Hello Jan,

 

AC:2008 is Corrigendum to EN 50121-4:2006 issued May 2008.

It replaces the old EMC Directive (89/336/EEC) with the new EMC Directive
(2004/108/EC) and inform that other requirements may be applicable.

`The abbreviation ‘AC’ refers to the existence of a Corrigendum to the
associated base standard.

 

CENELEC recommended to the Commission a few months back that Corrigenda should
be included in the OJ. Following subsequent debate with other stakeholders the
commission have agreed to publish a note to the relevant OJ listings advising
that the Corrigenda do not need to be listed on a supplier’s CE DoC.

Latest list of EMC standards in the Official Journal of the European Union

The recent list of harmonised standards published in the OJEU as a PDF file
omits several dates of cessation of presumption of conformity for
amendments.  If taken literally, this would mean that the amendments become
applicable immediately for the presumption of conformity to be maintained.

The omission of these dates is an error.  The European Commission is aware
of this and intends to publish a corrected list as soon as possible (no date
has been quoted).

There is no official guidance on what should be done in the meantime, but my
personal view is don't panic.  Manufacturers could use the previous dates -
there has been no intention to change any of them since the dates of EN
55022 were changed.  Ironically the dates for that standard have been
corrected in the latest list.

If a DoC needs to be issued before the list is corrected, the supporting
technical documentation should explain the reasons for the selection of the
editions of the standards and amendments applied.

is showing the 2008 list.  It usually takes a few days for the html list to be
updated to reflect the publication of a new list in the OJ.  When the html
list is updated, the links to the OJ page in the various languages are also
updated.

EN 300 386 is not, and has never has been, listed in the R&TTE OJ.  The R&TTE
OJ dated June 3, 2008 jumps from EN 300 373-3 to EN 300 390-2. 

 

As Kris stated below, the scope of EN 300 386 is for Telecommunications
Network Equipment (TNE), not Telecommunications Terminal Equipment (TTE).

 

Additionally, from the EN 300386 v1.4.1 Foreword, "The present document is
intended to become a Harmonized Standard, the reference of which will be
published in the Official Journal of the European Communities referencing the
Council Directive on the approximation of the laws of the Member States
relating to electromagnetic compatibility ("the EMC Directive") (89/336/EEC
[49] as amended and 2004/108/EC [52])."

 

Therefore, EN 300 386 is not intended for the R&TTE Directive.

 

Which still begs the question, why are EN 300 386 versions v1.2.1, v1.3.1,
v1.3.2, and v1.3.3 still listed in the EMC OJ as simultaneously valid
standards, while v1.4.1, "adopted" in April 2008, and supposedly has a “Date
of latest announcement of this EN (doa)” of 31 July 2008, not listed in an
EMC OJ published in November 2008?

EN 300 386 is not, and has never has been, listed in the R&TTE OJ.  The R&TTE
OJ dated June 3, 2008 jumps from EN 300 373-3 to EN 300 390-2. 
 
As Kris stated below, the scope of EN 300 386 is for Telecommunications
Network Equipment (TNE), not Telecommunications Terminal Equipment (TTE).
 
Additionally, from the EN 300386 v1.4.1 Foreword, "The present document is
intended to become a Harmonized Standard, the reference of which will be
published in the Official Journal of the European Communities referencing the
Council Directive on the approximation of the laws of the Member States
relating to electromagnetic compatibility ("the EMC Directive") (89/336/EEC
[49] as amended and 2004/108/EC [52])."
 
Therefore, EN 300 386 is not intended for the R&TTE Directive.
 
Which still begs the question, why are EN 300 386 versions v1.2.1, v1.3.1,
v1.3.2, and v1.3.3 still listed in the EMC OJ as simultaneously valid
standards, while v1.4.1, "adopted" in April 2008, and supposedly has a “Date
of latest announcement of this EN (doa)” of 31 July 2008, not listed in an
EMC OJ published in November 2008?

Ralph

EN 50178 is shown on the CENELEC website www.cenelec.eu as relevant under
the LVD 2006/95/EC.  It wasn't in the previous EMCD list (published on 25
September 2007) either.  It's still shown as current (use the search box on
the top right-hand side of the page - standard number without the "EN" the
click on the hyperlinks to find more information).

I'm not familiar with this standard so I don't know which EMC requirements
it contains, but it appears at present not to be a relevant standard for the
EMCD.

Perhaps others more familiar with the standard (or the committee TC22X) can
help you further.

Ralph

EN 50178 is shown on the CENELEC website www.cenelec.eu as relevant under
the LVD 2006/95/EC.  It wasn't in the previous EMCD list (published on 25
September 2007) either.  It's still shown as current (use the search box on
the top right-hand side of the page - standard number without the "EN" the
click on the hyperlinks to find more information).

I'm not familiar with this standard so I don't know which EMC requirements
it contains, but it appears at present not to be a relevant standard for the
EMCD.

Perhaps others more familiar with the standard (or the committee TC22X) can
help you further.

EN 300 386 V1.4.1 (04-2008) Electromagnetic compatibility and radio spectrum
matters (ERM) — Telecommunication network equipment — Electromagnetic
compatibility (EMC) requirements is missing from the list.  

This ETSI standard list the following dates (I hope this copied table passes
without corruption!):

 

National transposition dates 

Date of adoption of this EN: 

11 April 2008 

Date of latest announcement of this EN (doa): 

31 July 2008 

Date of latest publication of new National Standard 

 

or endorsement of this EN (dop/e): 

31 January 2009 

Date of withdrawal of any conflicting National Standard (dow): 

31 July 2011 

Based on the dates above, should this one have been listed, eventually
superseding v1.2.1, v1.3.1, v1.3.2, and v1.3.3 (all supposedly still
simultaneously valid)?

Is EN 300 386 V1.4.1 usable as a Harmonized Standard giving a presumption of
conformity, or wait until published?

We subscribe to a service from a small company who review the current 
issues of the OJ for us against a list of topics and directives which 
we have specified and send us copies of anything they think is 
relevant. The service costs us about the same as subscribing to the 
OJ on CD-ROM and has the advantage not only that are we help to 
support a small company rather than stuffing the money in the pocket 
of TSO Books, but also that we only have to look at the bits we are 
interested in.

The company have today contacted me to say that due to a fall in 
demand from other customers for this service, they are considering 
winding it up.

It occurs to me that there are other subscribers to this list who 
would find this service beneficial and cost effective. If any of you 
would care to contact me, we may well be able to persuade the company 
concerned that the demand is sufficient to keep the service going.

Official Journal listing for EN 300 386-2 1997

Everyone

Those involved with the supply of telecom network equipment in Europe will
have been surprised to see that in the list of harmonised standards under
the EMC Directive published in the Official Journal on 9 March 2002,  on
page C62/14, there is no "date of cessation of conformity of the superseded
standard" (doc) shown for EN 300 386:2000.  The implication is that the 2000
edition is applicable immediately.  The 1997 edition of EN 300 386-2 is also
missing from this list.

The previous EMC standards listing in the OJEC of 5 April 2001 showed, on
page C105/30, the standard EN 300 386:2000 with the "doc" 31 May 2003.  This
meant that the 1997 edition of the earlier standard EN 300 386-2 could be
used until that date.

Since there has been no other indication of the change, I checked with the
European Commission via the Department of Trade and Industry in the UK.

The Commission has confirmed that this is indeed an error, and it will be
corrected in the next list to be published in the Official Journal, expected
in July.  The listing on the Commission's website

has been corrected.

So the 1997 edition of EN 300 386-2 can still be used under the standards
route until 31 May 2003.

10.4.92.  And it only mentions EN 50081-1 and EN 50082-1.  C 49 Volume
37, dated 17.2.94, mentions all three above standards and says that they
were ratified in 1986.

They did not include the amendment to 61000-3-3.  The revisions to the
standard have passed, but apparently have not been formalized into an
amendment.  Is it reasonable to expect that they will add it to the OJ at
any time or do they typically do these things on a periodic basis?

*   The IEEE journal is:  IEEE Transactions on electromagnetic
Compatibility and comes with membership in the IEEE EMC Society
*   In addition, the IEEE EMC Society publishes a Symposium Record
of the annual IEEE International Symposium on EMC (this year it is being
held in Denver, Colorado in August.  The Symposium Record can be found
in some libraries and in IEEE databases.
*   EMC-Journal is published in the UK and can be found on the web
at www.emc-journal.co.uk

I'm sure there are other sources also.  Some sources are primarily
directed at EMC technology and some are more focused on regulatory
aspects.

regular reviews of worldwide standards and compliance information.
'Standards Update' and 'Safety and EMC'.  They are obtained by subscription
and I have found these to be invaluable.  I have no connection at all with
them, but am glad to recommend them.

Randy,

The problem with the OJ is that it is published nearly every working day in 2
versions the S version which is packed with potential bid work  in every
business sector ( also on CD Rom)  and the L and C series which deals with
standards and regulations  from the Commission.

I make use of a professional service that scans the OJ  for  entries that are
particular to my industry  ( IT and Telecomms eqpt ) +
EMC,Safety,Standards,Environment,Directives  etc. Instead of  wasting time 
scanning I just get copies of the information that affects me.
