Wheels are starting to turn. I'd like to create a sufficient minimal list of
aims and principles which can be approved by the legal affairs committee. The

Aim:

1. Allow the public to audit the provenance of outside code contribution to
Apache

Principles:

The following must be clearly and openly identified:

 1. the contribution
 2. the contributor(s)
 3. the accepting committee
 4. the covering agreement(s)

Blogging is a powerful side channel

It reaches a different audience than mailing lists

Getting your blog read: aggregation (www.planetapache.org); host implies choice
of audience (eg jroller for java crowd); pings.

Good for evangelisation. Good for opinions. List should remain primary resource.

Blogging is drip feed - think about months, not instant effect

This patch contains a small contribution to remove a TODO in the community
part of the graduation guide. I have moved the post graduation tasks (moving
the resources to the new place inside the foundation's infrastructure) to the
last part (thought it belonged there better, and reflects the contents list).
The patch also contains a couple of fixes for spelling errors.

Currently, incubation policy refers to escalation, migration, and
graduation when discussing graduation from the incubator to a TLP or a
 sub-project.
This proposal standardizes on the terminology graduation to refer to this
 process.

The policy document can only be changed by a VOTE. The prose should therefore

substantial. This patch cuts that unnecessary paragraph.

[jira] Commented: (INCUBATOR-44) [policy neutral] cut discursive material better handled in the guides

2006-08-30 Thread Robert Burrell Donkin (JIRA)
[
http://issues.apache.org/jira/browse/INCUBATOR-44?page=comments#action_12431699
]

Robert Burrell Donkin commented on INCUBATOR-44:

One of the issues I've noticed in incubation is that the incubating project
 often does not know
who can help in what area.

good point

need to address this comprehensively somewhere in the documentation: possibly
the FAQ or in a separate document.

The trouble with the proposed patch is that it removes any clue as to
who might be the usual party to request help.

good point

Maybe a better resolution would be to identify the responsible party for each
 of the tasks noted:

i'd assumed that a Mentor would always do these tasks (see
https://issues.apache.org/jira/browse/INCUBATOR-42).

Setting up the svn repo:

The general requesting resources page says, New projects will need to ask
for their
SVN-space to be created. Send to [EMAIL PROTECTED] and Cc your PMC.
Add an issue to Jira in the Subversion category. What it doesn't say is
 who usually does the
 request.

 Creation of mailing lists:

The general requesting resources page says, Gather the required
 information about the new
lists. This includes the precise name and domain, the email addresses of the
 people who will be
moderators (ideally three+ and well spread). Send to [EMAIL PROTECTED] and Cc
 your PMC.
Add an issue to Jira in the Mailing Lists category.

Who would normally be expected to submit the request?

good question :-)

it's been quite laissez-faire in the past but that's probably not a good answer
going forward

probably the answer should be something like: anyone on the PMC can but
typically the PMC chair will

probably would be good to add that to the document

There is no detail on how to add an issue to which jira. Maybe a direct
 reference to the correct
 jira would help here.

+1

submit a patch :-)

[jira] Resolved: (INCUBATOR-44) [policy neutral] cut discursive material better handled in the guides

2006-08-30 Thread Robert Burrell Donkin (JIRA)

Robert Burrell Donkin resolved INCUBATOR-44.

Resolution: Won't Fix

I think that it would be best to withdrawl this patch.

On reflection, IMHO it would probably be better to remove all the content
without replacement and link to improved information from the tasks themselves.
I'll create a new patch for a later round.

The policy document can only be changed by a VOTE. The prose should therefore
be concise. The preamble to the Incubator Activities adds nothing substantial.
This patch cuts that unnecessary paragraph.

This change is intended to be policy neutral.

 Project: Incubator
  Issue Type: Improvement

The proposal section of the policy document contain a passage describing
criteria for entry. Satisfaction of these criteria logically preceed the
proposal and are not related to the proposal. This patch moves the passage
into the section above and adds a link to the definition of a Champion.

[jira] Commented: (INCUBATOR-39) Policy neutral change to improve organisation

2006-08-01 Thread Robert Burrell Donkin (JIRA)
[
http://issues.apache.org/jira/browse/INCUBATOR-39?page=comments#action_12425015
]

Robert Burrell Donkin commented on INCUBATOR-39:

an interesting point :-)

there is an argument that the original is correct. the chair of the PMC SHOULD
make the request but may choose not to might forget. a project chair has quite
a lot of wriggle room and this action cannot actually be mandated. it's up to
the project to elect a new chair if they don't like things they do or don't do.

i definitely agree that the paragraph is badly phrased. i think that some like:

'The acceptance process is triggered by an email sent to the incubator general
mailing list by the PMC chair of the Sponsor. This email MUST contain the
following information:

would convey the meaning with more precision and less words.

The proposal section of the policy document contain a passage describing
criteria for entry. Satisfaction of these criteria logically preceed the
proposal and are not related to the proposal. This patch moves the passage into
the section above and adds a link to the definition of a Champion.

I needs to be checked, howto handle this ?

This change does not alter policy. At the moment, the policy document contains
a large quantity of discursive material in addition to policy. Not only does
this mean that documentation has to be maintained in two places but also the
discursive material cannot be changes without a VOTE. This change replaces
discursive material with a link to a guide.

The currently document is contradictory.
http://incubator.apache.org/incubation/Incubation_Policy.html#Champion includes
a little discussion of the role and implies that only champions can be members.
http://incubator.apache.org/incubation/Roles_and_Responsibilities.html#Champion
uses declarative language and allows members and champions. This isn't good and
needs resolving one way or another.

Elections championed by Officers have succeeded in the past and I see no reason
why Champions should not be officers though this may - or may not - prevent
then acting as mentors. So, this patch consolidates the documentation in that
direction. I'm willing to create a similar patch if the converse opinion is in
the majority.

Resolution: Fixed

Committed.

Thanks for the patch.

There was some existing content in the file so I reorganised that content then
edited the new content in. Please feel free to add patches for any improvements
to the organisation that you can see.

There don't seem to be any objections to using an url such as
incubator/public/trunk/samples/site to store the sample site. So feel free to
open a JIRA when the content is ready.

karma access for existing committer / how to administer it?

There is an existing committer freemant @ apache.org that might not have made
it over on the recent move out of jakarta. He is currently having
authentication errors, which may/may not mean the user exists and he forgot
password ? (or never used it after getting the first private email when
 joining the project?)
If there is a document / (pmc chair repo? no idea) that describes how to
manage karma for tlp people that might be helpful. (Not for me obviously, for
 Howard Lewis Ship )
Sorry to keep spamming you guys with stuff.

Per the ADF Faces proposal[1] that was accepted by the MyFaces PMC, please
set up the following mailing lists for this podling:
 * adffaces-dev@incubator.apache.org
 * adffaces-user@incubator.apache.org
 * adffaces-commits@incubator.apache.org

All of these lists should be available for unmoderated subscription by the
public, require moderator acceptance for posts from non-subscribed addresses,
and be archived according to standard policies. Initial moderator should be
me ([EMAIL PROTECTED]), although we will likely add others later.
