Use of Dipole Antenna's For FCC-A Emissions Testing

Hi Group,
 
It's been quite a while since I've done this so I figure I would ping it off
the group for a consensus. Back in the old days, you could use a Dipole
antenna to take radiated emission measurements for frequencies that were
either failing or were close to the limit. Is that still legal for FCC-A
radiated emissions testing? 
 
For background info, by tuning the dipole antenna to the exact frequency, you
were able to obtain a more accurate reading than using a broadband antenna.
Sometimes you would gain a few dB, sometimes you would lose a few dB. 
 
One thing I remember about this that was flakey, was if you did this for a low
end frequency such as 30 Mhz in vertical polarity. At that frequency, the
elements on the dipole antenna seem to be about a mile long. There was no way
to take a vertical reading at that frequency at a height of 1 meter without
breaking the antenna element. You therefore had to raise the antenna above  2+
meters to take the reading.  In horizontal polarity this was not an issue.

With respect to Dave's original question:
 
- The equipment does not have to be CE Marked if it is purely
electrical/electronic under LVD/EMCD - but if it were a piece of mechanical
equipment subject to the Machinery Directive then it would have to be CE
Marked under that Directive as the requirements are different!
 
- Regardless of the CE Marking issues, EU workplace safety inspectors will
want to be assured that it is safe, and that will involve the end-users
performing suitable risk assessments. Part of the evidence to be included in
these will be evidence of the standards met. If these are EU Harmonised stds
then there should be no problem, but if these are not EU Harmonised Stds then
there may be further issues to address as US stds are not officially
"recognised" in EU legislation.
 
- Regarding the age of the equipment, it is the date at which it is first
imported into the EU - not the date on which it was manufactured - that is the
significant one, thus 10 year old equipment that is imported at year 10 would
be deemed to be new equipment in this respect.

A reminder - CE Marking and the related EC DoC is only needed  for those
Directives where the text thereof states that these are SPECIFICALLY
required.

If there is no such requirement in the text of a Directive or the equipment
is outside the scope of that Directive, then - in fact - the CE Marking must
(legally!) NOT be applied in respect of that Directive, although  there is
probably nothing to stop you actually making a relevant DoC to relevant
standards which are harmonised under that Directive (but not to the
Directive itself).

That is indeed the case, if you want to do it in-house. But if you use a 
test house or consultant, they should be able to advise you, because 
it's their job also to know what the changes are.

They have, in principle, to do what you describe, but information from 
test house trade associations, and, in some cases, participation in the 
standards-making process, make it rather easier for them.
