Theriot-Orr was even more surprised a week later when more than 20 Indymedia Web sites were knocked offline as the computer servers that hosted them were seized in Britain. 

The Independent Media Center, more commonly known as Indymedia, says the seizure is tantamount to censorship, and civil libertarians agree. The Internet is a publishing medium just like a printing press, they argue, and governments have no right to remove Web sites. 

The case, which involves an Internet company based in Texas, photos of undercover Swiss police officers and a request from an Italian prosecutor investigating anarchists, raises questions about the circumstances under which Internet companies can be compelled to turn over data. 

"The implications are profound," said Barry Steinhardt of the American Civil Liberties Union (news - web sites), calling the Indymedia activists "classic dissenters" and likening the case to "seizing a printing press or shutting down a radio transmitter." 

"It smells to high heaven," he said. 

Internet providers in the United States routinely remain silent when ordered by authorities to turn over data, though actual seizures of their servers is rare. 

The Oct. 7 seizure involves a particularly vocal group — Indymedia activists work in 140 collectives around the world from the Czech Republic to Uruguay to western Massachusetts and their sites get about 18 million page views a month _and generated intense interest in Europe, including questioning in Britain's House of Commons. 

The two computers were seized from the London office of Texas-based Rackspace Managed Hosting, and while they were returned Oct. 12 and all the sites are now back up, some that didn't have back up are missing posts and photos. 

The governments involved did not provide The Associated Press with a clear picture of what was sought or which country initiated the action. 

Richard Allan, a Liberal Democrat, asked in Britain's Parliament last week whether the Home Office, which is responsible for domestic security, had ordered the seizure. 

Home Office spokeswoman Caroline Flint said, "I can confirm that no UK law enforcement agendas were involved in the matter referred to." 

On Friday, a motion was filed in San Antonio federal court to unseal the original order in the case. 

"The significance of this is that apparently, a foreign government, based on a secret process, can have the U.S. government silence independent news sources without ever having to answer to the American people about how that kind of restraint could happen," said Keith Bankston, a lawyer for the Electronic Frontier Foundation, which drafted the motion. "Every press organization should be asking, 'Am I next?'" 

The FBI issued a statement saying that, "at the request of a foreign law enforcement agency," it assisted in serving Rackspace with a U.S. subpoena for Indymedia records. "Rackspace located the Indymedia records on servers in the United Kingdom. A brief interruption of Indymedia's Internet service resulted when Rackspace copied the subpoenaed records

In his book Perpetual War for Perpetual Peace Gore Vidal suggests that the American public has been conditioned to respond to the word ‘conspiracy’ with a smirk and a chuckle. Conspiracy, in other words, is for the nuts and the loners, and is not to be taken seriously. In this way, he argues, through the media’s association of the concept of conspiracy with fringe or extreme elements, the real conspirators go unnoticed.

   It is a vital point, and Vidal courageously chases and exposes genuine conspiracies by politicians, the FBI, lobbyists for the tobacco companies, and so on. But the flip-side of the conspiracy coin is the proliferation of fanciful and fantastic theories that now crisscross the globe in seconds with the help of electronic media. 
 
  The spread of the internet has democratised conspiracy theory. Millions of people now have the means to publish their own unique analysis of what is going on. A necessary consequence of this massive growth in personal digital publishing is that it is getting to be much more difficult to find the pearls among the rubbish. Someone even observed that, in the age of the internet, if you want to keep something secret you make it public…
 
  Amidst the more fantastic theories of UFOs and intergalactic lizards, certain core themes do persistently reoccur in the mass of ‘conspiracy theory’ material now available. Principal among them is the idea that a shadowy elite is seeking to enslave humanity under the auspices of a single, centralised world government. The name of the mysterious ‘Illuminati’ is most often associated with such a group, although what is meant by it is frequently ill defined. The Illuminati are, supposedly, a cabal of top bankers, politicians and businessmen seeking to create the aforesaid all-powerful government.
 
  What is the truth of all this? I do not propose to give a full answer here, but would like to introduce a perspective on the theme – one that has generally not been given serious consideration – taken from the research of Rudolf Steiner. In the second part of the article I will try and relate Steiner’s ideas to other more familiar conspiracy research.
 
  So why Steiner? Because, if for no other reason, his pronouncements and indications on practical areas of life have borne such remarkable fruit, testimony to which are thousands of Waldorf schools offering a new kind of education, farms successfully practicing bio-dynamics, clinics dispensing anthroposophic medicines, and so on. 
 
  As a profound clairvoyant, Steiner claimed to investigate other dimensions of reality for insight into the human condition. His legacy is hundreds of volumes of published talks and written works on a cornucopia of themes. However, as mentioned above, his work – in contrast to that of many other spiritual teachers and gurus – has shown itself to have practical applications in all areas of life. This in itself does not provide ultimate evidence for the truth of his work, but it does correspond to the biblical dictum: “[B]y their fruits ye shall know them.”
 
  In 1916 and 1917, in the midst of the catastrophic First World War, Steiner gave a series of 25 lectures to a group of his followers who gathered together at their centre in Dornach in neutral Switzerland. These lectures, since translated and published in English,1 offer a unique reading of contemporary events.

This account has been visited and revisited by alumni of the illustrious
Oliver North¹s Iran-supply network. The mingling of Enterprise operatives
with Middle Eastern radicals - discussed abstractly in the Iran-contra
hearings - was completely acceptable to the Congressional quislings charged
with oversight. Of the 26 committee members, 17 had voted in favor of
funding the contras. The majority of "Select" Congressmen entrusted with
deconstructing the secret sale of arms to Iran marched in step with the
accused.

Chairman Lee Hamilton admonished North: "This secret policy of selling arms
to Iran damaged US credibility." But he had to admit, "there are parts of
your testimony that I agree with. I agree with you that our government needs
the capability to carry out covert actions. During my six years on the
Intelligence Committee, over 90 percent of the covert actions that were
recommended to us by the president were supported and approved."

In 1988, Berkeley researcher Peter Dale Scott saw an "explicit agreement on
the need to continue covert operations, many of which (especially those in
ANGOLA and AFGHANISTAN) had support arrangements entangled with North¹s
Iran-contra Enterprise."

These "support arrangements" continued through 911 to the present day.

Dr. Scott noticed that Hamilton¹s panel "mostly averted its eyes from the
broader extent of the North-Secord-Hamilton consensus" Š and that fraternal
consensus smiled on North, Secord, Armitage, Khashoggi, bin Laden, Zawahiri
and their narcotics-tainted, genocidal paramilitary interventions around the
globe.1 

The oily CEO of The Enterprise was George H.W. Bush (with North was chief
operating officer), who brought terrorism home in 1976. Bush was implicated
first by journalists, then federal investigators, in a terrorist attack in
the nation¹s capital - the fatal car-bombing of Chilean activist Orlando
Letelier and co-worker Ronni Moffitt in 1976. The case was reopened and the
CIA planned on letting go of a report that would have brought the name Bush
to the surface ... but insisted on releasing it only after the 2000
election. And as the Washington Post reported on October 24, release of the
report would certainly face imposing "obstacles" should Son of Bush defeat
Son of Gore.

Full exposure of Iran-contra was hindered by a cover-up culture in Congress.
George H.W. Bush was snared in the investigative net, so he enlisted the aid
of a trusted ally in the House, Rep. Dick Cheney of Wyoming. Cheney was the
ranking Republican in the Iran-contra probe. Robert Parry reports that
Cheney "smartly exploited his relationship with Rep. Lee Hamilton," who
"gave Bush a pass." The narrow, penlight focus of the investigation was the
work of Cheney and Hamilton, who steered it away from "sensitive areas, such
as contra-drug trafficking and the public diplomacy operation."
(Iran-contra¹s Otto Juan Reich was tarred by the Orwellian "public
diplomacy" scandal under Reagan. A Cuban exile with a sordid history of
romancing repressive Latin American regimes, he followed Armitage to the
State Department, was appointed to the office of Assistant Secretary of
State for Western Hemisphere Affairs in January 2002, under

Frank Olson, there is much about the North Korean brainwashing of
US POW's and then the CIA re-brainwashing, including torture and
narco interrogation, of the same POW's on release. Some US POW's
survived their captivity in North Korea only to perish in US-German
torture prisons. That's why Olson went out the window, he reached
his limit of contradictions, irony and injustice.

Respected Leaders and Families Launch 911 Truth Statement Demanding Deeper
Investigation into the Events of 9/11

NEW YORK CITY, NY (Oct. 26, 2004) - An alliance of 100 prominent Americans
and 40 family members of those killed on 9/11 today announced the release
of the 911 Truth Statement, a call for immediate inquiry into evidence
that suggests high-level government officials may have deliberately
allowed the September 11th attacks to occur.  The Statement supports an
August 31st Zogby poll that found nearly 50% of New Yorkers believe the
government had foreknowledge and "consciously failed to act," with 66%
wanting a new 9/11 investigation.

Focusing on twelve questions, the Statement highlights areas of
incriminating evidence that were either inadequately explored or ignored
by the Kean Commission, ranging from insider trading and hijacker funding
to foreign government forewarnings and inactive defenses around the
Pentagon. The Statement asks for four actions:  an immediate investigation
by New York Attorney General Eliot Spitzer, Congressional hearings, media
analysis, and the formation of a truly independent citizens-based inquiry.

The Statement's list of signatories includes notables spanning the
political spectrum, from Presidential candidates Ralph Nader, Michael
Badnarik, and David Cobb to Catherine Austin Fitts, a member of the first
Bush administration, as well as Washington veterans like Pentagon
whistleblower Daniel Ellsberg and retired CIA analyst Ray McGovern. Other
signers range from peace activists like Code Pink president Jodie Evans
and Global Exchange's Kevin Danaher to former US Ambassador and Chief of
Mission to Iraq, Edward L. Peck; from environmentalists like Randy Hayes
and John Robbins to business leaders such as Paul Hawken and Karl
Schwartz, CEO of Patmos Nanotechnologies; from populist journalist Ronnie
Dugger to renowned investigative reporter Kelly Patricia O©ˆMeara.

The Statement also includes 43 noted authors, including New York Times #1
bestseller John Gray, as well as 18 eminent professors, historians, and
theologians.  Other notables include five-term Georgia Congresswoman
Cynthia McKinney, singers Michelle Shocked and Michael Franti, and actors
Ed Asner and Mimi Kennedy.

The Statement was facilitated by 911truth.org, a leading coalition.  The
organization has also announced a press conference outside of Eliot
Spitzer's Manhattan office (corner of Cedar and Nassau) at 2:00PM on
Thursday, Oct. 28th where 9/11 family members and victim group
representatives will file a formal complaint demanding the first criminal
investigation of 9/11 events by the New York Attorney General.

Greg Palast, reportingA secret document obtained from inside Bush campaign headquarters in Florida suggests a plan - possibly in violation of US law - to disrupt voting in the state's African-American voting districts, a BBC Newsnight investigation reveals.Watch it now .Two e-mails, prepared for the executive director of the Bush campaign in Florida and the campaign's national research director in Washington DC, contain a 15-page so-called "caging list".It lists 1,886 names and addresses of voters in predominantly black and traditionally Democrat areas of Jacksonville, Florida.An elections supervisor in Tallahassee, when shown the list, told Newsnight: "The only possible reason why they would keep such a thing is to challenge voters on election day."Ion Sancho, a Democrat, noted that Florida law allows political party operatives inside polling stations to stop voters from obtaining a ballot.Mass challengesThey may then only vote "provisionally" after signing an affidavit attesting to their legal voting status.Mass challenges have never occurred in Florida. Indeed, says Mr Sancho, not one challenge has been made to a voter "in the 16 years I've been supervisor of elections.""Quite frankly, this process can be used to slow down the voting process and cause chaos on election day; and discourage voters from voting."Sancho calls it "intimidation." They now face challenge because some, like Randall Prausa of Atlantic Beach, have been shipped overseas. Private detectiveIn Jacksonville, to determine if Republicans were using the lists or other means of intimidating voters, we filmed a private detective filming every "early voter" - the majority of whom are black - from behind a vehicle with blacked-out windows.The private detective claimed not to know who was paying for his all-day services.On the scene, Democratic Congresswoman Corinne Brown said the surveillance operation was part of a campaign of intimidation tactics used by the Republican Party to intimate and scare off African American voters, almost all of whom are registered Democrats.Greg Palast reporting. The DEA now has two females heading the agency - Administrator Karen
Tandy and Deputy Administrator Michele Leonhart.  See

Both are described as hard-liners and DEA zealots by Pete Guither at
DrugWarRant.com.  His article "DEA Bad Girl Michele Leonhart"  (see
link below) describes how the new DEA Deputy Administrator made her
climb to the top of the DEA by working with DEA "super-snitch" Andrew
Chambers.  Chambers, who worked as an informant for the DEA for 16
years until he was deactivated by Janet Reno, was paid a record $2.2
million for his snitching - for DEA alone.  He also snitched for other
federal agencies and no doubt was paid much more. Since federal statute
allows DEA to pay informants up to 25% of the forfeiture revenue they
generate, (see 28
U.S.C. §
524(c)(2)) Chambers no doubt set up forfeiture cases generating
many times that amount.  

The DEA was very protective of their profit generating informant, and
especially Michele Leonhart.  She told the St. Louis Post-Dispatch:
"The only criticism (of Chambers) I've ever heard is what defense
attorneys will characterize as perjury or a lie on the stand."

Enron and the Spooky Image Consultant

In the wake of the California electricity "crisis" last year, Enron hired a
Washington, D.C., consultancy, headed by a former Clinton administration
official, to improve the public image of the giant energy trader. From early
last summer until Enron filed for bankruptcy on Dec. 2, 2001, Intellibridge
Corp. essentially served as an independent "propaganda" arm for Enron,
developing a news Web site and organizing conferences, which brought
regulatory, political, media and business leaders together to discuss the
merits of Enron's vision for restructuring the electric power industry
across the United States.

Prior to the revelations of its off-balance-sheet partnerships last October,
Enron's biggest concern had been fallout from California and how other
states may become scared to enact their own forms of electric and gas
restructuring programs that possibly would benefit Enron and other
non-utility energy marketing companies. Through its connections in D.C.'s
closely tied political and international business world, Intellibridge
landed the multi-million dollar contract with Enron.

David Rothkopf, deputy undersecretary of commerce for international trade
during Clinton's first term, founded Intellibridge_originally called the
Newmarket Company_in the late 1990s after serving for two years as managing
director of Kissinger Associates, Inc., the geo-political consulting group
chaired by the former U.S. Secretary of State. In launching Intellibridge,
Rothkopf had the help of several former government officials and spooks,
including former National Security Advisor Anthony Lake and former Central
Intelligence Agency director John Deutch, who was accused in 2000 of
mishandling sensitive data while serving at the CIA and previously as an
under-secretary at the Defense Department.

Even before these Intellibridge officials joined the Clinton administration,
Enron had succeeded in developing a strong lobbying apparatus inside the
Beltway during the first Bush administration. And the Clinton administration
did little, if anything, to stand in the company's way. Plenty of good
material has been written about how Enron wooed both Democrats and
Republicans to help it with regulatory matters and risky investments (most
recently, the March 4, 2002 issue of The Nation contains a comprehensive
analysis of government favors for Enron in Texas as well as on the domestic
and international fronts).

For example, during both the Clinton and the current Bush administrations,
government officials helped Enron with its investment in the Dabhol power
plant in India. During the Clinton administration, the Overseas Private
Investment Corp. and the Export-Import Bank of the United States provided a
total of $460 million in loans to Enron for the Dabhol project.

Vice President Dick Cheney went to bat for Enron last summer when he met
with Sonia Gandhi, wife of the slain Indian Prime Minister and current
president of the opposition Congress party, to persuade her to help force
the Indian state of Maharashtra to pay Enron for power it had received from
the plant.

In a well-researched news article, The Washington Post on Jan. 20, 2002,
highlighted how Enron garnered U.S. government support for its Dabhol
project. The Post even found a former Clinton administration
official_Intellibridge's Rothkopf_still willing to argue, more than a month
and a half after Enron filed for bankruptcy, the benefits of the U.S.
government using its citizens' money to support Enron's position in India.

Bobbleheads and Prop 64

Ralph Nader says that the greed of multinational corporations has no
bounds.
We're not big into absolutes -- no bounds? -- but what's going on in
California this election year makes us wonder.
Big business interests in California have funded an initiative --
Proposition 64 -- that, if passed, would effectively gut California's
unfair competition law.
The law is a landmark consumer protection law that stops unfair,
deceptive or unlawful conduct.
It was first enacted in the 1930s to stop businesses from using unfair
practices to gain an advantage over their competitors.
The law now has a broader reach -- it is intended to protect consumers
by addressing the general societal harm that results when business
enterprises act illegally or unethically.
Any member of the general public can bring a case under the law.
Consumer, civil rights and environmental groups bring cases to stop
unfair and fraudulent practices they identify.
If Proposition 64 passes, only people who have been directly injured or
suffered financial or property losses could file lawsuits against a
business for unfair practices or false advertising.
Claims on behalf of a larger group of injured people would have to meet
stringent requirements for class-action lawsuits and be approved and
certified by a judge. Only the California attorney general or local
government prosecutors would be authorized to sue on behalf of the public.
Doug Heller of the Foundation for Taxpayer and Consumer rights says that
the proposition would make most unfair business practices cases nearly
impossible to bring.
He says that the conditions imposed by initiative would have prevented
many important lawsuits from being filed, including ones to stop
misleading advertising of breakfast cereals to children, fraudulent
marketing of prescription drugs, dangerously high-levels of lead in
stomach medications, deceptive HMO marketing, and elder abuse.
All of the major public interest groups in California are opposing the
initiative. (www.noonprop64.org). None of them are supporting it.
Big business has raised $15 million to pass the initiative into law.
There is $100,000 from Phillip Morris, $200,000 from State Farm, $1.5
million from the Alliance of Automobile Manufacturers, $100,000 from
Bank of America, $365,000 from Blue Cross of California, $300,000 from
Intel, $150,000 from Microsoft, $217,000 from Pfizer. You get the idea.
The big business web site pushing the initiative
(www.stopshakedownlawsuits.com) highlights small business owners who
have been shaken down by crooked attorneys.
Heller says that there are three or four law firms in California who are
unscrupulous in using the state unfair competition law. But the Attorney
General has put one of them out of business, and the others are on the run.
The terminator governor of the state, Arnold Schwarzenegger, came out
earlier this year in favor of the proposition.
"Proposition 64 will stop the legal practice of shakedown lawsuits, in
which private lawyers file suits without any client or any evidence of
harm," Schwarzenegger said at the time. "This turns lawyers into bounty
hunters, stalking innocent small businesses that create jobs and
opportunity in California."
But in fact, Schwarzenegger himself has sued under the law over the use
of his image in ads and bobblehead dolls.
He favors the law to protect his own terminator image, but not to
protect California consumers?
With the polls showing the Proposition losing by 15 points,
Schwarzenegger is low-balling his support.
While most of the newspapers in California understand that big business
is once again trying to scam the California public, we can't figure out
the Los Angeles Times.

Detainees Secretly Taken Out Of Iraq  By Dana Priest  The Washington Post

Practice is called breach of protections.
At the request of the CIA, the Justice Department drafted a confidential memo that authorizes the agency to transfer detainees out of Iraq for interrogation - a practice that international legal specialists say contravenes the Geneva Conventions. 
One intelligence official familiar with the operation said the CIA has used the March draft memo as legal support for secretly transporting as many as a dozen detainees out of Iraq in the last six months. The agency has concealed the detainees from the International Red Cross and other authorities, the official said. 
The draft opinion, written by the Justice Department's Office of Legal Counsel and dated March 19, 2004, refers to both Iraqi citizens and foreigners in Iraq, who the memo says are protected by the treaty. It permits the CIA to take Iraqis out of the country to be interrogated for a "brief but not indefinite period." It also says the CIA can permanently remove persons deemed to be "illegal aliens" under "local immigration law." 
Some specialists in international law say the opinion amounts to a reinterpretation of one of the most basic rights of Article 49 of the Fourth Geneva Convention, which protects civilians during wartime and occupation, including insurgents who were not part of Iraq's military. 
The treaty prohibits the "[i]ndividual or mass forcible transfers, as well as deportations of protected persons from occupied territory . . . regardless of their motive."

What's Karl Rove Up To?

It's not just President Bush's legacy at stake on Nov. 2 -- it's also Karl Rove's. 
 
So campaign cognoscenti are keeping a close eye on the master strategist these next two weeks, furiously mulling two questions.  Will Rove's decision to invigorate the base -- at the risk of alienating everyone else -- ultimately make him a hero or a goat? 
 
And does he still have something up his sleeve? 
 
Traditionally, the furious mulling about Rove is complicated by his insistence on hovering behind the scenes. But Rove is making himself hard to miss these days, giving interviews right and left -- most of them to reporters, but in one case, for two hours on Friday, to a federal grand jury investigating the Valerie Plame case. 
 
The Ultimate Test for Rove's 'Strategery' 
 
Mike Allen writes in Sunday's Washington Post that Rove's original 2004 election plan was to improve the party's performance among some traditionally Democratic constituencies and in that way create a permanent Republican majority. 
 
"Now, two weeks before the election, the Bush-Cheney campaign would be happy to eke out the barest, skin-of-the-teeth majority, and aims to cobble it together by turning out every last evangelical Christian, gun owner, rancher and home schooler -- reliable Republicans all. 
 
"Rove had to trim his hopes for realigning party politics because of the way the president handled Iraq, and because Bush made little effort on issues, such as the environment, that might have attracted more traditionally Democratic constituencies. Instead, Bush catered to conservatives on everything from support for a constitutional amendment to ban same-sex marriage to constant talk about tax cuts. The main critique of the Rove strategy, from inside and outside his party, is that the White House governed in a divisive way, when Bush could have used his popularity after the terrorist attacks to reach out to swing voters and even to African Americans. . . . 
 
"Still, if Rove is the man whom many hold accountable for Bush's current predicament, he is also the one who they most believe has the skill to get him out. Rove, who holds the deceptively bland title of senior adviser to the president, has the broadest reach and most power of any official in the West Wing. But he also oversees every detail of the ostensibly separate, $259 million Bush-Cheney campaign, from staffing the campaign with his young loyalists rather than veteran Republicans, to monitoring small-newspaper clippings around the country." 
 
Tom Carver reports for the BBC: "At the centre of this titanic battle sits Karl Rove, Bush's political advisor. 
 
"Rove has fashioned a unique political strategy around George Bush which relies more on motivating social conservatives than winning over moderates in the middle ground. . . . 
 
"If Rove is right and he wins a second term for his boss, he will go down in the pantheon of great political operators. 
 
"If he fails, his boss will be remembered as a one-term Republican president who had no major impact on the course of Republican philosophy. . . . 
 
"And Karl Rove will be cast into the wilderness."

Susan Schmidt writes in Saturday's Washington Post: "Karl Rove, President Bush's chief political adviser, testified yesterday before a federal grand jury investigating whether administration officials last year illegally disclosed the identity of covert CIA employee Valerie Plame. 
 
"Rove's attorney, Robert Luskin, said Rove testified for about two hours and had 'made himself available previously' in the investigation. Luskin said special prosecutor Patrick J. Fitzgerald has assured Rove that he is not a target of the probe. . . .

This election is about Rovism, and the outcome threatens to transform the U.S. into an ironfisted theocracy. 
Even now, after Sen. John F. Kerry handily won his three debates with President Bush and after most polls show a dead heat, his supporters seem downbeat. Why? They believe that Karl Rove, Bush's top political operative, cannot be beaten. Rove the Impaler will do whatever it takes - anything - to make certain that Bush wins. This isn't just typical Democratic pessimism. It has been the master narrative of the 2004 presidential campaign in the mainstream media. Attacks on Kerry come and go - flip-flopper, Swift boats, Massachusetts liberal - but one constant remains, Rove, and everyone takes it for granted that he knows how to game the system.

Republicans will tell you it's about conservatism versus liberalism or who can better protect us from terrorists. They are both wrong. This election is about Rovism - the insinuation of Rove's electoral tactics into the conduct of the presidency and the fabric of the government. It's not an overstatement to say that on Nov. 2, the fate of traditional American democracy will hang in the balance. 
Rovism is not simply a function of Rove the political conniver sitting in the counsels of power and making decisions, though he does. No recent presidency has put policy in the service of politics as has Bush's. Because tactics can change institutions, Rovism is much more. It is a philosophy and practice of governing that pervades the administration and even extends to the Republican-controlled Congress. As Robert Berdahl, chancellor of UC Berkeley, has said of Bush's foreign policy, a subset of Rovism, it constitutes a fundamental change in "the fabric of constitutional government as we have known it in this country." 
Rovism begins, as one might suspect from the most merciless of political consiglieres, with Machiavelli's rule of force: "A prince is respected when he is either a true friend or a downright enemy." No administration since Warren Harding's has rewarded its friends so lavishly, and none has been as willing to bully anyone who strays from its message. 
There is no dissent in the Rove White House without reprisal. 
Army Chief of Staff Gen. Eric K. Shinseki was retired after he disagreed with Secretary of Defense Donald Rumsfeld's transformation of the Army and then testified that invading Iraq would require a U.S. deployment of 200,000 soldiers. 
Chief Medicare actuary Richard Foster was threatened with termination if he revealed before the vote that the administration had seriously misrepresented the cost of its proposed prescription drug plan to get it through Congress. 
Treasury Secretary Paul O'Neill was peremptorily fired for questioning the wisdom of the administration's tax cuts, and former U.S. administrator L. Paul Bremer III f

  An array of rat brain cells has successfully flown a virtual F-22 
  fighter jet. The cells could one day become a more sophisticated 
  replacement for the computers that control uncrewed aerial vehicles or, in 
  the nearer future, form a test-bed for drugs against brain diseases such 
  as epilepsy.
  Enzymes were used to extract neurons from the motor cortex of mature 
  rat embryos and cells were then seeded onto a grid of gold electrodes 
  patterned on a glass Petri dish. The cells grew microscopic 
  interconnections, turning them into a “live computation device”, explains 
  Thomas DeMarse, a biomedical engineer at the University of Florida in 
  Gainesville, US, who carried out the research.
  “This is novel work,” says Mandayam Srinivasan of the Massachusetts 
  Institute of Technology, who used electrodes implanted in a monkey’s brain 
  to move a robotic arm. He says that in future living systems could be 
  combined with traditional computers to solve problems more efficiently. 
  
  “There are certainly things that biological systems can accomplish that 
  we haven’t been able to do with electronics,” he says. For example animals 
  have no problem recognising different textures or telling the difference 
  between two different pieces of furniture, whereas computers find this 
  very difficult.
  This is probably because the way neurons process information and 
  interconnect is much more complex than in modern electronics, says 
  Srinivasan. Billions of neurons - rather than the millions of transistors 
  on a computer chip - make a biological system “fail safe”, he adds.

  brain cells can be relied upon to make the right decisions.
  DeMarse’s array of 25,000 interconnected neurons were able to convert 
  signals that indicated whether the simulated plane is experiencing stable 
  conditions or hurricanes into a measurement of whether the plane is flying 
  straight or tilted and then correct the flight path by transmitting 
  signals to the airplane’s controls. 
  But a brain in a dish that can fly a real plane is a long way off, 
  warns Potter. Instead he says: “The clear advantage is that you can put 
  these things under a microscope and hold them still while you take a 
  picture.” It is a unique opportunity to monitor neurons in a Petri dish

The Bill of Rights is moribund in today's America because in the view of many powerful people it should never have been born.James Madison said two centuries ago, "We are free today substantially, but the day will come when our Republic will be an impossibility. ... A Republic cannot stand upon bayonets, and when the day comes, when the wealth of the nation will be in the hands of a few, then we must rely upon the wisdom of the best elements in the country to readjust the laws of the nation to the changed conditions." Has this day arrived?  
It is sanctified by words during the best of times, when it is not needed; It is ignored by deeds during the worst of times, when it is needed most; It is presented as the bedrock of American freedom; It is in reality as fragile as a pane of glass; It is praised when one requires its protections; It is scourged when one"s foe demands those same protections; It is promoted as a vibrant, living document; It is dying a slow, but certain, death.
With apologies to Charles Dickens for paraphrasing the opening sentence of his immortal classic A TALE OF TWO CITIES, this opening passage describes the demise of a single document:  The Bill of Rights.
The Bill of Rights is moribund in today"s America because in the view of many powerful people it should never have been born.  During the Constitutional Convention of 1787, the delegates, having recently won a war against a monarchy, were astutely aware of the corrupting influence of political power, particularly when concentrated into too few hands.  James Madison went so far as to state, "The truth is that all men having power ought to be mistrusted. So a system of "checks-and-balances" was devised to ensure that no individual, or branch of government, would obtain absolute power.
But a conflict arose over what rights and freedoms, if any, should be extended to the governed.  Some delegates believed the "checks-and-balances" system alone guaranteed that the government would never abuse its authority, and were distrustful of vesting too much freedom in the common people, whom Alexander Hamilton described as "a great beast."
Others, however, recognized that the potential for abuse still existed.  In support of this belief, Patrick Henry remarked:  "Show me that age and country where the rights and liberties of the people were placed on the sole chance of their rulers being good men, without a consequent loss of liberty!  I say that the loss of that dearest privilege has ever followed, with absolute certainty, every such mad attempt."
So, to ensure ratification of the Constitution, it was agreed that amendments would be added to acknowledge there were certain rights and freedoms so sacred to the individual they could not be removed or suppressed, either by the government or the "tyranny of the majority."  On December 15, 1791 the first ten of these amendments, known collectively as the Bill of Rights, went into effect. 
When America was primarily an agrarian culture, the fundamental weaknesses of the Bill of Rights largely remained dormant.  But, as the nation became more industrialized and as wealth and power in the private economic sector became concentrated into fewer hands, these weaknesses became more palpable, revealing that the tyranny to be feared was not from the majority of the people, but the minority of the people with the majority of the money.
Even a cursory examination of the evolution of the Bill of Rights reveals two such weaknesses:  First, the Bill of Rights only dictates what the government CANNOT do.  (For example, it cannot interfere with an individual"s right to freedom of speech or religion, and it cannot deprive a person of the right to vote

WASHINGTON D.C. -- Monday – US President George Bush’s administration has warned that the work and existence of the Hague Tribunal threatens regional stability in the Balkans. According to the Washington Times, the US administration is asking tribunal Prosecutor Carla Del Ponte to bring all remaining cases in The Hague to an end as soon as possible. The US government recommends that all war crimes trials that relate to crimes perpetrated in the former Yugoslavia, be transferred to regional courts, or the giving of amnesty to the accused. “The US believes that the tribunal has become not only an undemocratic institution, but also a direct threat to the development of democracy on the territory of the former Yugoslavia. This change means not only a dramatic change in US politics towards the tribunal, but also, more importantly, a fatal
 blow to the power and credibility of Carla Del Ponte." the daily comments. The article quotes Deputy US Secretary for Weapons Control, John Bolton, as saying that there is a great risk that the tribunal will not solve problems in the Balkans, but rather create new animosity which will lead to increased future tensions. Bombshell for Bush: 350 tons of explosives go 'missing' in Iraq

In a massive pre-election embarrassment for the Bush administration, nearly 350 tons of lethal explosives - which could be used to trigger nuclear weapons - have vanished from a military facility in Iraq supposed to have been guarded by US troops.
Hardly had the disappearance come to light than John Kerry, the Democratic presidential challenger, seized on the episode as proof that George Bush was incapable of keeping America safe. The material could already be in terrorist hands, he warned yesterday.
This was "one of the great blunders of the war," Mr Kerry said on the campaign trail in the swing state of New Hampshire. A statement from his campaign said the "unbelievable incompetence of this President and this administration has put our troops at risk and this country at greater risk", adding that Mr Bush, "who talks tough and brags about making America safer, has once again failed to deliver",
According to The New York Times, which broke the story in a lengthy front-page story, the missing stockpiles - some 350 tons in all - are of HMX, RMX and PETN, extremely powerful, conventional explosives that are used to blow up buildings, fill missile warheads or detonate nuclear weapons. So devastating are they that just one pound of a similar explosive was enough to destroy Pan Am flight 103 over Lockerbie in December 1988. HMX, RMX, or explosives like them have been used in car and apartment bombings in Moscow and Riyadh, Saudi Arabia, in recent years.
At the time of the US-led invasion of Iraq in March 2003, the explosives were being stored by the Saddam regime, under United Nations control at the al-Qaqaa military facility south of Baghdad, which was mentioned in the Government's September 2002 dossier as a source of possible chemical-weapons production. Some time after the fall of Saddam the explosives disappeared, but the Bush administration and the IAEA nuclear watchdog agency in Vienna were not formally notified of their loss until two weeks ago.
In a letter on 10 October 2004, the Ministry of Science and Technology of the interim Iraqi government of Iyad Allawi detailed the losses to the IAEA, which it ascribed to "theft and looting". Five days later, the agency sent the letter to Bush's administration.
Mohamed ElBaradei, the director of the IAEA, is said to be "extremely concerned" about the "potentially devastating consequences" of the vanished explosives. Yesterday, the agency made clear that the US, as leader of the coalition in Iraq, had been repeatedly warned [by the UN] of the importance of making sure the stockpiles were safe. "The coalition was responsible" for looking after the weapons, an IAEA spokeswoman said. "We had hoped that they would be protected."
After the news was disclosed, Mr ElBaradei formally informed the UN Security Council in a letter yesterday. Agency officials denied suggestions that the IAEA director had been under pressure from the administration to keep the news quiet until after the presidential election next Tuesday.
The White House immediately moved to contain the possible political damage, playing down the threat posed by the explosives. The material did not constitute a risk in terms of nuclear proliferation, said Scott McClellan, Mr Bush's spokesman.
As soon as US officials in Vienna, where the IAEA is based, had been told of the disappearance, the news was passed to Condoleezza Rice, the National Security Adviser, who then informed the President. Dismissing complaints that the news should have been made public earlier, the White House said the Iraq Survey Group - which reported last month - would try to find out what had happened.

OCTOBER 24, 2004. Below is an article from the National Post. Read it carefully. It sketches the CDC campaign to put Americans in a state of fear regarding the flu, so more people will get their flu shots. 
You might say it's a PR campaign undertaken on behalf of vaccine manufacturers. We are talking about the prescribed use of key words and phrases and images designed to evoke the desired response. Put this together with my recent exposure of TRUE miniscule flu-death figures and you have something resembling a RICO crime in progress. This is Ministry of Fear stuff right out of 1984. Instead of investigating illness, the CDC is promoting a Pavlovian program of fear, panic, and even terror. National Post October 22/2004 Vaccine fevers by Lawrence Solomon 
Americans are being told that a manufacturing problem in a U.K. pharmaceutical plant has led to the U.S. shortage of flu vaccines. Americans aren't being told (and we aren't either) that the real manufacturer at fault is a U.S. government agency, the Centers for Disease Control, along with the World Health Organization and other vaccinate-anything-that-moves ideologues that have fabricated a phony crisis over the flu vaccine. 
"Epidemics of influenza typically occur during the winter months and are responsible for an average of approximately 20,000 deaths," the CDC stated in 2002. That number mutated to "36,000 flu-related deaths" in November, 2003, and by December a gathering of public health officials warned that the toll could reach 70,000 this year. In concert with the ramp-up in death statistics, the government-steered vaccination industry has run an elaborate bureaucracy designed to hype vaccine use, as seen in a slide show presentation last April by Glen Nowak, the CDC's spokesman for the National Immunization Program, to the American Medical Association. Here is the "Recipe that fosters influenza vaccine interest and demand," in the truncated language that appears on his slides: "Medical experts and public health authorities [should] publicly (e.g. via media) state concern and alarm (and predict dire outcomes) – and urge influenza vaccination."
