Well, I received the virus from *you* via CTRL.

 I put out call to see who got it.

Why should anyone respond to the person who sent the virus to the list?
What you did was inexcusable and appalling. I sincerely hope it was from
lack of knowledge and not malicious and I sincerely hope you didn't
infect anyone's computer. However, since I don't know what your motives
were - I can only take your word that you didn't know how reckless your
behaviour was - take this piece of advice.  Never open a file that you
don't know where it came from and who the sender is. Just delete it.

And Kris, I'm surprised that listserv.AOL allows such attachments as
exe. files.  Have you ever considered using Yahoogroups?  As list owner,
you could set the list to screen out any attachments.  This can be a
little frustrating as you must copy and paste anything you want to
forward to the list.  On the other hand, there doesn't appear to be a
length restriction to articles.  In addition, there is a shared files
area where people can post pictures, music, movies, audio etc. and then
individual list members can decide whether they want to look at those
files or not. That way, the whole list doesn't get spammed with a virus
the way Saba did here.

 Again sorry.

What you did Saba was like wondering if you had a sexually transmitted
disease and then going out and sleeping with 300 people to see if anyone
got sick.  It's your responsibility to educate yourself on computer
viruses to protect yourself and others.  However, we are all human and
do make mistakes so I'll give you the benefit of the doubt this time.

Personally, I think Yahoogroups software sucks.  And I got 9 copies of
a virus from a Yahoogroups list 2 days ago - not via attachment but
embedded within the message, so there's no real protection there.

On Saturday 10 April a very serious incident took place: I received a
telephone call from the Arabs asking me to go immediately to the village of
Deir Yassine, where the civilian population of the whole village had just
been massacred. I learned that this sector, situated very near to Jerusalem,
was held by Irgun extremists.: The Jewish Agency and the Headquar-ters of
the Haganah told me that they knew nothing of the affair and that in any
case it was impossible for anyone to penetrate into Irgun territory. They
advised me not to get mixed up in the affair, as, if I did, my mission would
almost certainly be terminated.

Not only did they refuse to help me, they also refused to be responsible for
what they were sure would happen to me. I replied that I intended to go, and
that it was a matter of public knowledge that the Jewish Agency exercised
its authority over all the territory in Jewish hands and was therefore
responsible for my person as well as for my liberty of action, within the
limits of my mission.

However, I did not know what to do. Without Jewish help, it was impossible
for me to reach the village. Then, by thinking hard, I remembered that a
Jewish nurse in a nearby hospital had given me her telephone number, telling
me, with an odd expression, that I could call her if ever I found myself in
an inextricable situation. Taking a chance, I rang her up late at night and
explained the situation. She told me to go to a certain place with my car at
7 o'clock next morning, and there pick up the person I found waiting. Then
she rang off.

The next morning, at the appointed place and time, a man in civilian
clothes, but with pockets bulging with revolvers, jumped into my car and
told me to drive on without stopping. At my request, he agreed to show me
the road to Deir Yassine, but admitted that he could not do much for me. We
went out of Jerusalem, leaving the main road behind the rear of the regular
army, and took a road that cut across it. Very soon, we were stopped by two
soldier-like individuals, whose looks were far from reassuring, with
machine-guns in their hands, and large cutlasses in their belts. From their
appearance I gathered they must be the men I was looking for. I got out of
the car and submitted myself to a thorough search, then realized that I was
a prisoner. Everything seemed lost, when, suddenly, a huge fellow, at least
two meters tall, and as large as a cupboard, appeared, pushed his comrades
aside, and seized my hand and squeezed it in his enormous paws, shouting
incomprehensibly. He did not understand either English or French, but in
German we seemed to be able to communicate perfectly. He expressed his joy
at seeing a member of the Red Cross because, as be explained, its
intervention had saved his life no less than three times when he was a
prisoner in a German concentration camp. He said that I was more than a
brother to him, and that he would do every-thing I asked him. With such a
bodyguard I felt I could go to the end of the world, and so to start with,
we went to Deir Yassine.

After reaching a hill, 500 yards away from the village which we could just
see, we had to wait a long time for the order to proceed. The commander of
the Irgun detach-ment did not seem willing to receive me. At last he
arrived, young, distinguished, and perfectly correct, but there was a
peculiar glitter in his eyes, cold and cruel. I explained my mission to him,
pointing out that it was no part of my task either to pass judgment or
arbitrate-I only wanted to save the wounded and take back the dead. The
Jews, in any case, had signed the Geneva Convention, so that my mission was
an official one. This last statement angered the officer who asked me to
understand once and for all that here the Irgun were in command and no one
else, not even the Jewish Agency, with whom they had nothing in common. Here
my "wardrobe" intervened, seeing the tension growing higher, and he seemed
to find the right arguments, for suddenly the officer said that I could do
as I wished but on my own responsibility. He told me the story of this
village, inhabited exclusively by Arabs, to the number of approximately 400,
never armed, and living on good terms with the surrounding Jews. According
to him the Irgun had arrived 24 hours earlier and ordered the inhabitants by
loudspeaker to evacuate all houses and surrender: the time given to obey the
order was a quarter of an hour.

Some of these miserable people had come forward and were taken prisoners, to
be released later in the direction of the Arab lines. The rest, not having
obeyed the order, had met the fate they deserved. But there was no point in
exaggerating things, there were only a few dead, and they would be buried as
soon as the "cleaning up" of the village was over. If I found any bodies, I
could take them, but there were certainly no wounded. This account made my

Trade Minister Dick Caborn says 'nothing' all day, and this keeps him
very, very busy. Caborn is busy reassuring the nation that nothing in the
proposed General Agreement on Trade in Services (Gats) threatens Britain's
environmental regulations. Nothing in Gats permits American corporate
powers to overturn UK health and safety regulations. Nothing in Gats,
which is part of the World Trade Organisation regime, threatens public
control of the National Health Service. The official statement of what
Gats doesn't do goes on for pages and pages.

So I've been perplexed by Caborn and his EU sidekick, Pascal Lamy, rushing
to Geneva and Washington and God knows where else to argue over the
wording of rules that do nothing, change nothing and mean nothing.

But then last week 'something' came through on my fax machine. And this
confidential document from the WTO Secretariat, dated 19 March, is
something indeed:  a plan to create an international agency with veto
power over parliamentary and regulatory decisions.

When Winston Churchill said that 'democracy is the worst form of
government except all those other forms that have been tried from time to
time' he simply lacked the vision to see that in March 2001, the WTO would
design a system to replace democracy with something much better:  Article
VI.4 of Gats. And this unassuming six-page memo, now modestly hidden away
in secrecy, may one day be seen as the post-democratic Magna Carta.

It begins by considering the difficult matter of how to punish nations
that violate 'a balance between two potentially conflicting priorities:
promoting trade expansion versus protecting the regulatory rights of
governments'.

Think about that. For centuries Britain, and now almost all nations, has
relied on elected parliaments, congresses, prime ministers and presidents
to set the rules. It is these ungainly deliberative bodies that 'balance'
the interests of citizens and businesses

Now kiss that obsolete system goodbye. Once Britain and the EU sign the
Gats treaty, Article VI.4 of that treaty, the Necessity Test, will kick
in.  Then, as per the Secretariat's secret programme outlined in the 19
March memo, national parliaments and regulatory agencies will be demoted,
in effect, to advisory bodies.

Final authority will rest with the Gats Disputes Panel to determine
whether a law or regulation is, in the memo's language, 'more burdensome
than necessary'. And Gats, not Parliament, will decide what is
'necessary'.

As a practical matter, this means nations will have to shape laws
protecting the air you breathe, the trains you travel in and the food you
chew by picking not the best or safest means for the nation, but the
cheapest methods for foreign investors and merchants.

Let's get down to concrete examples. The Necessity Test has already had a
trial run in North America via inclusion in Nafta, the region's free trade
agreement.  Recently, the state of California banned a petrol additive,
MBTE, which has contaminated water supplies. A Canadian seller of the 'M'
chemical in MBTE filed a complaint saying the rule failed the Necessity
Test.

The Canadians assert that California could simply require all petrol
stations to dig up their storage tanks and reseal them - and hire a swarm
of inspectors to make sure it's done perfectly. The Canadian proposal
might cost Californians a bundle and would be impossible to police.
That's just too bad.  The Canadian proposal is the least trade-restrictive
method for protecting the water supply. 'Least trade-restrictive' is
Nafta's Necessity Test.

If California does not knuckle under, the US Treasury may have to fork out
$976 million in compensation to the Canadians.

The Gats' version of the the Necessity Test is Nafta on steroids. Under
Gats, as proposed in the memo, national laws and regulations will be
struck down if they are 'more burdensome than necessary' to business.
Notice the subtle change. Suddenly the Gats treaty is not about trade at
all, but a sly means to wipe away restrictions on business and industry,
foreign and local.

So what 'burdensome' restrictions are sitting in the corporate
cross-hairs? The US trade representative has already floated proposals on
retail distribution.  Want to preserve Britain's green belts? If some
trees stand in the way of a Wal-Mart superstore, forget it. Even under the
current, weaker, Gats, Japan was forced to tear up its own planning rules
to let in the retail monster boxes.

The Government assures us that nothing threatens its right to enforce laws
in the nation's public interest. Not according to the 19 March memo.  The
WTO reports that, in the course of the secretive multilateral
negotiations, trade ministers agreed that

Well KI Norton recognized as a virus - I sent on with adequate warning I
thought but I do not have a computer - the individal who sent it has a
EDT +7 time zone - the intend was to determine who received it, and
anyone with capability to see what it was.   My Web TV would not open it
because most of these little pictures or whatever they are are not
compatible with the Web TV.

Nobody else on this list got this but me - yet others maintain they have
received many such things as of late - I have just received this and it
was right after I sent information re bible calendar and FBI picking up
Gideon Bible used by McVeigh to leave a message "Wrath of God".

This one place detected the virus and had it quarantined - there is a
guy called cabbage head who is responsible for sending out such
stuff.

i had forwawrded the quarantine notice also to list.

So I had received two quarantine notices on this virus and doesn't this
deactivate the thing anyway .

Think many will be shocked when they find out whois sending out this
stuff; big question, why was it sent to me - intent of letter to
determine who all received it

Was it retaliatioin on someone's part?   They seemed to have a preferred
list.

And this time thing - +7 - used think as what they call Zulu Time
whatever the hell that is.

So again i apologize for sending a dead virus through the web=it was not
intentional.

When CMRE President Elizabeth Currier and I first
discussed what issue I might like to address this
evening, times were different. Investors still had hope
that the "Greenspan Put" would make matters right
again. Back then a discussion of Bubblevision's
cheerleading struck me as an interesting theme. But as
I said, times have changed. And though nothing like
capitulation has taken hold, the herd is stirring. So
it's time to stop clapping for Tinkerbell, and for us
all to go bottom fishing.

Sharp traders avail themselves of many tools when
attempting to discern and interpret market signals --
charts, graphs, indexes, moving averages, assorted
market theories, palm readers, whiskey and rye, and so
forth. I have no useful comment regarding these
methods, because I use something altogether different,
something that might surprise you.

But before revealing the method to my madness, I want
to share with you an anecdote from my years at
university. When I was but a young and winsome girl --
listen to the wind blow, fellas -- and first getting a
grip on the proper trilling of the Slavic "R" while
puzzling over the complexity of glagolii dvizheniye,
myakii znaks, and predlogiis, I was required to take a
course called "How to Read a Russian Newspaper."

That struck me as odd. After all, if one could master a
foreign language, wouldn't it follow that reading a
newspaper would be a natural act that did not require
any particular study?

Well, yes and no. You see, Soviet newspapers had a
particular set of challenges for students of the
Russian language. These challenges were ideological in
nature, and so the course about reading Russian
newspapers was really a course in learning Soviet
"code."

For instance, we learned such curious things as that
the phrase "cosmopolitan elite" meant "Zionists," and
that it was not permitted for the word "crisis" to
appear in any sentence or headline with the word
"Komsomol" -- "Young Communist League."

We might laugh today, but I could teach the same sort
of course starting tomorrow to students of the English
language. And no better text could I have than The New
York Times, which, like the Fed, is a quasi-public
utility, giving each of us daily all the news America's
Ivy League socialists think we are fit to have.

After reading an article entitled "Following the Money,
But Also the Mind," in the Feb. 11 issue of the Sunday
New York Times, it was clear to me something wicked was
coming this way, and that the predicate for a
beguilement was being laid. I speak of course of a new
discipline, "behavioral economics." Quoting from the
article:

"Behavioral economists help to explain how booms
persist while busts are difficult to reverse. Their
research sheds light on why identity -- the traits
people assign to themselves and to others -- plays a
huge and often damaging role in the economy."

I shudder to think of the implications of American
socialists applying identity politics to economics. But
here's the key point:

"And if the behaviorists prevail, the mainstream view
of a rational, self-regulating economy may well be
amended and policies adopted to control irrational,
sometimes destructive behavior. Twenty-five years of
deregulation might lose its appeal."

I confess that in reading this article I was tempted to
think that history really does have a plan. After all,
the Ivy League's former heroes, the "quant jockeys" --
those neo-Keynesians who believe that all relevant
human action can be reduced to a mathematical formula
-- had been busy at taxpayers' expense foisting their
destructive and deceptive theories upon innocent people
around the world for over a decade. The subsequent ruin
of many a foreign country on the basis of their
miserable, ill-considered advice can be witnessed to
this day in Asia, Russia, Eastern Europe, and Latin
America.

But I fear that the most long-lived legacy of these
economists is the intellectual deceit in

 a virus from a Yahoogroups list 2 days ago - not via attachment but
 embedded within the message, so there's no real protection there.

Personally I think yahoogroups software is quite workable. And perhaps you
fail to appreciate that disabling 'attachments' also disables HTML, so that
the embedded script worms are neutralized in the process... since all posts
are in Plain Text format.

I run groups on both lsoft and yahoo groups. Both are different. Personally I
like different features of both, but find that Lsoft has more options that I
use. I am still working on getting my own server up and running. Am  waiting
for ITools to get out of beta and a little bit more understanding and time.
Am almost there. Then can run whatever.

And when I look at the original and subsequent "releases" to CTRL, I do not
see any attachments but plain text "code," so as far as I can see there
wasn't any release of the virus. I am no computer expert, but that is was I
surmise. Am I right, wrong or ignorant of both? I dunna know.

Bill to protect gun manufacturers clears Florida Senate

 TALLAHASSEE -- The Senate passed a bill Thursday to block cities and counties
from suing firearms manufacturers to seek
 damages on behalf of gunshot victims, as Miami-Dade has done without success.

 The Senate vote was 27-12 and all 12 senators voting no were Democrats, most
of them from Miami-Dade and Broward. The bill's
 sponsor is Sen. Charlie Bronson, R-Indian Harbour Beach, who is running for
state agriculture commissioner in 2002.

 ``They're using taxpayer dollars to file these lawsuits because there are individuals
in this state who don't like the idea of someone
 owning a firearm,'' said Bronson, a rancher and a longtime ally of gun owners.
``I think it's time we quit blaming instruments for the
 cause of crimes in this state and blame the people who commit these crimes.''

 He said opponents misrepresented the bill's contents by claiming that the measure
declares the use of guns to be safe. He noted
 that the bill (SB 412) says that the ``manufacture, distribution or sale'' of
guns and bullets by licensed dealers ``is a lawful activity
 and is not unreasonably dangerous.''

 The debate and the lobbying for it by the National Rifle Association shifts
to the House, where passage is likely. NRA lobbyist
 Marion Hammer said action is needed to stop elected officials from copying Miami-Dade
Mayor Alex Penelas and spending tax
 money on groundless lawsuits with a goal of driving gun makers into bankruptcy.

 ``This legislation corrects a wrong,'' Hammer said. ``Miami-Dade is intentionally
attempting to drain gun manufacturers of their
 financial resources by dragging this out in court when two courts have clearly
said they had no right to do it.''

 A circuit judge and an appeals court have dismissed Miami-Dade's lawsuit, saying
the county has no legal standing to sue gun
 makers.. The county's latest appeal is now before the Florida Supreme Court,
but Bronson's bill does not affect ongoing litigation.

 Sen. Ron Silver, D-North Miami Beach, an opponent, said the bill creates a ``very
dangerous precedent'' by restricting elected
 officials' access to the court system.

 ``What this bill does is prohibit our governmental entities -- the people's
representatives -- from bringing an action where they
 believe a wrong has been committed. That, to me, seems to be saying we have
elected the wrong people to office,'' Silver said.
 ``We're saying the people don't know what they're doing when they elect us to
office, and I reject that.''

 Besides Silver, voting no were Sens. Skip Campbell of Coral Springs, Mandy Dawson
of Fort Lauderdale, Buddy Dyer of Orlando,
 Steve Geller of Hallandale Beach, Betty Holzendorf of Jacksonville, Daryl Jones
of Miami, Ron Klein of Delray Beach, Kendrick
 Meek of Miami, Les Miller of Tampa, Tom Rossin of West Palm Beach and Debbie
Wasserman Schultz of Weston.

 ``This is about the gun manufacturers getting some special dispensation from
the Legislature not to be sued by the government,''
 Klein said. ``That's ridiculous, and it's wrong.''

 ``This bill says guns are safe. No gun is safe in the hands of anyone. It's
a weapon. It's designed to kill,'' said Sen. Betty
 Holzendorf, D-Jacksonville.

 ``We're encouraging everyone in the state of Florida to be armed. . . . I know
the gun lobbyists are tough, but we ought to be
 tougher.''

new book, reports that thousands of wealthy individuals and

Bush is Right on the Environment - But He Needs Help to Prove It

Although you wouldn't know it from his critics, President Bush has so far
taken the correct actions on environmental issues - including his
controversial decisions to end U.S. consideration of the Kyoto global warming
treaty and against regulating carbon dioxide as a pollutant.

But if Bush continues to make environ-mental decisions this way, he may find
himself in political trouble.

Bush's environmental critics have been unjustifiably snide, even by
Washington's harsh standards.

The Democratic National Committee took a swipe at Bush's intelligence and his
motives: "Realizing - perhaps for the first time - that America is a large
country with a huge environment to destroy, George W. Bush is now releasing
new anti-environmental initiatives at the alarming rate of almost one per
day."

Although he easily could do so, Bush has largely failed to defend himself on
scientific grounds. And as some of his appointees are closer to Al Gore than
to Bush on environ-mental issues (new EPA chief Christie Todd Whitman is
referred to as "Christie Todd Browner," a reference to Clinton's EPA chief, a
Gore ally), Bush's team isn't backing him on science issues the way it could.

The public is only hearing Bush's view that these decisions are right for
energy consumers and the economy, but little about his view on their
environmental impact.

Bush's global warming decisions clearly are right for the economy. According
to a Clinton-era report by U.S. Department of Energy's Energy Information
Administration, carbon dioxide limits like those in the proposed Kyoto global
warming treaty would reduce real U.S. gross domestic product by $400
billion.1 WEFA, an economic information and consulting firm, reports that 2.4
million jobs would be lost and manufacturing wages reduced by 2.1% if Kyoto
were to be ratified.2

The decisions also are good for consumers. The Department of Energy report
says Kyoto-style limits would permanently raise gasoline prices by 66 cents
per gallon, increase electricity prices by 86% and add $1,740 to the typical
household's annual energy bill.3 WEFA says Kyoto-style regulations would
increase costs for basic goods by 14.5%. Grocery bills would increase by 9%,
medical bills by 11% and housing costs would rise 21% because of an increase
in the cost of materials.4

Bush's actions are right, too, for minorities and lower income Americans,
groups Bush has pledged to reach out to during his Adminis-tration. A report
commissioned by six African-American and Hispanic organizations, including
the National Black Chamber of Commerce and the U.S. Hispanic Chamber of
Commerce, concludes that the carbon-dioxide limiting Kyoto global warming
treaty, if ratified, would reduce the earnings of black and Hispanic workers
by 10% and throw 864,000 blacks and 511,000 Hispanics out of work. Commenting
on the negative impact of Kyoto on minorities, Oscar Sanchez, executive
director of the Labor Council for Latin American Advancement, says: "Some
people seem to forget the harsh lessons that we learned in the 1970s when an
inadequate energy policy resulted in economic devastation for millions within
the black and Hispanic communities."5

These are important facts for the public to know. But people also need to
know that Bush's decisions won't harm the environment.

If President Bush does not tell Americans his Administration is not
dangerously heating the planet, raping the countryside of trees, polluting
water or driving species into extinction, Americans will believe those who
make such claims.

Bush cannot afford to leave harsh attacks unanswered. Sometimes mud sticks,
as it did in 1995, when Democrats repeatedly, and preposterously, said the
GOP wanted to starve children. If Democrats repeatedly charge that Bush
actively seeks to destroy the environment, some will believe it. The
Democratic National Committee may be wrong to mislead the public about Bush's
motives, but it isn't wrong on the political value of repeatedly making the
charge.

One solution for the President: Bush could appoint a high-profile science
advisor who can brief the press and public about the expected scientific
impacts of his decisions.

Bush needs a high-profile scientist on his team who can explain positions and
answer hysterical attacks, like those of DNC Chairman Terry McAuliffe, who
recently said "Bush's idea of cleaning up the environment is stripping it
bare... Our environment is our legacy, and George W. Bush is intent on
squandering it."

Someone like physicist Dr. Fred Singer, who devised the basic instrument for
measuring stratospheric ozone and who was the first scientist to predict that
population growth would increase atmospheric methane - an important
greenhouse gas. Singer has a masterful ability to explain complex scientific
theories to laymen and the courage to call things as he sees them. Or Dr.

Make no mistake about it. Capitalism's inherent
tendencies will do us in if allowed to continue.
What we most don't need is a system of human activity
based on profit from turning natural resources into
garbage. We have now bumped up to the limits of environmental
rebound.

Capitalism creates wealth from debt. This is good for
those with excess money to loan, but is a form of feudalism
for those who need to borrow to survive in a money based
economy. Under capitalism there is direct inverse
proportionality between the rich and the poor. The middle class
grows the ranks of the poor at a much higher rate than it does
the ranks of the rich.

Under capitalism, when borrowing money to buy a house, it
is somehow ok to be coerced into paying back three or four
times the value of the object bought. Where is the risk that
justifies this kind of extortion when the lender can repossess
the house and keep the money he/she has already collected?
Tony Soprano would be jailed for this kind of activity.

I have met Eustace Mullins and heard him speak on
two occasions. I have read 3 of his books.
I have given away several copies of Mullins's
"Secrets of the Federal Reserve".  I did not find
him to be any of the nasty things he is called.

No matter what you may think of Mullins, this book
stands as the authoritative groundbreaking expose' of
the FED.
It was first published in 1954, predating the works
of several other authors by decades.
Mullin's book is based on a mountain of research,
with more than enough details and references to
silence
any critic who actually reads the book.

I highly recommend Secrets of the Federal Reserve
to anyone who is serious about looking behind the
curtain and begin learning about the dark
realities behind the illusions of our world.

Here is a copy of the Turner Diaries I found on the web for anyone
wanting to read same, for this is the book by a Dr. Pierce whom some
claim to be a Nazi, wrote and the FBI called it McVeigh's bible?

Now the data I sent earlier on the web re the connection to McVeigh and
this Gideon placed bible - showing the marked pages - prove only one
thing - McVeigh had connections to HIGH intelligence sources - for I
believe this Gideon Bible has been used as a code a communicatin system
for some time now and this is the book, that the Condor no doubt masked
in the movie 3 Days of the Condor - I was interested in this movie
because several years before was when I discovered the one book that
went into nearly every country in the world, in nearly every language in
the world (major languages - wonder about Armenia???)

So some might find this material offensive but I have not read it yet;
but, to get to the truth when I had the Secret Service at the door the
last question they asked me was - hey want books you reading these days,
to which I replied just the bible and books on the Mafia which sufficed.

So if this book the Turner Diaries influenced so many people - what
influenced the kids at Littleton and I believe the movie Heathers which
will not go into Stage II and the FBI Movie, remember the tape was made
before the facts - if this Turner Diary is so dangerous, then why do we
permit our kids to be fed drugs like MM's legally, hypnotic control and
will power lost where kids become so suggestible they see something and
they act it out - this is elementary psychology

So from the day you are born you are programmed - you may be programmed
for good or for evil, for you are not only what you eat and are fed, but

The triumphant early Soviet space programme, which culminated in Yuri
Gagarin's first manned orbit of the Earth 40 years ago, was marred by several
tragedies kept secret from the Russian people and the world, say space
veterans.


Every schoolchild learns the USSR lofted the first artificial satellite,
Sputnik, on 4 October 1957 and within four years had Gagarin circling the
globe in his Vostok-I space ship. But between those two historic events at
least three cosmonauts may have died in unsung attempts to break the space
barrier and another perished in a low-gravity accident.


Russia celebrated Thursday's Gagarin anniversary with great fanfare,
including two new TV documentaries glorifying the cosmonaut's life and the
achievement-packed formative years of the Soviet space programme.


But less pleasant news leaked out yesterday. The three early victims were
test pilots launched into the outer atmosphere on parabolic trajectories.
That is, they went up and straight down without orbiting Earth, says Mikhail
Rudenko, a former senior engineer with the Experimental Design Office 456 in
the city of Khimki.


"All three died during the flights and their names were never officially
published," said Mr Rudenko. He gave their names as Ledovskikh, Shaborin and
Mitkov, and the dates of their abortive missions as 1957, 1958 and 1959.


Mr Rudenko said the test pilot deaths caused the Soviet leadership to set up
a special school for preparing space pioneers. "They decided to take a more
serious view of training, and to create a special cadre of cosmonauts," he
said.


During those years the Soviet Union was launching animals, plants, insects
and even a dummy into orbit in the full glare of publicity. The first
creature in space was a Russian dog named Laika, who survived for seven days
in a special suit before being put to death. In 1960 Moscow sent up two dogs,
Strelka and Belka, and brought them back alive.


"Usually they sent street dogs into space, because dogs of pedigree breeding
became nervous," says Vladimir Gubarev, a top Soviet science journalist who
covered 50 space launches. "They tried to look for human candidates with
similar psychological qualities, because they feared a man might go mad in
space."


Irina Ponomaryova, a space expert at the Institute of Biological and Medical
Problems, who has worked with the cosmonaut programme since 1959, says she
cannot confirm Rudenko's story. But she said a member of the original
cosmonaut team, Valentin Bondarenko, burnt to death in an experimental
low-gravity chamber in early 1961. "We were trying to simulate the conditions
a cosmonaut would face in orbit, but fire broke out in the chamber," she

countries to help with his recovery."


Package number one was eventually used. "Later, special couriers were sent
from the Kremlin to retrieve the two unused statements, and all copies of
them were destroyed," Mr Gubarev added.

THE first documentary evidence has emerged to support the view that the Nazis 
started the 1933 Reichstag fire that Hitler used as a pretext to establish a 
dictatorship.

While historians have agreed that there is no substance to Nazi claims that 
German Communists were to blame for the blaze, there has also been a lack of 
evidence to back the widely held belief that Hitler's supporters burnt down 
the parliament building in Berlin.

After poring over 50,000 pages of hitherto unexamined documents from former 
East German and Soviet archives, four leading German historians have now 
concluded that the fire was a Nazi plot. Marinus van der Lubbe, 24, a 
pro-Communist Dutch labourer, was beheaded by the Nazis after admitting that 
he started the blaze alone to encourage a workers' uprising.

 The news magazine Der Spiegel backed this version of events in the 1960s 
after a wide-ranging investigation. Now, however, the four historians argue 
that Der Spiegel's coverage was part of a cover-up by Nazi sympathisers to 
protect the culprits from prosecution. Their findings put them at odds with 
other leading academics.

They base their case on remarks by Adolf Rall, a thief and Nazi stormtrooper, 
whose body was found in woods near Berlin in November 1933. Rall is said to 
have told prosecutors of a meeting of the SA stormtroopers during which the 
SA leader, Karl Ernst, ordered them to enter the Reichstag through a tunnel 
and sprinkle flammable liquid inside.

 Ernst is said to have told his men that an excuse was needed to begin 
attacking Communists. Hitler used the fire to justify the arrest and torture 
of 25,000 Left-wing activists and to pass an emergency decree establishing 
absolute Nazi authority.

According to the historians, a former stormtrooper working in the jail where 
Rall was serving a sentence, heard of his statement and tipped off the SA. 
Its leaders are then said to have arranged for the statements to be destroyed 
by accomplices in the prosecutors' office and for him to be murdered.

 His remarks however are said to have been referred to in other papers found 
in the archives. The four historians - Hersch Fischler, Jurgen Schmaedeke, 
Alexander Bahar and Wilfred Kugel - say Nazi complicity in the blaze was kept 
secret by ex-Nazi journalists after the war.

Der Spiegel's investigation in the 1960s was led by the historical researcher 
Fritz Tobias. His findings have been backed by the historian Hans Mommsen and 
are supported by one of his British counterparts, Ian Kershaw, in his recent 
work Hitler 1889-1936: Hubris.

 The historians - writing in the journal Historische Zeitschrift - accuse Mr 
Tobias of "wanting to dispel the odium of arson from National Socialism" 
through his claims. Mr Tobias has defended himself, saying: "I was born into 
a Social Democratic household and am the last person to want to exculpate 
Hitler and his consorts.

"Last week, Der Spiegel published a 10-page rebuttal of the four historians' 
conclusions. It said: "The thesis which holds that van der Lubbe was the only 
arsonist involved remains the most plausible explanation." Although Mr Tobias 
was not an ex-Nazi, the magazine conceded that other former members had been 
employed.

The Kiss of Henry


It was touching to see Zbigniew Brzezinski and Henry Kissinger back on the
tube again during the Hainan confrontation, with Brzezinski recommending to
Jim Lehrer's audience that Kissinger be appointed supreme envoy and mediator
for the resolution of the crisis. He wasn't completely clear on the
credentials Kissinger would be employing: his usual ones as middleman and
facilitator for US corporations in China (and chief justifier of the
Tiananmen Square bloodbath in 1989) or his consummate skill as a handler of
touchy moments on the Asian mainland. As it happens, the last time US
citizens were "held hostage" within the orbit of China, Kissinger committed
yet another in a long series of the commingled crimes and blunders that have
been the milestones of his career.


An extraordinary new book by Ralph Wetterhahn, The Last Battle: The Mayaguez
Incident and the End of the Vietnam War (forthcoming from Carroll  Graf),
unpacks the entirety of the official claims made at the time, to the effect
that swift and decisive action saved the crew of the merchant ship Mayaguez,
taught the Khmer Rouge a lesson and restored American "credibility" at the
close of the Indochina debacle. The names of those lost in the recapture of
the Mayaguez in May 1975 are the last names inscribed on the Vietnam Veterans
Memorial in Washington, so a good deal of emotional and ideological
credibility is invested in the idea that they did not die in vain. As
recently as last year, this triumphal myth was featured at the Republican
National Convention. And now, some of the political dinosaurs of the Ford
Administration, notably Donald Rumsfeld, are back in the Washington saddle
with, so to speak, a vengeance. Ralph Wetterhahn now shows that:

(1) The crew of the Mayaguez was never held on Koh Tang island, the island
that was invaded by the US Marine Corps.

(2) The Cambodians had announced that they intended to return the vessel, and
had indeed done so while the bombardment of Cambodian territory was
continuing, during which time the crew was being held unharmed on quite
another island, named Rong Sam Lem. President Ford's statement, claiming
credit for the release and attributing it to the intervention on the wrong
island, was knowingly false.

(3) American casualties were larger than has ever been admitted; twenty-three
men were pointlessly sacrificed in a helicopter crash in Thailand that was
never acknowledged as part of the operation. Thus, sixty-four servicemen were
killed to free forty sailors who had already been let go, and who were not
and never had been at the advertised location.

(4) As a result of the panic and disorder, three Marines were left behind
alive on Koh Tang island, and later captured and murdered by the Khmer Rouge.
You will not find the names of Lance Cpl. Joseph Hargrove, Pfc. Gary Hall or
Pvt. Danny Marshall on any memorial. For a long time they didn't have any
official existence.

It didn't surprise me to find that Henry Kissinger had at every stage argued
for the most grandiose and hysterical response, forever puffing smoke and
speaking of "American will." It seems to have been his idea to drop a BLU-82
bomb on the center of Koh Tang island; a 15,000-pound device that was the
largest nonnuclear weapon in the US arsenal.


Meanwhile, back in Washington, Ford and Rumsfeld were appearing at a
black-tie dinner and arguing about when and how to claim the credit, and
whether to interrupt the Johnny Carson show for a presidential announcement,
while Kissinger, whose diplomacy with the press may be his single greatest
accomplishment, was spreading the myth of a successful combined operation.
The best evidence now is that the Mayaguez was seized without orders by a
rogue Khmer Rouge unit, and that there was no dispute that could not have
been arbitrated by simple diplomacy.


With the help of the admirable William Triplett, late of Capital Style
magazine, I can add one more detail to this history of lethal fiasco. In
December 1997 Triplett interviewed James Schlesinger, Ford's Secretary of
Defense, for the publication of the Vietnam Veterans of America. Schlesinger
recalled two discussions that occurred at the initial National Security
Council meeting on the Mayaguez. The first was a demand by Kissinger to use
B-52 bombers against Cambodia at once; a suggestion that was eventually
overruled. However, Secretary Schlesinger was not able to prevent a decision
being made to sink all ships spotted in the vicinity of Koh Tang island.
Here's the relevant extract of the verbatim interview: 

When I got [back] to the Pentagon I said that before any ships are sunk,
our pilots should fly low over the ships and see what they could see,
particularly if there were any [Mayaguez] crew members aboard. If they did

Human West Nile Virus Surveillance - Connecticut, New Jersey,  New York, 2000
- --
West Nile virus (WNV), a mosquito-borne arbovirus identified in New York in 
1999, has become enzootic in the northeastern United States, affecting 
humans, birds, horses, and other mammals. Although no human WNV infection 
was identified in Connecticut or New Jersey in 1999, 62 persons with WNV 
illness, including 7 deaths, were detected in New York City (NYC) and 
nearby New York counties. In 2000, these jurisdictions implemented active 
surveillance (AS) and enhanced passive surveillance (EPS) to detect human 
illness; 21 persons were identified with acute WNV infection (14 in New 
York, 6 in New Jersey, and one in Connecticut), including 2 deaths (one 
each in New York and New Jersey). This report summarizes the human WNV 
surveillance systems in Connecticut, New Jersey, New York, and NYC and 
recommends EPS for hospitalized patients with encephalitis of unknown 
etiology for the continental United States.

Connecticut

The Connecticut Department of Public Health (CTDPH) implemented EPS 
statewide from 1 Apr 2000 to 31 Oct 2000 and AS in 2 southwestern counties 
from 1 Jul 2000 to 31 Oct 2000. Surveillance criteria included all 
hospitalized patients with encephalitis, meningoencephalitis, or 
Guillain-Barre syndrome (GBS) with fever; in August, criteria were expanded 
to include hospitalized aseptic meningitis patients aged 18 years. EPS 
consisted of monthly mailings to physicians and all acute care hospitals to 
solicit reports of patients meeting surveillance criteria. In counties 
participating in AS, infection-control practitioners (ICPs) were asked to 
review emergency department and hospital admissions and report patients 
meeting surveillance criteria. ICPs were contacted weekly by CTDPH staff 
for follow-up on all reported patients. Serum and cerebrospinal fluid (CSF) 
specimens from all reported patients were tested for WNV-reactive IgM by 
enzyme-linked immunosorbent assays (ELISA) at the CTDPH laboratory.

Between 1 Apr 2000 and 31 Oct 2000, 235 patients were tested: 46 (20%) with 
encephalitis or meningoencephalitis, 44 (19%) with aseptic meningitis, and 
one (1%) with GBS; 144 (61%) patients did not meet surveillance criteria 
but were tested at their physicians' requests. Of these 235 patients, one 
mildly symptomatic outpatient tested positive for WNV. Tested patients were 
not categorized by surveillance method.

New Jersey

The New Jersey Department of Health and Senior Services implemented EPS 
statewide from 1 Jun 2000 to 30 Nov 2000, and AS in 6 counties near NYC 
during from 15 Jul 2000 to 31 Oct 2000. Surveillance criteria included all 
patients hospitalized for viral encephalitis, meningoencephalitis, or GBS 
and patients aged 17 years with aseptic meningitis. For EPS, public health 
staff distributed WNV fact sheets, surveillance criteria, and reporting 
instructions to health-care providers. For AS, ICPs in 6 counties reviewed 
emergency department and hospital admissions, surveyed physicians, and 
provided weekly fax reports of patients meeting surveillance criteria. ICPs 
and physicians were contacted weekly for follow-up on all reported 
patients. Serum and CSF specimens from patients who met the surveillance 
criteria were tested for WNV-reactive IgM and IgG by ELISA at the state's 
Public Health and Environmental Laboratory.

Of 55 patients tested, 18 (33%) had encephalitis, 15 (27%) had 
meningoencephalitis, 19 (35%) had aseptic meningitis, and 3 (6%) had GBS. A 
total of 6 patients had laboratory evidence of WNV infection; 5 (83%) were 
identified through EPS and one (17%) through AS.

New York City

The New York City Department of Health (NYCDOH) implemented EPS citywide 
from 1 May 2000 to 25 Nov 2000, active physician-based surveillance (APS)

That is how it works..that is how Jean Dixon operated - said Divine
Revelations showed her JFK would be murdered, over and over and
overwhen it happened the local newspaper called this woman a Divine
Prophetess - it is my belief this woman was working for KGB, was not
Catholic (for psalms in Douhey Bible are numbered differently and she
recited 23rd psalm every day - the Lord is my Shepard).but she rode
that divine crap and I finally got sick of it when I relaized she was
just another Tokyo Rose of Washintong Square and by divine revelation
said Russia, would beat us to the moon.

So she was a thief, an astrologer she said but the woman who actually

refused to turn over funds from secret Swiss bank accounts, the Sunday Times
reported.

During his time as Serbian president, Stambolic used his control of state
bank Jubmes to engineer vast import-export deals, Serbian investigators told
the Sunday Times.

Jubmes bank financed the deals, but dealt with the huge profits off the
books.

Stambolic was known to be one of the few insiders aware of where Jubmes
stashed the funds, the Sunday Times wrote.

Milosevic toppled Stambolic from the Serbian presidency in 1988.

During the next two years, his regime blew through 15.8 billion Deutschmark
of Yugoslavia's foreign currency reserves, estimated at about 25.4 billion
Deutschmark in 1991.

In the meantime, banking authorities froze most of Yugoslavia's foreign
assets.

Scrabbling for cash before his September defeat, Milosevic pressed Stambolic
to reveal details about the accounts. Foreseeing his own political comeback,
Stambolic refused.

Investigators believe Milosevic ordered his former "mentor" assassinated in
retaliation, the weekly reports.

Stambolic disappeared on August 25 last year while jogging. He is presumed
dead.

Sunday, April 15, 2001 - In 1999, the year the word Columbine became synonymous
with school violence, the
chances of a child being killed on campus were 1 in 2 million.

The following year, harrowing headlines about subsequent shootings fueled a national
preoccupation with an
apparent epidemic of violence in the classroom.

The odds in 2000?

One in 3 million.

The Justice Policy Institute, a Washington, D.C.-based criminal justice think-tank,
offers those numbers to
support its contention that facts about school violence - that it's actually
declining - have been swimming against
an overwhelming current of media coverage and public opinion.

Many facets of life in America have been pulled into Columbine's powerful slipstream
during the two years since
the suicidal attack by two high school boys who killed 13 and injured 23. Police
procedure, school policy, the
Internet, academia, the gun debate - all have been fundamentally affected by
the event and its myriad
aftershocks.

One school administrator calls it simply "the Columbine effect":

Police now respond more aggressively to school shootings.

Courts in some states have mandated information sharing between schools and law
enforcement, leading to close
coalitions with local police that some hail as potentially lifesaving, but others
see as uneasy alliances that
threaten student freedoms.

Schools have stepped up basic programs for bully-proofing and conflict resolution,
although, in many cases,
improved safety has come with the side effects of zero tolerance and a more repressive
environment.

Cyberspace served as an outlet for the Columbine shooters' rants and ultimately
a vehicle for copycat threats and
even Web sites lionizing the killers. Now it has come under closer scrutiny by
Internet watchdogs, industries and
lawmakers as they re-examine thorny free-speech issues around such unfettered
communication.

Echoes of Columbine also resound through the language; the word itself has achieved
almost generic status in the
nation's lexicon, connoting a specific brand of school violence.

And almost two years ago, the American Dialect Society recognized the phrase
"trench coat mafia" - the clique
initially identified with the Columbine shooters - among its "Brand New" entries,
in the same breath as "Pokemania."

Fallout from the shootings still pervades academia, as college applicants ruminate
on its meanings in their essays
on entrance exams.

"It's a lens through which they can express who they are, how they see the world
differently," says Evan Forster,
president of EssaySolutions, a New York company that coaches students. "That's
what a lot of these kids are
writing about."

Columbine remains a fulcrum for change.

Ziedenberg Ziedenberg"The tenor of discussion was underway before Columbine,"
says Jason Ziedenberg, senior
researcher at the Justice Policy Institute. "There was a context for Columbine
to happen in - the latest in a series
of school shootings. But Columbine took what was happening and amplified it.

"Exponentially."

Educators have little choice

but to crack down

The rural Kansas school administrator had just spent more than $200,000 on new
counselors and programs in the
wake of the Columbine massacre.

"Will it make a difference?" asked Paul Houston, executive director of the 
Virginia-based
American Association of
School Administrators.

"No."

Of course, the Kansas administrator certainly hoped it would make a difference.
But despite the expense, what he
really couldn't afford to do was nothing.

"For education leaders and school administrators, the world shifted after Columbine,"
Houston says. "Like the
Kennedy assassination, it was a seminal event that changed the rules."

Copycats abound. Within a few weeks of the April 1999 violence, at least 3,000
similar bomb threats poured in -
about five times the usual number, according to the National School Safety Center
in Westlake Village, Calif.

That summer, during a meeting of about 250 suburban school superintendents, someone
asked how many had
experienced bomb threats the previous spring. Houston recalls that every hand
shot into the air.

In such a climate of fear, did administrators have any choice but to crack down,
install metal detectors, formulate
crisis plans, work more closely with police, pour money into violence prevention?

In recent months, more school violence - and some plans that were defused before
they could be acted upon -
reinforced the perception of schools as danger zones.

"Sadly, schools are a bit more repressive than even before, and less tolerant
because the second-guessing is just
too significant," Houston says. "As an administrator, you can't afford to have
that on your head: "I ignored it and,
by golly, it's another Klebold and Harris.'"

 Research consistently finds that people with substantial
disabilities suffer from
 violent and other major crime at rates four to ten times
higher than that of the
 general population. Estimates are that around 5 million
disabled people are victims
 of serious crime annually in the United States.
 People with substantial disabilities represent at least
10 percent of the population
 of our country (including, among others, 1.8 percent with
developmental
 disabilities, 5 percent with adult onset brain impairment,
and 2.8 percent with
 severe major mental disorders). An estimated 40 percent
of all American families
 have loved ones or close friends with substantial disabilities.
Being disabled is not
 just being a person with a physical handicap. It also includes
people with
 developmental disabilities (such as mental retardation,
epilepsy, etc.), traumatic
 brain injury, severe major mental disorders, degenerate
brain diseases (such as
 Alzheimer, Parkinson, and Huntington), permanent damage
from a stroke, organic
 brain damage, and other substantial disabilities. Disabilities
often make people
 easy targets for crime and abuse. Dan Sorensen estimated
that in California only
 4.5 percent of these crimes are actually reported to authorities,
compared to an
 average 44 percent report rate for the general population.
Several studies suggest
 that 80 to 85 percent of criminal abuse of residents in
institutions is never reported
 to authorities. Evidence also shows that when these crimes
are reported, there are
 lower rates of police follow-up, prosecution, and convictions.
Reasons include the
 difficulty in investigating cases, the lack of special skills
and special training
 required for these cases among law enforcement, the isolation
of and
 communication difficulties for some victims, and the negative
stereotypes and
 prejudices that continue to contribute to discrimination
against these victims.
 Sexual abuse rates of disabled men and women are also 
significantly
higher than in
 the general population. Research shows, through structured
interviews of 27
 women and men with mild mental retardation in four San Francisco
Bay Area
 counties, that just under 80 percent of the women and 54
percent of the men had
 been sexually abused at least one time. These rates compare
to 13 percent of
 women in the general population who have been victims of
at least one rape in
 their lifetimes.
 A more recent study of 40,000 children in Omaha schools
from 1995 to 1996 found
 that children with disabilities suffered a rate of abuse
3.44 times greater than
 children without disabilities, and children with behavior
disorders suffered a
 relative rate of physical abuse 7.3 times that of non-disabled
children. The relative
 rates for sexual assault was 5.5 times greater, for neglect
6.7 times higher, and for
 emotional abuse 7 times higher. These findings are consistent
with other studies
 that uncover that children and adults with psychiatric 
disabilities
suffer some of
 the highest rates of crime and criminal abuse among people
with disabilities.
 High crime rate against the disabled is significant when
compared to the 8,000 hate
 crimes, one million elder abuse victims, and one million
spousal assault victims
 each year. This means that crimes against the disabled make
them proportionately
 one of the highest victim populations in the country.

Actually it would be more accurate to state that this is what 
you get
when the government regulates, i.e. manipulates 
the market for
drugs. Of course this regulating stymies 
innovation and production
of inexpensive drugs and feeds the multinational corporate 
drug

TV news officials pledge to honor McVeigh limits
Television news executives are grappling with the restrictions laid
out last week by U.S. Attorney General John Ashcroft on media
access to Oklahoma City bomber Timothy McVeigh as his execution
date approaches next month. Saying he wanted to prevent McVeigh
from using the media as a "public podium," Ashcroft said Thursday
that no extended interviews will be permitted, nor will television
interviews be granted. In the weeks leading up to his May 16
execution, McVeigh will be able to talk to the media by telephone for
as much as 15 minutes a day, but the calls cannot be recorded. The
limitations were strongly criticized by the Radio-Television News
Directors Assn., but network news executives said they will abide
by the Justice Department's guidelines.

The Maxwell report: a revealing picture of life in the City of London

Ten years ago Robert Maxwell, the Labour Party's biggest backer, died after
apparently falling from his yacht off the Canary Isles. His companies—Maxwell
Communications (MCC) and Mirror Group Newspapers (MGN)—collapsed under a tidal wave
of debts. Maxwell had systematically looted their pension funds and pillaged their
assets, switching funds between businesses to expand his empire and rig the market
for his companies' shares, which he had used as collateral for bank loans several
times over. In all, he had spent 344 million on his illegal share ramp and 450
million had gone missing from the pension funds. Thousands of pensioners lost their
savings.
Not a single person has ever been punished for the scandal that rocked the City of
London at the end of 1991. In 1996, Maxwell's co-directors, his sons Kevin and Ian,
were exonerated in a trial whose outcome was entirely predictable. And all the city
institutions involved in the Maxwell's' transactions have managed to avoid any
responsibility for their part in the chicanery. Now after nearly a decade, the
Department of Trade and Industry has published a report of its investigation into
the affairs of MGN, which had floated on the Stock Exchange only six months before
its collapse.
The report was held up in part because of the trial in 1996 of Kevin and Ian
Maxwell, but also because of Kevin Maxwell's refusal to testify until last summer.
For all the politicians, City figures and the Great and the Good who had benefited
from their association with him, however, the longer the report took, the better.
The two volume, 700-page report cost nearly 10 million to prepare. It is long on
description of what went wrong, but short on substantive recommendations.
It charts in great detail Maxwell's methods. Maxwell "personally controlled through
a central treasury the movement of cash within and between his companies (including
having sole signatory authority for an unlimited amount over bank accounts,
including those of his main listed company MCC", it states. "Maxwell had always
regarded the pension funds as his own and ran his companies and the pension funds as
if they were one."
Maxwell took cash from the pension fund on a regular and unsecured basis from 1985.
His organisation of some 400 companies, many with similar names, was so complex that
people dealing with Maxwell would not know who owned the shares. He disclosed
minimal information about the financial position of his companies and pension funds.
MGN should never have been allowed to float as the prospectus was materially
inaccurate and misleading, the report states. Although MGN was meant to be a stand-
alone company, because Maxwell owned or controlled 51 percent of the shares, its
fortunes were inextricably linked to his other companies. But the prospectus,
prepared by Coopers  Lybrand Deloitte gave no indication of the position of the
other companies.
The investigators attributed most of the blame to Maxwell himself, but Kevin Maxwell
was severely criticised. He bore "heavy responsibility" for making sure that MGN was
run as Maxwell's private fiefdom. His conduct was "inexcusable" throughout, the
report states. Ian Maxwell was also given a rap across the knuckles, as were several
other members of the board of directors, including the Labour peer, Lord Donoghue.
The Chairman, Sir Robert Clark, was nothing more than a cipher who rubber-stamped
Maxwell's every whim.
More importantly, as well as showing how the Maxwell companies and their directors
operated, it also shows how some of London's major financial institutions took
Maxwell's shilling and turned a blind eye to his criminal dealings.
Coopers  Lybrand Deloitte, Maxwell's longstanding auditors, whose function is
supposedly to act as watchdogs on behalf of the shareholders, failed to report the
abuse of the pension funds. They explained to the DTI investigators what they were
expected to do and they never demurred, "The first requirement is to continue to be
at the beck and call of RM [Robert Maxwell], his sons and staff, appear when wanted
and provide what ever is required". Why? The annual audit was the loss leader to
sell their more profitable consultancy services.
Goldman Sachs, Wall Street's top investment banker, organised Maxwell's manipulation
of his companies' share prices by buying up the shares until he controlled 78
percent of the shares. It tried to maintain that Maxwell lied to them, but the DTI
inspectors clearly thought the bank was lying. They were "satisfied that the deals
were in reality done between RM and Mr Sheinberg [an ex-Goldman Sachs partner]". He
was "motivated by the very large profits that he perceived would be made... the
resulting trading relationship was very profitable for Goldman Sachs [8m from MCC
