Archived releases can still be linked from the download page, but it
should be made clear that they are no longer current.
That is not obvious from the current download page.

Rather than include current releases in the history table, it might be
clearer to use that for historic releases only, and reserve the Latest
Components for releases that are still supported.

As it stands, there are two links for each of the current releases,
which is unnecessary and potentially confusing.

Yes, but it’s not needed for old releases because they presumably don’t get as 
many downloads. See 
https://infra.apache.org/release-distribution.html#download-links

Some folks have started working on improving the actual emails or links 
we use for onboarding at various steps of the process.  So if we're 
updating this step, folks might want to look at some of the other steps 
too, which are listed here:

A separate question for committer invitation process is: each PMC/PPMC 
is responsible for some of the steps themselves.  How can we make 
simple/easy enough tools so that the experience for a new committer on 
any project or podling is at least similar?  It's pretty clear some 
projects have different ways of doing the welcoming process, some 
better, some not as good.

We may need to note the requirements and meaning of each field in
detail as well.
Such as things like the full name should be the real name, how the
public name can be chosen, or how detailed the address needs to be.
