General Product Safety Directive

The following message was distributed by ETSI.



A meeting was held on 12th September 2001 between CEN, CENELEC, ETSI and the
European Commission with regard to identifying European standards to be used
in the framework of the General Product Safety Directive (GPSD) that is
expected to be adopted later this year. (See attachment)

The steps I outlined and accepted at the meeting were:

1) Identify standards under the LVD/R&TTED/etc that would also be suitable
for listing under the GPSD

2) Identify any existing safety standards other than 1) that would be
suitable for listing under the GPSD

3) Identify the need for any new standards.

The Chairman of TC Safety who was present at the meeting believes that for
1) and 2) the answer is 'none' and so the question to the ETSI membership is
whether you think that there are any ETSI standards needed in category 3).

Note that the GPSD applies to ALL products, whether electrical or not.
Therefore, earpieces and other accessories for mobile 'phones would be
covered (as they are by the existing GPSD today). Similarly, this Directive
would likely cover the range of self-powered Bluetooth devices.

Please could you send any input that you may have to this exploder list
before 31st October 2001.

Assuming that the harmonized standards were used for XYZ for Company A, a
Manufacturer's DoC was issued based on the tests.  Company B needs to issue
a DoC, but if I were Company B, I would have no hesitation putting a note in
the file saying the XYZ and ZYS1plus are identical and issuing a new DoC in
Company B's name.
 
Why did company B even talk to Beco?  If not technical construction file was
involved, a competent body isn't needed for putting the CE Marking on the
product.  Don't forget about the LVD.

Cecil,
If you mean to fulfil the EMC requirements for CE-mark purpose, Norway has
the same status as the countries within EU. Apply harmonized standards if it
exists. If no harm-standard is available, make contact with a notified body
for selecting other standards or make a TCF.
No special marks for EMC in Norway, but the CE mark apply. CE mark = The
equipment fulfils all relevant EU directives (EMC, LCD, RTTE, .)

I'm surprised that you can't find this information on the web. The
length of the pipe is a significant factor if the 60 psi is applied at
the far end.

I remember solving a similar problem, water cooled heat-sink, using a
machinists handbook. If you have one handy it saves dragging out the Fluid
dynamics text and clearing the cobwebs.

Length of pipe and angle are just some of the things needed
to be considered.  Otherwise, you could have a long enough
pipe and/or a pipe angle which could stop flow.

Note that besides the "product" safety issues, there are many
environmental issues with lithium batteries.  Nearly every Euro
environmental acceptance form for our products asks if they
contain lithium batteries, and how these will be recycled or
reclaimed to avoid going to waste land fills.

As far as I can recall from my physics course at university your
fluid flow rate can be predicyed by the Hagen-Poiseuille law:


  pi * (pressure difference between pipe ends) * (radius of pipe)^4
 Q = 
 8 * (viscosity of fluid) * (length of pipe)


If you plug in SI units Q should have the unit [m^3/s].
For water at 20 degree Celsius my text book gives
a viscosity of about 1.0e-3 kg/(m*s).

I guess conversion of units is a bit of work here ...

The standards and methodology that I have used for UL/CSA and CE Marking is
to select UL Recognized batteries AND then focus upon:
Short Circuit
Reverse Charge
Overcharge

This is the best PRACTICAL guidance material that I have found.


!The protection issues are MUCH more complex that appear at first
sight!



Check also the FAA - this first major issue that I recall was a Li battery
exploding in an aircraft panel - the plane landed safety - following the
incident Li batteries were banned from aircraft for many years.

I expect that the FAA also has something on the subject.

Cecil,

It is my understanding that both of these countries accept "CE" marked
products, which attests to complying with the applicable EU Directives,
one of which is the EMC Directive.

There are several methods described in the Directives to justify using
the CE marking.  Each includes a means of demonstrating conformity to
the (now harmonized) EMC standards.  Once this has been done, a EU
Declaration of Conformity properly executed, and the product CE marked,
there is no further EMC certification required in the EU or other countries
accepting the CE marking.

Fluid flow rate

Sorry about this being so far off topic, but I don't know where else to find
the largest group of technology professionals who can answer this question:

How much water will flow out of a 3/4 inch pipe which is under 60 psi?
There is a restriction and the actual inside ID is around 7/16 inch.

My guess is more than 5 gal/min.  For example, when I get gasoline the tank
will fill (20 gal) in less than 2 minutes.  So it's got to be somewhere in
this range, right?

Hi Peter,

Whenever I've had safety questions regarding Lithium batteries, I've
always found the manufacturer to be the best source of information.  At
the time, I talked with Tadiran, since we were using their batteries.
Tadiran was extremely helpful and knowledgeable.  After all, it's their
business to know.

I am replying to your questions concerning AS/NZS 3260:1993.  This standard is 
still current.  It will eventually be superseded by AS/NZS 60950:2000 "Safety 
of information technology equipment".  The updated standard is an Australian 
modification of IEC 60950:1999. Australian standard AS/NZS 3260:1993 may be 
superseded in 20030605 by AS/NZS 60950:2000.  At present both standards are 
still current.  When the standard is superseded it will be deleted from the 
StandardsWatch program. 
 
Australian standard AS/NZS 3260:1993 forms part of the Australian 
Communications Authority's compliance program for manufacturers and suppliers 
of telecommunications equipment. Compliance to the above standard forms part of 
the A-Tick approval scheme for different types of telecommunications equipment. 
 
 
 The standard is referenced in ACA TS 001-1997 "Safety requirements for 
customer equipment".  This standard is referenced under certain sections of the 
ACA's Telecommunications Cabling Notice.  The ACA techical standard has not 
been updated to include references to AS/NZS 60950:2000. 
 
Further advice on the legal status of AS/NZS 60950:2000 should be sought from 
the Australian Communications Authority.  Their contact details are included on 
their internet site (http://www.aca.gov.au)
 
Standards Australia's subsiduary (Quality Assurance Services) is the 
administrator of the IEC CB scheme.  Companies supplying IT equipment can 
arranged approval to the CB scheme.  Quality Assurance Services should accept 
test reports to AS/NZS 3260:1993 and AS/NZS 60950:2000.  The CB scheme may be 
able to be used to arrange tests that may be required under the ACA's A-Tick

safety standard that applies to the telecoms cabling and outlets in the
subscriber's premises, and to ordinary telephones, and then a different
standard, e.g. EN60950 that applies to ITE connected to the telecoms
system. Where the two standard deal with the same topic, they are, or
should be, technically identical.

When you are in the "grey" zone with products in more than one product family, 
the normal procedure is to state
compliance to both categories by making a worst case test with requirements 
from both categories. The other way is to
declare in the manual that the product is limited only for industrial use.

The last solution is normally not good because who knows if customers are in 
industrial or light industrial areas.

Yes, but there is no applicable standard. I advise clients to include in
the user instructions a warning to keep magnetic media (floppy discs,
cassettes, credit cards etc.) and VDUs at least 30 cm from the
loudspeaker (unless it has a closed-field driver).

EN60065 and the Low Voltage Directive. Do we use the actual power

Let's see; 400 W in 8 ohms is 56.6 V - yes, we need the safe connector!

One of the changes effected to MIL-STD-461E from -461D was to to take the 
RS103 exclusion at the tuned frequency and replace it with a requirement to
test at the tuned frequency but with a reduced threat level which was pegged
at 20 dB above the RE102 limit at the frequency the radio set was tuned to.
The purpose was to control susceptibility to a nearby unintentional emitter
such as another avionics box in the same equipment rack.  Prior to this
change no radiated susceptibility requirement to my knowledge encompassed a
radio tuned frequency for the very reason noted in the quoted paragraph.
