analyst 90 minutes to listen to, assess and disseminate, now can be processed -- and stored in searchable format -- in 10 minutes, officials said. Other newly developed software, which the CIA calls its "surge tool kit," enables teams of analysts to quickly search, assess and reassemble large quantities of "open source" information when, during crises, they must produce in hours written analytic reports for the president and other policymakers. All of this "data mining" technology is designed to allow individual analysts to master gigabytes of digital information. But it is of critical institutional importance to the CIA, which must show that it can master the digital domain to survive in a world where it no longer controls most information. "No longer," said Winston Wiley, the CIA's deputy director of intelligence, "are we the only game in town." One participant in the wide-ranging conspiracy, a unit of ABB Ltd., the Swiss engineering giant, pleaded guilty yesterday to its role in the scheme, agreeing to pay $63 million in fines and restitution. The conspiracy, which lasted more than seven years, involved the rigging of contract bids submitted in the late 1980's and early 1990's to the United States Agency for International Development, which was financing Egyptian water projects that resulted from the Middle East peace accords reached during the Carter administration. Contracts were supposed to be awarded through competitive bidding. But the construction companies subverted the process through payments of bribes and kickbacks to other possible bidders, fraudulent billings to the government and the laundering of cash through Swiss bank accounts, court records in related cases show. The conspirators included at least six international construction companies, which collectively referred to themselves as the Frankfurt Group, according to people briefed on the case. At the time of the bidding, the companies were either American or American subsidiaries of European concerns. The name of the group came from the fact that some of the largest companies were based in Frankfurt. The investigation of the conspiracy began almost six years ago, after a top financial officer at one company noticed a series of improper wire transfers and other transactions. That executive then brought those matters to the attention of the Justice Department, which has been investigating ever since. According to court records, companies involved in the conspiracy were able to obtain profits of as much as 60 percent on the Egyptian water projects a return that would be almost certainly impossible to obtain under competitive bidding. Indeed, some of the companies went to great lengths to hide their profits, charging fictitious expenses from related companies to decrease the returns shown on their books. All told, about a dozen contracts have been awarded under the program, totaling more than $1 billion. To date, three contracts have been found to involve fraud, and the others remain under investigation. The investigation has already resulted in two other guilty pleas, entered last fall by other construction companies. But until yesterday the full scope and implications of the criminal investigation were not publicly known. In the plea entered yesterday in Federal District Court in Birmingham, Ala., ABB Middle East and Africa Participations A.G., a Milan- based subsidiary of the engineering company, admitted to taking part in a conspiracy to rig the bid for a project known as Contract 29. The original participant in the conspiracy was SAE Sadelmi USA, another ABB subsidiary, which was based in North Brunswick, N.J., and later became part of the Milan subsidiary. Under the terms of the illegal agreement, the ABB unit met with other potential bidders on Contract 29 and agreed to pay them $3.4 million to submit inflated bids for the project. The ABB unit was then able to inflate its own bid on the project, knowing the offer would still beat other submissions. The value of the awarded contract, which was to pay for building a wastewater treatment plant in Abu Rawash, Egypt, was about $135 million. "Although the construction work that is the subject of this case was performed on foreign shores, the U.S. government paid the bill and the U.S. taxpayers were the victims of the scheme," John M. Nannes, acting assistant attorney general in charge of the Justice Department's Antitrust Division, said in a statement. An ABB spokesman, William Kelly, said the company had been cooperating with investigators since 1996, and first learned that it was a target of the inquiry last fall. He said the crimes were conducted by a small group of employees, all of whom have since left the company for reasons unrelated to the case. "We deplore and deeply regret the behavior that led to these charges," Mr. Kelly said. "It stands in sharp contrast to the high standard of business ethics practiced by the great majority of ABB employees." He added that in the year since the bid rigging occurred, ABB has expanded internal compliance programs "to let employees at all levels know that ABB has zero tolerance for illegal or unethical business behavior." That discovery by Craig Brinkley, a young apprentice machinist, has excited the many critics of the official investigations of the death of the former White House deputy counsel. One of the many things that bothered Brinkley about the suicide finding was that it ignored the evidence that Foster did not own the old black revolver found in his hand. Ken Starr and all the other official investigators insisted that the revolver belonged to Foster even though his wife and children couldn't recall ever having seen it before. His wife told the Park Police she had brought a "silver six-shooter" with her when she moved to Washington. The FBI agents assigned to Starr and his predecessor worked on her until she told them in 1995 that the (black) gun they showed her was the (silver) gun she had brought to Washington, but she "seemed to recall the front of the gun looking lighter in color." That satisfied Starr that the black gun was Foster's. Last September, Brinkley submitted a handwritten FOIA request to the FBI's NCIC, asking for all the records of requests they had received for information about this gun. It was made up of parts from two 80-year-old guns and it had two different serial numbers. The media had described it as an antique, but the police officer who took it from Foster's hand said it was a piece of junk, what the police call a "throw-away." Six months and two letters later, the NCIC searched its Stolen Gun File. In a letter signed by William C. Temple of the Criminal Justice Information Services Division (CJISD), Brinkley was informed that they had found four requests for searches from law enforcement organizations. The first one was on March 3, 1993, the second on March 7 and the third on April 29. The fourth was made on July 20, 1993, the day Foster's body was found in Fort Marcy Park with the gun under his hand. No other requests for searches on this gun had been made since NCIC began operations in 1967. The three searches requested in March-April 1993, less than three months before Foster's death, were not made by Foster. He would have no reason to request even one search on a gun that he owned. They were all made by law enforcement organizations, since they alone have access to the NCIC databases. But if someone who is considering buying a used gun wants to find out if it is "clean," he can ask the police to request an NCIC search. This means that the gun found in Foster's hand was either in the possession of a law enforcement organization in March-April 1993, or that someone known to the police had the gun or knew someone who did. This confirms all the other evidence that the gun found in his hand did not belong to Foster. The official investigators refused to accept that evidence, because if the gun was not Foster's, the theory that he killed himself was not tenable. But these requests are important for another reason. The NCIC database will show who made them and perhaps why. Finding out who made them could lead to the discovery of who took the gun to Fort Marcy Park and planted it in Foster's dead hand. That, in turn, might lead to the discovery of those responsible for his death and for organizing the massive cover-up. And that, as Sen. Don Nickles, the Senate majority whip, once said, could implicate then-President Clinton. Chris Ruddy, whose reporting in the New York Post in 1994 forced the first reinvestigation of Foster's death, broke the story of Brinkley's discovery in NewsMax.com. The CJISD, the division that had responded to Brinkley's FOIA request, refused to tell NewsMax.com who had made the requests, claiming that it might aid criminals. They have changed their minds. In my conversations with them I stressed that suppressing the information could protect criminals, possibly some involved in a murder. They have now informed me that the tapes will be searched very soon and they will give us the information we have requested. Will this result in a new investigation? " (Where have we heard that before? --SW) Florida, Low on Drinking Water, Asks E.P.A. to Waive Safety Rule By DOUGLAS JEHL The New York Times IAMI, April 12 In a bid to head off drinking-water shortages, Florida is nearing approval of a plan that would allow billions of gallons of untreated, partly contaminated water to be injected deep into the ground in what would serve as subterranean water banks. Aides to Gov. Jeb Bush say that the approach, which would involve capturing rain water before it flows to the sea, would save the state hundreds of millions of dollars in treatment costs, and that extensive precautions would be taken to avoid any danger to human health. With the aquifers that are Florida's main source of fresh water already at dangerously low levels, the aides say the severity of the problem demands fresh solutions. State officials say that bacteria in the tainted water could not survive underground or at least that the contamination would not spread through ground water. Opponents say that studies are not conclusive and that the plan, which goes far beyond anything tried in the United States poses far too great a danger, particularly for private wells. To proceed with the plan, state officials have asked the Environmental Protection Agency for a waiver of the federal rules that, under the Safe Drinking Water Act, require that any water pumped into the ground be treated first to meet drinking-water standards. The governor included such an appeal in a January letter to his brother President Bush. The agency has not said whether it will approve the request. In his letter, Governor Bush noted that Florida's plan would require that the stored water be treated before it was made available for humans and he asked that the agency demonstrate "a willingness to abandon conventional processes as long as the environmental results are achieved." "E.P.A's insistence that naturally occurring surface water should be treated to `drinking water standards' prior to being placed underground," the letter continued, "only to be retreated again to the same standard when pumped out of the ground for use, is nonsensical." Among the issues in dispute are whether the untreated water might contaminate private wells, where drinking water is typically not treated, and whether the high-pressure injection process might disturb the underground geology and affect the purity of the existing aquifers. "This is something that really has not been studied yet with respect to the injection of untreated surface water," said John Vecchioli, who recently retired as the district director in Florida of the United States Geological Service. "I think the state could be opening the door to a lot of problems." To a limited extent, other states, like Arizona and Utah, have begun to use the underground water-banking procedure, which is known as aquifer storage and recovery. But they have followed the federal guidelines and pumped only treated water into the ground. With hundreds of wells planned for South Florida and, potentially, in other parts of the state, Florida's effort would be a departure in scope and substance, as the State Senate made clear on Thursday in approving a measure that would specifically authorize injection of untreated water. The House is expected to follow suit, with Governor Bush prepared to sign the measure into law. The plan, designed to capture as much as 1.7 billion gallons of water a day that would otherwise flow into the ocean in South Florida alone, would be the latest of several unusual approaches by Florida to the problem of adequate fresh water. A plan nearing final approval by state regulators calls for construction in the Tampa Bay area of a seawater- desalination plant that would be the second-largest such plant in the world. "Clearly, we're at the point where demand is creeping up and supply is not, and that's why we're beginning now to look at plans that will make sure that we look at plentiful supplies 20 years from now," David Struhs, who heads Florida's Department of Environmental Protection, said in a telephone interview today. The state is in the midst of a drought that is the worst in 50 years. With its population projected to grow to 20 million from 15 million over the next 20 years, forecasts say that without new sources of supply Florida by 2020 would face a water deficit of as much as 30 percent. In large part, the decision to turn to aquifer storage and recovery is a product of the $7.8 billion state-federal plan to restore the Everglades, the vast natural ecosystem that is greatly in need of new supplies of fresh water. Today China is the only remaining communist country with any power, and it is not only a major (if lopsided) trading partner but also the largest recipient of US foreign investment in the developing world. Corporations never really cared about Communism. They always did business with the Evil Empire when there were profits to be made. What corporations didn't like was the competition for world markets presented by State run capitalist enterprises who they could not control. Ironically, that may be what saves us from a new Cold War with China. There are just too many lucrative business deals that could go sour. -Caveat Lector- MEMRI: Palestinian Thoughts on the Right of Return Special Report - PA March 30, 2001 By Yotam Feldner and Aluma Solnik* Introduction The Palestinian demand for the Right of Return for the refugees was one of the reasons for the failure of the Camp David summit and for the Palestinians' objection to the Clinton proposals. While the Camp David negotiations and the Clinton proposals focused on the possibility that the refugees would have the right to return to the future Palestinian state, the Palestinians demanded recognition of their Right of Return "to their homes," as stated in UN General Assembly (UNGA) Resolution 194. "We made it clear to the Israelis," said Abu Mazen following the Camp David talks, "that the Right of Return means a return to Israel and not to the Palestinian state... because it is from there that [the Palestinians] were driven out and it is there that their property is found..."[1] A similar position was also expressed in the letter of reservations delivered by the PA to President Clinton in response to his proposals: "Resolution 194, which is the basis for a just settlement of the Refugee Problem, determines that the return of the Palestinian refugees 'to their homes' and not 'to their homeland' or 'to historical Palestine.' The essence of the Right of Return is freedom of choice: The Palestinians must be given the right to choose where they live, and that includes returning to the homes out of which they were driven."[2] Deviating Statements The position that the Palestinian refugees must have the right to choose to return to Israeli territory, is the official position of the PLO and the PA and is voiced by Palestinian officials on a daily basis. Statements by Palestinian officials that deviate from this consensus are rare. One such example was PA Chairman Yasser Arafat's statement to the Lebanese daily Al-Nahar in September 1999: "We refuse to talk about the resettlement of the refugees [where they are currently located] because this is a crime. When the Palestinian State is established, it will have the right to absorb its citizens. It is the Palestinians' right to return to their homeland. Only in Lebanon do we hear talk of resettlement. Is Lebanon the only country with Palestinian refugees?"[3] PA Minister of Planning and International Cooperation, Nabil Sha'ath declared three months later: "We will not agree to a solution that does not return of refugees to their homes or, at least, to the West Bank and to Gaza."[4] These statements have been interpreted as an indication that the Palestinians may be flexible on the issue of return. However, although the proposals raised at Camp David and in Clinton's ideas were very similar to these statements - they were totally rejected by the Palestinian leadership. The explanation for this contradiction may be found in the context in which both Sha'ath's and Arafat's statements were made. The statements were made after a wave of Lebanese protests following rumors that the refugees might be resettled in Lebanon. It seems that both Sha'ath and Arafat directed their statements at Lebanese, rather than Israeli fears. They were attempting to assure the Lebanese leadership that they need not fear that the refugees will be resettled in Lebanon, because absorbing them in the future Palestinian State will always remain an option. The Palestinian View of Israeli Fears Palestinian officials are aware of the Israeli claim that the return of the refugees into Israeli territory implies the destruction of the State of Israel in its current Zionist character. "The demand for the return of the Palestinian refugees to their homes and property, in accordance with Resolution 194," explained As'ad Abd-Al Rahman, the PA Minister of Refugee Affairs, "is tantamount to the destruction of Israel in the Israeli political culture."[5] "The return of more than 5 million refugees to their homes jeopardizes the Israelis and therefore they utterly object to it."[6] There are those among the Palestinian leadership who believe that the demographic change in Israel following the return is Israel's problem, and not the Palestinians.' Palestinian Legislative Council (PLC) member, Hanan Ashrawi, for example, stated that: "The fact that the Zionist project requires a Jewish majority does not justify a concession of the legitimate right [of the refugees] to return and to receive compensations."[7] On the other hand, there are those Palestinian officials who believe that the Palestinian side must address Israeli fears, if only because the international community, and first and foremost the US, take these fears seriously. "We must take into consideration the Israeli fears and interests," lead Palestinian negotiator Saeb Areqat, recently, told CNN.[8] There are two main Palestinian approaches regarding the implementation of the Right of Return. The first one is to present various models for the return of the refugees that, they claim, make it feasible.

His book, Secret Weapons, is chockfull of specious reasoning, flawed logic and outright lies. Its intent is simpleto make CIA mind control programs appear to be "science," rather than illegal Soviet/Nazi-like torture and an outrageous abuse of human rights. Schwarz writes like a hack hired by the CIA to deliver a story on mind control atrocities by government perps. As a CIA spin doctor, Schwarz has definitely earned his blood money. The book Secret Weapons is well-crafted disinformation. It glosses over egregious human rights abuses, as well as the illegal activities of the CIA. The cover blurb claims that Schwarz is the "best selling author of more than 100 books and over 2,000 articles." For the record, Schwarz has written a biography of dead Illuminati Grand Dame Doris Duke, world-class scammer-businessman John DeLorean, and Cuban CIA asset "Marita." As a propagandist (the CIA actually has a job title called "strategic writer," or writer of disinformation for public consumption), Schwarz muddies the waters of CIA crimes and cover-ups by framing the life-long abuses of Lynn and Cheryl Hersha in the context of "training" to be "female James Bond secret agent[s]." Schwarz's conceit, in effect, whitewashes the realities of trauma-based conditioning, mind control abuses, and the horrendous sexual and physical abuses endured by the sisters under the guise of "national security." Rationalizing the continuation of CIA mind control programs into the present, Schwarz writes: "This is not to say that all other researchers had the appropriate war mentality so pleasing to the CIA elite. Many were simply looking out for the financial welfare of their families."(p.63) In other words, don't judge them too harshly. Maybe Sidney Gottlieb, Jolly West, Allen Dulles, Ewen Cameron and the rest of the CIA criminal elite were just trying to put food on the table. If he wrote a biography of Nazi mind control monster Josef Mengele, Schwarz would probably point out what a sensitive cultured man Mengele was since he played the violin so well. Schwarz's own words will convict him. "The scientists who designed the [mind control] project to which Cheryl had been assigned probably would have preferred to work in a less offensive manner," writes Schwarz. "Few wanted to hurt children if there was any alternative. That was why there had been feverish activity on the part of the Central Intelligence Agency's Technical Services Staff (TSS) to develop remote control killers. The idea was to use an implant in the brain that could be stimulated to create behavior. Unwitting adults, unconnected with any of the intelligence agencies could have devices implanted that would stimulate the desired behavior without the person ever knowing what he or she had done." (p. 56) (As if creating "remote control killers" by implants was less of a crime than traumatizing a child and creating a structured multiple to do the CIA criminals' dirty work.) Schwarz's book is full of zingers. Here's another one: "In the last few years, a number of individuals have come forward to reveal being locked in cages and used as laboratory rats. According to the thinking of those who conducted and approved the original experiments, the relative handful of people whose stories have a basis in fact were not deliberately mistreated any more than they thought Cheryl was being mistreated. She and the others were involved in pure science. All conditions had to be identical for both the primary research subjectsthe primates in this case and the comparison control group of children." "Pure science"? Locking up children in cages is "pure science"? Schwarz's twisted arguments are simply beyond belief. He writes that "in order to have human lab rats for the experiments who were children and thus minors, a form was developed called proxy consent. It was created at a time when Americans were sure that parents knew and should decide what was best for their children." Schwarz's serpentine logic is impeccable. "The young are often self-centered, their knowledge limited to little more than home, school, the neighborhood and any religious institution to which their families belong, he continues. At the time, U.S. coverage took a propagandistic tone-- blaming a long-standing, multi-faceted conflict almost entirely on the Serbs, or even solely on one man, Slobodan Milosevic. FAIR pointed to the region's complex history of ethnic confrontation, including the chronic turmoil of the 1980s, when it was the Albanian majority, then enjoying broad political autonomy, that was accused of discrimination and abuses aimed at driving out the Slavic minority. In the jingoistic atmosphere of the NATO war against Yugoslavia, much of the media portrayed the conflict as little more than a racial pogrom orchestrated by the Serbs for the simple purpose of satisfying their own consuming hatreds. The fact that Serbian atrocities were taking place in the context of a full-scale armed Albanian guerrilla insurgency was often strangely missing. Now an almost identical ethnic clash has erupted in neighboring Macedonia, but the press's coverage is almost a reverse mirror image of its Kosovo reporting. In each case, reporters and pundits have deferred to U.S. officials' view of the situation: While the war in Kosovo was blamed on the Serbian authorities (rather than the Albanian guerrillas), blame for today's clashes in Macedonia is placed mostly on the shoulders of the Albanian insurgents rather than the pro-NATO government. Whereas in Kosovo, Serbian repression and human rights abuses were the main focus of attention, today Macedonia's repression of Albanians is being downplayed. In October 1997, when the Kosovo Liberation Army first began shooting at Serbian police and civilian officials, New York Times editorialists (10/23/97) blamed the Serbs. They wrote that the disturbances proved "the adage that those who make peaceful revolutions impossible make violent ones inevitable." Since 1989, the editorial explained, Albanians had been peacefully campaigning for a restoration of Kosovo's political autonomy, but "recently some Albanians, frustrated that politics is getting them nowhere, have turned to attacks" on the Serbian government. The editorial condemned the Serbs' response as "indiscriminate repression"-- though by that point, very early in the conflict, Serbia's heavy-handed police maneuvers had caused few civilian deaths-- and called on Washington to "increase the pressure on Belgrade" to carry out reforms and allow international monitors. No pressure or demands on the Albanian militants were urged. Contrast that with a recent Times editorial (3/13/01) on the sudden wave of Albanian guerrilla attacks in Macedonia. Far from accusing the Macedonian government of provoking Albanians' anger, the editorialists declared that "the West must make clear to this militant [Albanian] fringe that they will not be allowed to set off another Balkan war Macedonia itself must summon the political and military strength needed to blunt this challenge Responsible Albanian political leaders in Kosovo must now be equally forthright in isolating the armed militants If they cannot do so effectively, NATO may have to increase its military pressure on the guerrillas." Yet just like the Kosovars, the Albanians of Macedonia have taken up arms after disillusionment with years of what they see as fruitless political dialogue amid constant Slavic police brutality. Kim Mehmeti, a prominent Albanian-language journalist and director of an NGO promoting inter-ethnic cooperation in Skopje, explained this disillusionment in a recent commentary for the Institute for War Peace Reporting ("Futile Dialogue Exposed," 3/21/01). He wrote that the rebellion is "forcing the country to look itself in the mirror and to realize that inter-ethnic talks over the past 10 years have taken place against a backdrop of police repression of the Albanian community." Macedonian abuses against ethnic Albanians have garnered little attention in the U.S. This is in marked contrast to neighboring Kosovo, where Serbian brutality was virtually the only aspect of the province's political situation that caught the U.S. media's interest. Yet while Kosovo may have featured more frequent nationalist flare-ups than Macedonia-- accompanied by more frequent police repression-- human rights organizations and activists like Mehmeti have documented a long and persistent record of ethnic abuses by the Macedonian authorities since the republic's founding in 1991 that have been all but ignored in the U.S. For example, in 1992 a group of Albanian intellectuals sought to reopen the Albanian-language teachers' college that had been closed since a 1986 crackdown. DEATH BY REMOTE CONTROL AS HIT SQUADS RETURN By Robert Fisk in Gaza [The Independent, 13 April]: When the Israelis came for Abu Jihad exactly 13 years ago, they employed up to 4,000 men for his assassination. There was an Awacs plane over Tunis, a squadron of jets to protect the Awacs, two warships in the Mediterranean, a submarine to guard the warships, a 707 refuelling aircraft, 40 men to go ashore and surround the home of Yasser Arafat's PLO deputy commander, and four men and an officer to murder their victim. Abu Jihad's son Jihad al-Wazzir recalls: "First they killed the bodyguard who was asleep in the car outside. Then they killed the gardener and the second bodyguard ... My dad was writing in his office and went into the hall with a pistol. He got off one shot before he was hit. My mother remembers how each of the four men would step forward and empty an entire clip of bullets from an automatic weapon into my dad like it was a kind of ritual. Then an officer in a black mask stepped forward and shot him in the head, just to make sure." Today, Israel's murder squads come cheaper: a computer chip that activates a bomb in a mobile telephone, a family collaborator, or even a splash of ultra-violet paint on the roof of a car to alert an Israeli Apache helicopter pilot to fire a Hellfire missile into the Palestinian's vehicle. It's long-range assassination. But some things don't change. Palestinians have long believed and Jihad al-Wazzir Jnr is convinced that the Israeli who delivered the coup de grâce to his father on 16 April 1988 was an intelligence officer called Moshe Yalon. And today, one of the principal instigators behind the policy of murdering Israel's Palestinian military opponents is the deputy chief of staff, a certain major general called Moshe Yalon. It's a cruel, vicious, internationally illegal war in which the Palestinians have themselves been guilty in the past. Back in the Seventies, Israeli and PLO agents murdered each other in Europe in a policy of retaliation and counter-retaliation that drove European security forces insane with anger. "In the end, these murders led to a ceasefire," Mr al-Wazzir explains. "The whole thing ended." It continued, however, in Beirut where two of the men involved in murdering PLO leaders were called Ehud Barak and Amnon Shahak. Shahak would later become the Israeli military commander in Lebanon in 1982. And it was Mr Barak who as Prime Minister last year relaunched Israel's murder squads. Historians will one day debate the worth of such killings. Hamas and Islamic Jihad, after all, have their own murderers though their suicide bombs slaughter civilians as well as soldiers, hitherto unknown victims rather than individual Israeli intelligence officers. But Israel's killers take innocent lives too. An Apache helicopter attack on a Palestinian militant tore two middle-aged Palestinian women to pieces; the Israelis did not apologise. The nephew of a man murdered by the Israelis in Nablus later admitted to the Palestinian Authority that he had given his uncle's location to the Israelis. The baby was seized from the mother and her husband by the state on February 14 when the infant was two-months-old. The mother was shackled at the wrists and ankles and forced to climb stairs in the Lowell court. A hearing is required under state law within 72 hours. Attorneys Chester Darling and Greg Hession strenuously objected to the judge's quick decision on the matter after he had only observed a few reports from the state's Department of Social Services and had not allowed any testimony. According to courtroom observers, the judge claimed he didn't even know there was a baby Jessica until minutes before his decision. The judge said he based his decision on psychological evaluations that say the parents are under stress. He acknowledged the stress is probably due to DSS taking their children, but he decided anyway to allow DSS to keep the baby from her parents. Jessica was seized from her nursing mother by DSS not because of any alleged abuse of the baby -- but solely because DSS had taken the Howard's other two boys over a year ago. The boys are being held on hearsay allegations by DSS staffers even though there has never have been any testimony in court about them either. After taking the baby, DSS tried to say that the baby had eye problems and was being damaged by the mother's milk because she was taking a mild sedative while breast-feeding. But the Howards had a pediatrician on hand to refute the charges, so DSS quietly dropped the allegation and now says the baby is at risk because of past patterns of abuse of the Howard's two boys. But there has never been a hearing before a judge on any charge of abuse against the Howards -- even though the false charges are the sole reason for the removal of Jessica. This entire case is built upon hearsay, Attorney Greg Hession told Massachusetts News outside Framingham Juvenile Court. Does this mean if I have any more children, DSS can just come and take it away from me for no reason like they did Jessica? asked the mother. The current trial will decide the fate all of the Howard's three children. Reporters are not allowed into the secret proceedings to see if the parents are treated fairly. The trial ran two days this week and is scheduled again for the first two days of May. Attorney Chester Darling predicted on Wednesday that the contest will be bruising. DSS has over twenty witnesses scheduled to appear, but according to observers, so far DSS merely reads from their written reports but do not offer proof of their statements. For example, on Wednesday a DSS social worker testified about interviews she conducted with the Howard boys. Her written notes are the only evidence of what was allegedly said by the boys, and they are impossible to verify. Under cross-examination, she said she never taped an interview in sixteen years. Currently there is a bill under consideration on Beacon Hill that would force DSS to videotape any interviews they do with children. It is hoped that future generations of this curious craft could carry tiny spy cameras into buildings. The designers, at a California-based company called AeroVironment, have been building micro-spy planes for years. Their fixed wing "Black Widow", a tiny black pocket plane just 15 cm (6 in) in diameter, is already being used by the military for surveillance behind enemy lines. "From a hundred metres above the ground it is hardly detectable to the eye and ear and can beam back crystal clear pictures of the ground below," says project manager Matt Keennon. But the team's ultimate dream is to build something they can fly inside a building without bumping into walls. Insect inspiration The Black Widow flies too fast to navigate carefully around a room. And what these pioneers of micro-flight wanted to do was create a craft which could fly slowly, change direction with ease and hover in the corner of a room. Their inspiration came from the world of insects. Insect wings often beat with a complex figure of eight motion, which gives excellent mid-air manoeuvrability, but is very hard for engineers to mimic. 'More like a bat' AeroVironment's latest attempt is dubbed "Microbat", because the 20 cm (8 in) long robot flaps its wings more like a bat than an insect. Such flapping wing aircraft - called ornithopters - have been around for years, says AeroVironment ornithopter engineer Joel Grasmeyer. "Our challenge has been to create a small, ultra-light wing to give us enough lift to carry an electric motor and battery into the air." In a smoky wind tunnel at the University of California at Los Angeles, doctoral students Nick Pornsin-Sirirak and Steven Ho have come up with a wing which gives as much lift as the insect wings they have been studying. Wright brothers They admit that when it comes to micro-flapping flight, they are at about the same stage that the Wright brothers were in 1903. But the ultra-light wings they have designed and built out of a thin polythene film and a simple carbon-fibre skeleton seem to give enough lift. And fitted to Microbat, they can keep the little robot aloft for as long as its tiny battery lasts. We might be far from machines which can master the air as well as insects and carry tiny cameras, but the spy's dream to become a fly on the wall might one day come true.
