The two sites you mention are public sites; if they drive 10% of their 
potential audience away, but receive 20% more benefit (e.g. retaining 
the most loyal viewers, lowing bandwidth costs with newer codec, etc...) 
by doing so then it makes sense.  For intra-net type or b2b type sites 
the equation is different.  In these situations end users can't 
typically upgrade their software, and IT departments may be very 
conservative in their upgrade schedules; also you face a "it needs to 
work for all our employees" issue even when this isn't the case.  I'm 
just saying that just because some sites require the most recent player, 
it may or may not make sense for you, depending on you 
audience/business-model.

MySpace requires Flash 9 Player, You Tube requires Flash 8 (last I
checked).  They seem to have no problems getting people to upgrade.  If
people want your content, they'll upgrade and upgrading Flash is about
as easy as it gets and almost everyone has experience with the process.

The major reason we are moving to Flash 8 is the enhanced text rendering. The 
custom anti-aliasing makes text much easier to read -- a major problem with 
many fonts in Flash 6,7.

We just released skins for Flash 8 that support captioning and that are
accessible to disabled users.  I've got them on our accessibility blog
for now, but will move them to the Flash exchange soon.

I'd debate this.  It really depends on what your audience is.
Individual home users probably have newer versions, or can easily
upgrade them.  Corporate users are a different matter though.

We're using Flash for part of our product where I work and we've
collected stats on who's using what version of Flash, to try and
figure out if we can change versions we develop for.  About 1/3 of
them still have 7 installed, and that's a fairly significant number.
Most of our clients are other companies, many of which have fairly
strict IT departments which don't like to upgrade, so there's a good
chance that if we switched to 8 we could break things for a lot of
people.

I'd say that what you should really do is figure out what your
audience is and then try and figure out what version they're likely to
have, and how difficult it would be for them to upgrade if they don't
have the version you're trying to support.  That goes not just for
Flash but any other software you might depend on (Java, .Net, etc).

We've just sold two projects on FP8, the first because of it bitmap
rendering capabilities, and the fact that we could use bitmap fills to
stretch bitmap textures on 3D surfaces.

Recently we've been using cacheAsBitmap, and also custom bitmap
caching methods to massively increase the speed of animation. (all
documented on my blog - sebleedelisle.com)

And the latest project uses video - the new codecs mean much better
video quality with lower bandwidth - this represents both a quality
increase and real financial saving in terms of file transfer costs.
