EU to force ISPs and telcos to retain data for one year

European Union proposals on data retention would compel telecom firms to
keep customer email logs, details of internet usage and phone call records
for at least a year.

That's the gist of proposals leaked via civil liberties group Statewatch,
which says the plans increase law enforcement powers without adequate
civil liberties safeguards.

In the name of tackling terrorism the EU's Justice and Home Affairs
Minister decided last September that law enforcement agencies needed to
have access to all traffic data (phone-calls, mobile calls, emails, faxes
and internet usage) for the purpose of criminal investigations in general.
The data would not include the contents of messages - only the timing,
source and destination of communications.

A 1997 EC Directive on privacy in telecommunications, which said that
traffic data could only be retained for billing purposes prior to its
erasure, stood in the way of this ambition.

A deal agreed between the Council (the 15 governments) and the two largest
parties in the European Parliament (PPE, conservative and PSE, Socialist
groups) pulled the teeth from the 1997 directive on privacy. The
obligation to erase data was removed and this enabled governments to adopt
laws for data retention if national parliaments agreed.

However document leaked to Statewatch show EU governments always intended
to introduce a law to bind all member states to adopt data retention.

This draft Framework Decision says that data should be retained for 12 to
24 months in order for law enforcement agencies to have access to it.
Records would only become available to law enforcement agencies after
judicial approval, though Statewatch expresses grave doubts about this and
argues that the proposals are the 'thin end of the wedge'.

Tony Bunyan, Statewatch editor, said that the framework furthers a move
from targeted police surveillance powers to potentially universal
surveillance.

The right to privacy in our communications - e-mails, phone-calls, faxes
and mobile phones - was a hard-won right which has now been taken away.
Under the guise of fighting terrorism everyone's communications are to
be placed under surveillance, he said.

Gone too under the draft Framework Decision are basic rights of data
protection, proper rules of procedure, scrutiny by supervisory bodies and
judical review.

On August 14, the Danish Presidency put out to all EU governments a
Questionnaire on traffic data retention for completion and return
preferably by e-mail by Monday 9 September, which will form the basis of
further EU action. ®

This all may be true, but again the writer offers a lot of negativity, with
no suggestion for actions to remedy the situation.

The conspiracy may be to install the New World Order and enslave all of
humanity...

or maybe the conspiracy is to paralyze as many as possible with a New World
Order obsession. Either way it's fascinating.

Historical connections and family ties make good reading but the real world
does not function in a linear fashion. Much as a television picture gives a
very narrow view of what is a 360 degree world, so do linear events show a
very narrow view of reality. Two events can be connected linearly via
historical record that in fact may have happened simultaneously or with no
awareness of one another.

This matters not to those who insist they can prove the conspiracy, while
having absolutely NO first-hand knowledge of any of the events or people.
Personally I cannot prove any of the people involved exist - I may have
seen an image on some information media, but that is meaningless in a world
where centerfold models have no imperfections and phony suicide-bomber
babies are created from pasted-together images.

The writer would that we BELIEVE what she says, unaware (I am guessing) that
some humans refuse to believe ANYTHING because when belief begins, thinking
stops.

Substituting one belief for another is just a change in rigid brain
function.

On that this nonbeliever will pass.

In the 1970s Henry Lee Lucas and Otis Toole traveled the country kidnapping,
killing and transporting children for a cult that Lucas referred to as the
Hand of Death, in The Hand of Death: The Henry Lee Lucas Story by Max Call.
Toole was a vicious criminal with a known taste for human flesh, and is
believed to be the killer of Adam Walsh, son of television's America's Most
Wanted John Walsh.

On June 30th of 1998, Henry Lee Lucas -- the most prolific and one of the
most sadistic serial killers in the annals of American crime -- was scheduled
for execution by the State of Texas.

George W. Bush had not granted clemency to any condemned man in his tenure as
governor. In fact, no governor in the entire history of the country has
carried out more judicial executions than George W. Bush.

With a background similar to that of Charles Manson and of a similar age,
Lucas was born near Blacksburg, Virginia on August 23, 1936. Lucas's
upbringing, like Manson's, was brutal, and by the time he was 23 years old he
had served two terms in prison. Eventually Lucas was arrested and charged
with the murder of his mother and in March of 1960 he was sentenced to 40
years in jail. He was, however, paroled 10 years later (1970). Just three
blocks from the prison, he raped and murdered a woman. Although this Michigan
murder never caught up with him, Lucas did spend four of the next five years,
from 1970 - 1974, in Jacksonville Prison in Florida on a kidnapping
conviction. the prison system was remarkably generous to both Lucas and
Manson.

On August 6, 1975 Lucas met up with Otis Toole in Carbondale, Pennsylvania.
Toole was a homosexual and already a member of a Satanic cult. The two men
traveled the country robbing, raping and murdering. Toole, a self-described
arsonist and cannibal, savagely murdered scores of victims of all ages, races
and genders.

However, on June 18th, just twelve days before Henry's scheduled execution,
Governor Bush asked the State Board of Pardons and Paroles, who were
appointed by Bush himself, to review Henry's case. Eight days later the Board
uncharacteristically recommended that Henry's execution not take place!

The very next day, Lucas became the first, and to date the only, recipient of
Governor -- now President -- Bush's compassionate conservatism.

In the book Henry tells of his indoctrination into a nationwide Satanic cult,
and says that he was trained by the cult in a mobile paramilitary camp in the
Florida Everglades in the fine art of killing. Other training involved
abduction and arson techniques. The first task he was given was the murder of
one of the students, a young black homosexual who had betrayed his oath to
the Devil. He slit the man's throat and later that same evening, a Satanic
ritual was performed in which the dead man's heart was cut out, his blood
drained, and his body dismembered. All of the initiated members of the Hand
drank the dead man's blood and ate pieces of his flesh. The remains of the
body were then burned at an altar.

There were several hundred students at the Hand of Death training camp,
coming from six different countries; over half of them were women. The camp
provided unlimited access to all kinds of drug taking, which was encouraged
recreational activity. Liquor was available, and after evening ritualistic
sacrifices, there would be a drug/sex orgy involving all of the campers.

The daytime part of the program included a full curriculum of training
courses in murder, rape, car theft, drug trafficking, and every other form of
organized criminal activity.

Henry claimed to have served the cult in various ways, including as a
contract killer and as an abductor of children who were then taken just over
the boarder to a ranch in Mexico near Juarez. Henry has said that this cult
operated out of Texas and from a ranch in northern Mexico, trafficking in
children and drugs along with other various and sundry activities.

Some of the murders were political hits, including the occasional
assassination of foreign dignitaries.
Toole, prior to his death in 1996, was able to give detailed accounts of he
and Henry's activities that largely corroborated Henry's storiesabout the
cult.

Henry has claimed on numerous occasions that it was he who personally
delivered the cyanide to Jim Jones that was used in the now infamous
Jonestown massacre. He described traveling to Guyana on a chartered plane and
delivering the poison. He also says that he was approached to carry out an
assassination of President Jimmy Carter, a job which he declined although the
price tag was very lucrative. He also said that the rumors circulated among
the membership that Lee Harvey Oswald had been a member.

Lucas eventually was picked up by the police and claims to have had a

  Eagleburger said that regime change is a legitimate aim of
  American policy in Iraq, but only under certain circumstances.

  I don't think it's legitimate policy at this stage, unless the
  President can demonstrate to all of us that Saddam has his finger
  on a nuclear or biological or chemical trigger, and he's about to
  use it, Eagleburger said. I believe that sooner or later we're
  going to have to deal with Saddam Hussein because of his general
  reputation, because of what I'm convinced he's done with regard
  to terrorism and the support thereof, but I'm not at all sure I
  believe that it has to be right now.

  Eagleburger said that the Bush Administration has not
  demonstrated that they have really thought through what it's
  going to take to overthrow him... or what we do when we overthrow
  him. He also cited the problems with the allies,
  and said he agreed with Brent Scowcroft
  that it would foul up the war on terrorism.

  If the President were to lay out the reasons, and what would
  be done afterwards, etc., Eagleburger said he would accept it,
  but, he added, it doesn't seem to me we can do it on the basis
  of what the Richard Perles and the Wolfowitzes say, which is this
  can be done in a cake walk, and we've got all of these wonderful
  insurgents out here who will be able to govern
  immediately after we succeed.

  Host Tony Snow pointed out that this is the second time
  you've mentioned Richard Perle and Paul Wolfowitz, and he asked,
  Do you think they're naive?

  No, I don't think they're naive, Eagleburger answered.

  I must tell you I think they're devious,
  and I think they have had for some time this view that...
  well, first of all, I think they are committed to getting rid,
  nd have been for years, committed to getting rid of Saddam
  Hussein, because they think we should have done it the first
  time around. And secondly, I think they have convinced
  themselves that it would be done on the cheap
  by using these rebels, if you will,
  these people who are anti-Saddam Iraqis,
  I think there are at least six of them; and the point is,
  I have no idea whether they can be used or not,
  whether they are real people or not,

NPR said Saudi officials say Abu Nidal killed himself with a shotgun.

Officials cannot explain how Nidal came to have several shotgun wounds,
concluded the report.

India villagers blame UFO for attacks

SHANWA, India (AP) --It comes in the night, a flying sphere emitting red and blue lights that attacks villagers in this poor region, extensively burning those victims it does not kill.

At least that's what panic-stricken villagers say. At least seven people have died of unexplained injuries in the past week in Uttar Pradesh state.

A mysterious flying object attacked him in the night, Raghuraj Pal said of his neighbor, Ramji Pal, who died recently in Shanwa. His stomach was ripped open. He died two days later.

Many others have suffered scratches and surface wounds, which they say were inflicted while they slept. In the village of Darra, 53-year-old Kalawati said she was attacked last week and displayed blisters on her blackened forearms.

It was like a big soccer ball with sparkling lights, said Kalawati, who uses only one name. It burned my skin. I can't sleep because of pain.

Doctors dismiss the stories as mass hysteria.

More often than not the victims have unconsciously inflicted the symptoms themselves, said Narrotam Lal, a doctor at King George's Medical College in Lucknow, the state capital.

The police have another explanation: bugs.

It is a three-and-a-half-inch-long winged insect that leaves rashes and superficial wounds, Kavindra P. Singh, a superintendent of police, told the Press Trust of India news agency.

Police drew this conclusion after residents of one village found insects they had never seen before.

Villagers are unconvinced. In the most affected area, the Mirzapur district, 440 miles southeast of New Delhi, people have stopped sleeping outdoors despite the sweltering heat and frequent power outages.

Villagers also have formed protection squads that patrol Shanwa, beating drums and shouting slogans such as, Everyone alert. Attackers beware.

Some accuse district officials of inaction and failing to capture the aliens. One person died Thursday in nearby Sitapur when police fired shots to disperse a 10,000-strong crowd demanding that authorities capture the mysterious attackers.

People just block the roads and attack the police for inaction each time there's a death or injury, said Amrit Abhijat, Mirzapur's district magistrate, who claims he has captured the UFO on film.

There is a long history of Indian domination in Nepal and now, as the People's War in Nepal intensifies, India is increasingly coming to the aid of the reactionary Nepalese government.
The Maoist insurgency, led by the Communist Party of Nepal (Maoist) is aimed at overthrowing the oppressive Nepalese government and monarchy and has gained widespread support since it began in 1996.
Soon after September 11, the Foreign Minister of India started calling Maoists in Nepal "terrorists." Then in November, Nepal's government followed India's lead --officially putting the "terrorist" label on the CPN (Maoist) and unleashing the Royal Nepalese Army to wage a brutal "search and destroy" campaign against the People's War. Hundreds of people have been killed, arrested and tortured. And under a "state of emergency" all kinds of constitutional rights have been suspended.
The Indian government quickly sent 11 trucks full of sophisticated weapons and surveillance equipment to the Nepalese government, as well as two Cheetah helicopters.
Arms for a Reactionary Regime




The rulers in Nepal hoped to quickly wipe out the Maoist guerrillas. But government soldiers have found themselves up against a People's Liberation Army that is able to mobilize thousands of trained guerrillas and people's militias to launch successful military raids against the Royal Nepalese Army.
At the end of March, Nepal's Prime Minister Sher Bahadur Deuba went to India for six days with a 100-member delegation. He asked India's top government and military officials for more help to defeat the Maoists.
India responded by delivering 20 trucks full of weapons to Nepal--including new "off-the- assembly-line" armored "light troop carrying" vehicles designed for counter-insurgency missions, with state-of-the-art communications equipment. The India Army has also been training Nepali soldiers in jungle and guerrilla warfare at India's Counter Insurgency and Jungle Warfare School (CIJWS), regarded as one of the best jungle warfare establishments in the world (even U.S. military personnel have trained here.)
According to an Indian official, India initially had plans to train an entire battalion of roughly 1,000 RNA troops at CIJWS. But so many RNA soldiers were being deployed in counter-insurgency operations that Nepal ended up only sending a core group of officers.
In May, India's army chief General S. Padmanabhan went to Nepal to tour some of the Maoist-hit districts. He promised RNA generals even more military hardware and told them, "We can provide training assistance whenever required and anything the RNA requires. India will stand true with Nepal in every possible way. If there is a requirement of military assistance, we will be very glad to share what we have with Nepal."
India's growing involvement in helping to fight the People's War underscores just how much Nepal relies on and is subservient to India--economically, politically and militarily. And the military relationship between Nepal and India is very much stamped with Indian domination. There are more Nepali Gurkhas in the Indian Army today (around 60,000) than in the RNA itself. And since the 1970s, the chiefs of the two armies are made honorary generals of each other's army--ensuring that India's army of over a million soldiers will dictate over Nepal's army of only 40,000 men.
Until a few years ago, all RNA officer cadres used to be trained in India. Only recently Nepal's army set up its own military academy. But Nepal officers and other ranks still undergo training in various defense institutes of India. And in fact, Nepal army personnel constitute the largest number of foreign soldiers training in India.
During the last year, India has given around $35 million to Nepal in military support and equipment for the Royal Nepal Army and the Armed Police Force.
Rounding Up Nepalese Maoists in India




India understands that the People's War in Nepal threatens the stability of the whole region, and the Indian ruling class is very concerned about the Maoist insurgency in Nepal "spilling over" the border. India also faces insurgencies being waged by Maoists. And there are fraternal relations between the CPN (Maoist) and Maoist parties in India.
Increasingly concerned about what effect a successful Maoist revolution would have for the whole region, the Indian government has been stepping up its efforts to hunt down, arrest and extradite Nepalese Maoists in India.
In April, police in the northern Indian state of Uttar Pradesh (UP) handed over to the Nepalese government eight injured Nepalese Maoists who were undergoing treatment in private clinics in the capital city of Lucknow. UP police searched the houses of about 150 Nepalis suspected of providing shelter to Maoists fleeing intense army operations against them. In recent

On August 12, the International Criminal Police Organization (Interpol) issued a Red Corner Notice (RCN) against eight top Maoist leaders from Nepal, including Communist Party of Nepal (Maoist) Chairman Prachanda (Pushpa Kamal Dahal) and Baburam Bhattarai. This RCN serves as an arrest warrant in all the 179 Interpol member countries.
This move by Interpol, which has its headquarters in Lyon, France, allows the Nepalese government to formally ask neighboring countries to find and arrest Maoist leaders. And Interpol's intervention now puts pressure on the Indian government to hunt down and arrest those on the list. Once the Red Corner Notice is issued, member countries are obliged to deport the "criminals" accused to the country where the case against them is originated.
This is the first time Interpol has listed prominent Maoist leaders in a Red Corner Notice. And police say there are more names of Maoist "terrorists" that Nepal's police want on the RCN list, including military commanders of the People's Liberation Army.
Those listed in the RCN are rarely political "criminals" and the listing of Maoists in the Interpol RCN means that CPN (Maoist) will be treated as a "criminal" not a political group. In fact, there was apparently some initial problem in listing Maoist leaders in an RCN before the Nepalese government declared the Communist Party of Nepal (Maoist) a "terrorist outfit." But once Nepal was put under a state of emergency and the CPN (Maoist) were officially labeled "terrorists"--Nepal got its request that the Interpol Secretariat put the names of Maoist leaders on an RCN.
U.S Targets People's War




The People's War in Nepal is a genuine war of liberation--that has nothing in common with groups like al Qaida. But the government of Nepal has packaged its plea for foreign aid as a request for assistance in the "global fight against terrorism." And the United States, Britain, and other imperialist powers have all rushed to support the Nepalese regime's murderous "search and destroy" campaign and the "state of emergency." Hundreds of people in Nepal's countryside are being killed, and many more rounded up and jailed. All kinds of constitutional rights have been suspended. Newspapers sympathetic to the Maoists have been raided. Editors of mainstream newspapers have been hauled in for interrogation for simply quoting Maoist leaders, and the government is waging a heavy censorship and disinformation campaign.
The United States led the way in making the fight against Maoists in Nepal part of the "global war on terrorism." U.S. Secretary of State Colin Powell went to Nepal in January to meet with the King, Prime Minister and head of the army. President Bush invited Nepal's Prime Minister Deuba to the White House to talk in May and then asked Congress to approve $20 in military and economic aid for Nepal.
Recently, Christina Rocca, Assistant Secretary of State for South Asian Affairs, testified to the House International Relations Committee that, "The Maoists [in Nepal] have shown themselves to be a ruthless enemy by their tactics in the field and through terrorist attacks against both government targets and innocent civilians." And, according to the BBC, the U.S. government has given special training on `Resistance Against Maoist Terrorism' to 20 Nepali officials associated with the security bodies and local bodies.
This is another example of how the U.S. declares "terrorism" to be "anything we say it is," and how its "war on terrorism" is being used to attack any force that is counter to U.S. domination in the world.
British Moves Against the People's War in Nepal




Meanwhile, the British government has stepped to the front of the line to build international support against the People's War in Nepal.
In May, after Nepal's Prime Minister Deuba left his meeting with Bush, he flew to London to meet with British Prime Minister Tony Blair--who pledged strong support to Deuba's fight against the Maoists. Britain has boosted its military aid, including training, equipment and logistics, to Nepal from $1 million to $10 million this year. And back in November, Britain provided the RNA with military equipment and vehicles.
Soon after Blair's meeting with Deuba, General Sir Michael Boyee, Chief of Britain's Defense Staff, went to Nepal to meet with the head of the Royal Nepalese Army, General Prajwalla Shamsher JB Rana, King Gyanendra and Prime Minister Deuba. Boyee discussed British military and development assistance to the RNA and was taken on a two-day trek into the countryside. Boyee was accompanied by half a dozen senior British army officials, who made a list of RNA military needs for the British government.
Boyee's visit came only a few days before an international meeting on June 19-20, sponsored by Britain, to discuss ways to

Aug. 21, 2002, 14:00 PDT (FTW)  The global horrors of the First World War  the war to end all wars - began with the assassination of Archduke Francis Ferdinand in Sarajevo in 1914. The apocalyptic war of the 21st century may have begun with a $1 trillion lawsuit filed in the United States by 9-11 victim families against Saudi Arabian banks and members of the Saudi royal family. In what may be the opening salvos of a financial and energy apocalypse, the Financial Times reported yesterday that wealthy Saudi investors had begun a run on their U.S. banking deposits that may have taken as much as $200 billion out of U.S. banks. These massive withdrawals  out of an estimated $750 billion in Saudi U.S. investments - occurred within days of the August 15 filing of the suit. Ironically, the principal attorneys in the suit are all political insiders and, in one case, a member of the Council on Foreign Relations. You might think they would have thought of this beforehand.

There are two basic questions to ask about Saudi Arabia. Why was Saudi Arabia not a focus of U.S. action and serious media attention in the immediate aftermath of Sept. 11 even though there were so many obvious connections? And why now is Saudi Arabia so prominently a focus of what is apparently government-approved U.S. animosity? One thing is obvious. On the eve of a U.S. invasion of Iraq the deployment of U.S. military personnel in the region is also a convenient placement of resources for what may be a one-two punch to take over a tottering kingdom that owns 25 percent of all the oil on the planet at the same time that Saddam Hussein is removed from power in a country that controls another 11 percent. Together, the two countries -- which have not yet peaked in production capacity -- and which are the only two nations capable of an immediate increase in output possess 36 percent of the worlds known oil.

The Saudi situation is complicated by the fact that much of Saudi Arabias wealth is invested in U.S. financial markets and its sudden loss could devastate the U.S. economy. But Bush brinksmanship -- an understatement -- is making possible a scenario where Saudis long-loyal to the U.S. markets cut off their own arm in a coyote-like effort to free themselves from a trap that threatens the stability both of their kingdom and the global economy.

Osama Bin Laden is a Saudi. Fifteen of the 9-11 hijackers were Saudi. There has been an obvious and clear financial trail showing Saudi support for the Al Qaeda. In fact, as has recently been noted by French author and former intelligence officer Jean Charles Brisard in his book, The Forbidden Truth, the financial support network of Al Qaeda is a virtual cut-and-paste reincarnation of BCCI, a Pakistani bank known for terrorist, drug, and CIA connections in the 1980s. One of BCCIs former executives, Khaled bin Mafouz, remains the banker for the Saudi royal family today and both he and Saudi Arabias former intelligence chief, Prince Turki (removed just before the 9-11 attacks after 25 years of liaison with bin Laden), have been discussed

ARIS (AP) - In a world fast running short of fresh water, a new debate rages: Private companies are free to exploit oil, "black gold," but what about the infinitely more valuable resource of "blue gold"? Two French companies alone - Suez and Vivendi Environnement - supply water to 230 million people around the globe, from U.S. cities like Atlanta to urban centers across the Third World.Hardly noticed a few years ago, the issue of water privatization is likely to be a big topic at the United Nations' World Summit on Sustainable Development that begins Monday in Johannesburg, South Africa.It raises a deceptively simple question: Is water a human right or a commodity?"The problem is that it's both," said Peter Gleick of the Pacific Institute in Berkeley, Calif. Everyone has a right to safe, clean water, he said, but because of government failures, 1.1 billion people lack access to it.A new trend is clear. Both Suez and Vivendi expect double-digit annual growth in their water business, and each already has contracts that add up to more than $10 billion a year. Puerto Rico just hired Suez to distribute its water.RWE, a German energy conglomerate, is buying small water companies to challenge the French companies. Hundreds of other private operators hold concessions to pump, treat and distribute water.Although companies are granted rights to market water - not ownership of the water itself - Gleick and others worry that an inevitable expansion of the private sector might escape essential public control."Privatization has the potential to grow enormously because of the desperate need for water in the developing world, but water is too important to be left in purely private hands," Gleick said.The World Bank, U.N. agencies and a number of governments support a concept they call "PPP," short for public-private partnerships. They encourage companies to invest heavily in the pumps, mains and other infrastructure for delivering water in exchange for profit.In many big cities, up to half the water is lost to leaks and broken mains. Billing is often chaotic. Public water utilities, usually short of cash and expertise, struggle to meet fast-growing demand.Suez and Vivendi each point to cases around the world where they have expanded service, sometimes with lower rates. Both insist that they sell service, not water, and stress that they operate on concessions that must be renewed.They say better systems mean that many poor people now have access to reliable water for much less than they paid itinerant vendors."We have the money and the expertise, and we believe we can manage water better than states can," said Jacques Petry, head of Ondeo, Suez's water division. "We don't own these resources. We manage them and protect them."But Ondeo's American subsidiary faced a storm of protest after it took over Atlanta's water supply in 1999. Consumers reported mysterious cuts, confused billing and long delays for service.Managing water is a business fraught with economic and cultural complexities. A 2000 uprising in Cochabamba, Bolivia, underlines the dangers. Consumers revolted when Bechtel doubled water rates. Seven people died in violence, and the U.S. company lost its concession.Canadian activist Maude Barlow, author of the book "Blue Gold," makes her position clear in its subtitle: "The Fight to Stop the Corporate Theft of the World's Water."While agreeing the private sector has some role to play, she says water must remain firmly in public hands with no confusion between human right and commercial asset. "You can't have both as equal in law," she said.In 2000, Barlow praised the Cochabamba uprising in glowing terms. Today, she acknowledges, the current cooperative-run water system is in shambles, with neither capital nor experience."Why can you find money for a private company and not a public company?" she asked, arguing that international agencies should help local authorities run their water utilities.Other activists worry there is a flaw in the logic of privatization: If companies make money by delivering water, won't their incentive be to sell as much as they can rather than to conserve a scarce resource?But William Cosgrove, a Canadian consultant who helped draft the World Water Vision paper for an environment summit last year in the Hague, Netherlands, insists that most people, company executives included, believe water is a basic right."This is controversial simply because it's not understood," he said. The UN has gathered enough evidence to begin a criminal investigation into the allegation that almost 1,000 captured Taliban are buried in mass graves in Afghanistan, it was revealed last night.
A confidential UN memo leaked to the American magazine Newsweek, said disturbing evidence had been uncovered which substantiated the rumors of mass graves in an area called Dasht-i-Laili.
The captives allegedly died after being packed into sealed cargo containers en route from Konduz to the Northern Alliance prison at Sheberghan.
The Newsweek report cites the discovery of bodies with little clothing and no obvious trauma as consistent with the claim that they had died of suffocation in the containers. A witness quoted in the memo put the number at 960.
There appears to be no evidence that the US knew of the deaths, nor that American officials saw or were involved in putting prisoners into unventilated trucks.
The Guardian reported in June that a former chairman of Amnesty International was calling for an independent inquiry into claims that US troops tortured Taliban prisoners and were complicit in the disappearance of thousands of others during the war.
The call by Andrew McEntee, now a human rights lawyer, was based on a British-made documentary which described thousands of Taliban fighters being corralled into the containers after the battle of Konduz in November.
At the time the jail in Sheberghan, in north-western Afghanistan was under American control. The film, Massacre at Mazar, claimed that large numbers of prisoners died on the journey.
The footage showed areas of compacted red sand, apparently caked with blood, traces of bones, including jaws, and pieces of clothing. But only 15 bodies had been found, the program said.
Washington would not be drawn last night on whether it supported a full-scale inquiry.
The militia leader whose forces allegedly carried out the killings is General Abdul Rashid Dostum, reputedly one of Afghanistan's most ruthless warlords. His spokesman told Newsweek that many people had died of suffocation, but he put the total at 100-120. He said some "were seriously injured and had died en route".
He also said that the treatment of the prisoners would have been colored by the uprising of prisoners at Qala Jangi three days earlier.
"If the incident at Qala Jangi hadn't happened, it's possible that the prisoners would have been transferred more peacefully," he said. "There would have been less irregularities."
He added: "They suffocated. Nobody killed anybody."
The details of the transfer of prisoners was left to much lower ranking officials, he said.
During the war US soldiers stayed close to Gen Dostum, but it remains unclear how much US officials knew about the treatment of prisoners.
"Considering the political sensitivity... and related protection concerns, it is strongly recommended that all activities relevant to this case be brought to a halt until a decision is made concerning the final goal of the exercise: criminal trial, truth commission, other etc," the UN report said.
Even if the US knew nothing of the alleged mistreatment, questions will be asked about its responsibilities when training and fighting alongside its allies.
More than 3,000 Taliban were captured at Konduz.
The Newsweek report, which was based on interviews with people who claimed to have seen the transportation, said fighters promised that they would be released but they were packed into the trucks instead.
The first evidence of using abandoned containers for executing captured enemies was noted in a 1997 UN report. About 1,250 Taliban were left in containers in the desert sun after an assault on Mazar-i-Sharif. The dead were later found to have been grilled black. When the Taliban captured Mazar in 1998 they killed several hundred in a similar fashion.
· US officers have yet to discover any senior al-Qaida leaders among the 600 captives held at Guantanamo Bay, a US intelligence source has told the Los Angeles Times.
The unnamed source said the captives are "mostly low and middle-level" fighters not the "big time guys" who could help to fracture al-Qaida.

 WORLD SUMMIT ON SUSTAINABLE DEVELOPMENT


 The World Summit on Sustainable Development (WSSD) will be
 taking place in
 Johannesburg from 26 August - 4 September 2002. There are
 two main
 conferences taking place at the same time: (1) Government -
 (2) NGO.


 The Board of Deputies has for the past year been monitoring
 the WSSD very
 closely. There is a real concern that the WSSD (the NGO
 Conference) might be
 used again as a vehicle for Israel's enemies to attack her
 as we saw in
 Durban. As such the Board of Deputies with the help of the
 Zionist Federation
 has been co-ordinating worldwide Jewish participation in the
 WSSD.

 We have developed both an offensive and defensive strategy:

 Offensive

 It is felt that the WSSD is the ideal opportunity to promote
 Israel to the
 rest of the world. Israel has been in the forefront of many
 agricultural and
 sustainable development projects which we feel we can
 publicise at the WSSD.
 The way that this is going to be done is as follows:


   1.. Workshops and exhibitions - various workshops both by
 local Jewish
 groups and Israeli NGO's are going to take place during the
 WSSD. These will
 hopefully show not only Jews but Israel in a favourable
 light.

   2.. Each and every delegate attending the conference has
 been given talking
 points on all the main themes of the conference. Thus the
 average delegate
 will have the ability and the knowledge to promote Israel on
 any theme that
 will be taking place at the conference.

   3.. Press kits with the above information have been
 prepared and will be
 circulated to journalists prior to the conference.
 Defensive


 Should Israel be attacked at the conference there will be
 three levels of
 defense:


   1.. Delegates will be provided with information on how to
 defend Israel on
 any one of the themes of the conference and of the talking
 points.

   2.. Our media team, which has been trained and prepared
 particularly for
 the WSSD, is preparing articles and building relationships
 with journalists
 in the event of an attack against Israel.

   3.. For the streets, we are preparing banners and T-shirts
 should we need
 them for a counter rally against the pro Palestinian lobby.
 There is,
 however, a blanket illegal marching order that has been
 given from the
 Metropolitan Police of Johannesburg. Thus we will have to
 assess each
 situation very carefully to see whether or not we are going
 to have a counter
 demonstration.

   We are co-ordinating 9 different international Jewish
 organisations'
 efforts and preparations for the WSSD and will continue in
 this role during
 the conference.

 The basic assessment and message of the WSSD to the
 community is that there
 is no need to panic. People, however, should be more
 vigilant and report

 I had a good laugh the other day.

 Roll Call, the congressional newspaper, ran a story titled
 Bill Would Allow Clergy to Mix Religion and Politics.
 Where has Roll Call been, in suspended animation?

 The bill in question is the House of Worship Political
 Speech Protection Act (HWPSPA).  Current law prohibits
 houses of worship that take advantage of tax-exempt status
 from publicly supporting particular political candidates.
 But the bill would repeal this limitation.

 That is as it should be.  The current limitation on the
 speech of one of the most important elements in society is
 outrageous - and the type of speech limited is that most
 central to our democracy.  Unsurprisingly, the prohibition's
 origins are as tainted as its logic: It was placed into law
 at the behest of President Johnson to silence his critics.

 The prohibition started as censorship, it continues to be
 censorship, and repeal through HWPSPA is the fate it
 deserves.  In some contexts, religion and politics can
 properly be mixed, and this is one of them.  Religious
 institutions deserve to be able to avail themselves of the
 same free speech rights that other institutions enjoy.

 NUMEROUS EXAMPLES SHOW OUR NATION MIXING POLITICS WITH
 RELIGION

 Of course, religion or rather, pious lobbyists, and
 politicians, or rather sycophant members of Congress, have
 been mixing it up for centuries.
 HWPSPA is merely an innocuous - and indeed,
 rights-protecting - instance of the longstanding trend.  For
 Roll Call to describe it as an unusual or even remarkable
 that politics and religion are mixing is ridiculous.

 Was Roll Call absent when the Congress exited the Capitol to
 recite the Pledge of Allegiance en masse, emphasizing under
 G-d, only hours after the announcement of the Ninth Circuit
 Court of Appeals' decision declaring the phrase
 unconstitutional?  Since the decision had no effect beyond
 the Ninth Circuit, Congress's display was clearly
 showboating to impress pious constituents - rather than,
 say, civil disobedience.

 Where was Roll Call, too, when Congress feverishly passed
 the Religious Freedom Restoration Act, which gave religious
 entities a leg up against every law in the country?  Or the
 International Religious Freedom Act?  Or the Religious Land
 Use and Institutionalized Persons Act, which is causing
 havoc in residential neighborhoods by giving churches the
 power to ignore local land use laws?  Or when the House
 recently passed the Mormon free land bill?

 Did Roll Call think the law giving Catholic University the
 exclusive option to purchase valuable land belonging to the
 Old Soldiers Home in Washington, without even having to bid
 against others for it, came from nowhere?  Though the law
 was later repealed in the face of threatened lawsuits, it's
 hard to think of a more blatant religion/politics mix.

 Where does Roll Call think the push for faith-based funding
 is coming from?
 Or the movement to create state-funded vouchers to be used
 at parochial and religious schools?  Or the lobbying for
 tax-free municipal bonds to underwrite new church buildings,
 and for a parsonage tax exemption?

 And why does Roll Call think the states have
 religion-excepting exemptions to laws that otherwise are
 generally applicable - exempting, for instance, the clergy
 from child abuse reporting, or exempting faith-healing
 parents from neglect prosecutions for refusing their
 children standard medical care?

 THE HOUSE OF WORSHIP POLITICAL SPEECH PROTECTION ACT AND ITS
 PROBLEMS

 That's right, religious entities are in the thick of it -
 and many of the result of their lobbying efforts are far
 more controversial than HWPSPA.  In general, I do not think
 much of the special-privilege-for-religion laws that
 politicians love so much.  But my complaint is almost always
 with the legislators who don't think about the public
 interest as they pant for religious votes, not the fact that
 religious entities participate in the political process in
 the first place.  It is their right to do so.

 That is why I support HWPSPA.  The Act does not give
 religion a special privilege to speak; rather, it restores
 religion's right to speak.  And that should not be
 controversial at all - for the voices of religious entities
 are crucial to a free society.

 The House may vote on the bill in September, with the Senate
 looking less eager to take it on.  This is one of those
 bills that is unlikely to pass the first time it's
 introduced, but is likely to appear repeatedly in future
 sessions until it is finally passed.  Given the importance
 of the free speech considerations at issue, it should be
 passed sooner rather than later.

 RELIGIONS' POLITICAL LOBBYING WILL OCCUR ANYWAY, AND HWPSPA
 WILL REVEAL IT

The unquenchable defiance of the Palestinian people inspired the furious
speech from the dock last week by the handcuffed Palestinian leader Marwan
Barghouti. In a single sentence, repeated with great passion, he summed up
the one absolutely undeniable truth about Palestine: that there can be no
peace with occupation. In other words, whatever the vacillations of Zionist
intellectuals in the west, whatever the reactions to the suicide bombings,
the plain fact remains that there is no hope for peace in the region as long
as Israel maintains its illegal and brutal occupation of other people's
territory.

Mr Barghouti was seized by military force in Ramallah, where, even according
to the miserable treaties already agreed, criminal justice is a matter for
the Palestinian authority. His illegal capture and trial is yet another
pathetic attempt by the Israeli authorities to pretend that their military
occupation and enforced settlement of other people's land has something to
do with justice and democracy.

While Mr Barghouti waits for his trial to start, two other powerful voices
have been raised to haunt the Israeli authorities. The first is that of
Nelson Mandela, who says he will be closely following the trial proceedings.
His involvement is a reminder of the similarities between the bantustans for
South African black people under apartheid, and the occupied territories in
the West Bank and Gaza. The other voice was that of Marek Edelman, who was
deputy commander of the historic Warsaw ghetto uprising of the Jews against
the Nazis in 1943.

Now in his 80s, Mr Edelman wrote a letter early this month to Palestinian
leaders. Though the letter criticised the suicide bombers, its tone
infuriated the Israeli government and its press. He wrote in a spirit of
solidarity from a fellow resistance fighter, as a former leader of a Jewish
uprising not dissimilar in desperation to the Palestinian uprising in the
occupied territories. He addressed his letter to commanders of the
Palestinian military, paramilitary and partisan operations - to all the
soldiers of the Palestinian fighting organisations.

This set up a howl of rage in the Zionist press, who reminded their readers
that Mr Edelman, despite his heroism in the 1940s, is a former supporter of
the anti-Zionist socialist Bund, and can therefore not be trusted. Nothing
infuriates Zionists more than the arguments of anti-Zionist Jews, who have
such a courageous and principled history. The essence of the intellectual
case for Zionism is that its opponents are anti-semitic. But when Jews,
especially heroic Jews such as Marek Edelman, speak out against Zionism, and
especially if they denounce Israeli imperialism and defend the victims of
it, how can they be accused of anti-semitism? What a boost it would be for
the Palestinians and their cause - and for peace in the Middle East - if
Marek Edelman could attend the Barghouti trial.

Most of the independent oil producers in the Oil Region of
west-central Pennsylvania were young, and they looked forward to
the years ahead. They believed they would solve problems such as
railroad discrimination. They would make their towns the most
beautiful in the world. There was nothing they did not hope and
dare.

But suddenly, at the very heyday of this confidence, a big hand
reached out from nobody knew where, to steal their conquest and
throttle their future. The suddenness and the wickedness of the
assault on their business stirred to the bottom their manhood and
their sense of fair play, and the whole region arose in a revolt
which is scarcely paralleled in the commercial history of the
United States.

In Cleveland, young John D. Rockefeller was also in the oil
business, as a refiner. Young Rockefeller was a ruthless
bargainer. Said one writer, "The only time I ever saw John
Rockefeller enthusiastic was when a report came in from the [Oil
Region] that his buyer had secured a cargo of oil at a figure
much below the market price. He bounded from his chair with a
shout of joy, danced up and down, hugged me, threw up his hat,
acted so like a madman that I have never forgotten it."

Gradually, Rockefeller's competitors began to suspect he was
somehow getting better shipping rates from the railroads than
they were. Because there was fierce competition between the
railroads at the time, other large oil shippers insisted on and
got their own special rates. But crafty John Rockefeller seemed
to be getting the best rates of all.

But the railroads were supposed to be COMMON CARRIERS, and had no
right to discriminate between patrons. The railroads had also,
as shown by Gustavus Myers in *History of the Great American
Fortunes*, been built largely at the public's expense; huge land
grants had been given to them under the premise that the
railroads would be a benefit to the people of the United States.
These land grants had not been merely narrow strips of land, but
vast acreages filled with timber and valuable minerals. The
railroad companies had already gulped down a vast fortune,
courtesy of the American people via Congressional give-aways.

Rockefeller had the advantage of a complete, far-flung
organization, even in those early days: buyers in the Oil
Region, an exporting agent in New York, refineries in Cleveland,
and transportation favoritism. Mr. Rockefeller should have been
satisfied in 1870. But Mr. Rockefeller was far from satisfied.
Those twenty-five Cleveland rivals of his -- how could he at once
and forever put them out of the game? He and his partners had
somehow conceived a great idea -- the advantages of COMBINATION.
What might they not do if they could buy out and absorb the big
refineries now competing with them in Cleveland? The Rockefeller
corporation, Standard Oil, began to sound out some of its
Cleveland rivals.

But there was still a problem: What about their rivals in the
Oil Region of Pennsylvania? They could ship to refineries on the
eastern sea-coast. And the Pennsylvania Railroad was helping
them; they shipped in volume and the railroad gave them a
discount.

Aligned with the Cleveland crowd were the Lake Shore and New York
Central Railroads. If the Oil Region won the developing
competition, these railroads would lose business. 

All the competition was causing a problem for Rockefeller. The
price of refined oil was steadily falling. This was *good* for
the average American who bought the oil, but bad for these few
wheeler-dealers. Mr. Rockefeller and friends looked with dismay
on their decreasing profits.

In the fall of 1871, certain refiners brought to Rockefeller and
friends a scheme, the gist of which was to bring together
secretly a large enough body of refiners and shippers -- a SECRET
COMBINATION -- to persuade all the railroads handling oil to give
to the company formed special rebates on oil shipped, and
*drawbacks* (raised rates) on that of other people. If they
could get such rates it was evident that those outside of their
combination could not compete with them long and that *they*
would become, eventually, the dominant refiners. They could then
*limit* their output to actual demand, and so keep up prices.

The railroads went along with the deal so they could stop having
to cut each other's throats through their rate wars -- they would
stop competing among themselves, keep their rates high, and
thereby gouge the unsuspecting public. The railroads, it was
agreed, were to receive a regular amount of freight: the
Pennsylvania was to have 45 percent of the eastbound shipments,
the Erie and the Central each 27.5 percent; the westbound freight
was to be divided equally between them -- fixed rates, and
freedom from competition amongst themselves.

The first thing was to get a CHARTER -- *quietly*. At a meeting

Secret documents have revealed that Vice President Dick Cheney and Secretary of Defense Donald Rumsfeld are “linked to the murder” of a former senior CIA scientist.

In 1953 Frank Olson, who was a key member of the CIAs secret brainwashing programme MK-ULTRA, was sent plunging from a New York hotel window.

He had threatened to reveal the CIA involvement in “terminal experiments” in post-war Germany and in Korea during the Korean War.

For almost half a century his son, Eric, a psychologist, has insisted his father was murdered “on orders from the highest level”.

Now a California history professor, Kathryn Olmstead, revealed she had discovered at the Gerald Ford library documents written by Cheney and Rumsfeld at the time of Frank Olson’s death.

They show how far the White House went to conceal information about Olson’s death – and his role in preparing anthrax and other biological weapons. Part of his work had been at Britain’s Porton Down Chemical-Bio Research Centre.

Cheney and Rumsfeld were given the task of covering up the details of Frank Olson’s death. At the time, Rumsfeld was White House Chief of Staff to President Gerald Ford. Dick Cheney was a senior White House assistant.

The documents uncovered by Professor Olmstead include one that states “Dr Olson’s job was so sensitive that it is highly unlikely that we would submit relevant evidence”.

In another memo, Cheney acknowledges that “the Olson lawyers will seek to explore all the circumstances of Dr Olson’s employment, as well as those concerning his death. In any trial, it may become apparent that we are concealing evidence for national security reasons and any settlement or judgement reached thereafter could be perceived as money paid to cover up the activities of the CIA”.

Frank Olson’s family received US $750,000 to settle their claims against the US government.

But Professor Olmstead’s revelations will almost certainly bring further embarrassment to Rumsfeld and Cheney as the persistent fallout from the FBIs investigation into the anthrax mailings last year, which lead to five deaths in America, continues to escalate.

Both the offices of Rumsfeld and Cheney have declined comment on their role in the murder of Frank Olson.

But from his home outside Washington, Eric Olson said that the documents involving Rumsfeld and Cheney show they “have questions to answer”.

He added: “The documents show the lengths to which the government was trying to cover up the truth. For decades there was a cover up. And then, under the guise of revealing everything, there was a new cover up.”

But a CIA spokesman, Paul Nowack, insisted that the CIA had “fully cooperated in allowing the full truth to surface. Tens of thousands of documents were released”.

Eric Olson has contended that his father was murdered to cover up his ultra-secret research in Korea and later in Europe and Britain.

“My father was among scientists studying the use of LSD and other drugs to enhance interrogations, as Cold War tensions ran high, and Americans feared that captured soldiers had been brainwashed in Korea. My father had gone to Europe, where he observed the interrogation of former Nazis and Soviet citizens at a secret US base”, said Eric Olson. 

He contends that in the final days of his life, his father became “morally distraught” over his work and decided to quit. Records show that CIA officials were concerned that he was a security risk. Eric Olson believes that the thought of Frank Olson quitting was a motive for the government to want him dead.

“In 1993, Eric Olson arranged for his father's body to be unearthed and examined by a forensic scientist, James Starrs. Starrs concluded that Frank Olson had probably been struck on the head and then thrown out of the hotel window,” writes Frederick Tulsky in the Mercury News.

Starrs' conclusion is one of the tantalizing pieces that Eric Olson has gathered to support his belief that his father was murdered.

In late November 1953, Frank Olson, then 43, joined a group of government officials at a conference at Deep Creek Lodge in western Maryland. For days afterward, Olson was withdrawn. His son, Eric, says his father told his wife that he intended to quit his job.

Israel’s hard-line prime minister, Ariel Sharon, has ordered his defence forces to prepare to drive “hundreds of thousands” of Palestinians on the West Bank over the border into Jordan.

Jordanian intelligence chiefs say the operation will commence on the day the forthcoming United States conflict starts against Iraq.

Sharon believes that will give him “a just excuse” to remove the Palestinians – as they would then pose what he has called “a totally unacceptable threat to the safety of Israel”.

Details of his plan have been leaked by Jordanian intelligence to Western intelligence services, including MI6.

The revelation will almost certainly deepen the split within the Cabinet of Tony Blair about Britain’s continued support for military action against Saddam Hussein.

King Abdullah II of Jordan revealed his own fear about Israeli intentions on his recent visit to London. 

He told Tony Blair and President Bush that any military action to remove Saddam would open a “Pandora’s Box that would turn the entire Middle East into a cauldron”, a senior Jordanian intelligence officer said.

“Driving out Arafat and his Palestinians would lead to an uprising in the Middle East against everything Western”, he added.

Of immediate concern to Abdullah is that his own tiny kingdom – “a mere pimple on the rump of Arab nationalism” was how one Western intelligence report describes Jordan – could be swept away.

Its Arab neighbours have not forgotten that in 1991, King Abdullah’s late father, King Hussein, lent his support to Saddam.

But Abdullah has been pressurised by Washington to allow some 4,000 American troops to mass in the southern desert of Jordan. They are now preparing for the assault on Iraq.

With them are some 200 British Special Forces – who are expected to pathfind the route to Baghdad when the conflict starts.

Abdullah knows that in the event of conflict, Saddam could block the routes into Baghdad by deporting a million Iraqi “refugees” into Jordan.

He could also cut off Iraq’s imports of cheap oil to Jordan.

Jordan, already finding it has insufficient water for its 5 million population, would then find itself paralysed.

With the prospect of an influx from the West Bank of Palestinians and the pro-Iraqi sentiments of many Jordanians, who are bitterly opposed to King Abdullah’s acceding to American pressure, the 40-year-old monarch could find himself toppled – or even assassinated.

An indication of how close that could come is that Bush has now provided the king with a bodyguard of US Special Forces. They have orders to fly the monarch and his family to the United States – if his bodyguard decides their lives are in danger.



Footnote: Sharon’s new plan to drive out the Palestinians comes in the wake of his fury that the Sunday Express had obtained details of his earlier plan to snatch Yasser Arafat and dump him in Lebanon.

The paper’s world-exclusive story last weekend was the main news on Israel’s Channel-2 television and in the country’s newspapers. Media across the Middle East and Europe also carried detailed confirmation of the story.

Sources close to Sharon said he was “furious about the leak and had ordered a top level enquiry into how details had been passed to the Sunday Express”.

Russia Warns America and Israel Away From Iraq
If the Jewish-American elite really wants to force an end game in the
Middle East, Vladimir Putin now appears to be ready and waiting

In a fascinating display of massed firepower largely ignored by the western media, the Russian armed forces have for weeks been carrying out extensive exercises in the southern Caspian Sea, located due north of Iran and to the east of Iraq. Under the command of Colonel-General Konstantin Totsky , this highly mobile strike force is made up of 62 ships, a minimum of three squadrons of tactical bombers, and more than 10,000 ground troops including Spetsnaz and marines. Iranian observers were invited to travel aboard some of the Russian vessels.
 
At least ten of the ships and all of the bombers are nuclear ready, equipped with and capable of firing tube-launched and/or cruise supersonic missiles over a range of 2,000 kilometers, which by a complete coincidence of course, puts Tel Aviv and Haifa firmly on the target list. Much closer would be any Jewish forces attempting to invade the southern Iraqi oilfields under Operation Shekhinah, and American forces attempting to invade northern Iraq via Turkey.
 
It may not come to that, but the Russians do like to be ready. Smiling blandly as usual, Russian Defense Minister Sergei Ivanov stressed that the exercises did not carry any threat to Russia's neighbors,
but added that Russia would be naive to ignore the potential terrorist threat it faces in the Caspian region.
 
"We are not showing any aggression here and we are not hiding any stones in our hand. Russia does not intend to threaten anybody," Interfax news agency quoted the minister as saying. “However, we would be too naive not to notice what kind of processes take place in the region surrounding the Caspian and we will use all our might against terrorists who are not happy with the current situation," he added.
 
Bearing in mind that most of the Russian military hierarchy quietly view the Jews in Palestine as the worst “terrorists” in the world, the implied threat seems clear enough. Although Russia chose not to interfere when the Jews started butchering hundreds of unarmed Palestinians in Jenin and elsewhere, it decided that another attack on Iraq could not be ignored or even allowed.
 
As many readers are already aware, Israel had planned a Blitzkrieg on southern Iraq called “Operation Shekhinah”, due to roll in early October 2001. The objective was simple. Israel would take over the southern Iraqi oilfields for its own domestic use, and at the same time ensure strategic dominance over the Persian Gulf and middle east oil. Then suddenly on 11 September 2001, less than one month before the planned Blitzkrieg, Jewish funding conduits for Shekhinah through the World Trade Center in New York were completely destroyed, forcing Israel to put the operation on hold, to the detriment of its advanced war plans, which called for a permanent Greater Israel stretching east to the Euphrates.
 
Outraged by the delay, and realizing they no longer had the financial and military resources and support to invade southern Iraq unilaterally, the Jewish Lobbies immediately called for an attack on Iraq by the United States and her allies, citing “Saddam the Butcher who killed his own Kurds” and alleging that Iraqi “weapons of mass destruction” were being manufactured for immediate use. Operation Shekhinah could still be made to work if the Americans could first be coerced into weakening Saddam Hussein, by destroying economic targets and population centers in northern Iraq.
 
Forget “dictators” and “terrorist threats to America” boys and girls, the objective of this end game is to hand total control of middle east oil to the Jewish State and its American lobbies. Forget Wall Street, forget stocks and shares, and forget gold, all of which pale into total insignificance when compared with crude oil. Everything we do today, and everything we will do for at least the next fifty years, will depend almost entirely on oil products.
 
In essence then, whoever controls world oil production and distribution controls the world itself, and it will surprise very few readers to learn that more than 70% of the world’s [pumpable] oil reserves are contained in an area bounded by the Persian Gulf and Red Sea in the south, and the Caspian and Black Seas in the north. If the Jews were ever allowed to gain control of these assets, in turn they could and would blackmail and subordinate America, Europe, and to a lesser extent Russia and Japan.
 
Make no mistake about this. After the total destruction of their financial structures in the World Trade Center, the Jews know that time is running out for them. From their entirely unique perspective, America, Britain, and others must be

Ethnicity and Globalization

A few weeks ago, I wrote an article debating the difference between
ethnicity and democracy. This article is a follow-up: it tries to situate
the ethnicization of Ethiopian politics in the contemporary context with the
view of emphasizing the convergence between the Ethiopian ethnic slide and
the policy of globalization. When Ethiopian actors uphold ethnicity, they do
so with the firm conviction that they are tackling the major problem of
modern Ethiopia since its inception under the Amhara hegemony following
Menelik's conquests. Most of them do not even suspect that their analyses of
the Ethiopian reality as well as the solution they propose are strongly
influenced by the needs and thinking of external hegemonic forces.

A major outcome of globalization, many theoreticians believe, is the gradual
and inevitable decline of the nation-state. (For additional information on
the decline of the state, see Tseggai Mebrahtu's interesting article, Some
Reflections on the Dominant Ideology of Globalism and the Current African
Dilemma, posted by Ben's Page.) If so, it is no mere coincidence if the
process of nation-building in Africa experiences severe hardships, not to
say a virtual halt. That Africa is plagued with ethnic conflicts, latent or
explicit, points to the presence of a movement counter to the colonial
process. Everything appears as though this reverse process is undoing the
colonial policy to lump together ethnic groups in enlarged states. The
reason for this is that the emergence of a hegemonic global economy no
longer requires enlarged and competitive units. So long as there existed a
French national bourgeoisie competing against an English or German
bourgeoisie, when therefore capital had a national seat and command,
colonialism and neo-colonial order needed nation-states to demarcate the
respective influence of each national bourgeoisie. In such a context,
African national demarcations indicated the contours of reserved
territories, and any revival of past identities was stigmatized as
tribalism.

With the rise of a transnational capitalist class--heralded by the growing
prominence of international institutions such as the World Trade
Organization, the IMF, and the World Bank--these national demarcations lost
all utility. The promotion of ethnic identities became the perfect
instrument for weakening the idea of nation-state and its corollary, the
national integration of ethnic groups. In the eyes of globalist forces, the
proliferation of national units comes up against the rise of a truly global
economy. Because nation-states target economic self-sufficiency and are
accountable to the people, the state plays a major economic role both as
owner of important sectors of production and protector of the national
interest and labor rights through protectionism, planning, social welfare,
etc.

By contrast, global markets operate under conditions that are not state
centered but market centered. Public policy should be confined to the
provision of legal framework for contracts and defense of law and order and
to the liberation of the economy from social constraints. To the extent that
globalization pushes for the privatization of public enterprise, the
deregulation of economic life, the liberalization of trade and industry, and
the reduction of public expenditures, it sees the traditional protective
functions of the state as obstacles to the development of global economy
and, by extension, to the modernization of Third World countries.

Nothing could please more globalist strategists than to hear local forces
denounce centralization and homogenization in the name of ethnic identities
and stigmatize African nation-building efforts as a remain of colonial
legacy. To undo these newly born states, what else is required but the
revival of tribal mentality? The task is all the easier as the process of
nation-building in Africa, in addition to being recent, is fraught with
difficulties due to mistakes committed by authoritarian rulers and their
resounding economic failures. The conclusion that the idea of nation-state
had not taken root in the thinking of African peoples was thus easily
reached. Scholarly studies began to appear describing ethnicity as a
legitimate democratic aspiration and African states as artificial gatherings
imposed by colonial masters.

Moreover, the proliferation of ethnic identities and states takes away the
idea of self-sufficiency and generates units naturally open to the idea of
trade. What is being used as a lure here is the model of the little tigers
of East Asia through the suggestion that the ethnicization of Africa is
liable to replace the cumbersome African states by smaller units whose
integration makes them dynamic. Indeed, a major argument of globalists is
the successful and rapid economic success of East Asian countries. For them,

Iraqi Foreign Minister Naji Sabri said in an interview published on Tuesday that US secret service agents tried to bribe Iraqi officials who took part in talks with the United Nations in New York in May.

"The US Secret Service violated the personal freedom of certain members of my delegation by trying to recruit them to betray their homeland," Sabri told the Al-Raifdain weekly newspaper.

Sabri and UN Secretary General Kofi Annan met at UN headquarters in May, the second round of talks between the United Nations and Iraq since dialogue resumed at the beginning of the year.

Sabri accused the US of having violated the status of the UN by delaying visas for the technical delegation accompanying him an d by trying to corrupt team members in a "crude and tactless way."

"The security services at the airport (on arrival) also searched us deliberately to provoke us," Sabri said.

"All that led us to ask Kofi Annan not to hold the last session of talks in New York," he said.

A third meeting between Annan and Sabri took place in July in Vienna, but the two-day talks also did not yield an agreement on a return of weapons inspectors, evacuated from Baghdad in December 1998 on the eve of US-British strikes.

The US administration has repeatedly threatened to launch a military strike on Iraq to topple the regime of Saddam Hussein, whom it accuses of developing weapons of mass destruction.

LiesAbout the American Right, a small book  coruscating with giddy bile—was 20 minutes
late to lunch at Michael’s, the sunlit media-centric restaurant on West 55th Street. 
I’d been
so excited to meet the glowing scimitar of the American right that I hadn’t fallen 
asleep until
5 a.m. the night before.

Now I was worried that Ann had backed out. Had she figured she’d be un- welcomed,
hissed at, throttled at the hub center of the media elite?

Bobby Zarem, the publicist, waved to me from a nearby table. He was sitting with a male
writer and a female television producer. Both their composures underwent a remarkable
transformation when I told them who would be joining me.

She’s the devil, said the producer, adding that Ms. Coulter was ultraconservative.

She is the Antichrist, said the writer. A piece of food flew out of his mouth. We 
might
have to leave.

Yes, mention Ann Coulter in New York and food tends to fly out of people’s mouths. Then
they get a knowing look that says, Are you kidding me? Well, I’ve got her number, oh 
yes I
do …. Then, invariably, these people will use the same two words to describe her: 
either
crazy or insane. She is a lunatic right-wing nut, and also a dangerous, demonic 
one.

Her book has been No. 1 on the New York Times best-seller list for nonfiction since 
the first
week it came out, in early July, which means that the people who dismiss her also have 
to
deal with a secondary emotion: envy. This was true as well in the case of the 
drenchingly
beautiful blonde Clare Boothe Luce, who reveled in writing hit plays when she wasn’t 
wittily
attacking New Dealers; the liberals were supposed to be the wits! It was also true of 
well-
haberdashered libertarian Ayn Rand, and peppery magpie Phyllis Schlafly, whom Ms.
Coulter champions in her book for bringing down the Equal Rights Amendment.

On page 2 of Slander—before she begins carving up unhinged liberals like Al Gore, 
Jesse
Jackson, Dan Rather, Gloria Steinem and Walter Cronkite—Ms. Coulter attacks the 
pathetic
little parakeet males and grim, quivering, angry women on the Upper West Side of
Manhattan hoping to be chosen as that day’s purveyor of hate: the letter-writers to 
The
New York Times.

At that point, I thought I was already falling in love.

However, in the second chapter I experienced an emotion I was less sure about.

Every pernicious idea to come down the pike is instantly embraced by liberals to 
prove how
powerful they are, Ms. Coulter writes. Liberals hate society and want to bring it 
down to
reinforce their sense of invincibility.

Now Ms. Coulter had triggered something else in me: I was getting really pissed off. I 
felt
… infuriated … stirred up.

I looked around Michael’s restaurant. They were everywhere.

No one at Michael’s really noticed Ms. Coulter when she showed up, a sluice of sweat
dripping off her long, perfect New Canaan nose, apologizing profusely— radio interview,
subway, late for everything. She was wearing a simple black dress and black closed-toe
heels. She looked nice, not evil.

I’m never an insider, Ms. Coulter said, looking around the room, not recognizing 
anyone.
No, I don’t know who they are, I don’t care who they are. I don’t want to go to their
cocktail parties, and I no longer want to bother writing articles they ask me to 
write, only to
have them killed when they discover, ‘Oh, maybe we don’t want to publish a conservative
after all.’

So just write books? I chirped.

That’s right, she said. That’s right. The American people like me; editors don’t. 
I’ve
arranged my life so that I am unfireable. I don’t have any bosses. The only people who 
can
fire me are the American people. That’s part of the reason I’m not anxious to have a TV
show. Who’s gonna give me a TV show? I didn’t work for an impeached, disbarred
President who was held in contempt by a federal judge. That’s what they look for in
objective reporters.

Next she mentioned some unfair treatment she’d received by Washington Post media
columnist Howard Kurtz, and a recent appearance on MSNBC in which she was attacked by
the host, Mike Barnicle (whose name she had trouble remembering for me), and this
Communist yapping at me—who turned out to be Katrina vanden Heuvel, the editor of The
Nation.

I think, on the basis of the recent Supreme Court ruling that we can’t execute the 
retarded,
American journalists commit mass murder without facing the ultimate penalty, Ms. 
Coulter
told me. I think they are retarded. I’m trying to communicate to the American people 
and I
have to work through a retarded person!

I must have been looking a little terrified.

So you know, you say something and somehow ‘Betty Boop’ comes out ‘Adolf Hitler’! she
said, laughing. What?

Camps for Citizens: Ashcroft's Hellish Vision

Attorney general shows himself as a menace to liberty.

Atty. Gen. John Ashcroft's announced desire for camps for U.S. citizens he deems to be enemy combatants has moved him from merely being a political embarrassment to being a constitutional menace.
Ashcroft's plan, disclosed last week but little publicized, would allow him to order the indefinite incarceration of U.S. citizens and summarily strip them of their constitutional rights and access to the courts by declaring them enemy combatants.
The proposed camp plan should trigger immediate congressional hearings and reconsideration of Ashcroft's fitness for this important office. Whereas Al Qaeda is a threat to the lives of our citizens, Ashcroft has become a clear and present threat to our liberties.
The camp plan was forged at an optimistic time for Ashcroft's small inner circle, which has been carefully watching two test cases to see whether this vision could become a reality. The cases of Jose Padilla and Yaser Esam Hamdi will determine whether U.S. citizens can be held without charges and subject to the arbitrary and unchecked authority of the government.
Hamdi has been held without charge even though the facts of his case are virtually identical to those in the case of John Walker Lindh. Both Hamdi and Lindh were captured in Afghanistan as foot soldiers in Taliban units. Yet Lindh was given a lawyer and a trial, while Hamdi rots in a floating Navy brig in Norfolk, Va.
This week, the government refused to comply with a federal judge who ordered that he be given the underlying evidence justifying Hamdi's treatment. The Justice Department has insisted that the judge must simply accept its declaration and cannot interfere with the president's absolute authority in a time of war.
In Padilla's case, Ashcroft initially claimed that the arrest stopped a plan to detonate a radioactive bomb in New York or Washington, D.C. The administration later issued an embarrassing correction that there was no evidence Padilla was on such a mission. What is clear is that Padilla is an American citizen and was arrested in the United States--two facts that should trigger the full application of constitutional rights.
Ashcroft hopes to use his self-made enemy combatant stamp for any citizen whom he deems to be part of a wider terrorist conspiracy.
Perhaps because of his discredited claims of preventing radiological terrorism, aides have indicated that a high-level committee will recommend which citizens are to be stripped of their constitutional rights and sent to Ashcroft's new camps.
Few would have imagined any attorney general seeking to reestablish such camps for citizens. Of course, Ashcroft is not considering camps on the order of the internment camps used to incarcerate Japanese American citizens in World War II. But he can be credited only with thinking smaller; we have learned from painful experience that unchecked authority, once tasted, easily becomes insatiable.
We are only now getting a full vision of Ashcroft's America. Some of his predecessors dreamed of creating a great society or a nation unfettered by racism. Ashcroft seems to dream of a country secured from itself, neatly contained and controlled by his judgment of loyalty.
For more than 200 years, security and liberty have been viewed as coexistent values. Ashcroft and his aides appear to view this relationship as lineal, where security must precede liberty.
Since the nation will never be entirely safe from terrorism, liberty has become a mere rhetorical justification for increased security.
Ashcroft is a catalyst for constitutional devolution, encouraging citizens to accept autocratic rule as their only way of avoiding massive terrorist attacks.
His greatest problem has been preserving a level of panic and fear that would induce a free people to surrender the rights so dearly won by their ancestors.
In A Man for All Seasons, Sir Thomas More was confronted by a young lawyer, Will Roper, who sought his daughter's hand. Roper proclaimed that he would cut down every law in England to get after the devil.
More's response seems almost tailored for Ashcroft: And when the last law was down and the devil turned round on you, where would you hide, Roper, the laws all being flat? ... This country's planted thick with laws from coast to coast ... and if you cut them down--and you are just the man to do it--do you really think you could stand upright in the winds that would blow then?
Every generation has had Ropers and Ashcrofts who view our laws and traditions as mere obstructions rather than protections in times of peril. But before we allow Ashcroft to denude our own

NEW YORK (AP) — As if there weren't enough reasons to look
over your shoulder in New York these days, take a walk
through Midtown with surveillance-camera tour guide Bill
Brown. He'll give you dozens more excuses to be anxious.

I'm just an average person who is trying to figure out what
is going on in the city I was born in and love, said Mr.
Brown, a Brooklyn native. I don't think I'm paranoid — I
think the people who are paranoid fill the streets with
cameras.

Part performance artist, part privacy advocate, Mr. Brown,
43, a freelance copy editor, has been giving free walking
tours of Manhattan's most camera-dense neighborhoods on
Sundays for the past two years.

Focusing on such areas as Times Square, Chelsea, Washington
Square Park and Fifth Avenue, Mr. Brown tells his tour
groups there are roughly 5,000 cameras watching the streets
of Manhattan. And those are just the ones he can see.

Standing on 16th Street between Eighth and Ninth avenues, he
points out 16 cameras — some that swivel, some cone-shaped,
some encased in boxes. Most are easy to spot.

This block is a kind of an open-air museum of different
cameras, he said.

Mr. Brown says 90 percent of Manhattan's surveillance
cameras belong to private companies concerned about
protecting property and lower insurance rates.

Others, he says, are police cameras — such as one at Eighth
Avenue and 14th Street, which at first glance looks like a
streetlight.

Police don't dispute his contention, but won't discuss their
methods. Any security-related issues we don't comment on,
said Officer John Sullivan, a spokesman.

On a recent Sunday, Mr. Brown did a little dance in front of
one camera, holding up a copy of the Constitution — which he
says outlaws such surveillance. He then smacked an eye-level
sticker on the pole that read: You Are Being Watched,
Surveillance Camera Notice.

He went through a similar routine in front of the city's
red-light cameras at Ninth Avenue and 20th Street, and yet
again outside an office of American District Telegraph, a
130-year-old international electronic-security provider.

Robert Volinski, Manhattan sales manager for ADT, is
unabashed about surveillance cameras. He says the
closed-circuit television monitoring industry is growing by
15 percent a year. Companies install cameras primarily to
let employees know someone is watching and to record
activity in and around their premises, Mr. Volinski said.

I can show you equipment through which you can look in at
what's going on at your company's Puerto Rican or California
headquarters — not to mention your own front door, he said.

Mr. Brown's tours, which are free, attract a handful of
people. Even on his best days, Mr. Brown said, he draws only
about a dozen people. He doesn't advertise, but he does
place items in local newspaper calendars and publicizes the
tours on his Web site.

Pat Volpe of Brooklyn, who signed up for Mr. Brown's tour
after seeing his Web site, was dismayed by the surveillance.
It's disturbing. It's symptomatic of our civil liberties
and privacy being encroached upon, Miss Volpe said.

The same tour group included a German television crew,
portraying Mr. Brown as a lonely voice of outrage against
the USA Patriot Act, a post-September 11 law that broadened
government surveillance powers.

The introduction of Japanese kamikaze pilots was one of the most dramatic developments
of the second world war. But what motivated these young men to fly their fatal 
missions?
There are some clues in the manual they carried in their cockpits for inspiration, and 
which
is now published in English for the first time. Here are some extracts.

The mission of to-go units
Transcend life and death. When you eliminate all thoughts about life and death, you 
will be
able to totally disregard your earthly life. This will also enable you to concentrate 
your
attention on eradicating the enemy with unwavering determination, meanwhile reinforcing
your excellence in flight skills.

Exert the best in yourself
Strike an enemy vessel that is either moored or at sea. Sink the enemy and thus pave 
the
road for our people's victory.

Take a walk around the airfield
When you take this walk, be aware of your surroundings. This airstrip is the key to the
success or failure of your mission. Devote all your attention to it. Look at the 
terrain. What
are the characteristics of the ground? What are the length and width of the airstrip? 
In case
you will take off at dusk, or early morning, or after sundown, what are the obstacles 
to be
remembered: an electric pole, a tree, a house, a hill?

How to pilot a fully dressed-up [heavily equipped] aircraft that you dearly love
Before taking off. (After taxiing the plane from the camouflaged emplacement to the
airstrip.) You can envision your target firmly in your mind as you bring your plane to 
a
standstill.

Breathe deeply three times. Say in your mind: Yah (field), Kyu (ball), Joh (all 
right) as
you breathe deeply. Proceed straight ahead on the airstrip. Otherwise you may damage 
the
landing gears.

Circle above the airstrip right after take-off. Do so at the minimum height of 200m. 
Circle at
an angle within five degrees and keep your nose pointed downwards.

Principles you should know
Keep your health in the very best condition. If you are not in top physical condition, 
you will
not be able to achieve an ideal hit by tai-atari (body-crashing).

Just as you cannot fight well on an empty stomach, you cannot deftly manipulate the 
control
stick if you are suffering from diarrhoea, and cannot exert calm judgment if you are
tormented by fever.

Be always pure-hearted and cheerful
A loyal fighting man is a pure-hearted and filial son.

Attain a high level of spiritual training
In order that you can exert the highest possible capability, you must prepare well 
your inner
self. Some people say that spirit must come first before skill, but they are wrong. 
Spirit and
skill are one. The two elements must be mastered together. Spirit supports skill and 
skill
supports spirit.

Aborting your mission and returning to base
In the event of poor weather conditions when you cannot locate the target, or under 
other
adverse circumstances, you may decide to return to base. Don't be discouraged. Do not
waste your life lightly. You should not be possessed by petty emotions. Think how you 
can
best defend the motherland. Remember what the wing commander has told you. You
should return to the base jovially and without remorse.

When turning back and landing at the base
Discard the bomb at the area designated by the commanding officer. Fly in circles over 
the
airfield. Observe conditions of the airstrip carefully. If you feel nervous, piss. 
Next, ascertain
the direction of the wind and wind speed. Do you see any holes in the runway? Take 
three
deep breaths.

The attack
Single-plane attack. Upon sighting a target, remove the (bomb's) safety pin. Go full 
speed
ahead towards the target. Dive! Surprise the enemy. Don't let the enemy take time to
counter your attack. Charge! Remember: the enemy may change course but be prepared
for the enemy's evasive action. Be alert and avoid enemy fighters and flak fire.

Dive attack
This varies depending on the type of the aircraft. If you are approaching the enemy 
from a
height of 6,000m, adjust your speed twice; or from a lower height of 4,000m, adjust 
speed
once.

When you begin your dive, you must harmonise the height at which you commence the final
attack with your speed. Beware of over-speeding and a too-steep angle of dive that will
make the controls harder to respond to your touch. But an angle of dive that is too 
small
will result in reduced speed and not enough impact on crashing.

Where to crash (the enemy's fatal spots)
Where should you aim? When diving and crashing on to a ship, aim for a point between 
the
bridge tower and the smoke stack(s). Entering the stack is also effective.

Avoid hitting the bridge tower or a gun turret. In the case of an aircraft carrier, 
aim at the
elevators. Or if

Overly ambitious AGs seek to set national environmental policy
EVEN SOME OF THE high priests and acolytes of his
father’s New World Order are starting to pan the major opus thus far of Bush 43, 
“Overture
to a Regime Change.” Last week Brent Scowcroft, national security adviser to the first
President Bush, wrote an op-ed piece in The Wall Street Journal advising against a 
military
attack on Iraq. Former Secretary of State Lawrence Eagleburger has voiced his doubts
about the need for military action and Secretary of State Colin Powell, chairman of 
the Joint
Chiefs during the Gulf War, has been described in news reports as opposed to invading 
Iraq
to remove Saddam Hussein.

Scowcroft worries that a war with Iraq, opposed by virtually all our allies, will 
divert our
energies and threaten our resources for the war on terrorism, for which international
cooperation is essential. He cites “scant evidence” to tie Saddam to the Sept. 11 
attacks. As
for the “weapons of mass destruction” the Iraqi dictator is said to be developing, his 
instinct
for survival should preclude his using them against the United States. But an invasion 
aimed
at removing him from power, Scowcroft warned, might convince Saddam he has nothing
left to lose, “leading him to unleash whatever weapons of mass destruction he 
possesses.”
His first strike would likely be against Israel, which might respond with nuclear 
weapons,
“unleashing an Armageddon in the Middle East.”

It’s possible that Scowcroft is overly pessimistic and the Bush administration can 
execute
“regime change” in Baghdad without those dire consequences. Still, what is to be 
gained by
running those risks? Well, we’ll save our President’s reputation, Richard Perle, a 
former
Reagan administration official, explained to The New York Times. “The failure to take 
on
Saddam after what the President said would produce such a collapse of confidence in the
President that it would set back the war on terrorism,” said Perle.

In other words, since the President has gone out on a limb, we’re obliged to buy the 
tree,
redeeming it in American and Iraqi blood. That and the untold billions the war will 
cost are
what we must pay for the President’s credibility. It must be a scarce commodity to 
demand
so high a price. Indeed, credibility has been in short supply at the White House since 
the
last time Calvin Coolidge said, “No comment.”

The regime-changer-in-chief, meanwhile, appears to be taking the warnings in stride.
“People should be allowed to express their opinions,” Mr. Bush said rather 
magnanimously.
“But America needs to know, I’ll be making up my mind based upon the latest 
intelligence
and how best to protect our own country plus our friends and allies.” It’s nice to 
know the
President is keeping an open mind on the subject. But he seems to be suggesting that, 
for
all the useful information he may receive from others, the decision is entirely his to 
make.
The President alone will decide whether we go to war with Iraq.

Will Congress be asked for its approval? Perhaps, but it will likely be a pro forma 
gesture,
with the administration making it clear that the planned military action will go 
forward
whether or not Congress grants its imprimatur. That, at least, is how the Congress was
dealt with in the Persian Gulf War, when the Bush I regime determined it had all the
authority for war it needed from the United Nations. The Congress of the United States 
had
become a nonessential appendage to the New World Order.

The alleged lawmakers, to whom our Constitution gives the power to declare war, may be
asked to endorse a decision they had no role in making. Too few members of Congress,
and far too few Republicans, will ask the question that was so well put by Rep. Barney
Frank of Massachusetts in the Gulf War debate, when several of his colleagues had 
called
on members to “support American policy.” “What are we,” asked Frank, “the Canadian
consulate?”

Bush, meanwhile, is calling on Congress for spending restraints, as the deficit for the
current fiscal year is expected to be $165 billion and climbing. A war with Iraq would 
add to
that considerably. With war raging and deficits soaring, Congress will likely pass a 
sizable
tax increase. Bush will, of course, have to climb over his own “dead body” to sign it, 
but he
won’t have to look too far to find a precedent. The economy, in the meantime, may go
sliding into the tank. Have we seen this movie before?

Saddam’s days may be numbered, but he does have a knack for beating the Bushes — or at
least surviving them in office. One unintended consequence of Bush’s war with Iraq may 
be
a “regime change”in Washington in 2004.

Millions menaced by China floods


Officials fear the worst floods in years

More than 10 million people are under threat from

potentially devastating floods, as water levels in central China's massive Dongting 
Lake
continue to rise.

With more torrential rain forecast in the coming days, and swollen rivers already 
emptying
into the lake, officials fear it could burst its banks, flooding millions of homes and 
667,000
hectares (1.6 million acres) of fertile farmland.


Dongting, in the southern province of Hunan, acts as a giant overflow for the flood- 
prone
Yangtze River.

When the Yangtze and the Dongting last broke their banks in 1998, more than 4,000 
people
were killed. There are fears even more people could perish this year.

Landslides and flash floods caused by torrential rain have already killed more than 100
people in southern China in the past two weeks alone, bringing this year's death toll 
close
to 1,000.

Tropical storm

At 0800 ( GMT) on Tuesday, the water in Dongting lake was almost 1.5 metres (five
feet) above the 32 metre (106 foot) flood warning marks, said an official from the 
anti-flood
bureau of nearby Changde city.

Experts warn the water level is likely to rise still further, and local authorities 
have
mobilised thousands of people to man the lake's embankments around the clock.

To add to concerns, meteorologists have warned that the tropical storm Vongfong could
dump yet more torrential rain over the province of Hunan as it moves across the 
country.


Landslides have claimed lives in Yunnan
Vongfong - named after
an insect that inflicts a painful sting - hit the southern province of Guangdong on 
Monday
evening and was gradually moving north- east, the Central Meteorological Bureau in 
Beijing
said.

As it moves across the country it is expected to bring heavy rain to Guangdong and 
Guangxi
provinces as well as Hunan, forecasters said.

The storm has already brought torrential rain to southern China during Monday and
Tuesday, stranding air and rail passengers but causing no reported casualties, reports 
said.

The southern island province of Hainan was battered through Monday, with 113 flights
delayed and more than 3,000 passengers stranded, the official China New Service said.

The flood season started early this year, with flash floods and landslides killing 
hundreds in
June. The situation then abated, but the floods have worsened again over the past
fortnight.

Wider problem

Many other Asian countries have also been affected by heavy flooding.

At least 900 people have died since the middle of July in eastern India, Nepal and
Bangladesh after heavy monsoon rains triggered widespread flooding, landslides and
disease.


Many Indians have been displaced by floods
The flood control
minister of India's Assam state, Nurjamal Sarkar, said thousands of homes had been
destroyed by the flood waters.

In Cambodia, water levels on the Mekong river rose to above emergency levels in two
central towns following heavy rain in the north- east of the country. Laos was also 
hit by
floods.

Disaster teams were given a brief respite in the north of Vietnam when the Vongfong 
storm
skirted the region, giving them time to reach some of the areas affected by recent 
flooding.

More than 25 people died in flash floods in the region bordering China, in four days of
flooding that swept away houses, bridges and roads and triggered landslides, in what is
considered Vietnam's worst flooding in six years.

U.S. Exports to Iraq: 1985-1990

INTRODUCTION

The U.S. Department of Commerce licensed more than $1.5 billion worth of sensitive U.S.
exports to Iraq from 1985 to 1990./1 Most were dual-use items, capable of making
nuclear weapons or long- range missiles if diverted from their claimed civilian 
purposes.

On March 11, 1991, the Commerce Department released a list of those licenses. The list
showed the equipment approved, the date, the value, the buyer in Iraq and the claimed
Iraqi end use. This report is an analysis of the list. It shows, beyond any doubt, 
that U.S.
export controls suffered a massive breakdown in the period preceding the Gulf War. When
U.S. planes were sent to destroy Iraq's strategic sites, much of the equipment they 
bombed
was made in the United States. The report finds that:

The Commerce Department knew that millions of dollars' worth of sensitive American
equipment would wind up in Iraq's missile and other military programs, but approved the
licenses anyway.
The Commerce Department failed to refer missile technology export cases to the State
Department and nuclear technology cases to the Energy Department, in violation of its 
own
procedures.
Front companies for every known nuclear, chemical and missile site in Iraq bought
American computers, with total American computer exports exceeding $96 million.
American machine tools may have helped build the SCUD missiles that hit Tel Aviv and
killed U.S. troops in Saudi Arabia.
American radar components may have helped shoot down U.S. aircraft and develop long-
range missiles.

Based on these findings, the study recommends that Congress take dual-use licensing 
away
from the Commerce Department, appoint a Congressional committee to oversee the
licensing process, and open dual-use licensing to public view.



EXPORTS TO IRAQ: THE U.S. RECORD



Dangerous technology

Rocket casings

General military repair applications such as jet engines, rocketcases, etc.

This was the declared purpose of two U.S. exports to Iraq, valued at $1.4 million and
approved on January 20 and February 10, 1988. The first was for precision machine 
tools,
the second for lasers. The Iraqi buyer was a procurement agent for the Iraqi SCUD 
missile
program. With this equipment, Iraq would be able to make precision parts for missiles, 
and
also be able to rework the cases of its short- range SCUD missiles, enabling them to 
carry
more fuel and fly farther. Indeed, the stated use on the application was to work on
rocketcases. With the longer range, the new Iraqi SCUDS could hit Tel Aviv and kill 
U.S.
soldiers in Saudi Arabia.

The exporter was a German company, exporting from the United States. The company,
whose name the Commerce Department refused to disclose, first came to the attention of
German officials in early 1984, when German intelligence reported that the company was
suspected of selling Pakistan equipment for making nuclear weapon fuel. In May 1987, 
the
firm was cited in news reports, this time for trying to smuggle blueprints for uranium
enrichment to Pakistan through Switzerland. To make matters worse, another German firm,
Uranit, was suing this company for stealing the blueprints. According to a German 
official,
the evidence against the company was very incriminating./2 The company was also
suspected of hiring a Swiss firm to produce special equipment for Pakistan that could 
enrich
uranium to nuclear weapon grade. The press reports appeared only six months before the
company applied for its two U.S. export licenses on December 1 and 22, 1987.

Despite the exporter's notoriety, the Commerce and Energy Departments took only two
months to approve the first application (case B281441) and less than a month to approve
the second (case B286904). Neither was referred to the State or Defense Departments for
review.

The importer was the Nesser Establishment for Mechanical Industries, also known as 
the
Nassr State Enterprise for Mechanical Industries. One of Nassr's main jobs was to 
procure
equipment for Project 1728, devoted to increasing the range of Iraq's SCUD missiles. 
Nassr
was part of the Iraqi Ministry of Industry and Military Industrialization (MIMI), run 
by
Saddam Hussein's son-in-law Hussein Kamil al-Majid. MIMI was generally in charge of
Iraq's missile and chemical weapon efforts. Nassr also served as the procurement arm 
for
Taji, a site used to produce chemical munitions and, according to Western intelligence
documents, responsible for the development and manufacture of gas centrifuges for
uranium enrichment./3 In addition, Nassr ran artillery ammunition plants, purchased 
high-
capacity driving nozzles for missiles from a German company,/4 and was linked to the
Condor II intermediate-range missile project.

to Iraqi
