Worked smoothly.

   - Imported all Plugins from 8.0.
   - Imported all settings from previous version.
   - After one restart (due to the plugins) everything was exactly like I
   had it on the other install.
   - Besides the Apache Licensing that sticks out like a sore thumb (not in
   a bad way, just catches the eye if you've been seeing the Oracle stuff for
   years) everything was the same.

I think the ASF does a bad job at making clear when and why a CLA is
needed. From the "How the ASF works" page:

Developer

A developer is a user who contributes to a project in the form of
code or documentation. They take extra steps to participate in a
project, are active on the developer mailing list, participate in
discussions, provide patches, documentation, suggestions, and
criticism. Developers are also known as contributors .

Committer

A committer is a developer that was given write access to the code
repository and has a signed Contributor License Agreement (CLA) on
file. 


This is missing a reasoning of the why and when for the CLA. Either
both parties are required to sign the CLA or none. Consider the
situation where the "Developer" offers a huge contribution to the
codebase. 

There is only one thing the CLA does: It grants the foundation the
right to relicense the code - see paragraph "2. Grant of Copyright
License".

The contribution from the developer is licensed to the ASF only by the
ALv2, so when the ASF decides, that its projects require a modified
license (ALv3), this huge contribution would need to be relicensed
seperatedly in any case.

Is there a real position of the ASF on this? By this I mean not hidden
in an LEGAL ticket or a random mailinglist post.

Hello Geertjan,

I realize that it would be in the interests of transparency if I were able
to fully discuss my concerns, particularly my legal concerns, with signing
the ASF ICLA in an individual capacity.  However, I am not a lawyer, and I
feel that it would be legally precarious for me to discuss in any way the
legal interpretation of the ICLA's terms and implications thereof.
Furthermore, respectfully, I cannot have a discussion with you regarding my
legal concerns because, as far as I know, you are not a licensed attorney,
or if so, you are not offering to serve in a representative capacity.

What I will say is that one of my personal rules is to avoid signing legal
agreements of any kind which are not necessary for me to sign.  Pull
Requests of mine have already been merged into Apache NetBeans'
repository.  In addition, I have contributed to other Apache projects (e.g.
Subversion and Commons) without needing to sign the ASF ICLA.  I see no
reason to sign it now, especially when I have quoted one of the original
Apache Software Foundation board members who has specifically written that
it is not necessary for an individual contributor to sign the ICLA, even if
the contribution is massive.  If this is no longer the case, I would like
to see the official policy change document from the ASF, as this might mean
that unfortunately, I would need to stop contributing patches to Apache
NetBeans.

I have written on PR #253
 that I would rather
stick with the application of Section 5 "Submission of Contributions" of
the Apache License, Version 2.0 for my contributions, licensing my
contributions to NetBeans according to the terms of the Apache License,
Version 2.0.

the file is used in unittests - see:

This looks sensible to me. The point is not to actually use it to sign
something, but to test the integration parts.

at this point Netbeans is still in transition. The first release has
already happened, consisting only of the netbeans platform, now the
next part, the Java SE IDE parts are integrated and released.

This is still a Beta release. Oracle is preparing to donate the rest.

It is a slow process, but I think this could be expected.

The whole point of the incubation process is, that the community can
find itself and development has to gain routine. This will need some
time.

For the concrete phase this is whats happening: There is a certain
state in the git repository. That state is frozen into a source.zip.
This ZIP file and its enclosed binaries for the release are
checksummed, so that we are sure we are speaking about the same files.
The contents of the files is then checked whether or not it can be
released, that does not mean it is bugfree, but that licenses are ok
and the right files are present.

series of wrong assumptions here.


Just to remember, "J2SE related" would a large variety of exotic animals 
(for instance, WebServices are J2EE, but you can have them in J2SE: so 
there is or there is not WebServices available?) - and you have not 
explicited in your "not so verbose" announcement mail that J2EE (neither 
J2ME) would or would not be available.


I would reccomend you to review your writing style instead. 
Communication skills are very important for someone reposible for 
communication. Maybe a "feature matrix NetBeans 9.0 x Java Technologies" 
or at least between "NetBeans 8.2 x NetBeans 9.0" would have evicted my 
question.


But I've understand the bottom line - and I'll not disturb anymore. I 
withdraw my offer to work a few hours this week. Just remember that this 
kind of answer you sent to someone who asked a legitimate question is

Yes, I re-read the original post on this thread before commenting.  I was
thinking that we might want to be more explicit on the required steps
before voting - eg. quoting those Apache requirements, and potentially
adding specific ones of our own if/when required.

I'm in two minds about the convenience binary being a convenience! ;-)  If
it's no use for voting, it's probably better not on the vote thread.  OTOH,
getting more eyes on it / allowing non-binding votes based on it might be a
good thing?

Anyway, thoughts for the future - on to testing rc2!

Just like the Alpha release, the Beta release is focused specifically
on IP clearance. With Beta, everything in Apache NetBeans Git complies
with Apache IP clearance requirements:

How to try out the Beta release:

1. Download the artifact to be voted on and unzip it.
2. Build it using the README provided by the artifact.
3. Look in nbbuild/netbeans for the NetBeans installation created by
the build process.
4. Run the NetBeans executable and (if you're running on JDK 8) you'll
be prompted to install nb-javac, after agreeing to its licensing
terms, and (if you're running on JDK 9), you'll be able to use javac
directly from JDK 9 and, optionally, you'll be prompted to install
nb-javac, after agreeing to its licensing terms.

If the above succeeds, i.e., Apache NetBeans installs and starts up,
you will have a development environment that complies with Apache IP
requirements and you should vote +1 in this thread. Bugs you encounter
are irrelevant for the Beta release, after Beta, when the final
release is put together, the bug fixing will begin via the NetCAT
program.
