EMC Forum, 

I apologize for the "Shameless Advertisement on the Technocal Forum.  It was
not my intention to break any rules of the IEEE society.  I have been a
member for quite some time and thought that I have seen similar  FREE OPEN
HOUSE events in the past. I have learned much from this group and believe
that I have contributed positively as well.

After reviewing some past e mails, I realized that these aforementioned
events were in response to requests from members of the group. After
reviewing the rules, I have realized that this is contrary to the EMC-PSTC
rules.

Please accept my apology!  I hope to remain a member of the forum.

Thanks for the response.  Our original design called for separate circuits,
but for a variety of reasons, we decided to go with the single 100 A input.
Since I had never seen it before, I thought I'd ask if anyone in this forum
ever had.

Suzanne,

Your best bet is to use components that have been previously evaluated for
field wiring, such as a UL Recognized terminal block for the + and - and a
UL Listed pressure terminal connector for the protective earthing terminal;
of course both have to be suitable for the 100 A  and the wire gauge
anticipated in the field.  This way, you satisfy the North American
component requirements and because there is no limit in the standard for a
100 A rating, most European and other worldwide test houses are likely to
accept the US evaluated component.

that's rated 100A.  Table 3E in 60950 only specifies sizes up to 63 A.

I have one, I LOVE it! For the price (I paid around $16k), you can't go
wrong!

Color Display
3-Traces
Built-in Pre-Amp
AM/FM Demodulation
Hard Disc
3.5 Floppy Disk
Limit set-up (packaged floppy has
limits for all popular int'l emissions standards)
Correction factors for popular antennas (also included)
Create data lists (can compare peak, avg. quais-peak)
and there's plenty more.


You get the picture . . . the rest is on the brochures. 
It is easy to set-up and use. It's portable - I've taken it to
the lab when I encountered unforeseen problems, took data with my
set-up, and saved it onto the floppy as an aid for troublshooting.

You can also by the report generation S/W package and create some really
nice reports. The analyzer can be standalone or PC controlled.

For continued emissions compliance it's nice too. If you're changing vendors
for a device (IC, oscillator, etc), or considering an ECO on a printed
circuit, 
you can do a 'before & after' to make sure that you haven't affected 
the emissions compliance. I save the 'before & after' data onto a floppy
or print out the traces and attach it to a copy of the ECO and keep it with
the product's compliance folder.

I've had it for almost 2 years and haven't had a problem.

Gunter,

We have an Agilent E7404A from the same family of Spectrum Analyzers.  We
have used it as a general EMI and signal integrity diagnostic tool.  We have
not run the built-in EMI pre-compliance reports.  We like the fact that it
is a digital instrument which is an improvement over the previous generation
of analyzers.  The digital design allows faster warm up times, more
flexibility over allowable spans and bandwidths, and the built-in hard drive
and floppy drive allow capture of data in a variety of formats for use in
reports, or in further processing of the data.  The built-in preamp is a
convenient feature.  Using previous models often required an external preamp
and getting the gain factors right was always a pain.  The ability to switch
between AC or DC coupling is a feature that we find nice.

We like ours.

ITU K.41

Hi All,
I am hoping that someone has had some experience the interface definitions
covered in the ITU K series recommendations.  My question is regarding the
interface references given as T1 and T2 in Table 1 of K.41.  This
is referring to the telecommunications interface, but it is not clear if the
surge should be applied in common mode to all of the connections or if the
reference is to a table of connections  for 2 and 4 wire interfaces.  Thanks

We have several analyzers in this series and have nothing but good things to
say about them. We even drag them out to our OATS and they survive the
trips. Agilent is phasing out some of the EMC equipment, so make sure that
you are not going to buy an orphan. At least make sure that they will
continue to provide calibration and service if they do discontinue it.

Hi Dave,

The police radar gun is a portable radar. The way it works is not much
different than the radar that monitors aircraft flight at your local
airport. Radar utilizes allocated spectrum and transmission/reception of
radiowaves to achieve its function.

Suzanne,

Your best bet is to use components that have been previously evaluated for
field wiring, such as a UL Recognized terminal block for the + and - and a
UL Listed pressure terminal connector for the protective earthing terminal;
of course both have to be suitable for the 100 A  and the wire gauge
anticipated in the field.  This way, you satisfy the North American
component requirements and because there is no limit in the standard for a
100 A rating, most European and other worldwide test houses are likely to
accept the US evaluated component.

Dave, I disagree on your conclusion that a police radar gun is not a
communication device. The device has a transmitter and a receiver and an
automobile acts as a transponder. The device communicates with itself.
However, even if the automobile is not present, the transmitter can be
active and can potentially cause interference. This device acts no different
than RFID and anti-theft products that read tags on products, railroad cars,
cattle, cars, and ID badges. And these systems are definitely considered to
fall under the RTTE directive. Your only potential out on this one is the
public security exemption.

True.
But it seems a big leap to suggest that because Mr. Maxwell feels that 
the GPSD does not apply to his product, then that gives him cart blanche to 
turn out unsafe products. That would seem to be the basis of his defence in the 
above case.

Lets hope that this discussion, and others on the forum, help to make 
sure that we all only have to worry about hypothetical court cases.

You won't find such things in any IEC standard (that's correctly written
in accordance with the IEC Directives - some haven't been). IEC
standards themselves are never mandatory - they are published to
encourage the national standards committees to adopt them as national
standards. When CENELEC adopts an IEC standard regionally, THEN it is
compulsory for the national standards bodies of CENELEC member countries
to adopt and publish it. At that stage, it is given a 'dow' - the date
at which any earlier standard must be withdrawn.

Mandatory compliance applies, even in CENELEC, only to standards used to
demonstrate compliance with European Directives. The Commission, not
CENELEC, then sets a 'docopocotss' (no, even the EC doesn't use such a
crazy abbreviation) - 'date of cessation of presumption of compliance of
the superseded standard' - which is normally the same as the 'dow' but
need not be.

Even then, compliance with standards MAY not be mandatory. For most
Directives, there is an alternative 'route to compliance' that is more
or less independent of any standards.

The 'docopocotss' is normally set at 3 years after the publication of
the standard, thus creating a 3-year transition period.

Hi Folks

WRT the IEC standard(s), as I understand it, IEC documents are - and always
have been - "advisory documents" which only have "legal force" when they
have been officially adopted in a particular country or region (e.g. the EU)
by the relevant regulatory or standards body(ies) [ or adopted in contract
between two companies]. It is those bodies which will mandate any transition
periods that they consider appropriate.

Thus, as far as the US is considered, the CDRH will be the relevant
regulatory body.

Hello Group -

Can anyone direct me to an informative article, link, etc., that summarizes
the impact of Amendment 2 to IEC 60825-1, released in January of this year ?
I've reviewed the amendment and am aware of the basic differences it brings
in classification, but it sure would be nice to have a synopsis of all the
changes. Also, does anyone know how soon the changes will be incorporated
into a new release of the standard ? The IEC website does not list a target
date for release, although the status of edition 1.2 shows it being out for
printing since early May.

Also, CDRH Laser Notice # 50, published late May, harmonizes, to some
degree, 21CFR to the IEC 60825-1 standard, with the notable exception of
production line test requirments, record keeping, and some product marking
requirements, which are being kept by the CDRH. Has anyone heard if the CDRH
product report formats will be changed ? I'm thinking an IEC-60825-1 report,
with US national deviations, if you will, may be acceptable to the CDRH at
some point in the future, in lieu of their existing published report format.


Of greater concern is the lack of a specified transition period and
mandatory compliance dates in either standard (at least I can't find them).
Will existing laser classifications be grandfathered? When will laser
product manufacturers be required to label products according to the new
classifications? I can see the new classifications causing much confusion
among customers, who may have, say, Class2 laser products, then buying
additional units of the same product, which might be labeled as Class 2M,
for instance.

Take a look at www.Intellon.com .  They detail a link to some of the
problems associated with proximity of Bluetooth devices to  802.11 LAN
specs. These are claimed to be potential interference problems related to
hop frequency differences in the two spread spectrum systems.

There is also concern with the  power line conducted control systems and the
Continental Automated Building Associated attempted to address some of the
issues related to compatibility during their conference held at the end of
May.  There are some 26 different standards all independantly developed
which I'm sure is enough for a statistical study of the problem.

There have been several papers on lack of EMC in hospitals - some
originating from McGill University in Montreal. The main problem there seems
to be lack of any emc equipment requirements ( although changing due to
liability ) and the solution has been to isolate the areas containing the
radio sensitive equipment.

Tha Radio Advisory Board of Canada's EMC sub committee did address some
concerns toward cable TV radiation and possible effects on some aircraft
frequencies. With those problems largely overcome by regulating the cable
operators , another issue has arisen and that could affect radio aids to
navigation and it may have to do with radiation from home wiring above 2Mhz
.. This is conceivable with ever increasing data rates and unshielded wiring.

When I was chairman of the RABC EMC committee for a couple of years, there
were many instances of life threatening incidences related to lack of EMC.

I think they have done a pretty good job describing this in the 3rd edition
of 60950, see 3.1.9.  The 2nd edition seems only to regard this as
applicable to primary power terminals (3.3.4).  This is probably why the
agencies had to apply their own interpretations (i.e. UL PAGs) over the
years.

Double Crimp is very elusive to track down. I've had to do this
more blankety blank times, and can never find the reference
when I want it
UL, CSA, or TUV will frequently put an explicit reference to
double-crimp connectors in their Section General, or in the
"engineering" section of their technical files. That is "technical
files" in a general sense, thank you. NOT necessarily a TCF
or other formal EU document.
Basically, you need to put two and two together. The regulations
(almost every standard, almost every agency) generally state that
certain safety-critical connections require "two independant 
means of protection."
That is the trick phrase. In the case of insulation, of course, we
are talking about double or reinforced insulation. In terms of 
connectors, this "two independant means" translates to:
a) For soldered connections, wires must be looped through
the terminal strip before soldering.
b) For crimped connections, the insulation must be retained
independantly of the conductor.
To test, they tell you to pretend that one of the two means
of retention has failed (i.e. the solder has melted or the 
conductor has broken). If the result could cause a hazard,
then it fails. 
That's the story. Good luck finding specific references.

My 2 cents - I have used a piece of heatshirnk with the inner adhesive (that

melts upon shrinking) to comply with the same requirement. The shrink goes 
over the barrel of the contact / lug and the insulation of the wire. After 
shrinking / cooling the adhesive retains the  wire pretty will.

Just adding to what Rich has said below about methods. The double 
crimp (or insulation crimp) is probably the best method because both crimps 
are made with the same tool at the same time so there is no manufacturing 
cost penalty, and several vendors supply the parts and I don't believe that 
there is any appreciable cost penalty for the parts. Simpler solutions are 
available if needed. You can tie one wire to the next with a wire tie for 
example. The first attachment point is the wire to connector pin, the second

retention method then is the wire tie which is anchoring the wire itself to 
an adjacent pin, standoff or whatever. 
I prefer the first method for several reasons but wanted to point 
out the next most common, in my experience, method.
