4 priests protected by bishop - Deposition reveals Imesch found jobs for abusive clerics By Crystal Yednak, Tribune staff reporter. Tribune staff reporter David Heinzmann contributed to this report 2/4/06 "Joliet Bishop Joseph Imesch said a priest he worked with in Michigan had confided that he sexually abused an altar boy there, but Imesch felt no obligation to tell authorities who were investigating the incident, according to a 2005 deposition. In the deposition, which was unsealed this week, Imesch adds new details to the record of how he and the Catholic Diocese of Joliet handled several priests accused of abuse. The Michigan priest, Rev. Berthiaume was sentenced to 6 months in prison in 1978. Years later, Imesch invited him to work at a retreat house in the Joliet diocese." http://www.chicagotribune.com/news/nationworld/chi-0602040134feb04,1,4153984.story?coll=chi-newsnationworld-hed

[CTRL] Clergy abuse, Cornwall inquiry, Vatican bank

Cover story - What they knew in 1985 - 17 years ago, a report on clergy sex abuse warned U.S. bishops of trouble ahead By Thomas C. Fox "As attorneys across the nation press countless clergy sex abuse cases against the church, two critical questions they most often ask are: "What did the bishop know?" and "When did he know it?" At stake is episcopal culpability. Also at stake in thousands of lawsuits, many filed and many others still being planned, is potentially billions of dollars in payments to victims. In light of these developments, a 92-page report on clergy sex abuse, distributed to the U.S. bishops in May 1985, warning them of the trouble ahead, has been repeatedly cited by victims' attorneys as a hard measure of episcopal negligence. The document, reportedly referred to in more than 100 lawsuits, is well known to the bishops."
"At the time the men finished the final draft of the report in June 1985, they noted, more than $100 million in claims had been made against just one diocese as a result of sexual contact between a priest "and a number of minor children." The report said the settlement for seven cases, including fees and expenses, had exceeded $5 million, and that "the average settlement for each case was nearly $500,000." It estimated that "total projected losses for the decade" could rise to $1 billion." http://natcath.org/NCR_Online/archives2/2002b/051702/051702a.htm

Sex abuse inquiry set to begin in Cornwall 1/20/06 Cornwall, Ont. "A public inquiry into the handling of allegations of systemic child sexual abuse in this eastern Ontario city is slated to begin Feb. 13. The long-awaited investigation is expected to take much of the year and involve more than a dozen parties eager to get to the bottom of the case, said Peter Engelmann, lead counsel for the commission. He said the first phase of the two-part inquiry will look at how various institutions responded to claims that community leaders were involved in the alleged abuse of several young people in the 1990s." http://toronto.ctv.ca/servlet/an/local/CTVNews/20060120/abuse_inquiry_060120/20060120?hub=TorontoHome

Ex-Priest Is Arrested in Abuse Case 1/20/06 Michael Baker, who told Cardinal Mahony in 1986 that he molested children but stayed in ministry, is seized as he leaves a plane at LAX. Mahony that he had molested children was arrested Thursday on suspicion of committing lewd acts with a child in the 1990s, with deputies taking him into custody as he disembarked from a plane at Los Angeles International Airport. The arrest caps a four-year effort by prosecutors to build a case against Michael Stephen Baker, who authorities said ranks among the most prolific alleged abusers in the church. More than 20 people told the Los Angeles Archdiocese that Baker had molested them during his 26 years as a priest." http://www.latimes.com/news/local/state/la-me-baker20jan20,0,7334375.story?coll=la-news-state

Lt. Col. Barry Johnson, a U.S. military spokesman in Baghdad, confirmed the air strike in the Baiji area, about 155 miles north of the capital, but said he had no immediate information on casualties.

The Incest Loophole By Andrew Vachss 11/20/05 "What if I told you that a father who was regularly raping his 8-year-old daughter could reasonably expect to avoid prison if he were discovered? You'd be outraged, right? But this is a fact of life in New York, thanks to the "incest loophole." And nobody in the Legislature is even trying to change this reprehensible law. Most citizens agree that child molesting is one of the foulest crimes imaginable. Yet New York's law - much like that of most other states - allows the possibility of privileged treatment for a special class of offender: the perpetrator who is related to his prey. In other words, the penal code gives a discount to child rapists who grow their own victims." http://www.nytimes.com/2005/11/20/opinion/nyregionopinions/20LIvachss.html

Camden Diocese escapes scrutiny By Craig R. Other priests passed teenage boys around in a "sex ring" that shuttled victims from South Jersey to Rhode Island. In another case, a priest was called in by his bishop and "did not deny" years of attacks on two brothers. In response, the bishop quietly transferred him to a new parish. In all, The Inquirer has identified by name 25 priests in the six-county Camden Diocese who have been accused of sexually abusing children and teenagers during the last five decades, most during the tenure of Bishop George H. Guilfoyle in 1970s and 1980s. Some were defrocked and sent to jail. Others escaped punishment because superiors kept the crimes quiet." www.philly.com

An investigation is currently ongoing into an alleged graft ring said to have included judges, lawyers and Greek Orthodox clerics. - Sapa-AFP" http://www.int.iol.co.za/index.php?set_id=1click_id=24art_id=qw1129299485396B262

Vatican in sex abuse cover-up "The Vatican was aware of a dark catalogue of child sex abuse in Ferns for nearly 40 years. The searing revelation that the highest levels in Rome knew of the litany of shame will rock the Church. But an inquiry into clerical misconduct in the diocese has found that not only did they know of the scandal, they did nothing to stop it. The Irish Independent has learned that the report highlights staggering inaction by the Church, several departments of state and the gardai." Suits say diocese hid clergy sex abuse - Mark I. Pinsky | Sentinel Staff Writer 9/12/05 "Lawsuits filed by two men today accuse the Catholic Diocese of Orlando of concealing clergy sex abuse more than 30 years ago. Attorneys for the two unnamed plaintiffs charged that, beginning in the mid-1960s, the Rev. Vernon Uhran abused them and others through 1976 at rectories at St. Mary Magdalen Church in Altamonte Springs; the Church of the Resurrection in Lakeland; St. Theresa Church in Belleview; as well as on a cross-country trip in a recreational vehicle. The suits, each seeking $5 million in damages, also charge that leaders of the diocese, including Bishop William Borders, now retired archibishop of Baltimore, knew of the charges against Uhran, refused to do anything to stop it and even concealed the charges. The suits, filed in Orange County Circuit Court, allege that the diocese transferred Uhran from parish to parish, "where he continued to have unfettered access to minors and was permitted to have frequent sleepovers in the rectories." http://www.orlandosentinel.com/news/local/orange/orl-bk-priest091205,0,4877394.story?coll=orl-home-headlines

Diocese of Orlando covered up sex abuse by clergy, lawsuits say - Mark I. The two lawsuits allege that Bishop William Borders, who later became archbishop of Baltimore, knew of the accusations against the Rev. Vernon Uhran but did nothing to stop the abuse. Instead, Uhran was transferred from parish to parish, "where he continued to have unfettered access to minors and was permitted to have frequent sleepovers in the rectories," according to the suits, which seek a total of $10 million in damages." http://www.orlandosentinel.com/news/local/orange/orl-priestabusenew105sep13,0,2850590.story?coll=orl-news-headlines-orange

More Sex Abuse Lawsuits Against Archdiocese By Judith Kohler (AP) Denver 9/7/05 "Two more people came forward Wednesday with allegations that a former Roman Catholic priest sexually abused children, bringing to seven the number of lawsuits claiming the Denver archdiocese protected him for years. Attorneys for Gary Wolf, 56, of the Denver area and a woman, whose name wasn't released, said they planned to file lawsuits Wednesday in Denver District Court. Their stories are similar to those of more than a dozen other alleged victims who say Harold Robert White sexually abused them and was moved to other parishes in Colorado to prevent a scandal." http://cbs4denver.com/crime/local_story_251004020.html

Ambassador Baptist Church pastors Roy Wood, 55, and Brian Fast, 51, along with deacon William Dalton Fletcher, 44, and church member Russell Wilson, 48, were charged yesterday with sexual assault, police said. Broward - Suit: Church knew of sex claims - A Fort Lauderdale man has filed suit against the Archdiocese of Miami alleging a priest raped him when he was 9 years Old. By Wanda J. Neil Doherty, the Archdiocese of Miami kept the priest in a Broward parish where he allegedly doped and raped a different boy over a five-year period, according to a lawsuit filed Tuesday. The suit, which seeks $25 million in damages, offers evidence that church leaders were aware of earlier sex-abuse allegations against Doherty, yet apparently did nothing to protect children from him." www.miami.com

Childhood sexual abuse linked to pregnant eating disorder symptoms 9/5/05 "A history of unwanted sexual experiences in childhood appears to be associated with both a lifetime and maternal risk of eating disorder symptoms in women, as well as concerns about shape and weight during pregnancy, study findings show. Seeking justice, closure 8/16/05 By Joe Happ (The News Guard) "Carlich, 59, is one of 68 men currently making claims of sexual abuse by priests against the Archdiocese of Portland. He is seeking $10.2 million in damages and alleges he was molested as a sophomore at the now-defunct Tillamook Catholic High School by the late Rev. Gerald Dezurick, a local parish priest. The claims are now in crucial settlement talks that are expected to run through the middle of September. Carlich's lawsuit was merged with the others after the archdiocese declared bankruptcy in July of 2004." http://www.thenewsguard.com/news/story.cfm?story_no=2829

Memory Fragmentation in Dissociative Identity Disorder - Onno van der Hart,PhD, Hilde Bolt,MA, Bessel A.van der Kolk,MD "All participants reported a history of severe childhood abuse;93.3%reported some period of amnesia for the index traumatic event, and 33.3%reported periods of amnesia for significant non-traumatic childhood experiences. All participants who had been amnestic for their trauma reported that their memories were initially retrieved in the form of somatosensory flashbacks. This suggests that, like PTSD patients, DID patients at least initially recall their trauma not as a narrative, but as somatosensory re-experiencing. Surprisingly, however, DID participants also recalled emotionally charged non-traumatic life events with significant somato-sensory components, a phenomenon that has not been previously reported. This finding raises important issues regarding basic memory processing abnormalities in DID patients." http://www.onnovdhart.nl/articles/memoryfrag.pdf

Rasim Somer Diler - Conversion and Dissociative Disorders in Children and Adolescents Child and Adolescent Psychiatry Cukurova University Faculty Medicine, Adana, Turkey "Dissociation is a complex psychopathological coping process that exists along a continuum ranging from minor normative dissociative experiences (e.g., daydreaming or lapses in attention) to severe psychiatric diagnoses (e.g., dissociative identity disorder, amnesia, and fug). The frequency of dissociative experiences is at its highest during childhood. The single best predictor of dissociative disorder is frequent "trance-like behavior". Children with dissociative disorders exhibit a plethora of fluctuating abilities, shifting preferences, and inconsistent knowledge. The link between dissociative disorders and trauma is well accepted. Children and adolescents may present dissociative symptoms prior to meeting full criteria for PTSD, panic disorder, personality disorders, or dissociative disorders." Pope Lawyer Seek Immunity in Texas Case by Nicole Winfield, Associated Press Writer Vatican City "Lawyers for Pope Benedict XVI have asked President Bush to declare the pontiff immune from liability in a lawsuit that accuses him of conspiring to cover up the molestation of three boys by a seminarian in Texas, court records show. The Vatican's embassy in Washington sent a diplomatic memo to the State Department on May 20 requesting the U.S. government grant the pope immunity because he is a head of state, according to a May 26 motion submitted by the pope's lawyers in U.S. District Court for the Southern Division of Texas in Houston. Joseph Ratzinger is named as a defendant in the civil lawsuit. Now Benedict XVI, he's accused of conspiring with the Archdiocese of Galveston-Houston to cover up the abuse during the mid-1990s. The suit is seeking unspecified monetary damages."

By Jean Guccione 8/10/05 "A former Roman Catholic priest said San Diego church officials transferred him to other parishes after parishioners complained that he had molested altar boys and other youth in the 1970s, according to newly filed court documents. Edward Anthony Rodrigue was convicted in 1979 of sexually assaulting two boys in Ontario. Rodrigue made the statements in a court declaration at Corcoran state prison, where he is serving 10 years on a second molestation conviction. The declaration, which was filed Tuesday in U.S. District Court in San Diego, supports one of the main allegations in the clergy sexual abuse scandal: that bishops knew priests were molesting children, but covered up by shifting them elsewhere." www.latimes.com

Diocese: Don't show abuse files - Former priest: Ed Stefanich is convicted sex offender By Ted Slowik "Wheaton - The Roman Catholic Diocese of Joliet is once again asking a court to bar the release of documents that could shed light on how church officials responded to allegations of clergy sexual abuse. The diocese is asking a DuPage County judge to issue a protective order that would shield the personnel file of former priest and convicted sex offender Ed Stefanich from public view. Judge Stephen Culliton is expected to rule on the request Aug. 8. The diocese is arguing that failure to obtain a protective order would dissuade other victims of clergy sexual abuse from coming forward, and that the privacy of others would be violated." http://www.suburbanchicagonews.com/heraldnews/top/j30diocese.htm

Authorities abetted diocese in hiding sexual-abuse cases - Police, courts let accused priests avoid punishment By Joe Mahr and Mitch Weiss 7/31/05 "Over the past 50 years, those sworn to enforce the law and protect children repeatedly have aided and abetted the diocese in covering up sexual abuse by priests, a three-month investigation by The Blade shows. Beyond past revelations that the diocese quietly moved pedophile priests from parish to parish, The Blade investigation shows that at least once a decade - and often more - priests suspected of rape and molestation have been allowed by local authorities to escape the law." http://toledoblade.com/apps/pbcs.dll/article?Date=20050731Category=NEWS08ArtNo=507310305SectionCat=NEWSTemplate=printart

Disturbing connections emerge - Sexual abuse allegations, cases hint at Spokane's shameful side Bill Morlin 7/31/05 "Three decades agoYoung boys – some from troubled backgrounds and others from prominent families – were being sexually abused by a group of men who were supposed to be role models and authority figures. Growing evidence suggests that people who knew about the abuse did nothing to stop it or report it. Two attorneys who represent several alleged victims from the era believe there was a pedophile ring operating in Spokane. Others blame a culture of secrecy, denial and ignorance for allowing revered, male-dominated institutions like the Catholic Church, the Boy Scouts and the Spokane County Sheriff's Office to ignore abusers in their midst." http://www.spokesmanreview.com/tools/story_pf.asp?ID=82828#glance

Class action sought in orphanage lawsuit - Sisters of Charity oppose request 7/23/05 By Gregory A. Hall [EMAIL PROTECTED] The Courier-Journal "Class-action status is being sought for a lawsuit filed by about 50 people who allege they were abused as children while living at Roman Catholic orphanages in Jefferson County. In a filing in Jefferson Circuit Court, attorney William McMurry said he's seeking to expand the suit because he and his plaintiffs believe there are at least several hundred other victims. Judge Denise Clayton will consider the request at a hearing Monday. A class-action designation would allow victims to make a claim without being publicly identified, as they would be if they filed their own suit. It also would lead to advertising that would notify former orphanage residents -- who may live across the country and not know of the litigation -- of their rights, McMurry said. McMurry, working with attorney Ann Oldfather, represented 243 plaintiffs who settled with the Archdiocese of Louisville for $25.7 million in 2003 over sexual abuse by parish priests and others." http://www.courier-journal.com/apps/pbcs.dll/article?AID=/20050723/NEWS01/507230420/1008#top

$5m award ordered in sex abuse suit Daniel Tepfer [EMAIL PROTECTED] 7/22/05 "Bridgeport - A Superior Court jury on Thursday awarded $5 million to a former city man who claimed to have been sexually abused by a landscaper at St. Theresa's Church in Trumbull more than 30 years ago. Michael Powel, 47, broke into tears and hugged his lawyer, Helen McGonigle, as Judge Edward F. Stodolink read the verdict. But the award against landscaper Carlo Fabbozzi may end up being only a moral victory. Fabbozzi, 78, did not appear for the trial. The defense table was noticeably empty as McGonigle presented her case to the jury." http://www.connpost.com/archives/ci_2881647

White House Aims to Block Legislation on Detainees
By Josh White and R. Jeffrey Smith
The Washington Post
Saturday 23 July 2005
The Bush administration in recent days has been lobbying to block legislation supported by Republican senators that would bar the US military from engaging in "cruel, inhuman or degrading treatment" of detainees, from hiding prisoners from the Red Cross, and from using interrogation methods not authorized by a new Army field manual.   Vice President Cheney met Thursday evening with three senior Republican members of the Senate Armed Services Committee to press the administration's case that legislation on these matters would usurp the president's authority and - in the words of a White House official - interfere with his ability "to protect Americans effectively from terrorist attack."

Bishop Pilla Testifies In Defamation Case Against Diocese - Family Of Abused Man Says They Never Supported Priest's Reassignment 7/19/05 Cleveland "Bishop Anthony M. Pilla testified Tuesday in a defamation case filed against the Roman Catholic Diocese of Cleveland by a man who was abused by a priest more than 20 years ago. Christopher Kodger and his parents accuse the diocese of falsely stating in 2002 that they supported the reassignment of the priest who abused Kodger to a parish with a school. Kodger was sexually assaulted by the Rev. James Mulica in 1981, according to documents filed in the case in Cuyahoga County Common Pleas Court. A minor at the time, Kodger told his parents, who called Pilla's home that night. No charges were filed against Mulica, and the family agreed to a settlement of $45,000 on the condition that Mulica not be permitted to work near children, said Kodger's attorney William Crosby. The diocese sent Mulica to be treated for an alcohol problem for two years. He then returned to the diocese and was reassigned to a parish with a school." http://www.newsnet5.com/news/4744275/detail.html

Alleged sex abuse victims accuse Chicago police of wrongdoing by Morgan Lord 7/20/05 "An advocate group of sexual abuse victims filed a complaint Tuesday accusing Chicago police of complicity in abuse of its members by a Chicago priest more than 10 years ago. Barbara Blaine, president of the Survivors Network of those Abused by Priests (SNAP), said the complaint accuses some police officers of involvement in the supposed silencing of eight South Side boys who were molested by their Catholic priest, Father Victor Stewart, in 1992. After the molestation incidents, eight of the boys were picked up by the police, threatened and held without the consent of their parents, according to Blaine and the victims. They were told not to speak to anyone about what happened." http://www.chicagodefender.com/page/local.cfm?ArticleID=1577

Neural Systems Underlying the Suppression of Unwanted Memories Michael C. Anderson, Kevin N. Ochsner, Brice Kuhl, Jeffrey Cooper, Elaine Robertson, Susan W. Gabrieli, Gary H. Glover, John D. E. Gabrieli "Over a century ago, Freud proposed that unwanted memories can be excluded from awareness, a process called repression. It is unknown, however, how repression occurs in the brain. We used functional magnetic resonance imaging to identify the neural systems involved in keeping unwanted memories out of awareness. Controlling unwanted memories was associated with increased dorsolateral prefrontal activation, reduced hippocampal activation, and impaired retention of those memories. Both prefrontal cortical and right hippocampal activations predicted the magnitude of forgetting. These results confirm the existence of an active forgetting process and establish a neurobiological model for guiding inquiry into motivated forgetting." http://darkwing.uoregon.edu/~blevy/lab/ao2004.pdf

describes crimes - State: Day Care Kids Forced To Eat Worms, Smell Feet 7/22/05 Jacksonville, Fla. -- The state has suspended the licenses of two church-affiliated day care centers. Former director Joshua Palin is charged with molesting ten children, some of them during what investigators say were twisted games of Truth or Dare. At the centers, children were allegedly sexually assaulted and forced to eat worms, pick each other's noses and smell each other's feet during employee-led games of "Truth or Dare." Former director Joshua Palin is charged with molesting ten children, some of them during what investigators say were twisted games of Truth or Dare. He is the son of the affiliated church's pastor. Palin was originally charged last month with molesting two girls. He's being held on bond. Another day care center worker Tammy Sue Warren is free on bond on a charge of lewd and lascivious exhibition. A state report states that she lifted up her shirt during a game of Truth or Dare with the children." http://www.local6.com/news/4758288/detail.html

Church urged to find other abuse victims - Priest who has died named in 22 cases By Margaret Ramirez 7/14/05 "African-American men who were sexually abused as children by a Roman Catholic priest demanded Wednesday that church officials take steps to find other victims who may be suffering in silence. Rev. Victor Stewart, who died in 1994 at age 54, abused at least 22 boys during the 1980s, some as young as 7, according to an attorney for the accusers. Fourteen of the men have reached settlements totaling $3 million with the Archdiocese of Chicago, said attorney Phillip Aaron of Seattle. Settlements are pending for eight more victims, he said." http://www.chicagotribune.com/news/local/chi-0507140240jul14,1,6836167.story?page=1coll=chi-newslocal-hed

Clergy abuse victims cry foul By Todd Ruger "Three men who met with the Catholic Diocese of Davenport on behalf of victims of sexual abuse by its priests called the response from church leaders "a slap in the face." Taking cover under the red, white and blue - Canada lets 4 accused of child molestation call U.S. home 12/6/04 By Brooks Egerton and Reese Dunklin / The Dallas Morning News "Catholic workers accused of sexual abuse sometimes start over in the United States after getting special treatment from justice officials abroad. Four religious brothers from one rural Canadian province, for instance, are living free in this country. Two of the men are fugitives whom Canadian prosecutors have never tried to bring back for trial. A prosecutor who opposed one man's extradition became his attorney in a lawsuit over the alleged abuse. The other two are convicts. One was let out of prison unusually early. The other was sentenced to house arrest but allowed to move to New York - where no one has the authority to supervise him - and is working in lay ministry." http://www.dallasnews.com/sharedcontent/dws/news/dmn/stories/120704dnprocanada.33a33.html

Spokane Diocese Files for Chapter 11 Protection Over Clergy Abuse Cases By Nicholas K. Geranios
12/6/04 Spokane, Wash. (AP) "The Roman Catholic Diocese of Spokane filed for bankruptcy protection on Monday, saying it did not have the money to cover lawsuits alleging sexual abuse by clergy. Spokane is the third Catholic diocese to file for bankruptcy recently in the wake of the nationwide scandal involving sexual abuse by priests. Portland, Ore., and Tucson, Ariz., are the other two. The diocese faces claims that already total some $77 million, and Chapter 11 bankruptcy is the best way to ensure that all victims are treated fairly and that the church continues its mission, Bishop William Skylstad said. "Demands by plaintiffs continue to be beyond the ability of the diocese to meet," said Skylstad, who was just elected president of the U.S. Conference of Catholic Bishops. In its filing, the diocese listed assets of $11.1 million and liabilities of $81.3 million - the vast majority being sexual abuse claimsAccording to court papers filed Monday, the diocese so far faces 19 lawsuits involving 58 alleged victims, dating from the 1950s to 1991. Nine priests and two other clergymen have been accused of sexual abuse in those lawsuits. More than two dozen sexual abuse claims involve former priest Patrick O'Donnell, 62, who served in Spokane and Seattle until he was removed from ministry in 1986. He has acknowledged he sexually abused boys from the time he was in the seminary."

Judge says Catholic Church 'may have ratified' abuse Don Lattin, Chronicle Religion Writer 9/17/04 "Northern California victims of alleged child sexual abuse by priests got some good news Thursday in their long legal battle to collect damages from the Roman Catholic ChurchSabraw's tentative order, the subject of a hearing today in Oakland, comes in response to 27 legal motions from some 150 civil lawsuits filed under the new law in 2003. The order said the church "may have ratified sexual abuse by their employees by retaining and/or promoting those employees after knowledge of sexual abuse." Sabraw also overruled church arguments that the new law was unconstitutional and interfered with the free exercise of religion. "The state has a strong interest in preventing childhood sexual abuse,'' Sabraw ruled. "There is minimal imposition on religion by permitting the claims for child sexual abuse against the church defendants.''" http://www.sfgate.com/cgi-bin/article.cgi?file=/chronicle/archive/2004/09/17/BAGUV8QFCR1.DTL

Wier - Director, The Trance Institute, Bruetten, Switzerland "I claim that the necessary and sufficient condition for a trance to occur is whenever there is a sustained cognitive object loop of sufficient length of time to cause dissociation. A cognitive object is an abstract way to denote a thought, any thought, whether it is a word, and idea, a feeling, a vision. When a set of cognitive objects repeat often enough, you will go into a trance." "Most forms of neurotic and psychotic behavior exhibit repeated actions or verbalizations. From a trance theory perspective, any repeated cognitive object loop induces a trance with a consequent disabling of cognitive functions. It is too early to state with conviction which loops cause which cognitive functions to become disabled, or to identify specific therapeutic strategies for pathological trance. But, the application of trance theory to these behaviors is promising." http://www.trance.edu/intro.htm

Wednesday March 12, 2003 Halliburton, the Texas company which has been awarded the Pentagon's contract to put out potential oil-field fires in Iraq and which is bidding for postwar construction contracts, is still making annual payments to its former chief executive, the vice-president Dick Cheney. The payments, which appear on Mr Cheney's 2001 financial disclosure statement, are in the form of "deferred compensation" of up to $1m (£600,000) a year. When he left Halliburton in 2000 to become George Bush's running mate, he opted not to receive his leaving payment in a lump sum but instead have it paid to him over five years, possibly for tax reasons. An aide to the vice president said yesterday: "This is money that Mr Cheney was owed by the corporation as part of his salary for the time he was employed by Halliburton and which was a fixed amount paid to him over time."

Reilly declined to say how his office has responded to the archdiocesan tactics. But law enforcement officials, who declined to be identified, said Reilly's investigators have had to use grand jury subpoenas to get at church documents - despite public pledges by church officials to cooperate with the attorney general's office. Asked in an interview whether Cardinal Bernard F. Law has received a subpoena to testify before a grand jury, Reilly said: "No comment.'' Boston Documents Show Failure to Oust Accused Priests By Pam Belluck Boston, 12/3/02 "Hundreds of pages of church documents released today show that officials of the Roman Catholic Archdiocese of Boston allowed priests accused of abuse to remain in ministry or failed to persuade them to receive residential psychiatric treatment. The documents, 2,200 pages concerning eight priests, were released by lawyers for plaintiffs in a lawsuit involving the Rev. Paul R. Shanley, who is accused of molesting several boys. The lawyers, who got the documents from the archdiocese, are trying to strengthen their case by showing that the Boston church officials engaged in a pattern of mishandling abusive priests. In one case, a priest from Youngstown, Ohio, was placed in a Boston parish just after being treated for pedophilia, despite warnings by the treatment center and the Youngstown bishop that the priest not be allowed to have contact with children. Several young men in Boston parishes later said the priest abused them, and he was convicted of sexual abuse in New Hampshire." http://www.nytimes.com/2002/12/04/national/04PRIE.html?ex=1040008427ei=1en=648ab5641323a698

Student data passed off to military.wpd from AOL AP-NY-12-02-02
BOSTON - A little-noticed provision in a new federal education law is requiring high schools to hand over to military recruiters some key information about its juniors and seniors: name, address and phone number.

The Pentagon says the information will help it recruit young people to defend their country. But the new law disturbs parents and administrators in some liberal communities that aren't exactly gung-ho about the armed forces.

Some say the law violates students' privacy and creates a moral dilemma over the military's ''don't ask, don't tell'' policy on gays.

''I find it appalling that the school is sending out letters to do the job of the military,'' said Amy Lang, the parent of a student at Cambridge Rindge and Latin School, where Coke was once banned in a protest against the soda giant's investments in apartheid South Africa. ''It's clearly an invasion of my daughter's privacy.''

The No Child Left Behind law, signed last January, pumps billions into education but also gives military recruiters access to the names, addresses and phone numbers of students in 22,000 schools. The law also says that schools must give the military the same access to their campuses that businesses and college recruiters enjoy.

The official seal of the Pentagon's new Total Information Awareness Office (TIA) bears a spooky eye above a pyramid – you know the one, it's on the back of the one-dollar bill – peering at the globe. The fact that the TIA was quietly funded under the auspices of the bill creating the new Department of Homeland Security suggests that its mission is a vital part of the war on terrorism. But Europe and Asia, the two main continents of the eastern hemisphere, which appear on the TIA logo, are not in fact its principal targets. You are.

Depositions Show Cardinal Was Notified Early of Abuse By Pam Belluck - Boston, 11/19/02 - "Virtually from the time he became archbishop of Boston in 1984, Cardinal Bernard F. November 20, 2002 War crimes arrest blow to Iraqi opposition By Richard Beeston, Diplomatic Editor
DANISH police arrested last night an exiled Iraqi general tipped as a possible replacement for President Saddam Hussein. He faces charges that he was responsible for killing thousands of Kurds in a chemical weapons attack 14 years ago. The arrest of General Nizar Khazraji, the former Iraqi Chief-of-Staff and the most senior officer to defect from Baghdad, appeared to wreck any chances that he might lead a mutiny in the Armed Forces and help to topple Saddam's regime.
General Khazraji, 64, commanded the Iraqi Armed Forces during the Iran-Iraq War, when Baghdad used banned poison gas against Iranian troops and Kurdish civilians. In the most notorious incident 5,000 Kurds in the town of Halabja were killed when Iraqi artillery and warplanes bombed the area with nerve gas and mustard gas.

Internet Provisions in Security Bill By THE ASSOCIATED PRESS WASHINGTON (AP) -- Internet providers such as America Online could give the government more information about subscribers and police would gain new Internet wiretap powers under legislation creating the new Department of Homeland Security. Provisions of the bill tucked into a section about ``cyber-security enhancements'' received scant attention during debate. The bill also calls for greater legal protections for Internet providers, such as AOL or Microsoft Network, for giving government officials information about their subscribers during computer emergencies. If companies believe ``in good faith'' that there is risk of death or injury to any person, they can turn over details about customers -- even their e-mails -- without a warrant, under the bill. Civil liberties groups, such as the Washington-based Electronic Privacy Information Center, contend the bill's language lets Internet providers reveal subscriber information to any government officials, not just investigators. Traditionally, U.S. companies have refused to act as agents for prosecutors without court-approved warrants, said Chris Hoofnagle, EPIC's legislative counsel.Another part of the Homeland Security bill gives U.S. authorities new power to trace e-mails and other Internet traffic during cyber attacks without first obtaining even perfunctory court approval. That could happen only during ``an immediate threat to national security,'' or an attack against a ``protected computer.''

Touch screen voting machines work well in a state where past snafus made it a laughingstock.

By John-Thor Dahlburg, LA Times Staff Writer

It wasn't a picture-perfect day: At least three counties in central Florida reported malfunctions with another type of voting machine, the optical scanner. People for the American Way Foundation, one of many organizations to send poll monitors and lawyers to Florida, claimed that touch screen machines in eight Miami-area precincts were counting ballots cast for Democrat Bill McBride as votes for his opponent, Jeb Bush.

The Secret Behind the Sanctions
How the U.S. Intentionally Destroyed Iraq's Water Supply

by Thomas J. Nagy Over the last two years, I've discovered documents of the Defense Intelligence Agency proving beyond a doubt that, contrary to the Geneva Convention, the U.S. government intentionally used sanctions against Iraq to degrade the country's water supply after the Gulf War. The United States knew the cost that civilian Iraqis, mostly children, would pay, and it went ahead anyway. The primary document, "Iraq Water Treatment Vulnerabilities," is dated January 22, 1991. It spells out how sanctions will prevent Iraq from supplying clean water to its citizens.

Priest says paedophilia was good for children - 9/4/01 Aix-en-Provence, France - A Roman Catholic priest on trial in this southern French town for failing to disclose the sexual abuse of minors has argued that the paedophilic acts that took place in his parish were actually good for the children In his testimony, Barral defended the man accused of having sexually abused or raped two minor children, as well as a boy over the age of 18 who had psychological problems, describing the rapes as "moments when the children flowered". The alleged crimes took place between 1986 and 1998Investigators said Barral had also told one of the children that making love was a way of being in touch with God. - Sapa-AFP http://www.iol.co.za/index.php?click_id=3art_id=ct2001090417400733_1623670

The White House immediately rejected this offer as "a tactical step by Iraq in hopes of avoiding strong U.N. Security Council action." The US government is still planning to attack Iraq!

08/27: AOL News: Detroit Priests Charged in Abuses
DETROIT (AP) - Taking advantage of a provision in Michigan's statute of
limitations, authorities charged four Roman Catholic priests who once worked
in the Detroit Archdiocese with sex abuse in cases dating back decades.
None of the priests is still active, and all live in other states - which is the main reason prosecutors were able to charge them Tuesday, Wayne County Prosecutor Mike Duggan said. Prosecutors used an exception in the old statute of limitations law that allows charges to be brought if the suspect left the state before the
six-year statute ran out.

August 25, 2002 A war only the White House wants by ERIC MARGOLIS -- Contributing Foreign Editor NEW YORK -- U.S. forces are rapidly massing in the Arabian Gulf to invade Iraq. Four heavy brigades have been positioned near Iraq, a huge new air complex is now operational in Qatar and American special forces are active in Iraqi Kurdistan. The White House is hoping its threats of war will provoke a coup against Saddam Hussein by the Iraqi Army. But if one does not come, the George Bush administration shows every sign of plunging into an unprovoked war that the rest of the world will view as blatant aggression. Even America's closest allies are appalled by the tide of warmongering and jingoism that has engulfed the United States. Bush's recently proclaimed doctrine of "pre-emptive intervention" anywhere on Earth is nothing less than a frightening revival of the old imperialist Brezhnev Doctrine of 25 years ago that called for Soviet intervention wherever socialism was threatened. "Bush, himself the most intellectually backward American president of my political lifetime, is surrounded by advisers whose bellicosity is exceeded only by their political, military and diplomatic illiteracy." Such were the stinging words of Gerald Kaufman, highly respected former foreign affairs spokesman of Britain's ruling Labour party, America's closest ally. Bush's accelerating campaign to invade Iraq and turn it into another U.S. oil protectorate is also provoking a storm of outrage across Europe

One Year On In Afghanistan by Robert Fisk
President George Bush's war on terror reached the desert village of
Hajibirgit at midnight on 22 May. Haji Birgit Khan, the bearded, 85-year-old
Pushtu village leader and head of 12,000 local tribal families, was lying on
a patch of grass outside his home. Faqir Mohamed was sleeping among his sheep
and goats in a patch of sand to the south when he heard big planes moving in
the sky. Even at night, it is so
hot that many villagers spend the hours of darkness outside their homes,
although Mohamedin and his family were in their mud-walled house. There
were 105 families in Hajibirgit on 22 May, and all were woken by the thunder
of helicopter engines and the thwack of rotor blades and the screaming voices
of the Americans

But there was a far greater tragedy to confront the men when they reached
Hajibirgit. In their absence – without guns to defend the homes, and with the
village elder dead and many of the menfolk prisoners of the Americans –
thieves had descended on Hajibirgit. A group of men from Helmand province,
whose leader is Abdul Rahman Khan – once a brutal and rapacious mujahid
fighter against the Russians, and now a Karzai government police commander –
raided the village once the Americans had taken away so many of the men.
Ninety-five of the 105 families had fled into the hills, leaving their mud
homes to be pillagedWho told the
US to raid the village? Who told them that the Taliban leadership and
the al-Qa'ida leadership were there? Was it, perhaps, Abdul Rahman Khan,
the cruel police chief whose men were so quick to pillage the mud-walled
homes once the raid was over? For today, Hajibirgit is a virtual ghost
town, its village leader dead, most of its houses abandoned. The US raid
was worthless. There are scarcely 40 villagers left.

Cardinal Mahony Kept Cleric's Abuse Secret for 16 Years - Scandal: Archbishop

Los Angeles priest told Cardinal Roger M. Mahony in 1986 that he molested

abuse of minors for more than a decade, documents and interviews show. Mahony
later approved a secret $1.3-million payment to two men who said they had

The cardinal arranged for the priest to quietly retire from the Catholic

archdiocese had failed to ensure that Baker did not repeat his sexual

White House Defends Threat Response

By RON FOURNIER
.c The Associated Press
WASHINGTON (May 16) - Under fire from angry lawmakers, the White House on
Thursday defended its decision not to alert Americans to information before
the Sept. 11 attacks that Osama bin Laden's terrorist network wanted to
hijack U.S. airplanes.
President Bush had received general, nonspecific information during a
vacation briefing at his ranch Aug. 6 that bin Laden's group was considering
hijackings, and he never considered making the information public, said
National Security Adviser Condoleezza RiceDespite the statements that
U.S. officials had no warnings of suicide attacks with airplanes, The
Associated Press reported in March that Filipino police turned over to the
United States in 1995 a confession of convicted terrorist Abdul Hakim Murad
in which he proposed such an idea. ''Murad's idea is that he will board any
American commercial aircraft pretending to be an ordinary passenger, then he
will hijack said aircraft, control its cockpit and dive it at the CIA
headquarters,'' one Filipino police report from 1995 said.

9/11: Did Bush Do Enough?

WASHINGTON, May 16, 2002
(CBS) Members of Congress are raising questions as to whether the Bush
administration should have reacted better to warnings in August that Osama
bin Laden's followers might hijack a jet. The White House revealed Wednesday
night that President Bush was briefed on U.S. intelligence in August, while
at his Crawford, Texas, ranch, that bin Laden's network might hijack U.S.
passenger planes. CBS News National Security Correspondent David Martin
first disclosed the fact that the White House had received the bin Laden
warning. On Thursday, the White House defended its decision not to alert
Americans before the Sept. 11 attacks, saying such a warning would have
risked shutting down the country's airline system. The defense came after
Democrats led angry calls for Mr. Bush to hand over a top-secret CIA briefing
he received in August about the threats. Lawmakers also called for the
release of an FBI memo before Sept. 11 that warned headquarters that many
Middle Eastern men were training at least one U.S. flight school
Members of Congress pointed to three pre-Sept. 11 warning signs: the U.S.
intelligence Bush received, the fact that an FBI agent had written a memo
urging FBI headquarters to investigate Middle Eastern men enrolled in
American flight schools, and the arrest in Minnesota of Zacarias Moussaoui,
who was believed to be training for a suicide hijacking. Moussaoui has

on the issue. Reps. Mary Bono and George Radanovich joined Democrats in
calling for a Justice Department (news - web sites) investigation of Enron's
energy trading practices as explained in internal company memos made public
this week. We now have reason to believe that illegal acts took place, Bono
said.

U.S. to Renounce Its Role in Pact for World Tribunal
By NEIL A. LEWIS

WASHINGTON, May 4 — The Bush administration has decided to renounce formally
any involvement in a treaty setting up an international criminal court and is
expected to declare that the signing of the document by the Clinton
administration is no longer valid, government officials said today. The
unsigning of the treaty, which is expected to be announced on Monday, will
be a decisive rejection by the Bush White House of the concept of a permanent
tribunal designed to prosecute individuals for genocide, crimes against
humanity and other war crimes. The administration has long argued that the
court has the potential to create havoc for the United States, exposing
American soldiers and officials overseas to capricious and mischievous
prosecutions.

May 3, 2002 What Is Democracy Anyway? By NICHOLAS D. KRISTOF
If there was a form of government that produced autocrats who sponsored
terrorism, stole millions of dollars while impoverishing their citizens,
shredded public education and health, permitted child bondage, tortured
dissidents and tolerated pogroms against minorities, then we would all
condemn it. Except that in South Asia such a system is called democracy.
That's what makes this week's election in Pakistan so fascinating. President
Bush has winked as Gen. Pervez Musharraf steamrolled over a democratic system
so as to maintain the army's hold on power. Mr. Bush's stance is hypocritical
and threatens to undermine everything we stand for — except that, frankly,
General Musharraf has done better in governing Pakistan than his democratic
predecessors have.a poll last fall found that 82 percent of urban
Pakistanis regard Osama bin Laden as a freedom fighter. Pakistan's
intelligence agency is responsible for more terrorist killings than Al Qaeda.
The country has been on the edge of bankruptcy, 55 percent of adults are
illiterate, 10 percent of children die by the age of 5, and there are more
drug addicts than college graduates.

Sex Abuse by Clerics—a Crisis of Many Faiths - Clerics: While sexual
misconduct has rocked many religions, leaders of some have acted far more
quickly than others by Teresa Watanabe, Times Staff Writer - 3/25/02 The
wave of clergy sex scandals now engulfing the Roman Catholic Church has
battered other denominations as well, producing an uneven record of response
that ranges from the Episcopal Church's aggressive and detailed policies to
the Southern Baptist Convention's widespread lack of written standards. In
the last decade, clergy sexual misconduct has been exposed in virtually every
faith tradition. National studies have shown no differences in its frequency
by denomination, region, theology or institutional structureas recently
as January, church officials in Boston were accused of having routinely
assigned as many as 80 priests suspected of molesting minors to different
churches. It was the Boston cases that sparked the current national furor
over priestly sexual abuse. In faith after faith, the problem of clergy
misconduct was exposed during the past 10 to 15 years because victims began
stepping forward, plaintiffs began winning large awards and insurers began
demanding policies to prevent abuse.

Studies Show Rise In Abuse Cases 3/28/02 However, research suggests that
sexual abuse may actually be on the rise. The results of the Third National
Incidence Study of Child Abuse and Neglect, published in 1996, showed an
increase of 125 percent in the number of sexually abused children since the
1986 reportThe taboos that once prevented sexual abuse victims from
revealing their experiences are no longer an issue, Ellis said, which may be
one reason why more victims have come forward. Several organizations devoted
to the prevention of child sex abuse have Web sites describing their work and
offering tips and other resources. The Center for the Prevention of Sexual
and Domestic Violence, founded by the Rev. Marie Fortune, conducts research
on abuse and offers treatment referrals for abuse victims, including victims
of clergy abuse. AdvocateWeb, a Web site run by mental health professionals,
offers help for victims abused by trusted professionals such as clergy or
therapists. The National Clearinghouse on Child Abuse and Neglect
Information, funded by the Department of Health and Human Services, features
extensive statistics and publications devoted to the study and prevention of
abuse.

Commentary regarding NSAM-#271 and NASA by Nathan Gant - On Nov. 4, 1984,
Dr. Arthur Louis Hugo Rudolf received NASA's highest honor, the Distinguished
Service Medal, at an official ceremony in the Reagan White House. He
supervised the production and operation of the Saturn rocket booster which
was a key component to NASA's manned moon missions during the 1960's.
Interestingly, Rudolf's Saturn rocket-booster manufacturing plant in
Gentilly, south of New Orleans, also housed a CIA station at the same time.
Almost immediately after he received that honor, he renounced his US
citizenship and returned to Germany that year. His past was finally catching
up on him. Government investigators were preparing to charge and deport him
as a war criminal based on incriminating evidence in the National Archives.
He joined the Nazi party in 1931 and the SA Storm Troopers in 1933. He was a
close colleague of Wehner von Braun at the Mittlewerk Dora slave-labor
factory in Harz, Germany where the V-1 and V-2 rockets were assembled.

Professor touts plan to train agents on campus
University ROTC-style program would prepare national security and
intelligence officials

By Chad Lawhorn, Staff writer Friday, February 22, 2002 A former CIA
director is encouraging a Kansas University professor to move forward with a
plan the professor says will help prevent future terrorist attacks on the
United States. Felix Moos, a KU anthropology professor, is promoting a plan
to create ROTC-like programs on university campuses to train future national
security and intelligence officers. I think Sept. 11 was a failure in our
intelligence, Moos said. We don't have enough people to follow all the
leads we receive. We have a superb record of acquiring information, but
somebody has to make sense of it all. Moos has been encouraged by retired
Adm. Stansfield Turner, director of the Central Intelligence Agency under
President Carter.

SUPPORTING THE ISRAELI ARMY RESERVE OFFICERS WHO ARE SAYING no TO THE
OCCUPATION

-I need your help on this.

We are trying to mobilize public support for the reservists. Will you sign
this ad and donate to help us publish it in the NY Times and in some Israeli
newspapers? Here is the text of the ad we will publish if you and others
send enough money to make it possible. Please sign and send us your support,
and copy and circulate this to everyone on your email lists, plus bring hard
copies to show to friends and members of your community.

Support the Israeli Army Reservists who say No to the Occupation

Over 200 brave Israeli Army Reserve Officers have risked their careers and
now face jail sentences because they publicly refuse to serve in the Israeli
army in the West Bank and Gaza. These soldiers have witnessed their own army
violate human rights, practice torture, destroy homes, and perpetrate
violence against civilians, acts that have become necessary to maintain an
oppressive Occupation. They won't be silent partners to the Occupation any
longer. Nor will tens of thousands of Israelis who have taken to the streets
in demonstrations against the Occupation.

 Neither will we!

Join with us and the Israeli peace movement in calling for an immediate end
to the Occupation of Gaza and the West Bank.

We are a committed pro-Israel movement that, like the reservists, upholds
the highest vision of what Israel and the Jewish people stand for--a world of
peace, justice, love of the stranger, generosity, and goodness. We reject all
attempts by some sectors of the Jewish community to portray us as
self-hating Jews or anti- Semitic non-Jews.

We call for a compassionate, generous, and open-hearted approach to ending
the Occupation and providing reparations for Palestinian refugees. This is
necessary for peace, as is the end of all terror and violence against Israel
by Palestinians.

We call upon local synagogues and other Jewish institutions to publicly and
unequivocally support the Israeli Reserve Officers who refuse to serve, and
to demand that Israel end the Occupation.

We invite you to participate in a world-wide day of fasting on March 27,
from sunrise to sunset, in support of the reservists and in opposition to
the use of violence by both sides and in opposition to the Occupation.

We encourage you to turn part of your Passover Seder on the evening of
March 27 into a mini teach-in on the way that Israel is acting as Pharoah to
a population that is seeking its own freedom and self- determination. But
don't be one-sided:

 * both sides continue to make self-destructive and immoral choices, and *
both sides bear responsibility for the tragedy that has unfolded in
Israel/Palestine. Nevertheless, on Passover, Jews cannot celebrate our
freedom without committing ourselves to the liberation of everyone else as
well--starting with the Palestinian people.

The new Israeli refuseniks have learned the lessons of history:

Following orders to enforce a brutal Occupation does not work, when doing
so means violating international law, human rights, and the basic moral
standards of humanity. We join with these reservists in saying NO to the
Occupation.
