SINGAPORE--Being controversial helps Sun Microsystems stand out in a highly 
commoditized technology market, CEO Scott McNealy says.
I can't worry about skepticism. If there's no controversy, and everybody 
buys into our ideas and follows them, there is no chance of making money, 
McNealy told reporters at a press briefing following his public address 
here Wednesday.

The question is whether we have a controversial and right strategy. If so, 
we'll make a lot of money, he said.



During the public speech, McNealy gave his take on the future network and 
debatable developments that will constitute the next big thing in 
technology--all powered by Sun's products, of course.

He put forward the company's bold N1 and throughput computing efforts 
under which new layers of software will be designed to better coordinate 
and utilize computing and storage power in corporate systems.

In addition, McNealy envisioned a world where handheld devices and Java 
smart cards will provide users with secure mobility and ubiquitous access 
to the Internet, possibly rendering the present-day PC redundant. As an 
example, user identities can be stored in Java smart cards while their 
desktop information and applications are saved on the enterprise server.

People only need to go to a 'dumb' client such as a Sun Ray workstation, 
slide their Java cards through and they will be able be retrieve their 
desktop, McNealy said. This way, people are not bound to their terminals, 
and in instances like an office move, no tedious reconfiguration is necessary.

Unlike PCs, which house their own processors, Sun Ray desktops mostly rely 
on a central server to do most processing tasks. They are equipped with 
smart card readers for user authentication.

While the concept of having an all-in-one card may seem far-fetched for 
most countries, McNealy feels it could be feasible in a small but 
technologically advanced state like Singapore.

This is probably the only place on the planet to be able to realize this 
Java card vision, he said.

Describing Intel's Itanium chip as a serious disaster from a very good 
company, McNealy confirmed plans for the launch of a new Sun 
microprocessor next year. Dubbed Niagara, the new processor will come with 
eight processor cores that can handle four instructions each, he said.

McNealy left Singapore last night to continue the Australian and Indian leg 
of his Asian tour, where more jibes against rivals like Microsoft and Intel 
can be expected.

Deep Concerns

At this grim moment, we can do nothing to stop the ongoing invasion. But
that does not mean that the task is over for people who have some
concern for justice, freedom, and human rights. Far from it. The tasks
will be more urgent than before, whatever the outcome of the attack. And
about that, no one has any idea: not the Pentagon, the CIA, or anyone
else. Possibilities range from the horrifying humanitarian catastrophes
of which aid and relief agencies that work in Iraq have been warning, to
relatively benign outcomes - though even if not a hair is harmed on
anyone's head that will in no way mitigate the criminality of those
willing to subject helpless people to such terrible risks, for their own
shameful purposes.
As for the outcomes, it will be a long time before preliminary judgments
can be made. One immediate task is to lend what weight we can to more
benign outcomes. That means, primarily, caring for the needs of the
victims, not just of this war but of Washington's vicious and
destructive sanctions regime of the past ten years, which has devastated
the civilian society, strengthened the ruling tyrant, and compelled the
population to rely on him for survival. As has been pointed out for
years, the sanctions therefore undermined the hope that Saddam Hussein
would go the way of other murderous tyrants no less vicious than he.
That includes a terrible rogues gallery of criminals who were also
supported by those now at the helm in Washington, in many cases to the
last days of their bloody rule: Ceausescu, to mention only one obvious
and highly pertinent case.
Elementary decency would call for massive reparations from the US;
lacking that, at least a flow of aid to Iraqis, so that they can rebuild
what has been destroyed in their own way, not as dictated by people in
Washington and Crawford whose higher faith is that power comes from the
barrel of a gun.
But the issues are much more fundamental, and long range. Opposition to
the invasion of Iraq has been entirely without historical precedent.
That is why Bush had to meet his two cronies at a US military base on an
island, where they would be safely removed from any mere people. The
opposition may be focused on the invasion of Iraq, but its concerns go
far beyond that. There is growing fear of US power, which is considered
to be the greatest threat to peace in much of the world, probably by a
large majority. And with the technology of destruction now at hand,
rapidly becoming more lethal and ominous, threat to peace means threat
to survival.
Fear of the US government is not based solely on this invasion, but on
the background from which it arises: An openly-declared determination to
rule the world by force, the one dimension in which US power is supreme,
and to make sure that there will never be any challenge to that
domination. Preventive wars are to be fought at will: Preventive, not
Pre-emptive. Whatever the justifications for pre-emptive war might
sometimes be, they do not hold for the very different category of
preventive war: the use of military force to eliminate an imagined or
invented threat. The openly-announced goal is to prevent an challenge to
the power, position, and prestige of the United States. Such
challenge, now or in the future, and any sign that it may emerge, will
be met without overwhelming force by the rulers of the country that now
apparently outspends the rest of the world combined on means of
violence, and is forging new and very dangerous paths over
near-unanimous world opposition: development of lethal weaponry in
space, for example.
It is worth bearing in mind that the words I quoted are not those of
Dick Cheney or Donald Rumsfeld or other radical statist extremists now
in charge. Rather, they are the words of the respected elder statesman
Dean Acheson, 40 years ago, when he was a senior advisor to the Kennedy
Administration. He was justifying US actions against Cuba - knowing that
the international terrorist campaign aimed at regime change had just
brought the world close to terminal nuclear war. Nevertheless, he
instructed the American Society of International Law, no legal issue
arises in the case of a US response to a challenge to its power,
position, and prestige, specifically terrorist attacks and economic
warfare against Cuba.
I bring this up as a reminder that the issues are deep-seated. The
current administration is at the extremist end of the policy-planning
spectrum, and its adventurism and penchant for violence are unusually
dangerous. But the spectrum is not that broad, and unless these deeper
issues are addressed, we can be confident that other ultrareactionary
extremists will gain control of incredible means of devastation and
repression.
The imperial ambition of the current power holders, as it is frankly
called, has aroused shudders throughout the world, including the
mainstream of the establishment at home. Elsewhere, of course, the
reactions are far more fearful, particularly

Australia has warned it had credible information terrorist groups known
to target Westerners were planning an attack in Indonesia's second
largest city in the next day or so.
The Department of Foreign Affairs and Trade (DFAT) advised Australians
not to visit Surabaya, which has been the scene of street protests over
US-led military attacks on Iraq.
The attacks are believed to be planned for on or around
tomorrow.
The Department of Foreign Affairs and Trade advises that it has
credible information that terrorist groups with a history of targeting
Westerners and Western interests may be planning terrorist activity on or
about 23 March in Surabaya, Indonesia, DFAT said in a
statement.
Australians were warned not to travel to Surabaya and those already there
should stay home and exercise extreme caution.
They should avoid commercial and public places frequented by foreigners
including clubs, restaurants, bars, hotels, schools, fast food outlets,
shopping centres, places of worship, public transport and any buildings
associated with foreign interests.
The Australian Embassy in Jakarta has issued a bulletin to Australians in
Indonesia warning of the danger.
Australia issued a general travel warning to Indonesia following the Bali
bomb blasts on October 12 last year which killed more than 200 people,
nearly 90 of them Australian.
We continue to advise Australians to defer non-essential travel to
Indonesia including Bali, DFAT says.
Australia committed 2,000 troops to the US-led war on Iraq, making it
part of the focus of anti-war protests in Jakarta.
The Australian embassy said Australian interests known to be in Surabaya
included three military personnel providing maintenance for Nomad
aircraft Indonesia purchased from Australia, an Indonesian national who
is an Austrade official, an education centre associated with a local
university and a West Australian trade office.
The DFAT advice did not elaborate on which group might launch an
attack.
Key suspects in the Bali bombing had admitted to being connected to the
Jemmah Islamiah terrorist network, which is the most serious group to
have targeted Westerners.
Security analysts and Western diplomats say they cannot be confident that
the network has been closed down since several of its senior members,
including spiritual leader Abu Bakar Bashir, Bali bombing planners Muklas
and Imran Samudra, and operatives Amrozi and Ali Imron, were arrested
following the October 12 attack.
On Friday, a senior Western diplomat also expressed concern that Iraqi
agents acting for Saddam Hussein's regime may be active in
Indonesia.

US troops under attack in Afghanistan
BAGRAM AIR BASE, Afghanistan: US forces in Afghanistan were
pounded by rockets launched by suspected extremists as coalition troops
continued a major al Qaeda hunt, the US military said yesterday.
Spokesman Colonel Roger King said more than a dozen rockets were targeted
at three separate US bases in what was the largest assault on US forces
in almost five months.
The attacks came as up to 1,000 personnel continued a major air and
ground offensive against al Qaeda, code-named “Valiant Strike”, in
mountains near the former Taliban stronghold of Kandahar in southern
Afghanistan.
King refused to link the attacks, which occurred over a 24-hour period in
southeastern Paktika and Khost provinces and central Uruzgan, to the
start of US-led hostilities in Iraq.
“Special Forces in Orgun (in Paktika) reported six 107 mm rockets
impacting near their base at around 6pmon Thursday,” King told reporters
at the US military’s Afghan command on Bagram air base, north of Kabul.
“Four rockets were fired one hour later to the north of the base,
followed by a last round at 10 pm .” 
“This last rocket fell four kilometres from the base and none of the
rockets fell within 500 metres of the base. There were no casualties and
no material damage,” King said.
King said US Special Forces also observed missile fire in Khost against a
border post on the nearby frontier with Pakistan at around 2 am
yesterday.
He said fire was returned and close air support from an A-10 aircraft
dropped several bombs on the suspected positions of the attackers. Again
there were no US casualties or damage reports.
According to officials in Khost, coalition troops Thursday aided US
forces in an operation to remove two unruly local security
commanders.
At Deh Rawood in the central province of Uruzgan, US Special Forces
reported that a rocket missed an observation tower near one of their
outposts at around 2am yesterday, King said.
Rocket attacks against US outposts in Afghanistan occur frequently, but
few hit their mark.
The attacks came as almost 600 ground troops backed by heavily armed
helicopters continued Valiant Strike, which was launched at dawn on
Thursday in the Sami Ghar mountains east of Kandahar and close to the
Pakistan border.
Afghanistan’s frontier with Pakistan is thought to conceal numerous al
Qaeda and Taliban fighters, many of whom are sheltering from intensified
hunts on the Pakistan side of the border following several key
arrests.
King said US troops had poured into the villages of Gari Kaloay and
Sekandarzay, around 140 kilometres east of the city of Kandahar, but had
not encountered any opposition.
“Operation Valiant Strike continues, there has been no contact with the
enemy in the past 24 hours,” King said.
“It is in a mountainous and isolated area, with villages in the valleys
and caves at altitude. Our troops have positioned their forces in the
area and have launched operations and searches,” King said.
Questioned on the objective of Valiant Strike, King said the target was a
“small number of al Qaeda members” but mainly Afghans loyal to other
extremist groups.
Believed to be one of the largest operations in the US-led coalition’s
operation in Afghanistan, Valiant Strike comes on the heels of several
major offensives against al Qaeda and their Taliban allies. – AFP

only an anology.The whole world is against the war but
they are all oppurtunists-they will strike only when
they can.The war may do more damage even than all the
oil it can get.

The Howard Government's ASIO Bill still infringes indispensible
democratic principles.
On Thursday, the day that Australians joined Americans and Britons in
attacking Iraq in what their governments have, with increasing passion,
insisted is a war of liberation, the Federal Government reintroduced the
ASIO Amendment (Terrorism) Bill. The Age supports this war on the
basis of the threat that Saddam Hussein's despotic regime presents to
life and liberty, in Iraq and the wider world. There is a danger that
terrorists might acquire Iraqi weapons. The Age has also accepted
that the threat of terrorism justifies a careful tightening of
legislation to ensure security agencies can do their job properly. 
The ASIO Bill, however, goes too far; some key provisions actually
threaten rather than protect the liberty of law-abiding citizens. The
Senate recognised this in rejecting the bill late last year and we see no
reason why the bill, despite some concessions, should pass while
objectionable elements remain intact.
The bill provides for the detention, incommunicado at first, of not only
terrorist suspects, but non-criminals who may have information of use to
ASIO. Even once access to a lawyer is granted (this must be immediate in
the case of children), the lawyer must be approved. Those who
refuse to answer questions risk jail - a potential threat to journalists
who are ethically bound to protect their sources.
Although there are provisions for retrospective review of detentions, the
bill has obvious implications for the role of the media as a democratic
check on abuses by government agencies. Thus The Age has
editorialised against the bill, argued before the Senate Legal and
Constitutional Committee that the bill's provisions could muzzle and
intimidate a free press, and applauded when the committee concluded, in
the words of its chairwoman, Liberal Senator Marise Payne, that the
bill's departure from fundamental principles of criminal law
had not been justified.
Some of the powers that would be conferred on ASIO, which is constituted
as an intelligence-gathering organisation, are more akin to those of a
secret police force. The legal guarantees that ensure Australians are not
detained secretly and without charge, have legal representation and may
remain silent are venerable rights that in large part define our
democracy, setting us apart from nations such as Iraq.
The Government should take care not to scorn those who dissent against
the bill's provisions. We live in traumatic times, and the Government's
desire to take strong action to protect the nation is understandable. We
also have little reason to believe it intends to abuse the powers it
seeks.
Despite the Government's stated reluctance, the bill's sunset clause is
appropriate, otherwise such laws will be with us long after this
Government is gone. There can be no assurances about the conduct of
future governments should we surrender long-standing protections for
individual Australians. No democratic government should have such powers
over its citizens in the first place.

Woman files lawsuit
against President

A Fort Bend County woman files a lawsuit on former Governor and current
sitting President George W. Bush. 
Margie Schoedinger of Missouri City, Texas has filed a lawsuit against
George W. Bush in Fort Bend County Court. In her suit she is alleging
race based harassment and individual sex crimes committed against
her and her husband. The suit lists numerous offenses and asks for
actual damages, punitive damages and judgments against George W. Bush.

In her suit, among the many allegations, she has stated, On or
about, October 26, 2000, an attempt was made to abduct Plaintiff
(Schoedinger) by three unknown assailants. Because of the actions of
these assailants, Sugar Land police officers were dispatched to the
scene. In the end, no report was taken. The assailants were treated
respectfully and allowed to go free while Plaintiff (Schoedinger) was
repeatedly and aggressively questioned. After filing a lawsuit, the
Plaintiff’s family and past contacts were questioned and harassed.
As a result, Plaintiff dismissed Plaintiff’s lawsuit. Irrespective of
Plaintiff dismissing the lawsuit, the harassment continued.
Schoedinger, goes on to allege at some point, she contacted the
Houston office of the Federal Bureau of Investigation, filing a raced
based harassment complaint, advising that the Sugar Land Police
Department may or may not be harassing Plaintiff on behalf of her
neighbors in Sugar Land or possibly on behalf of the First Colony
Community Services Association. 
Schoedinger further states in her lawsuit, The (FBI) agent in
question advised her that the situation appeared to be highly organized
and most likely higher level, such as a racist organization.
Furthermore she states, Throughout this conversation, she learned
that there was no time that the Defendant (Bush) ever stopped watching
Plaintiff’, nor did he stop having sex with Plaintiff. The sole concern
of the Defendant and his representatives was whether Plaintiff could
actually recall whether Plaintiff could actually recall, the individual
sex crimes committed against Plaintiff and Plaintiff’s husband, utilizing
drugs. 
Section VII of the lawsuit states; Whether or not Plaintiff’s
husband was raped remains in question, as Plaintiff was drugged after she
was raped and her husband was drugged before her rape. Plaintiff can only
state that these men purported to be FBI agents raping her for the
purpose of covering for how many times they had drugged her and allowed
the Defendant to rape her in the same manner. 
She also alleges that in writing letters directly to the Federal Bureau
of Investigation, Houston Office, instead of assisting Plaintiff
with her concerns, the FBI took on the same demeanor as the Sugar Land
Police Department. Eventually, Plaintiff learned, via telephone
conversations, that both the Sugar Land Police Department, and the
Houston Office of the Federal Bureau of Investigation were acting at the
behest of the Defendant, George W. Bush. As a part of their defense, the
Sugar Land Police Department conducted a background investigation into
Plaintiff’s past activities. In the end, this investigation yielded the
following information: Plaintiff had seven dates, (which became seven
lovers), had told no lies, committed no crimes, gotten 2 traffic tickets
and dated George W. Bush as a minor. 
Sugar Land Police Department Captain Marcaurele said his department has
no record of any complaints by Ms. Margie Schoedinger. Several attempts
were made to contact Ms Schoedinger, she never returned any calls. 
Ms. Schoedinger’s law suit was filed on December 2, 2002 and is currently
in the Fort Bend County system in County Civil Court at Law 3.
Schoedinger is listed as her own legal representative.

The US bombardment of Baghdad, which began in earnest
Friday, is a horrific, brutal and cowardly attack. It is being carried
out for predatory imperialist aims—above all, the seizure and control of
oil wealth—against the defenseless population of a nation that represents
no threat to the American people. March 21, 2003 is a shameful day in US
history.
In the first day of the campaign of “shock and awe”—the modern equivalent
of the Nazi blitzkrieg—as many as 3,000 lethal bombs and cruise missiles
rained down on Iraqi cities, principally Baghdad, a metropolis of some
five million people. American military officials have indicated that they
intend to unleash in the opening phase of the current war ten times the
destructive power employed twelve years ago in the initial stage of the
first Persian Gulf war.
According to Rear Admiral Matthew Moffit, aboard the USS Kitty Hawk, some
320 missiles were launched on Baghdad. Each missile can carry a
1,000-pound warhead and is designed to fly at low altitudes near the
speed of sound to hit “high value” targets.
Reported upon with undisguised glee by the American media, the bombs and
missiles exploded with terrifying force in Baghdad, creating enormous
fire-balls, deafening explosions and sending mushroom clouds into the
sky. During the first wave of attacks, at around 9 p.m. Iraqi time,
Reuters correspondent Khaled Oweis reported, “The earth is literally
shaking in Baghdad.”
A second wave of bombs and missiles hit an hour or so later. At that time
CBC News reported that “large parts of Baghdad [were] already in flames.”
Jordanian journalist Tamara al-Karram told CBC, “You can’t even know what
places are the targets now. There is no safe place in Baghdad now.” Other
eyewitnesses confirmed that sections of the city had been turned into an
inferno.
Jean-Pierre Perrin of Libération, the French daily newspaper,
described bombs that “on striking the ground, give the impression of
transforming into huge balls of fire” and eventually turn into “thick
columns of black and grey smoke visible for kilometers around.” He
continued: “Each explosion makes the downtown buildings shake and the
bomb blasts can be felt some kilometers from the point of impact.”
A reporter for IslamOnline.net described “a ferocious and
terrifying aerial assault on the Iraqi capital.” The report went on to
say, “The air was thick with clouds of smoke as missile after missile
whistled through the sky, followed by furious explosions as they slammed
into targets across Baghdad, including the Republican Palace. ... It was
impossible to count how many buildings had been hit. Balls of choking
black smoke rose in the sky as Baghdad was repeatedly pounded.”
According to Reuters, “Fires broke out in wrecked buildings. Ambulances,
fire engines and police cars rushed around otherwise deserted streets of
the city, sirens wailing. Fires raged in different parts of the city.”
Associated Press reporter Hamza Hendawi wrote, “A huge fire raged to the
south of the city; the red glow of the flames illuminated the
horizon.”
Other journalists spoke of a “flood of fire.” A headline in the Saudi
English-language newspaper Arab News read, “Hell Rains Down
on Iraqis.” The article described a family of eight killed when their
vehicle overturned as they attempted to flee the bombing.
Attacks of similar ferocity were launched on the northern Iraqi cities of
Mosul and Kirkuk and on Basra, in the south.
The number of Iraqi civilians killed in the March 21 attacks is
impossible to determine. No one watching the ferocious assault can doubt
that casualties were high. The US government, in the person of one of its
chief thugs, Defense Secretary Donald Rumsfeld, insisted that “no
comparison” could be made between the US-led bomb attacks on Baghdad and
those of World War II. “The weapons that are being used today have a
degree of precision that no one ever dreamt of in a prior conflict,”
Rumsfeld said.
When one reporter at the Pentagon press briefing pointed out that
hundreds of targets in Baghdad were being hit and asked if that alone did
not raise the likelihood of civilian casualties, Rumsfeld dodged the
question.
In fact, a comparison between the Nazi invasion of Poland in 1939 and
other fascist outrages of the 1930s and 1940s and the current US campaign
is entirely apt. In terms of sheer firepower, the American assault on
Baghdad undoubtedly surpasses the German Luftwaffe’s pounding of Polish
cities.
No regime has launched such a one-sided military campaign since that
time—until now. The scenes of downtown Baghdad in flames make abundantly
clear why US officials insisted on covering up a reproduction of Pablo
Picasso’s “Guernica” at the UN Security Council during Secretary of State
Colin Powell’s February 5 presentation of the American case for war

Czech Republic Publishes Ex-Agents List

PRAGUE, Czech Republic (AP) - The Czech Interior Ministry on Thursday published a list of some 75,000 people identified as agents of the former communist secret police, the STB. 
The 5,700-page list was posted on the ministry's Internet page and Czechs can consult it at six offices, four of them in the capital, Prague. 
Since 1997, Czech citizens have been allowed to see their own police files, but not files held on other people. A new law that was adopted by the parliament last year gave them access to all STB files and ordered the Interior Ministry to publish the names of everyone listed as an agent. 
``It should not harm too much the people listed,'' deputy Interior Minister Vladimir Zeman said at a news conference, adding that most of the people listed already were known to have collaborated with the STB. 
A much larger, unofficial list of more than 100,000 agents was published by a former dissident in the early 1990s in then-Czechoslovakia. 
The new law opens the files of Czech citizens only, Zeman said, explaining the discrepancy in the number of names published. He said the STB had records of some 30,000 Slovak agents. 
Czechoslovakia split peacefully into the Czech Republic and Slovakia in 1993. 
Zeman conceded that the unofficial list may have been more accurate as many files were destroyed by the STB shortly after the fall of communism in 1989.

turn onto KSA.
How ever Saudi with Mecca and Madina is a dangerous
country to attack.Saudi will surely take it as a war
on muslims and the impact of that is severe.Saudi is
the holy country.Its not like attaking iraq.

Several days ago I issued a call on Infoshop News for people to email
Google News
(http://news.google.com/),
asking that this popular search service index Infoshop News like it was
doing several months ago. One of Infoshop News' many readers and
supporters sent Google News an email and got back a response which is
listed below. It has become apparent that Google News is inventing
excuses to not index popular alternative news websites, including
Infoshop News. Google News may claim that they offer access to over 4500
sources of news, but their policy in regards to Infoshop News indicates
that popular alternative news websites need not be indexed. 
Shortly after Google announced their fancy news service that was
trumpeted as being put together by fancy computer programs, I sent them
an email asking that Infoshop New be included in their indexing. After
they responded that they couldn't because of technical
reasons, I replied with an email explaining Infoshop News and even
provided them with the RSS/RDF file for the website (this is an automated
syndicated newsfeed updated three times daily.) Google News started
indexing Infoshop News and I assumed that this was still happening until
I conducted several test searches on Google News a few weeks ago. 
It's not clear that the response from Google printed below represents
official Google policy. If it does, it would mean that Indymedia, as well
as many other news websites and blogs on the web would not be indexed.
Not only would this again reinforce the media monopoly, but Google users
would lose access to the exciting phenomenon of independent news
publishing on the Internet. 
If you take this rejection letter seriously, there are several problems
with it. First of all, the articles on Infoshop News are not all produced
by one person. Secondly, we don't have any paid staff, but we feature
original content and content from mainstream and alternative news
sources. And as many Infoshop News regulars know, I serve very much as a
staff editor for Infoshop News.

Indymedia, please send an email of support to:

Swarm Warfare from Silicon Valley.

Silicon Valley techs and engineers helped paralyse the city of San 
Francisco in a day long series of actions and surprises, which closed off 
freeways and most of downtown. Over one thousand were arrested - and the 
final total may be much higher - creating havoc as a demonstration against 
the war on Baghdad.
Protesters used lo-fi technology and distributed, or swarming techniques as 
the local paper the SF Chronicle characterised it, in this story, entitled 
S.F. police play catch-up: Protesters roam in small, swift groups to stall 
city traffic.
Valley engineers took the day off work to join them. We saw physicists 
against the bomb and all kinds of engineers rallying in the city, and proud 
to tell us that they were engineers. For example, a software engineer 
called James who works at Apple, and who had this sign.
The extent of the many concurrent actions can be seen at SF's Indymedia site.
The decentralised and spontaneous nature of the action owes much to the 
experimental techniques of derive of Amsterdam's Situationists - who marry 
dada with an unforgiving critique of the media's collaboration with 
capitalism. These were repeated by their Manchester counterparts in 
England, MAP (Manchester Area Psychographic). A derive is a spontaneous 
wander - it's French for 'drift' - through a city, using such disruptive 
techniques as for example, taking a walk through Vienna using as your 
guidebook the A-Z of London. With such playful-constructive behavior, you 
get to notice a lot more of the power alignments around you.
The Dadaists came up with the idea, but the Situationists added 
detournement - repurposing something such as this Bebe poster, and there 
was no shortage of Dada on display in San Francisco. One group held a Vomit 
For Peace.
Bob Dickinson, who recently led a derive in Manchester, was glad to revive 
the group after a few dormant years.
We experimented with new techniques where groups went off on their own in 
small numbers - the Dutch call it swarming - and it was a great success. It 
became a history tour or a pub crawl, then, too, he told us.
The element of surprise was vital to the anti-war demonstrators in San 
Francisco today, and can be considered a success: the demonstrators were 
always one step of the authorities, as the SF Chronicle acknowledges. The 
tactics were honed in Seattle, in the landmark protests against the World 
Trade Organisation, but have been refined since.
It was strictly non-violent, which much have exasperated the authorities, 
for as soon as one action appeared to be getting critical (as this chain-in 
by A Jewish Voice for Peace) seemed to appear, it evaporated, and a new 
action appeared. At times as many seven at once were taking place, and had 
vans full of truncheon-armored, and teargas-armed cops veering from one 
corner of the city to another. Overhead, from 7am when the actions started, 
four or five helicopters hovered overhead: typically one or two police 
rotors, and two from the TV networks. Who despite their airborne hardware, 
didn't have a scope on the unfolding action. Half a mile away from the 
nearest sit-down, in front of an empty Macy's store, a plush TV presenter 
who looked like a tanned afternoon chatshow host was speaking to camera. 
Apart from the police, he was the only one on the street.
But hang on, isn't IT supposed to be about this decentralised technology, 
swarms, and stuff? That's where all the cool people go!
Well, not everyone. When Clay Shirky, who's written much about 
decentralised technology, was asked about the Seattle WTO riots he had 
something to say.
Helpfully Clay - who writes down everything he thinks and publishes it - 
has given it a web page on his website of harvested thoughts: Clay Shirky's 
Writings About the Internet - subheading Economics and Culture, Media and 
Community, Open Source. Look, it's all there: and this observation has a 
page of its own. Only this is very reactionary, and a case of not noticing 
what you preach being practiced in front of your eyes.
Clay, meet swarm.
And only yesterday Doc Searls was bemoaning the scarcity of Peace Blogs, 
observing: There isn't a conversation about peace in the blogosphere to 
equal the conversation about war.
He brought up a link to one of Clay Shirky's Power Distribution Curves 
(whatever they are, but whatever they are is surely Very Important) to 
prove it.
Except, the Peace movement had paralysed and entertained a city of a 
million, and been reported around the world. Which takes a lot more 
imagination and courage than hiding behind a computer screen, and surely 
proves that you need to peer into Wetspace now and again - or at least out 
of your window - to see what's happening in the world.
People were communicating to each other to provide 16 hours of spontaneous 
entertainment for themselves and the city - but the answer isn't very sexy: 
it wasn't weblogs, it was phones. Indymedia and lots of amateur 
photographers have left records, but

Sometimes lately it's been hard to stop from gagging when being served up 
yet another supposedly incontrovertible lesson in history proving that 
Saddam Hussein is an updated Hitler or Castro or that the United Nations is 
the League of Nations Mark II. Just how much benefit all these finely tuned 
historical appraisals can provide is not moot. They have no value.

The world in 2003 - after the September 11 and Bali attacks, and in the 
light of the Bush Administration's avowal to battle a nuclear-equipped 
axis of evil above and beyond the known terrorist networks - is a 
frightening, unknowable place. What were verities only two years ago, such 
as concepts of deterrence and co-existence, and the willing adherence of 
America to multilateralism, are now obscured by gigantic question marks.

George Bush's doctrine is ahistorical. Its bedrock assumption is that the 
interdependence of nations has not worked and that a new order, built on 
the respect of force, is the only way to preserve and protect America's 
interests. It is not an extension of the previous world order; it seeks to 
operate from a clean slate.

This is a problem for those trying to find their bearings, but history can 
offer no comfort when it has been declared not to exist. In these 
circumstances it might pay to look more for the dissimilarities, rather 
than the similarities, with the past. In 1990-91, for example, when the 
first Gulf War took place, the conflict between a UN-sponsored coalition 
and Iraq was seen as a discrete engagement. It had a sole objective: the 
ousting of Iraqi forces from Kuwait. It was not part of a broader campaign.

This is a key point of difference between then and now. US foreign policy 
between the Second World War and 2001 was built almost entirely on the 
desire to avoid chaos either through deterrence or persuasion. From the 
mid-1940s on, the United States signed on to - and in each case fostered - 
co-operative international models, including the UN, NATO and the financial 
machinery created under the Bretton Woods agreements.
The Bush Administration, by contrast, is simply not interested in any forum 
or agreement that would require the US to moderate or otherwise alter its 
behaviour. In only 26 months in power, it has rejected the Kyoto protocol, 
withdrawn from the Anti-Ballistic Missile treaty with Russia, pulled out of 
the International Criminal Court and pooh-poohed attempts by developing 
countries to make pharmaceuticals cheaper.

NATO as a political entity is now a flaming wreck. The UN is weakened, 
probably quite seriously. A sign of the Bush White House's attitude to 
diplomatic negotiations came last week, when as what turned out to be the 
UN Security Council's final round of to-ing and fro-ing was in full swing, 
the Pentagon set off its Massive Ordnance Air Blast bomb, or MOAB, to 
demonstrate its firepower - part of its shock and awe plan for its 
assault on Iraq.

Since September 11, 2001 America's diplomacy has been - and Bush couched it 
in just these terms soon after those attacks - a series of showdowns of the 
with-us-or-agin'-us variety. Bush's view of the world is black-or-white. As 
a born-again Christian, he thinks and deals in absolutes.

Something has happened to Bush since he ran as the Republican presidential 
candidate three years ago. Then, he was almost an isolationist. Bush argued 
that America needed to withdraw, to tend more to itself. In one respect, 
with regard to active, committed membership to collegiate bodies such as 
the UN, he has delivered on that policy.

But, because America was subject to direct attack on September 11, this 
withdrawal from formal multilateralism has been accompanied by something 
that was not contained in the original script and would seem to be at odds 
with the initial approach: overt military adventurism.

The correctness of America's position is not at issue here; it will do what 
it judges to be in its best interests. What is crucial is that America's 
motivation is understood. The British Prime Minister, Tony Blair, has 
harboured an idealist's view of what can be achieved through the so-called 
Coalition of the Willing - a sort of US-Europe bulwark to terrorism and the 
values that nourish it.

So far, little has come from the Bush camp to suggest that it shares 
Blair's idealism. Bush and his chief advisers appear to see their remit as 
this: to do whatever is needed to protect America and Americans, something 
that may or not coincide or conform with the objectives of other countries. 
It is a wild and woolly approach. National and international relationships 
established over decades are being remade as you read this, as the bombs fall.

How much is the avid pursuit of the Bush doctrine in Australia's interest 
and how much further is John Howard willing to go in Bush's crusade? Can 
Bush stop at Baghdad?

War News: Go Beyond the Usual Suspects
What follows is this Sunday's column. I've gotten permission to post it 
early, because it feels timely.

In the 1991 Gulf War, the American public was fed an a homogenized version 
of reality. The news consisted of the same sound bites, presidential 
declarations, Pentagon briefings, etc. -- essentially identical information 
no matter what the media source.
In the first 24 hours of the latest Gulf War, the same situation prevailed 
for the vast majority of Americans. This time around, however, a minority 
-- but a growing one -- had learned a lesson from the aftermath of the 
Sept. 11 attacks. They had a robust online alternative. The World Wide Web, 
e-mail lists and other online sources offered content with context and nuance.

Maybe you didn't have time at the start of this war to check out the 
alternatives. In coming weeks and months, please make the time.

The amount of information this time is going to be overwhelming. Hundreds 
of professional journalists are in the Middle East covering the events, and 
the Web gives us access to most of what they're going to tell us.

Many are ''embedded'' in combat units. They'll provide all manner of 
on-the-ground reports, albeit censored, using modern communications 
technology that will shock us with its immediacy.

Some of the coverage will come from media that do not parrot the U.S. 
government's view of the conflict. In the weeks leading up to the war, when 
much of the American press dismissively covered internal dissent and mocked 
the rest of the world's misgivings as weak-kneed whining, many people 
started looking to British media for the kind of information and opinions 
they weren't finding here.

Several weeks ago, the London Observer broke a story of U.S. spying on the 
United Nations delegations of Security Council members. It quoted a 
memorandum by a National Security Agency official. The U.S. media 
organizations that bothered to cover the story downplayed it, but it was 
big news elsewhere -- and on the Web.

The rise of the passionate amateur, meanwhile, has given us valuable new 
insights. Nowhere is that more true than in weblogs and other kinds of 
personal media that transcend the soapbox genre. Collectively, they expand 
the marketplace of ideas.

Some webloggers serve a clearinghouse function, becoming a collaborative 
filter and conversation. They sort through the journalism, professional and 
amateur, and point the rest of us to the most interesting coverage.

I also subscribe to a number of mailing lists where other subscribers do 
much the same thing. They spot interesting new coverage, and tell everyone 
else on the list. I'm a big fan of Dave Farber and his “Interesting People” 
list; Farber's readers tell him about useful material and he tells everyone 
else.

The soapboxes have their own unique value. These are political weblogs that 
deal mostly with policy issues, with the war and international politics at 
the top of the current agenda. Sometimes they're the classic ''sound and 
fury, signifying nothing,'' but the best force us to reconsider our own 
biases. I frequently disagree with Glenn Reynolds, but his postings are 
always relevant, often enlightening.

The source and quality of information are as important online as in 
traditional media, but more difficult to verify in some cases. As I write 
this, meanwhile, there's a serious discussion online about the bona fides 
of a weblogger who says he's in Baghdad, telling us how things look to an 
Iraqi citizen. We're developing new hierarchies of trust for this new 
medium, just as we have for the traditional publications and broadcasts.

I don't know if the most deeply interactive nature of the Net will emerge 
fully in this war, not the way it will when information technology and 
networks are even more pervasive than they are today. We'll get a hint of 
it as on-the-ground journalists with fancy portable telecommunications gear 
give us their perspectives.

If you want to be informed, roam widely. Watch and read things that support 
your own beliefs. Then look for commentary and data that don't. It's all 
out there.

The need for a better-informed citizenry has never been greater, not in an 
era of such pivotal changes and world-shaping decisions. Yet there has 
rarely been such prevailing shallowness in public discourse.

Our business and political leaders know that reality is an infinite palette 
of grays, not starkly black and white. We know that, too, because we deal 
with those subtleties in your everyday life. Yet our leaders -- and, yes, 
major elements of the mass media -- reduce complex issues to simplistic 
slogans. Why do we go along with this?

I'm not asking you to change your mind on fundamental issues. But I implore 
you to use these new tools to keep it ajar.

Battle of Lancaster.

Thursday Evening at 6:00 100-200 people gathered at the courthouse steps to 
express our outrage agianst the war. After about 45 minutes of letting all 
the motorists and pedestrians who passed by feel our righteous indignation 
against Herr Bush's imperialist war, a smaller contingent began to march in 
what was a large figure 8 throughout the city.
Although not many pro-war hecklers were in evidence and we recieved plenty 
of support from motorists, the police were another story. Initially, we 
marched in one lane up the street, against traffic for about a block and a 
half, the police soon descened. Three were in evidence, one toting a 
sub-machinegun and being all Rambo-like! This in the middle of bumfuck 
Lancaster. I'm still a little freaked out by it. Total lunacy.
We didn't have the numbers to take the streets against Rambo and increasing 
co., but we marched through the city being loud and letting people know 
what's up. It was good and hopefully will keep going. Mad respect for all

Oppression of student activists Published by philly independent media

A series of peace activists in Downingtown Chester county are being 
oppressed by pro-Bush principals.

n thursday the 20th, about 30-40 students held a student walkout at 
Downingtown East High School in Chester county PA around 12:20pm. The 
walkout was in protest to the war with Iraq. It was cold gray and wet 
outside. The principal came out 5 minutes later and informed them that the 
penalty for cutting class was a saturday detention. All but 14 of them went 
back to class. Those that left said it wasn't worth it to stand out in the 
rainy and cold weather. One of the students said The longer we stand here 
in the rain, the more we demonstrate our conviction to our beliefs! This 
rallying cry inspired the students to continue. The principal then 
threatened them with the possibility of suspension. The 14 of them 
remained, they knew that under the district's Disciplinary Code the maximum 
penalty for Defiance of Authority is 3 days of In-School-Suspension. At 
this point the principals took photos of the students at their 
demonstration to use as evidence of their misconduct. The students 
recieved them joyfuly, smiling and making peace signs with their fingers as 
their photos were taken. The students continued on giving antiwar speeches 
underneath the flag pole in front of the building. Although the initial 
purpose of the demonstration was peace, it quickly gained an anti-Bush 
theme as well. The faculty refused to allow the students back into the 
building to use the bathroom. The demonstration was very peaceful and 
rather quiet. The students only missed the last 2 classes. By the end of 
the demonstration, the 14 students remaining were numb from the cold and 
drenched in rain. In an In-School-Suspension the students are able to 
work on the the school work they would have ordinarily been assigned. 
Because of this, an In-School-Suspension does not interfere with their 
education. The students are kept in one room for the entire day, and not 
allowed to speak with one another.

The next day the students were told they have 3 days of 
Out-of-School-Suspension for Endangering the Health, Safety, or Welfare 
of Others. In Downingtown Area School District's Secondary Code of 
Discipline, the students would have to have commited one of the following 
acts to be in violation of this rule.

1. attempt to cause or intentionaly, knowingly or recklessly cause bodily 
injury to another 2. negligently cause bodily injury to another with a 
deadly weapon 3. attempt by phisical menace to put another in fear of 
imminent serious bodily injury 4. possess a weapon 5. knowingly cause a 
false alarm of fire or other emergency to be initiated

In an Out-of-School-Suspension the students do not recieve work for the 
lessons they will miss. As a result, the students grades are affected.

The principals were questioned by parents over in what way the students had 
commited the violation. The response they were given wasThey could have 
been hit by a car. The parents and students asked them to elaborate on 
this and they refused. Throughout the demonstration, the students 
participating stayed on the side walk and never strayed more than 10 feet 
from the building. The closest thing to a road nearest them was the 
school's driveway, and throughout the demonstration not a single car came 
in. It is likely that the underlying reason behind all of this is the 
interior politics of the school. The faculty at the school is fiercly 
patriotic and some of the students involved are quite the opposite.

I can understand the need to make an example of the students 
involved(although I don't agree), but there are other ways of doing this in 
accordance with the district's Disciplinary Code. Quite frankly, the lack 
of a teacher to supervise the students does not essentially mean that the 
students are endangering anyone's life. Also the rule cited above specifies 
others, meaning that this does not apply to students endangering their 
own safety. On a side note, durring the transition in between periods some 
students have to cross the parking lot in order to get to the modulars and 
durring this time there is no one supervising them. So are they endanger 
themselves? Out-of-School-Suspension, because of it's academic 
consequences, is usually used for serious offenses like potentially violent 
misbehavior, not for minor infractions which cause no physical harm to the 
students. No one in the demonstration was ever injured or at risk for injury.

S.F. police play catch-up Protesters roam in small, swift groups to stall

Friday, March 21, 2003 San Francisco -- It took three hours for anti-war 
activists to cripple downtown San Francisco using hit-and-run civil 
disobedience tactics to an extent never before seen in the Bay Area.
The city that nursed the sit-ins and be-ins of the counterculture 
protesters of the 1960s was gummed up by a form of demonstration that 
relies on the whims of small knots of activists, who flitted from block to 
block instead of lumbering with the predictability of a mass march.

Although a loosely knit affiliation of small groups called Direct Action 
Against the War coordinated Thursday's demonstration, even its organizers 
didn't know where the hydra was going.

We don't really know how many people are out there or where they're going 
next, Ladan Sobhani, an organizer with Direct Action Against the War, said 
shortly before noon. People make that decision on their own.

At the 11 a.m. peak of the protests, activists had shut down 30 
intersections, blockaded a dozen buildings and forced police to ask 
motorists not to come into downtown.

Fostering this kind of organized chaos was one of the coordinators' goals --

and the challenge for police who admitted to being a step slow.

Often, police would encircle the demonstrators only to find themselves 
encircled. Sometimes as few as 25 demonstrators shut down an intersection 
and stifled traffic for blocks.

It's a cat-and-mouse game, said Deputy Chief Rick Bruce, who heads the 
Police Department's special operations bureau.

We're in a totally reactive mode, he said. We just respond to illegal 
activity. It's tough. They are moving faster than us. They shut down all of 
Market Street this morning. As soon as we would reopen a section, they 
would shut down another one.

Protester Justin Williams of Oakland said police inadvertently helped 
demonstrators seal off streets.

When we block a street for 20 minutes, the cops come and block it for 
another half an hour when they surround a few people and block off the 
corners,  said Williams, who said he had helped clog 10 intersections 
before noon -- but always moved before officers could arrest him.

They're slower than us, so they compensate with total overkill, Williams 
said. There will be 50 cops arresting five people. But hundreds of us move 
on. 

Capt. Kevin Dillon said demonstrators move faster than police because they 
can violate the law. It our job to enforce the law. If we disperse them 
illegally or make an illegal arrest, it will haunt us. They just move as 
fast as they want.

Even protest coordinators were in poor position to predict its effects. 
There were no leaders -- merely pied pipers who escorted activists from 
the dispatch point at Justin Herman Plaza to where reinforcements were needed.

Many of the protesters belonged to one of two categories -- affinity groups,

dozens of clusters of five to 25 friends or like-minded individuals who had 
been planning their initial demonstration target for months; and 
free-lancers who showed up with no set destination in mind.

The affinity groups promptly fanned out to more than two dozen points, 
blocking intersections, encircling buildings or blockading entrances.

Yet few stayed put.

At 7 a.m., Rachel Kennedy and her two Oakland roommates started at Fell 
Street and Van Ness Avenue. Soon, they were off to the Transamerica 
Pyramid. When the police began arresting people, they left. Soon, they 
returned. Then they went to a couple other places along Market Street, 
Kennedy said, before lighting at Sansome and Market.

The large demonstrations are great, too, said Kennedy, a 21-year-old 
Laney College student. But we've been doing them, and obviously people 
haven't been listening. With this, people can't just view them from afar. 
(People inconvenienced by them) have to stop and think about what's 
happening in the world.

The other wave of protesters included thousands who landed in San Francisco 
without a first stop in mind. They were directed to Justin Herman Plaza for 
a quick tutorial on nonviolent civil disobedience.

During their 10-minute orientation, protesters learned the legal hot line 
number -- and to write it on a part of their body where it wouldn't sweat 
away,

so they wouldn't lose it. They were told to bring identification if they 
wanted to get out of jail more quickly, or not to flash an ID if they 
wanted to linger in a jail solidarity.

Orientation leader J.C. Callender advised those who had come alone to link 
up with a buddy for the day who could get them out of jail. They were even 
told to think of something pithy to say for the TV cameras.

Story of find in Afghan cave 'was made up' to justify sending marines

Britain was accused last night of falsely claiming that al-Qaeda
terrorists had built a 'biological and chemical weapons' laboratory in
Afghanistan to justify the deployment of 1,700 Royal Marines to fight
there. The allegation follows a Downing Street briefing by a senior
official to newspapers on Friday which claimed US forces had discovered a
biological weapons laboratory in a cave in eastern Afghanistan after
fighting near the city of Gardez this month. 
A 'senior Whitehall source' gave detailed claims of how American soldiers
had found the cave following heavy fighting for al-Qaeda positions around
the village of Shah-e-Kot. 
One report quoted the source as saying: 'We know from documents found in
Kabul and the lab in the cave that Osama bin Laden has acquired a
chemical and biological weapons capability.' 
The newspapers reported that the find was one of the main reasons the
Government had decided to send the Marines to Afghanistan to fight
al-Qaeda and Taliban forces. The claim, carried by a number of newspapers
yesterday, was denied emphatically last night by Pentagon and State
Department sources. 
A White House spokesman, drawn into the row, said 'no evidence' had yet
been uncovered in Afghanistan that Al Qaeda had succeeded in producing
anthrax or other biological or chemical agents. 
A Pentagon official told The Observer there was no intelligence to
support claims from London that al-Qaeda was developing biological
weapons in the Shah-e-Kot area. 'I don't know what they're saying in
London but we have received no specific intelligence on that kind of
development or capability in the Shah-e-Kot valley region - I mean a
chemical or biological weapons facility,' said an official in the Army
department in Washington. 
The US rebuttal came as Opposition spokesmen demanded that Defence
Secretary Geoff Hoon address the House of Commons to 'clarify' the
claims, amid growing backbench unrest about the way in which the decision
to send the marines was made. 
The first of them are due to arrive in Kabul in the next few days to join
US combat troops already fighting on the ground, amid concern among MPs
about the 'open ended' nature of their mission. 
Liberal Democrat foreign affairs spokesman Menzies Campbell, who called
for Hoon to make a statement, said: 'The House will feel, with some

A Downing Street spokesman said it 'stuck by the thrust of the story' -
that it had evidence al-Qaeda was 'interested' in acquiring such weapons.
But Manning had 'not actually told' reporters a cave lab had been
discovered.

laundering and attempting to export prohibited arms have been added to 
charges against two Taiwanese businessmen already charged with conspiring 
to smuggle arms to Iran, U.S. Attorney Thomas DiBiagio said Thursday. 
En-Wei Eric Chang, a naturalized U.S. citizen, and David Chu were charged 
with trying to buy early warning radar, Cobra attack helicopters and U.S. 
spy satellite photos for Iran in violation of U.S. embargoes against that 
country by a U.S. Grand Jury on March 5. Chu was arrested in Guam on Feb. 
22 and ordered detained by the federal district court in Maryland on March 
14. Chang remains a fugitive and is believe to be in Taiwan. Both 
defendants are residents of Taiwan. If convicted, each defendant faces a 
maximum sentence of 55 years in prison. Officials said the indictment 
resulted from a yearlong arms-smuggling investigation that grew out of a 
new program created by U.S. officials after Sept. 11 encouraging American 
sellers of sensitive military equipment to report suspicious inquiries and 
sales. Authorities said the men came to their attention after one contacted 
a Maryland company about buying satellite images of Tehran. Federal agents 
set up a fictitious business in Maryland, which Chang contacted by e-mail 
and asked to buy the latest military night-vision equipment, military 
helicopters and helicopter parts and special antennae used by pilots to 
detect enemy radar, authorities alleged.

guns and disappeared. Police have found the guns on the site of the
shooting, including one provided with a silencer, and no less than 25
empty cartridge shells. The gunfire that ravaged the bar killed a 31-
year old man from Moscow, and four other visitors, including a man from
Chechnya, were hospitalised with serious wounds. Moscow Interior police
department believes that the shooting last night was a result of a
settlement of scores between different criminal groups and
was a crime committed to contract. The police are investigating.

So goes the torrent of unsubstantiated allegations, despite the contrary 
findings by Hans Blix, his team of weapons inspectors and UNMOVIC.

Yet at the same time, the coalition of the warmongers has presented the UN 
with both plagiarised and forged documents and has placed comminations 
intercepts on the e-mails and phones of UN Security Council members.

They have grossly violated the human rights of their own people, they have 
taken persons from around the world and subjected them to torture and 
denied them that most basic of rights, the right to life.

The US and Britain still hold massive stockpiles of VX nerve gas, anthrax 
and mustard gas which UN resolutions require are destroyed.

Now Howard has bullied the people of this once proud nation into a war with 
unknown and likely dire consequences.

Kofi Annan, supported by the majority of the world's expert opinion, has 
stated that this war is illegal.

In justification for this gross act terrorism, it has been made clear we 
had no choice but to contravene the law and UN resolutions, and invade 
Iraq. Why? Because Saddam has contravened the law and UN resolutions.

Not only is this the most utter hypocrisy, it is surely the Mother Of All 
Bushit.

The U.S.-led invasion of Iraq violates the basic rules of the United 
Nations Charter requiring countries to exhaust all peaceful means of 
maintaining global security before taking military action, and permitting 
the use of force in self-defense only in response to actual or imminent 
attack, two U.S. legal groups said Thursday.

The U.N. Security Council's refusal to approve a resolution proposed by the 
United States, Britain and Spain clarified that the weapons inspection 
process initiated by Security Council Resolution 1441 last November should 
have been permitted to continue before military action could be authorized, 
added The Lawyers' Committee on Nuclear Policy (LCNP) and the Western 
States Legal Foundation (WSLF).

The two groups, the U.S. affiliates of the International Association of 
Lawyers Against Nuclear Arms (IALANA), supported an open letter signed by 
31 Canadian international law professors released Wednesday that called a 
U.S. attack against Iraq a fundamental breach of international law (that) 
would seriously threaten the integrity of the international legal order 
that has been in place since the end of the Second World War.

Such an action would simply return us to an international order based on 
imperial ambition and coercive force, they added.

The legalities of the U.S. attack on Iraq have sparked considerable debate 
since Washington, Britain, and Spain decided to pull their proposed 
resolution from consideration by the Security Council in the face of 
almost-certain defeat by a majority of members, including the threat of 
vetoes cast by permanent Council members France and Russia.

By withdrawing the resolution and issuing an ultimatum to Iraqi President 
Saddam Hussein to leave the country or face attack--demands that have not 
been included in any Security Council resolution--Washington asserted its 
sovereign right to self-defense and its intention to enforce previous 
resolutions, including 1441, which called for Iraqi disarmament.

Some international lawyers, such as Yale University's Ruth Wedgwood, have 
claimed that the previous resolutions gave Washington adequate legal cover 
to unilaterally enforce disarmament, and that precedent for circumventing 
the Security Council was established when Washington and its NATO allies 
launched their air campaign against Serbia in 1999 without Council 
authorization.

Another prominent expert, Anne-Marie Slaughter, argued that while 
technically illegal, Washington's decision to take military action 
without Council backing might still be legitimate.

Also citing the Serbia precedent, Slaughter, dean of the Woodrow Wilson 
School of Public and International Affairs at Princeton University, argued 
that Washington could still gain U.N. approval if its forces found 
irrefutable evidence that the Iraqi regime possessed weapons of mass 
destruction.

Even without such evidence, the United States and its allies can justify 
their intervention if the Iraqi people welcome their coming and if they 
turn immediately back to the United Nations to help rebuild the country, 
she wrote in the New York Times.

Even for international lawyers, insisting on formal legality in this case 
may be counterproductive, she said, arguing that supporters of 
international law should accept that the United Nations is a political 
institution as well as a legal one.

But LCNP President Peter Weiss strongly denounced that reasoning, calling

The sudden announcement occurred at approximately 0230 GMT on 20 March. 
Contrary to early reports that Iraqi state radio was seized by U.S. troops, 
its signal appears to have been drowned out from broadcasts over the 
airborne Commando Solo EC-130E psyop fleet. Its signal, according to 
multiple wire reports, disappeared from the airwaves after the surgical 
airstrikes. Iraqi television, meanwhile, remains on the air.

Radio Baghdad, Al-Shabab, and Sawt al-Jamahiriyah, Iranian radio reports, 
are responding to the psywar assault by shifting transmissions to new 
frequencies. Sawt al-Jamahiriyah, which is run by Uday Hussein, broadcast 
martial music and defiant annoucements.

God is our great Allah. Rise up, rise up and attack the foreigners. Victory 
with God's help is near...defeat the infidel enemy.

Information Radio, which is the only known programme broadcast from 
Commando Solo, broadcast a mix of psyop messages and Arab music as 
anti-aircraft fire lit up the skies over Baghdad.

Clandestine Radio Watch monitored the radio station on 9715.1 kHz between 
0250 and 0345 GMT when its signal faded out. A station identification was 
heard at 0337 GMT over traditional flutes.

During President Bush's address to the American public at 0315 GMT 
Information Radio broadcast an announcement about al-Qaeda and the regime 
of Saddam Hussein. A more complete analysis of the announcements will be 
forthcoming. Recordings of the monitored broadcasts are available at the 
www. clandestineradio.com.

Information Radio broadcasts 24 hours per day on 9715 kHz and between 1500 
and 2000 GMT on 756, 693 kHz, 100.4 MHz. Its broadcasts, according to wire 
reports, are already responsible for Iraqi troop defections on the 
Iraq-Kuwait border.

In addition to Information Radio the United States broadcasts four covert 
radio stations, smothering Saddam Hussein's regime within a wall of psywar 
messages.

called self-defense.

For example, when police have the authority to continuously brutilize and 
murder those in your community, this is an act of terrorism. Therefor your 
community naturally has a right to defend it's self. When authorities try 
to stop your community from defending it's self, then you have even more of 
a right to defend yourself.

What about anonymous mails? Wouldn't it add either a high burden to the
remailer operators, or nullify the remailer purpose, adding a shining
payment trail right to the sender?
Unless something like ALTA/DMT, Yodel or Lucrative were used.


What about improvised ad-hoc systems? When I have nothing other, I am able
to send a mail with just a telnet client. Would it be possible with the
new system too?
I don't think so, not without either an ecash/estamp purse or a PoW app.


It is another complication. Now not only the email infrastructure will
rely on the Net itself, on the DNS and on the SMTP servers, but
payment-transfer systems will be added to the equation, greatly affecting
reliability.
This only affects first-time correspondence.  After a successful first 
te-t-te a white list function should allow subsequent email passage without 
stamps.

Agreed, provided we are talking about payment in the traditional sense (as
this thread has been so far).  However, there are other forms of payment
besides money.

As you correctly observed, not everyone has the ability to make payment in
money over the net, however, everyone who is capable of connecting has the
ability to pay in cpu cycles.  A robust system would allow for payment in any
number of mediums, allowing for universal participation.  

To date, my personal pet has been payment in computationally intensive
solutions to questions posed by the recipient.  This forced expenditure of
effort, even if minor, removes the spammer's incentive for sending of
email: the nature of the beast requires that the spam run be high volume and
fast in order to pay off - slow down the run with computationally difficult
questions, and the spammer will make no money.  


This system is one that has exponential impact on high-volume mailers, and
almost zero impact on the person sending out a few dozen emails a day (to
their friends, cpunx, etc.).  It does not substantially penalize the
legitimate user, while at the same time crippling the mass mailer.

I have not understood why this system has never been taken seriously in the
anti-spam community, while at the same time we have unscalable and
unimplementable micropayment systems being seriously studied.  Could it be
that the real concern driving the antispammers is the aquisition of money,
rather than the aquisition of email without spam?

ISP-oriented systems, especially sender-pays-sender's-ISP systems,

at adapting to rapidly-changing technical environments and cost structures.
If they start off knowing this, they can pick somewhat different failures
than the ones the US phone system has, but that's still one of those
Knowing Murphy's Law doesn't help either kinds of consolation.  Doomed.

don't need to be timing-protected, but many of them are also things
that aren't CPU-consumption-critical either.

93.7 is San Francisco Liberation Radio (micropower license-free :-)
I'd first assumed that Enemy Combatant Radio was yet another variant on
National Public Communist Radio or Nationalized Propaganda Radio or 
whatever :-)

If I were implementing something like non-commercial unlicensed radio,
I'd probably expect that the broadcast studio and the antennas
would not be colocated, and there'd be a need for cheap connections
between the two of them, which suggests IP over modems.
And avoiding dropouts on unidirectional connections suggests
large jitter buffers.
Two minutes seems a bit excessive, though -
perhaps there's a bit of a speed mismatch between the studio and
antenna ends of the connection that's accumulated delay,
especially if you're transmitting over TCP instead of UDP.
Speak Freely used to have this problem until some recent changes
that let it clear out buffers when they get too large.
