puh, important topic. There are clearly 2 different scenarios 1.) An ASF project which certainly has passed all our license requirements and now became inactive - attic 2.) An incubator project where it is not clear if they passed all our license requirements and IP checks - somewhere else. In any case we must mark it that it's not yet 100% guaranteed to be IP clean! Maybe just ask those guys to pull it over to github? I was just referring to the minor increase of interest around the beginning of this year, as documented in the March report. The longer term history is as you say more complicated and recorded in the earlier podling reports. As an Attic PMC member, who is also very well aware of lack of volunteers over there, I couldn't be happier with a policy stating that failed incubating projects are just rm'd, but I don't think we never came up with a clear decision on that.
